RICARDO L. CALDERON, CESO III

Director, Forest Management Bureau
National Coordinator, NGP

Geo-tagging has its special contribution to the implementation

of the National Greening Program. This novel technology shall pave
the way for greater appreciation of government reforestation efforts
as it serves as a means to monitor the development of greening
initiatives even in high elevation and other far-flung project sites.

Geo-tagging provides significant information to implementers

and planners and allows the public to view progress of the national
government programs anywhere in the country in real time.

This GEO-TAGGING MANUAL is dedicated to the men and

women involve in the implementation of the National Greening
Program (NGP). The use of geo-tagging provides vital information to
the public on the progress of the NGP in real time. This novel
technology is our tool to enhance transparency and promote good
governance in the Department of Environment and Natural Resources.

Chapter 1
DEFINITION OF
GEOTAGGING
- is the process of adding
geographical information to
various media in the form of
metadata. The metadata usually
consists of coordinates like latitude
and longitude, but may even
include bearing, altitude, distance
and place names.
Chapter 1.1
A. CONVENIENT FOR THE
PUBLIC
Geo-tagged photos can be generated with the
use of a (Geographic Positioning System) GPS-ready
camera, GPS with camera or simply with a low-end
smart phone with GPS chipset improved by
applications that are free and available in the
internet.

B. USER FRIENDLY
Geo-tagging is a user-friendly tool as it requires
only a basic knowledge in setting up geo-tagging
devices to enable users to apply the technology.
C. EASILY ACCESSIBLE
With the help of web-based applications like
Picasa web, Panoramio, Dropbox and Google drive,
geo-tagged photos can be shared and linked with
friends, and photos can be accessible to public
viewing.
D. ACCURATE AND RELIABLE
Being a GPS - based technology, geo-taggging
uses space-based satellite navigation system that
provides location and time information in all weather
conditions, anywhere on or near the Earth where there
is an unobstructed line of sight to four or more GPS
satellites
Chapter 1.2
ACKNOWLEDGEMENT
FROM THE PRESIDENT
No less than President Aquino has acknowledged
geo-tagging technology as an efficient and effective
monitoring tool.
During a gathering of Peoples’ Organizations (POs)
of another government project in Mindanao on May
14, 2012, President Aquino informed PO members
that geo-tagging validates the existence of
government projects, leaving no room for “hocus
pocus” projects.
Chapter 1.3
A. PROMOTES
TRANSPARENCY AND
TOTAL PUBLIC
DISCLOSURE
– One reason why NGP has adopted the geo-
tagging technology is the capability to show the public
the status of the program through virtual visitation. By
using geographical information programs like Google
Earth, the public can virtually visit any NGP site in the
country and monitor the progress from their own
computers anytime of the day.
B. FACILITATES VALIDATION
AND EVALUATION OF NGP
PLANTING SITES
Geo-tagging is applied not only for validation of
NGP planting sites as to their existence and location but
also used for the evaluation of site conditions.
Geo-tagging complements the use of
(Geographic Information System) GIS-generated maps.
By overlaying geo-tagged photos onto these GIS-
generated maps, visuals are provided on how these sites
really look within the confines of mapped-out areas.
