Please note that the Kenya Bureau of Standards [KBS] has confirmed that Pre-Shipment Inspection and
issuance of Certificate of Conformity has been expanded to cover almost all finished products imported into
Kenya. See letter in Appendices.
Please note that from December 1st 2012, Kenya Ports Authorities will change the procedure for import
bookings. This inspection charge will be raised on top of any other charges.
Please note that the consignee will be held responsible for paying this fee and any other charges that will be
raised because of this inspection (re-marshalling/storage). In the case the consignee does not want to pay, we
will hold the shipper responsible via the agent booking.

Effective 1st August 2015, KEBS has developed and implemented secure
Quality Marks/ stickers complete with Track and Trace software. The objective
of the project is to deal with rampant faking of KEBS Quality Marks and
provide a platform through which KEBS will be able to carry out on-field real-
time validation and verification of goods bearing its Quality Marks. The system
will also provide an online platform for consumers to directly authentic the
validity of certification of goods before purchase.
The first phase of the project targets ALL imported products intended for
sale in the local market. All importers of the aforementioned goods will be
required to purchase Import Standardization Mark (ISM) stickers directly from
KEBS. Importers will be required to apply for ISM by submitting Copies of
Certificate of Conformity, Import Declaration Form and Customs Entry to
KEBS.

The Kenyan authorities have announced a new rule on the maximum allowable weight of a container on its
national roads. No more than 34 tons will be allowed effective 16/09/13.

PROCEDURE
KENYA
1. Inspection Order:
An Inspection Order (IO) containing details of the intended importation is submitted by the
importer at the Bureau Veritas Liaison Office (LO) for each transaction subject to the PVoC
program.
The IO data is sent electronically to the appropriate Bureau Veritas Regional Centre (RC).
3 ROUTES TO COMPLIANCE Note: Exporter has also the option to open IO directly at the Bureau Veritas office in the country
of export.
EXPORTING COUNTRY
2. Contact with the exporter:
The BV office in the region of supply sends a notice to the exporter requesting when/where the
goods will be ready for inspection and the following information:
1. Technical details of the products,
2. Available conformity documentary evidence, such as:
• Third party Certificate of Conformity to relevant safety standard (Kenyan or
international standards)
• Third party Test reports,
3. Documentary Check:
The Regional Centre evaluates all the information provided by the exporter to verify whether the
product complies with the required standard. If insufficient proof of conformity, samples will be
taken for control testing in an advisable laboratory.
4. Physical Verification:
The objective of the physical verification is to ensure that:
• The goods being shipped are those identified in the documentary checks;
• The goods are in compliance with the relevant standards (including Kenyan specific
requirements);
• The goods are in compliance with the importer’s inspection order.
Route A Applicable to any goods and any trader
If any doubt, inspector will take samples for control testing in an accepted laboratory. Critical non
conformities will result in a rejection of shipment and Discrepancy Report issuance. Upon

PVOC PROGRAMME
Starting January 18th, 2012 Bureau Veritas has been appointed by Kenya Bureau of
Standards to undertake the Pre-Export Verification of Conformity (PVoC) to Standard
Services. This programme applies to specific goods exported from specific Regions (see
overleaf).

PROCESS
Request for Certificate
The Importer/Exporter lodges a Request for Certificate with Bureau Veritas (see contacts overleaf). This request should include:
■ The list and designation of goods intended to be exported, name and address of the importer and exporter (invoice,…)
■ Conformity documents (usually provided by the exporter) that may be available for the goods intended to be exported,
such as: Third party certificate / Test reports / Reports of analysis according to safety/hygiene standards
■ Information related to the location and provisional date of availability of goods to carry out the physical inspection of
goods before shipment. (Filling up of the Request For Certificate (RFC) Form).
Routes to compliance
To facilitate trade and to adjust intervention according to the risk, the PVoC Programme offers 3 different routes to demonstrate
compliance (see the process overleaf):
■ Route A: Applicable to any good and any trader
■ Route B: Option for frequent traders of goods that have been registered by Bureau Veritas
■ Route C: Option for frequent traders of goods that have been licensed by Bureau Veritas
Documentary review / Testing
Bureau Veritas reviews the information provided by the exporter and checks the adequacy against the Kenyan standards. If
necessary, samples are taken and laboratory testing/analysis is carried out.
Inspection
The objective of the inspection is to check that:
■ Goods presented for inspection are those identified during the documentary review
■ Products comply with applicable standard
■ Goods match the description in the import documents
In case of doubt, Bureau Veritas inspector may take samples for additional assessment.
PVoC certificate
Bureau Veritas verifies the inspection report against the provided documents. Upon satisfactory result, the secured Certificate of
Conformity is issued. This certificate shall be used for the clearance of the goods. When non conformities are detected, a Non
Conformity Report is issued.

3. Technical requirement
Conformity requirements: Compliance of goods to applicable standards in priority order* shall be demonstrated with
conformity documents issued by accredited entities and/or testing.
*Applicable standards in priority order: Kenyan standard (KS), then EAS standards, then
International standard (ISO, IEC, Codex Alimentarius UN ECE), then National standard,
then Manufacturer specification in the absence of KS, EAS, International and national
standards applicable to the product.
If EAS more recent than KS and is at least for 6 months old, then EAS supersedes KS.
National deviations: If electrical product intended to be connected to the mains (220V or 230V or 240V) ,
marking of the frequency shall include 50Hz (not applicable to lamps) and if provided, the
plug shall be UK type plug (squared pins).
Food and feed products containing GMO shall be properly labelled. If GMO content is
above 1%, an approval from National Biosafety Authority is required before entering
Kenya. (*)
Labelling requirements: All labelling of packaging of imports shall include English and / or Swahili. Packaged
goods (e.g. foodstuffs, chemicals, cosmetics, and similar) shall indicate the batch
numbers and dates of expiration and/or date of production. All imports with a limited shelf
life shall have more than seventy five per cent (75%) shelf life from the date of expected
arrival in Kenya.
Other specific requirements: Bureau Veritas is appointed for specific geographic zone (see section 11)

Fees structure:
Route A – 0.50 % of FOB value of the goods imported
Route B – 0.45 % of FOB value of the goods imported
Route C – 0.25 % of FOB value of the goods imported
For all Routes, the minimum fee per shipment is USD 250 and the maximum fee USD 2,675.
The above fees cover the documentary verification and the physical inspections of the goods but do
not include:
Testing: to be quoted on a case by case basis
Registration fees
Manufacturing Licensing
Re-inspection due to vain inspection
Sampling of bulk shipments
Cost incurred by the Seller in presenting the goods for inspection and/or testing
Other fees not mentioned above

All skin care preparations like creams, lotions, gels, soaps, etc containing hydroquinone, steroids and hormonal
preparations should be registered by the Pharmacy and Poisons Board of the Ministry of Health for medical use. Their use
in cosmetics was prohibited through gazette notices 4310 of 14th August 1998 and 7169 of November 2000.
The Government wishes to state that the following products are registered with Pharmacy and Poisons Board to be used as
human medicines for various skin conditions:
BETNOVATE, MEDIVEN, DIPROSONE, NERISONE, DERMOVATE, HYDROCORTISONE, 0XY 5 AND 0XY 10.
These products should only be used on the recommendation of a medical doctor and for such period of time as the doctor
may prescribe. They should not be sold in the open market but only in registered pharmacies and chemists. Cosmetic
products listed below contain hydroquinone, steroids, mercury and hydrogen peroxide. They have not been registered with
Pharmacy and Poisons Board as medicines. They therefore, should NOT
