ACCOMPLISHMENT REPORT
After Activity Report in TESDAmayan Assistance to provide workforce
complementation and technical services and support to calamity-affected brought by
the onslaught of Typhoon Odette., pursuant to the TO #002, 002-A, 031, s.2022, and
Memorandum #319, s.2019.

2. Narrative Report:

To aid communities in need of direct and immediate assistance, affected


by any crisis brought about by natural calamities, disasters, or any other
untoward incidents which caused displacement among the residents. TESDA
embraces the distinct sympathetic nature of the Filipinos, who are always ready
to help their kababayans in distress.
Pursuant to the TESDA ORDER #002, #002-A, and #031, series of 2022,
with the subject of REGIONAL BUDDY SYSTEM; we, first batch – ENGR. KARL
JUMA M. JACLA, Sr. TESD Specialist of TESDA-RTC Region I and MR.
ANDREW NICHOLAS C. CACATIAN, Farm Superintendent II of TESDA-PTI,
Binmaley, Pangasinan (from Jan.6 to Jan.31), together with ENGR. TITO O.
SOBERANO, Asst. Professor II of TESDA-MAIS, Ilocos Norte, and MR. DEXTER
G. TOMAS, Sr. TESD Specialist, of TESDA-PTC Banna, Ilocos, Norte also with
MR. JERRY R. TORRADO, Asst. Professor III of TESDA-LMMSAT, Asingan,
Pangasinan (from. Jan.12 to Jan.31), followed by the second batch – (TESDA
ORDER #031), were sent to Region VII, as our counterpart region, particularly in
Cebu, to provide workforce complementation on TESDA's standard operating
procedure for disaster response and technical services and support to calamity-
affected brought by the onslaught of Typhoon Odette.
Relative to TESDA Memorandum No. 319, s.2021, in the interest of the
service through TESDAMayan concept, as our banner program, and the
TESDA’s mantra – TESDAbot Lahat, we initiatively extended those activities in
the REPAIR AND REHABILITATION PROGRAM, by integrating our
Basic/General and Construction Skills particularly in Carpentry and Masonry, also
Plumbing, EIM, Scaffolding and PV systems when arises needed.
However, in selecting our target beneficiaries, we have to consider 3
Categories, for faster/immediate responses. Category A – Repair without Material
and Labor cost, Category B – Repair with Material Cost (materials are already
available, but no available worker/s to attend so), and Category C – Repair that
requires immense material and Labor cost (manpower also desperately requires).

Jan. 6 Day 0 (The Departure)
*Arrived at Mactan International Airport at exactly 7:40 PM.

*Warm welcomed by the personnel of RTC 7, led by the Center


Administrator Engr. Wilkie Reroma and accompanied to the TESDA 7
compound for the accommodation.
Jan. 7 Day 1 of Actual Onsite Operation
@R-7 *am: Courtesy visit with outgoing RD Atty. Andrew Bido, and meeting
together with FASD Chief Ms. Jocelyn Cabahug and RTC 7 Center
Administrator Engr. Wilkie Reroma.

*pm: Crafted a presentation with construction skills integration and

intervention overview plan and presented last January 10, 2022.

Jan. 10 Day 2 of Actual Onsite Operation
@RTC-7 *am: Conducted an orientation and presented overview plan
integrating the carpentry & masonry skills in preparation for the
implementation on TESDA’ operating procedure for disaster response,
attended by the 25 RTC R-VII personnel.

*pm: Site assessment and identifying the target beneficiaries in Sitio

Jan. 11 Day 3 of Actual Onsite Operation
@Brgy. Luz *Courtesy visit with the Brgy. Captain and coordination to identify the
target beneficiaries at the Brgy. Luz with 2,400+ affected households.

*Conducted site assessment in selecting target beneficiaries of


Damaged Households.

*Conducted estimate for the materials needed for restoration of


damaged properties of the target beneficiaries.

@Brgy. Luz *With the guidance of the Brgy. Captain, of Brgy. Luz, Cebu City, we,
the Augmentation Team from Region I, together with E.Engr. Shan
Ryck L. Largo and Sir Ryan dela Peña, EIM Trainer with his Trainees,
of RTC-7, were conducted austerely inspection for the potentially
wiring fault nearby, and advised every household to shut all their
main-breakers/fuse down to prevent possible fire-outbreak and to
avoid damage of their appliances, before the energizing activity, done
by the Visayan Electric Company Inc. team. And as a safety
precaution, everyone is strictly reminded to STAY AWAKEN when
using candle, since all houses were made in 95% light materials, and
seems no house was ever built with fire-protection and security.

@R-7 *Helped and assisted in preparation for the arrival of Sec. Isidro S.
Lapeña.

*Helped and assisted in serving "free-lugaw" for 150+ constituents


and random people (especially informal settlers) nearby the TESDA-7
compound.

*Augmentation team were warmly acknowledged together with the just


arrived additional team members/trainers of Region I.
Jan. 14 Day 6 of Actual Onsite Operation
@RTC-7 *Performed and carry-out repair of damaged portion of one RTC
training facility, while the materials needed in the repair of damaged
households of the target beneficiaries weren't yet available.

*Continuation of site assessment at Brgy. Luz, Cebu City.

Jan. 17 Day 7 of Actual Onsite Operation

@RTC-7 *am: Attended meeting with RTC 7 personnel and discussed the
intervention and planning, led by the RTC 7, Center Administrator,
Engr. Wilkie Reroma.
*Discussed the fabrication of Portable Saw Mill.
*Presented accomplishment reports and status updates done by the
augmentation team of Region I to RTC 7 Center Administrator, Engr.
Wilkie Reroma.

*pm: Performed checking and inspection of materials ordered by the


@Brgy. target beneficiaries and carry-out discussion for intervention and
Lahug rehabilitation.

Jan. 18 Day 8 of Actual Onsite Operation


@Brgy. *am: Before the actual operation of repair and rehabilitation for 1 st
Lahug Beneficiary, Mrs. Dolorosa Yu’s house, 69-yr/o grandmother living with
her 6 grandchildren, at Sitio Upper Banica, Brgy. Lahug, Cebu City,
we conducted and Facilitated overview training-orientation in OHS
(Operation Health and Safety), Proper Usage and Maintenance of
Tools, and Basic Competencies and Common Competencies of
Construction Sector:
-Participate in workplace communication
-Work in a team environment
-Solve/address general workplace problems
-Prepare construction materials and tools
-Observe procedures, specifications and manuals of instruction

Jan. 19 Day 9 of Actual Onsite Operation
@Brgy. *am: Started removal of damaged/destroyed Roofing System at Mrs.
Lahug Yu's House and Fabrication of new Roof Truss.

Jan. 20 Day 10 of Actual Onsite Operation


@Brgy. *Continuation of recover, refurbish and repair, as
Lahug intervention/rehabilitation cycle of damaged/destroyed portion (roofing
system) of Mrs. Yu's damaged house and performed fabrication of
roofing truss, also advised purchasing of additional materials for the
completion of installation of roofing system.

*Fabrication and installation of roofing system (1 core competency


from Carpentry NC II), performed by the team together with the
trainees for the repair and rehabilitation program.

*Designed wiring lay-out and analysis to restore electrical system.


Jan. 21 Day 11 of Actual Onsite Operation
@Brgy. *While the materials needed (purlins, rafter) for the completion of
Lahug roofing system in Mrs. Yu's property weren't available yet, we went to
the second targeted beneficiary at the same Sitio, and conducted
materials estimation, provided plan/solution/redesign, as the owner's
requested, for better and stronger architectural roofing system against
Typhoons.

Jan. 24 Day 12 of Actual Onsite Operation
@RTC-7 *The augmentation team were advised not to leave the premises due
to inclement weather condition, for safety reasons, and the team then
focused on the assembly of the Multi-source Table Saw, both
Electrical (via solar conversion) and Mechanical energy (via mounting
mechanism to one motorcycle).

@RTC-7 *am: Carry-out quality control checking of newly fabricated Table Saw
for effectiveness and safety operations

welcomed by the Region VII family, led by RD G. Vicente, Jr. during
the Monday Flag Ceremony at RTC-7 grounds. While also attended
the Commendation Program for Regional Buddy System via online
platform (zoom app), held at TESDA Central Office.
*9am | Meeting with RTC-7, Center Administrator, Engr. Wilkie

*10am: Meeting with the Supervising TESD Specialist of PO-Cebu.
*11am: Meeting with the RD G. Vicente, Jr., R-7.
