1) Introduction:

PM Formalization of Micro Food Processing Enterprises (PM FME Scheme) is centrally


sponsored scheme launched by Ministry of Food Processing Industries (MoFPI), in partnership
with the State/ UT Governments. It provides financial, technical and business support for start-
ups and up gradation of existing micro food processing enterprises. The scheme aims to enhance
the competitiveness of existing individual micro-enterprises in the unorganized segment of the
food processing industry and promote formalization of the sector and provide support to Farmer
Producer Organizations, Self Help Groups and Producers Cooperatives along their entire value
chain. The Scheme adopts One District One Product (ODOP) approach to reap the benefit of
scale in terms of procurement of inputs, availing common services and marketing of products.
ODOP for the scheme will provide the framework for value chain development and alignment of
support infrastructure. Capacity building component of PM-FME scheme essentially geared
towards strengthening entrepreneurial capability of existing micro food processors and up
gradation of the skill of the workers working in those units in critical areas like food handling,
safety, hygiene and their own safety at plant level. For this kind of handholding support District
and State Government officials recruited Resource Persons at district level. These resource
persons are from food technology and non- food educational background, so the MOFPI has
decided to provide different training for both the Food Domain and Non- Food Domain District
Resource Person’s.
2) Report on Offline Training of Non-Food Domain District Resource Person:
Offline Training for Non-Food Domain District Resource Person’s was organized by State
Nodal Agency (SNA) Maharashtra and State Level Technical Institute (SLTI) for 3 Days from
05-08-2021 to 07-08-2021 under PM-FME Scheme of Ministry of Food Processing Industries.
For this Non-Food Domain District Resource person’s training programme master trainers and
professors were nominated from the Agricultural Development Trust’s, Krishi Vigyan Kendra,
Baramati as per the suggestion of SNA of Maharashtra.
 Training Organized by: State Level Technical Institute, Krishi Vigyan Kendra, Baramati and
State Nodal Agency, Maharashtra under Ministry of Food Processing Industries, Government
of India
 Mode of Conduct: Offline Training @KVK, Baramati (SLTI)
 Nominated Master Trainers: For this Offline Training Programme master trainers and
professors were nominated from the Agricultural Development Trust’s, KVK, Baramati as per
the suggestion of SNA of Maharashtra.

3) Day wise summary of DRP’s training is given below:

A) Day 1 (05.08.2021)
Dr. Milind Joshi (SLTI Coordinator) started with welcome & inauguration of training of Non-
Food Domain District Resource Person’s. The brief training started with overview of PMFME
scheme, scheme guidelines and objectives under capacity building component. Various topics
like details of food processing operations and requirements, FSSAI registration and other
mandatory licenses.

A) Day 2 (06.08.2021)
Various important topics like soft skills and communication and information about preparation of
Detailed Project Report. Two industrial visits were conducted on second day of training for the
practical demonstration of food processing.

B) Day 3 (07.08.2021)
Hands on training on model DPR preparation, financial assistance, marketing and branding were
covered in second day’s sessions. Self learning session was also conducted for DRP’s, along
with the demonstration. Prof. Amit Kale covered topic marketing & branding and Q & A session
which was open to all for interaction. The 3 days training ended with as Assessment.

4) Report on Offline Training of Non-Food Domain District Resource Persons for


Maharashtra
As per the guidelines given by MoFPI, GoI and State Nodal Agency to the State Level
Technical Institute (SLTI) of the Maharashtra State, we as ADTs, Krishi Vigyan Kendra,
Baramati, Dist. Pune, Maharashtra followed the guidelines and instructions given for organizing
District Resource Person’s (Non-Food Domain) offline training. There are 36 districts in
Maharashtra, on an average 4 RP’s are selected for every district. Total 39 Non-Food Domain
resource persons are currently working on PM- FME scheme in Maharashtra. We gathered all
study material and PowerPoint presentation along with syllabus and conducted offline training
for Non-Food Domain District Resource Person’s with following objectives
 Providing technical knowledge on food processing, food safety, standards & hygiene and
quality improvement
 Capacity building through skill training for preparation of DPR, availing bank loan and
scheme guidelines
 Formalization with registration for GST, FSSAI licensing and Udyog Aadhar

We as State Level Technical Institute organized offline training for (Non-Food Domain) District
Resource Person’s in Maharashtra State. This training was conducted to upgrade the Non-Food
Domain Resource Person’s knowledge about Food Processing, preparation of Detailed Project
Report (DPR), mandatory licensing and providing hand holding support to the beneficiaries.
Training was conducted for 3 days from 05-08-2021 to 07-08-2021. For this training State Nodal
Agency (SNA) gave the list of total 39 resource persons from different districts of the
Maharashtra among those 10 participants were present for the offline training.

5) Day wise report of Non-Food Domain District Resource Person’s offline training
programme:

Day 1 (05.08.2021)

On 5th of August first day of training was started with inaugural function. In the first
session Dr. Milind Joshi sir explained the overview of PM-FME scheme. He explained the
programme components, aims & objectives of the scheme, ODOP approach, seed capital,
eligibility criteria’s for entrepreneurs along with other benefits for individuals and groups. Prof.
Ganesh Shinde sir briefly explained about scenario of agricultural produce and it’s processing
with statistical data. Prof. Ganesh Shinde sir discussed about various food processing operations
for micro food processing units, value addition, food plant design and other factors for
continuous improvement. He also explained about importance of food safety, available food
processing technologies, standard packaging materials and packaging requirements of food
products.

In the second session Prof. Arun Deokar (Master Trainer) explained about online
registration and licensing procedure for food micro-entrepreneurs. He briefly discussed about
FSSAI registration, Udyog Adhar, GST, PAN Registration and other corporation licenses.

Day 2 (06.08.2021)

On 6th of August first session was started with the industrial visit at Dombe Patil Foods
Pvt. Ltd. Mr. Samir Dombe explained about his success story and industrial experiences. And
second visit was at COE (Centre Of Excellence) Dairy processing unit under Krishi Vigyan
Kendra, Baramati. Prof. Ashish Raskar sir briefly explained about the different processing
equipments and operations.

Prof. Rushikesh Kalamkar and Miss. Soniyo Yomichan explained the importance of soft skills
and communication along with creative and innovative thinking, problem management, stress
and emotional management, confidence building and effective communication skills. Prof.
Pallavi Kolekar briefly discussed significance of detailed project report. She also explained
preparation of project summary, point to be covered in DPR, important content of DPR for
availing bank loan. She interacted with all the DRP’s to solve their queries.

Day 3 (07.08.2021)

On 7th of August session was started with DPR preparation. Mr. Yogesh Patil explained
about different component covered in DPR, total project cost, capital investment, projected
balance sheet and other important aspects about DPR. He also gave a task to DRP’s in the self
learning session and solved all queries of resource person’s about the DPR preparation. He
explained model DPR’s prepared by IIFPT and also explained about different funding bodies for
food processing business, different schemes available for food processing business and
documentation requirements of nationalized banks. Prof. Amit Kale briefly explained marketing
concept, different types of marketing, advertizing and digital marketing platforms. He also
explained about marketing techniques, importance and scope of national and international
market, product life cycle and branding strategies. The training session was ended with the Q &
A session.
