The Public Employment Service Office or PESO is a multi-service facility that

was established to provide information and assistance to the constituents of the


Local Government Units (LGUs) and to the Department of Labor and Employment
(DOLE) clients. It is a non-free charging multi-dimensional service facility or entity
established in all LGUs in coordination with the DOLE under R.A. 8759 or the PESO
Act of 1999 as amended by R.A. 10691.

The creation of the PESO’s general objective is to carry out full employment
and equality of employment opportunities for all, and for this purpose, to
strengthen and expand the existing employment facilitation service machinery of
the government particularly at the local levels.

The Public Employment and Scholarship Office of Manolo Fortich started its
dynamic operation on April 13, 2005, as it tagged by the resolution approving the
creation of Plantilla positions under the Public Employment and Service Office of
the Local Government Unit of Manolo Fortich also known as Resolution No. 2005-08
on April 13, 2005.

It was then moved into an ordinance institutionalizing the Public


Employment Service Office under the office of the Municipal Mayor known as
Ordinance No. 394 last July 2005. Three months later, a resolution authorizing then
Municipal Mayor Hon. Soccoro O. Acosta was presented to enter the agreement
with the Department of Labor and Employment (DOLE) in line with the accreditation
of the PESO last October 26, 2005.

When Hon. Acosta passed the municipal leadership to her successor, Hon.
Rogelio N. Quiño took place in pursuing better services to the already started
development of the PESO. On January 17, 2013, a resolution expressly supporting
the establishment of the Manpower Skills Registration System in the municipality
was moved with great significance to job seekers.

As our country experienced challenging times due to devastating calamities


and the rapid spread of the COVID-19 virus, the delivery of employment facilitation
services by the Public Employment Service Office was met with a temporary halt.

PESO Manolo Fortich never fails to render quality service towards the
clientele of the municipality as it continues to fulfill its duties despite the onset of
the pandemic. Manolo Fortich Public Employment and Service Office continues to
perform the core services of PESO and other DOLE Programs in an effective and
efficient way amidst the pandemic. Aside from the core services and other
programs it offers, the PESO of Manolo Fortich continues to innovate other
programs and projects that would be helpful to constituents of Manolo Fortich by
strengthening and enhancing skills and employment to decrease the
unemployment rate in the country specifically in the locality of Manolo Fortich thru
various programs such as:

1. TUPAD- the office provide assistance to the 1, 358 retrenched workers


from several companies most affected by COVID- 19 like tourism and
manufacturing industry and 2,348 informal sector like habal- habal,
multicab, tri- cab and jeepney drivers thru TUPAD program - a
community-based package of assistance that provides emergency
employment with a daily rate of 365 for 10-15 days in partnership with
Department of Labor and Employment, 1st District Congressman Jose
Manuel “Joeman” F. Alba and Municipal Mayor Rogelio N. Quiño. This
program wont be possible without the presence of PESO’s accredited co-
partner
2. PESO-Manolo Fortich provide 171 livelihood projects thru
entrepreneurship program of Department of Labor and Employment
wherein 100 beneficiaries received 20,000 each worth of livelihood grant
such as: Sari-Sari Store, Rice Trading, Hog Raising, Cattle Fattening, Motor
parts and Spare parts and Ukay2x Bundle Project. The said beneficiaries
preferred to have livelihood as intervention of their current situation
during the pandemic and considered as the most indigent individual
profiled by our intern under the MISSION Race Program of the
Department of Labor and Employment in year 2021. Livelihood Grant was
also given to 11 beneficiaries when Secretary Bello visited the
municipality. The said beneficiaries availed the 30, sari-sari and rice
trading project. 10 beneficiaries under discretionary fund have been a
recipient of livelihood program of 30, 000 each worth of sari-sari and rice
trading project. Lastly, PESO Manolo Fortich also provides livelihood grant
to 55 members of MAFORTRANSCO who had been affected by the
modernization of jeepneys and multicab within the locality in partnership
with Land Transportation Franchising and Regulatory Board (LTFRB). The
said beneficiaries received 30, 000 pesos each worth of sari-sari store, rice
trading and car wash vendo project.
Indeed, the PESO of Manolo Fortich always ensures prompt, timely and
efficient delivery of employment service and provision of information on the
Department of Labor and Employment (DOLE) programs not only by surpassing its
set targets but ensuring the quality of jobs solicited and the qualifications of job
seekers match the right job at the right time. Its success on this aspect, as
supported by statistics and documents contained in this book, make the PESO of
Manolo Fortich a competent Public Employment and Service Office in the
Philippines. In year 2020 was the most challenging to the PESO Manolo Fortich,
because of the pandemic but through effort and full support of the Local
Government Unit of Manolo Fortich and Department Labor and Employment
(DOLE) the office able to reached its target until year 2022. The office was able to
surpass its targets for 2022, in the placement indicator, regular program of which
ten thousand four hundred eighty-four (10,484) applicants were placed & assisted.

To assist and guide students and jobseekers who will join the labor force in
the future and preparing themselves in the real world of work the Public
Employment and Service Office of Manolo Fortich conducted three (4) sessions of
Career Guidance and Employment Coaching. The PESO Manolo Fortich also
conducted career and employment coaching to the G.I.P and SPES beneficiaries
with a total number of twenty-two (22) for Government Internship Program and
two hundred (200) for Special Program for the Employment of Students (SPES).
PESO Manolo Fortich also conducted Career Pathing to 110 children in line with
celebration of 1st Children’s Congress dated November 22, 2022 and Barangay
Lunocan Linggo Kabataan celebration dated August 14, 2022. Part in the Career
Guidance and Employment Coaching are the Pre-Employment Seminar for Local
Applicants, Anti-Illegal Recruitment Activities, Pre-Orientation Seminar for local
overseas Applicants, Orientation on the Importance of PESO Employment
Information System (PEIS) for both applicants and employers. One of the functions
of the Public Employment and Scholarship Office (PESO) of Manolo Fortich is to
prioritize needed programs and projects for various sectors with high demand for
skills and livelihood trainings which is also known as Municipal Skills Training
Program under co-management scheme by Manolo Fortich Technical Skills
Development Center (TSDC). This Skills Training will be their edge to land a job or to
seek for self-employment and business. A total of two thousand one hundred sixty-
six (2, 166) beneficiaries have taken part in the Municipal Skills Training Program
that offers free training on Organic Agriculture Production (OAP), Electrical
Installation Maintenance (EIM), Shielded Metal Arc and Welding (SMAW), driving.
The program is helpful not just for Manoleños but those who have the desire to
look for a greener pasture. Subsequent with the provision of Republic Act 9547,
Manolo Fortich PESO continues to support poor but deserving students through the
strengthening of the Special Program for Employment of Students (SPES), where
two hundred (200) SPES grantees were able to work for 2022.

For 2022, Manolo Fortich PESO facilitated Job Fair in line with the celebration
of Linggo ng Kabataan of which records showed that the office has solicited one
thousand three hundred ten vacancies solicited (1,310) and registered applicants of
nine hundred fifty four (954), where a considerable number of three hundred seven
(307) job seekers were hired-on-the-spot and seven hundred sixty three (763) were
qualified. The Job Fairs were initiated by the office as a means of further reducing
the unemployment rate in the municipality through the weekly gathering of at least
three to four local and overseas employment agencies at a single venue. The
program has benefited the Municipality of Manolo Fortich thru the employment
agencies’ requisite payment of the Special Mayor’s Permit. The Special Recruitment
Activities (SRA) is among the strength of the office, a total of fifteen (15) SRA and
three (3) Local Recruitment Activity (LRA) conducted for the whole year. Moreover,
these applicants have undergone the Pre-Employment Orientation Seminar and
Anti-Illegal Recruitment Campaign. This, along with the revitalized implementation
and monitoring of the PESO Employment Information System (PEIS), promises a
better venue where people could explore simultaneously different options for
employment and seek assistance they prefer through PESO. The PESO Manolo
Fortich able to encode ten thousand four hundred ninety five applicants in the
online system because of the low internet connection .

The office has initiated activities that guarantee the sustainability of its
employment programs. These include the conduct of Employer’s Forum and
Stakeholders Appreciation and Thanksgiving Night, uses of social media where
information spread, PESO Manolo Fortich initiated to channeled different
information outlets to reach out to its clientele. All media platforms like Facebook,
SMS, radio, television, and print media were our partners in the information and
dissemination. The office also strengthened its posting of the same in its official
bulletin wall, strategically positioned in front of the office. This innovation hatched
an increase in the number of clients being served by the office through the effort
also of our Barangay Public Employment and Technical Skills Service Desk Officer
(BPETSSDO).

The following were the PESO Manolo Fortich BEST PRACTICES:

1. SCHOLARSHIP PROGRAM –
In the year 2007 the LGU scholarship program was established
through the initiative of Municipal Mayor Rogelio N. Quiño with the aim of
providing, assisting, and covering costs of pursuing a higher education.
From reducing the financial burden of the rising costs of a college
education, to allowing students more time and energy to focus on studies
rather than part-time work, scholarships give create concrete measures
by building the strong foundation that supports students in their success
in pursuing a degree, and in the completion of that degree. The Local
Government Unit (LGU) of Manolo Fortich allocates 5,000 pesos per
semester per student who qualifies the written examination and oral
interview. The program is still smooth sailing because of the
determination and efforts of the current municipal mayor Hon. Clive D.
Quiño together with the PESO manager Roger O. Molina and the active
PESO staff, Joanne B. Abella , Jalou B. Lee and Jowie James G. Octat.
2. GOVERNMENT INTERNSHIP PROGRAM (G.I.P) –
The PESO Manolo Fortich’s GIP continually caters to the youth and
helps them to pursue their studies. The employed students come from
different college institutions. Then their hard-earned salary serves as a
financial assistance for the next academic year. This G.I.P was a program
of the Local Government Unit of Manolo Fortich under Public
Employment and Service Office (PESO).
3. LAKAW TA PARA SA BATA OR ANGEL TREE PROGRAM –
This activity is walk for a cause that helps every parent to lessen their
expenditures by providing cash assistance to every high school student in
different school in the municipality of Manolo Fortich. The office gave
school supplies, clothing, mask, vitamins, and food to the elementary
students on the following schools:130 Minsuro Elementary School, 62
Bagalangit Elementary School, 60 elementary students from Barangay
Alae, 20 from sitio Tumampong Barangay Tankulan and 150 elementary
students from sitio Balanban Barangay Agusan Canyon.
4. INSTITUTIONALIZING THE JOB MATCHING PROGRAM –
The PESO initiated to institutionalize Job Matching Program, a process
of matching the right person to the right job based upon the individual’s
inherent motivational strengths, which requires a thoroughly
5. CREATION OF BARANGAY PESO-
The PESO in this municipality has been in operation for number of
years already and little has been made in terms of generating
employment and providing real-time data on employment statistics in the
barangay level. PESO Manolo Fortich has no direct link with and
supervision over the barangay in terms of labor and employment
concerns, thus, hindering its effectiveness and efficiency in its functions.
There is a need to determine the existing labor force in the municipality
and in the barangay in order to respond to the demands of the investor
and to provide a comprehensive training program to capacitate the
unskilled members of the labor force, making them active participants to
the development while the economy continues to grow and investors are
pouring in their investment. That is why the Public Employment Service
Office initiated to create this Barangay Public Employment and Technical
Skills Service Desk Officer to facilitate employment and skills training in
Barangay level. The Local Government Unit of Manolo Fortich provide
funds for the conduct of orientation, series of meetings and trainings for
the Barangay Public Employment and Technical Skills Service Desk Officer
(BPETSSDO) at Municipal level. Further, the Local Chief Executive may
adopt incentive schemes for the performing BPETSSDO to encourage
healthy competition and generate more active participation among their
peers.
6. LINKAGES WITH BUSINESS SECTOR-
The PESO Manolo Fortich are member of the Manolo Fortich Business
Sector wherein the convenor of such sector is the PESO Manager Mr.
Roger O. Molina. We were able to categorize the business sector into
manufacturing, agricultural, tourism and small and medium enterprises.

As time progresses, PESO-Manolo Fortich is more dedicated to fulfil its


mandate. With the statistics surpassing the actual 2022 targets, it is assured that
quality services will be continually delivered through the support of the Local
Government Unit, stakeholders, and partners especially the Department of Labor
and Employment. The Public Employment and Service Office (PESO) – Manolo
Fortich has undeniably performed beyond excellence. Recognized as the 2015,
2016, 2017 and 2019 Regional Winner for Best PESO (1st – 2nd Municipal category)
for Northern Mindanao, and a fifth-time nominee in the National Best PESO in
2013, 2016, 2017 2018 2019 and 2020, PESO-Manolo Fortich will strive hard to
sustain and innovate—all in the spirit of public service.

The standards have risen but the office will never cease to practice
excellence and keep on being steadfast in transforming aspirations to realities.
PESO Manolo Fortich soars high amidst myriad adversities and will remain to do so
in the years to come.
