Manuel; WHEREAS, on 6 August 2013 a Temporary Restraining Order (TRO) was issued by the Supreme Court. WHEREAS, on 21 June 2019, the case was re-raffled to the undersigned due to the retirement of then Labor Arbiter Quintin B.
