Dear Sir,
PMC has reviewed the ALH-231 Circuit Book – Outdoor (New Manauri- New Sujatpur Block
Section) Rev. B. submitted by Consortium of Siemens-KEC vide letter under ref. 4 above and
communicates Notice (Notice of No Objection) with comments as per GS para 10.0 (1) (Page
146 of CA) and GS Para 14.0 (4) (Page 148 of CA) with following comments:

A. Technical Comments:
1. Scanned Signature is not acceptable in the design.
2. CTR1 should be corrected as CTR.
3. MTP should be provided at J.B-2 & J.B-6 in outdoor design and CCP should also be
accordingly updated.

B. Technical Comments Sheet Wise: -

1. Sheet No. 001: Description should be reviewed and updated.
2. Sheet No. 001-002: Revision history should be reviewed and updated.
3. Sheet No. 007: Key Plan should be readable.
4. Sheet No. 008: F22 cable detail should be corrected.

9. Sheet No. 086: Relay positions should be updated.

C. General Comments:
1. ‘Drawing and CAD standard’ has been mentioned under GS Appendix-7, (page nos. 228 –
229 of CA); the same should be followed in the Design.
Further,
1) This is to mention that in reference to FIDIC General Condition’s sub-clause 3.1(c), 4.11 and
5.8, approval or consent of the Engineer shall not relieve the contractor from any
obligation or responsibility under the contract. If any errors, omissions, discrepancies are
found later in the referred document (drawing and design) the contractor has to carry out
the modification on his own cost.
2) The Contractor shall be responsible for and shall bear and pay the costs for any alteration
of works arising from any discrepancies, errors or omissions in the design and drawing
supplied by him, whether such designs and drawings have been approved by the Engineer
or not (PSSW Para 1.5.2 / PSTW Para 1.6.2 of CA).

Hence, Consortium of Siemens-KEC is required to update and submit 4 copies of the design
“Circuit Book (Outdoor Drawing – 1/SG/0778) Interface Circuit: ALH – 231” along with para-wise
compliance of, but not limited to, the above comments.
