Name of Work: Design, Engineering, Manufacturing, Procurement of materials, Assembly, Configuration, Testing at manufacture’s works, packing and shipping, installation, installation, erection, supervision during post-commissioning, testing, commissioning, site acceptance test of the necessary hardware and software licenses required for SAFETY PLC SYSTEM including Mandatory spares, commissioning spares & special tools and tackles, erection material & documentation, Freight up to site as per the
enclosed Tender standard specifications, Job specification, data sheets etc. and other codes and standards attached or referred as per Material Requisition on FOT point of despatch for Indigenous bidders for Petrochemical and Lube Integration Project “LuPech” (J-18) at IOCL Gujarat Refinery, India.

Notes:
1) Price basis: FOT Despatch point basis inclusive of All Accessories, Documentation charges, All Inspection and Testing Charges, Third Party Inspection Charges (TPI), Erection & Commissioning spares, Special Tools & Tackles, Packing & Forwarding (P&F) charges, etc. complete as per the scope of supply as specified in Material Requisition and other terms & conditions as per bidding documents.
2) Prices shall be quoted strictly as per the price schedule format made available herein without altering any of the contents of the "price schedule" format.
3) Reverse Auction is applicable for this Tender and Commercial loading is NOT applicable and hence NO Commercial deviation is acceptable.
4) In case of Reverse Auction, Discount given by Bidders will be deducted from Material Supply Quoted Rate
5) Bidder to quote Mandatory Spares as specified in Mandatory Spare Part list in Material Requisition. In case bidder has not quoted for Mandatory Spare, the Mandatory Spares Price shall be considered as included in the main item price. Evaluation and ordering shall be done considering Mandatory spares price as included.
6) Any commissioning spares consumed during commissioning phase over and above the recommended commissioning spares shall be supplied without any extra Time/cost implication to the purchaser.
7) Bidder to furnish Basic Unit Rate for Supply in "Column-13", Mandatory Spares Costs in "Column-17", Site work charges in "Column-20", Supervision charges in "Column-21", Training at Site, charges in "Column-22", Training at Vendor's works, charges in "Column-23", PWCAMC charges in "Column-27, 28, 29, 32 & 33" and Total Freight Charges in "Column-35".
8) The amount calculated in "Column-53" shall be the Total landed cost of each line item quoted by the bidder. Reverse Auction shall be done based on this landed cost. Bidder to ensure the correctness of the landed cost.
9) Evaluation shall be done on Line Item wise basis by adding Supply + Mandatory Spares + Site Work + Supervision + Training at Site + Training at Vendor's works + PWCAMC + Freight charges etc of the respective bidder. i.e. for “X” vendor, for evaluation, their quoted Supply Value + Mandatory spares + Site Work + Supervision charges + Training at Site + Training at Vendor's works + PWCAMC + Freight charges shall be added and accordingly L1 bidder will be arrived.
10) The Price for Supply component ( BOQ Column No.13) shall not exceed 80% (Eighty percent) of the combined price for Supply+SiteWork (i.e. total of BOQ Column No.13 & Column No.20)
11) The Price for Site Work (BOQ Column No.20) component shall be minimum 20% (Twenty percent) of the combined price for Supply+SiteWork (i.e. total of BOQ Column No.13 & Column No.20). In case a bidder quotes site work price less than 20% of combined price for Supply+SiteWork (i.e. total of BOQ Column No.13 & Column No.20), the differential price ( i.e. 20% of combined Quoted Price against Supply+SiteWork (i.e. total of BOQ Column No.13 & Column No.20) - Quoted Site Work Price (BOQ Column No.20)) shall be retained from quoted supply prices and shall be paid along
with last milestone payment of quoted supply price after completion of total site work.
12) Bidder shall furnish separately a complete list of recommended spares for two years trouble-free operation with their unit rates indicated in "Annexure-A" to BoQ and to be uploaded in "PDF Format" as a seperate file in the financial cover at IOCL e-Portal. Bidder to note that charges for 2 years recommended spares will not considered for evaluation.
13) Prices for Addition / Deletion of various components/parts of the system as listed in MR documents are to be quoted in "Annexure-A to BoQ" and to be uploaded in "PDF Format" as a seperate file in the financial cover at IOCL e-Portal.
14) Site Supervision for Post commissioning support: Bidder shall furnish per diem Site Supervision Charges. Site supervision of TEN (10) Man-days shall be considered for evaluation. Bidder to provide per-diem rate of 01 (ONE) Man-day for Site Supervision in “Column 21”. However, Payment shall be made as per actual no. of Man-days.
15) Training at Site: Training of FIVE (5) Man-days shall be considered for evaluation. Training shall be for a batch size of 5 number of OWNER's personnel at Site. Bidder to provide 01 (ONE) Man-day rate for Training at Site in “Column 22”. However, Payment shall be made as per actual no. of Man-days.
16) Training at Vendor's Works: Training of THREE (3) Man-days shall be considered for evaluation. Training shall be for a batch size of 5 number of OWNER's personnel at Vendor's works. Bidder to provide 01 (ONE) Man-day rate for Training at Vendor's works in “Column 23”. However, Payment shall be made as per actual no. of Man-days.
17) Training course shall include both theoretical and hands on training about detail configuration, modification, operation, troubleshooting, calibration, maintenance (preventive / breakdown) etc. as minimum
18) Scanned / Photocopy of this Price BoQ is NOT acceptable. Such bids shall be rejected. Bidder to submit price only in this BoQ and enter their prices in Cyan colored cells without changing the format.
19) Bidder to note that, PPP MII 2020 is mandatory for this Tender. Bidder to submit Declaration, Undertaking and requested documents as per ITB-Miscellaneous Policies-Public Procurement (Preference to Make in India) PPP MII Policy
20) Bidder shall carry out and complete entire scope of work/supplies/Services as detailed in various sections/volumes of the Bidding Document within the Quoted total price.
21) Bidders shall enter into post warranty five (5) years maintenance contract immediately after the date of expiry of warranty / guarantee period. Bidder to note the Prices for AMC will be considered for evaluation.
22) Bidder shall quote min. 20% of the cost of ESD PLC System Supply towards PWCAMC for a period of 5 years in BoQ. In case a bidder quotes less than 20% of cost of ESD PLC System towards PWCAMC, evaluation shall be done at quoted rate; however, for award of work the differential amount shall be adjusted from supply price of ESD PLC System during release of payments towards supply. This differential amount shall be reimbursed year-wise in same proportion as that of annual PWAMC value along with PWAMC payment corresponding to the fourth quarter of that particular
year
23) Bidder to quote for yearly PWCAMC in progressively increasing pattern (every year) over the period of PWCAMC. In case after price bid opening, bidder quote is not found to be meeting this condition of progressively increasing pattern, percentage distribution of PWCAMC over period of 5 years will be done. i.e., “If, for example, 20% is the PWCAMC charges, it shall be distributed across 5 years considering 18% of PWCAMC value for 1st year, 19% for 2nd year, 20% for 3rd Year, 21% for 4th year & 22% for 5th Year”.
24) Bidder to Provide Mandatory Spares Price Break up in Annexure A to BOQ as per Annexure 1 of SR.
