HSDPA schedulers resources automatically allocate 1,625 subunit from each LCG baseband
capacity.
Each LCG has 3x HSDPA schedulers, each scheduler is capable to support up to 240 HSDPA
users but totally max 600 HSDPA users are supported per LCG.
