A Joint Resolution of ANGELA VALDEZ RAMOS NATIONAL HIGH SCHOOL EMPLOYEES


ASSOCIATION (AVRNHSEA) and PARENTS- TEACHERS ASSOCIATION (PTA) EXECUTIVE
OFFICERS requesting the Office of the Governor of Pangasinan thru HON. RAMON GUICO III for
the continuation of the construction of the elevated pathway.

Whereas, the Angela Valdez Ramos National High School is a premier school in the Municipality of
Asingan with a total student population of 1,380 for S.Y. 2022-2023

Whereas, the Angela Valdez Ramos National High School always abides by the law pertaining all
Department Orders and Memorandum by the Department of Education

Whereas, pursuant to Deped Memorandum No. 071, s. 2021, we should observe health and safety
protocol at all times and one of the safety protocols was to maintain/observe social distancing

Whereas, social distancing can be properly observe if there is a a properly designated entrance and exit
within the school premises

Whereas, during rainy seasons, grounds of the ANGELA VALDEZ RAMOS NATIONAL HIGH
SCHOOL get flooded which causes the students as well as the employees to stay on higher grounds and
wait for the water to subside before moving from one building to another

Whereas, this kind of situation can be prevented if elevated pathways will be constructed in designated
walking areas

Wherefore, in view of PTA President, Mr. Bayani A. Bayaban’s recommendation, on motion and duly
seconded by all the members present, it was-
Resolved, as it is hereby resolved the request to the Office of the Governor of Pangasinan thru HON.
RAMON GUICO III to continue the construction of elevated pathway of the school, the ANGELA
VALDEZ RAMOS NATIONAL HIGH SCHOOL.

Resolved further, that the copies of this resolution be furnished to the AVRNHSEA, PTA and to the Office
of the Governor as due respect and for their information of this approved resolution.

EXECUTIVE OFFICERS requesting Municipal Councilor HON. JOHNNY MAR A.
CARIG to support E- learning thru the provision of two (2) units of 32” LED Smart TV

Whereas, the Angela Valdez Ramos National High School is a premier school in the Municipality
of Asingan with a total student population of 1,380 for S.Y. 2022- 2023

Whereas, the Angela Valdez Ramos National High School always abides by the law pertaining all
Department Orders and Memorandum by the Department of Education

Whereas, based from the study of Michal Tsur, Co-Founder and President of Kaltura, the leading
online video platform in April 1, 2014, eighty- one percent (81%) of respondents agree that online
learning will grow in prominence and underpin the award of a large number of degrees going
forward. In addition to that, forty- nine percent (49%) estimate a typical student watches six(6) to
twenty (20) education videos per month

Whereas, students have better understanding of the lesson thru video lessons than listening to
discussion alone

Whereas, rapid innovations in technology and the gradual change of approach in teaching are some
of the reasons why teachers and students should be adaptive and knowledgeable in using
educational Electronic applications (E- applications)
Whereas, the school does not have sufficient fund to respond to the need of Smart TVs for every
class which will be used for viewing E- learning modules and other online materials

Wherefore, in view of PTA President, Mr. Bayani A. Bayaban’s recommendation, on motion and duly
seconded by all the members present, it was-

Resolved, as it is hereby resolved the request to Municipal Councilor HON. JOHNNY MAR A.
CARIG to support E- learning thru the provision of two (2) units of 32” LED Smart TV

Resolved further, that the copies of this resolution be furnished to the AVRNHSEA, PTA and to the Office

RAMON GUICO III for the improvement of the perimeter fence of the school, the ANGELA
VALDEZ RAMOS NATIONAL HIGH SCHOOL

Whereas, the Angela Valdez Ramos National High School is a premier school in the Municipality
of Asingan with a total student population of 1,380 for S.Y. 2022-2023

Whereas, the Angela Valdez Ramos National High School always abides by the law pertaining all
Department Orders and Memorandum by the Department of Education

Whereas, FindLaw's team of legal writers and editors’ article updated March 16, 2018 stated that
in the theory of "premises liability", occupiers and owners of land (including schools) are legally
required to keep premises safe for those who are legally allowed to be there. The law generally
requires owners and occupiers of land to exercise a "reasonable amount of care" in providing a safe
environment on their premises. However, because schools are typically utilized by young children,
the law requires a greater amount of care to be taken in situations where students are present.

Whereas, the current perimeter fence of the school still does not meet the required height to ensure
the safety of students and employees from intruders and from any untoward incident;

Whereas, if there is a higher perimeter fence, students will be prevented to cut class by jumping
off the fence;

Whereas, to protect students and the school, the perimeter fence should be extended a bit higher.
Wherefore, in view of PTA President, Mr. Bayani A. Bayaban’s recommendation, on motion and duly
seconded by all the members present, it was-
Resolved, as it is hereby resolved the request to the Office of the Governor of Pangasinan thru HON.

RESOLUTION No. 6
Series of 2022

Resolution of the Angela Valdez Ramos National High School Employees Association
(AVRNHSEA) requesting the Office of the Municipal Mayor through Engr. Carlos F. Lopez,
Jr. to appropriate budget for the completion of the school shed extending from the TLE
room to the school’s main gate.

Whereas, pursuant to DepEd Memorandum No. 200 s. 2022, also known as the Conduct of
Brigada Eskwela in preparation of School Year 2022- 2023, the Angela Valdez Ramos National
High School faculty and staff participated in the online Kick-Off of Brigada Eskwela and Oplan
Balik Eskwela 2022 of the Department of Education Central Office which focus on an information
campaign, preparations, and strengthening partnerships that complement the Department’s effort to
ensure quality basic education.

Whereas, after the deliberate discussions regarding this year’s school operation, the officer and
members of the AVRNHSEA who participated in the Brigada Kick- off Program recommended to
write a resolution requesting the completion of the school’s shed which covered the pathway from
the TLE building to the school’s main gate

Whereas, the shed will serve as protection of the students and employees during the rain and even
in the heat of the sun

Whereas, the completion of this shed will also ensure the safety of the students and employees
while waiting for their transportation

Whereas, this project will further strengthen the partnership of the school and the Local
Government Unit thru the office of the Municipal Mayor, Engr, Carlos F. Lopez, Jr. and can be a
good avenue to encourage other government offices, NGO’s and private groups and individuals to
cooperate and contribute for the improvement of the alma mater

Wherefore, in view of AVRNHSEA President, Mr. Oliver L. Alvarez’ recommendation, on


motion and duly seconded by all the members present, it was-

Resolved, as it is hereby resolved the request to the Office of the Municipal Mayor through Engr.
Carlos F. Lopez, Jr. to appropriate budget for the completion of the school shed extending from

RESOLUTION No. 8
Series of 2022

A Supplemental Resolution to Resolution No. 7 of the Angela Valdez Ramos National High
School Employees Association (AVRNHSEA) and Parents- Teachers Association (PTA)
Executive Officers requesting the Office of the Governor of Pangasinan through HON.
RAMON V. GUICO III for the additional six (6) 500 watts solar panels and basketball board
and ring for the Covered Court Project at the Angela Valdez Ramos National High School

Whereas, it has been determined during the consultations between the stakeholders and the School
Officials the need to build a Covered Court for the students

Whereas, the establishment of the project will provide better and safer area to conduct physical
fitness activities like zumba and sports tournament

Whereas, to further encourage students to join and support with the school programs to be
conducted in the proposed venue of the Covered Court, Mr. Bayani A. Bayaban, the Executive
PTA President has raised a suggestion to have basketball board and ring in the court and connect
six (6) 500 watts solar light panels so students could maximize their practice in the play area even
on late school hours

Whereas, majority present agreed to the aforementioned suggestion of Mr. Bayaban

Wherefore, in view of the recommendation of Mr. Florencio B. Quezon, Jr., Principal IV of the
Angela Valdez Ramos National High School and Mrs. Angelita N. Bascos, Assistant Principal of
the Senior High School,on motion and duly seconded by the majority-

Resolved, as it is hereby resolved the request of the Angela Valdez Ramos National High School
Employees Association (AVRNHSEA) and Parents- Teachers Association (PTA) Executive
Officers to the Office of the Governor of Pangasinan through HON. RAMON V. GUICO III for
the additional six (6) 500 watts solar panels and basketball board and ring for the Covered Court

SCHOOL EMPLOYEES’ ASSOCIATION (AVRNHSEA) held last September 27, 2022 at Room AM

Present: All AVRNHSEA Officers
except Mr. Romulo Ceraos
I. CALL TO ORDER and PRAYER:

The Chairman called the meeting to order upon determination of a quorum at 1:00 P.M.

II. REPORT
First among the agenda was the preparation on the World Teachers’ Day Celebration
 Mr. Oliver L. Alvarez, the AVNHSEA President inquired about the plan that was mentioned during the
meeting of the Heads and OICs with the Principal
 Mrs. Erece relayed what has transpired during the meeting and according to her the SSG officers will
be the group in charge of the gifts for the teachers and administrative staff. Also, a wellness service
was suggested and will be sponsored by an Alumni.
 Mr. Tacdol informed the body that a meeting was held with the SSG and Selected Homeroom Officers
in relation to the WTD program and gift giving.
 Mr. President presented the parts of the program including the food to be prepared and served by
department during the celebration.
 He had also informed the body that the eight thousand pesos (Php 8, 000) budget for the postponed
selection of the Best Structured Classroom was proposed to be used as budget for the WTD
celebration.
 Mr. President assigned focal person for the list of awardees and officer in- charge of the program and
certificates
 Communication letters for the guests during the celebration was also reiterated
Second among the agenda was the discussion of one of the revised articles of the AVRNHSEA
Constitution and By- Laws
 Mr. President specifically discussed to the body the hospitalization benefits received by members of
the faculty
 He mentioned that such articles on the by- laws was verbally revised by the previous leadership but
there was no black and white furnished copies for every member.
 Different opinions, issues were brought out regarding the matter but it was suggested by the body to set
another schedule to talk about the matter.
 Mr. President also mentioned that a Fund- Raising Activity will be organized by the association thru a
Bingo Bonanza. A tentative plan was made and will be presented to the Office of the Principal for his
review and approval. Solicitation letters to target sponsors will also be disseminated once the Fund
raising activity is approved.
 Mr. President asked the body for their approval

SCHOOL EMPLOYEES’ ASSOCIATION (AVRNHSEA) held last November 03, 2022 at Room AM

Present: All AVRNHSEA Officers
except Mr. Julius T. Balicao
I. CALL TO ORDER and PRAYER:

The Chairman called the meeting to order upon determination of a quorum at 10:09 P.M.

II. REPORT
First among the agenda was the fund- raising activity

 Mr. Oliver L. Alvarez, the AVRNHSEA President informed the body that there was no fund left in
the association when he resumed in the office. He discussed to the body his plan on how to acquire
funds and that is thru a fund- raising activity in the form of Bingo Bonanza
 He explained to the body that Bingo cards will be sold to all the AVRNHS employees exclusively.
Each card will cost 100 pesos and is good for 7- 10 games. The propose activity will be conducted
during the employees Christmas Party.
 He mentioned that the ten thousand pesos (Php.10,000) fund was already reserve for another
project that is why the association is trying to raise fund for any upcoming programs and projects
for the school.
 Mr. Alvarez added that whatever amount raised from the activity shall be used to support projects
propose by the association and for educational needs of our learners.
 Mr. Alvarez asked the body for their suggestions for the prizes
 And these are the items that they agreed upon:
For the:
Grand prize: 1 mountain bike
1st prize: stand fan
2nd prize: half cavan of rice
3rd prize: grocery items worth Php. 500
6 consolation prizes

 Mr. President emphasized that as much as possible the proceeds from the card to be sold to
employees should not be used for the purchase of the prizes, so the officers and the teachers were
encouraged to appeal to stakeholders, alumni etc. who are willing to help and donate to the
association.
 He also mentioned during the meeting to schedule a day and make a courtesy visit to Mr. Dante P.
Dayag’s residence.
 Mr. Corales also mentioned that an alumnus is willing to support the association in any way.
 Mr. Corales raised this question, “What if I have already solicited from a donor, am I still required
to buy or pay the Bingo card?”
 Mr. Alvarez said that all employees are entitled for one card and are required to pay the amount.
 The body approved of the proposal and shall present it to the Principal for approval.
Second among the agenda was the Employees Christmas Party

 The Employees Christmas Party was proposed to be held at Mr. Dayag’s Resort in Umingan. Mr.
President especially mentioned that the occasion will be observed when students are already on
their Christmas vacation. He inquired from the about the food to be prepared for the gathering.
 Mr. Talania suggested to do the same preparation as they did last year, where the employees
ordered from Chowking or food deliveries that can cater our number and then it is up to the
department heads/OICs if they want to prepare additional food for their respective offices
Last among the agenda, Collection for death aid, hospitalization aid

 Mr. President informed the body that a summary of collection for 3 retired teachers, token for
Ma’am Bascos and death aid for the 3 members of the association was already handed to him.
 One of the problems he brought out during the meeting was the hospitalization benefits that
were collected during the pandemic. There was a verbal report relayed to him that collection for
the benefits were not yet complete. There were no complete lists provided to the association.
 Another issue was that there was a collection done outside the Constitution and By- laws
 The body suggested to published a copy article regarding the issue on hospitalization for review
or possible revision.
 The body also suggested that financial obligation within the association should be paid and in
case a member will have an unpaid obligation, the member shall not receive any benefits until
the unpaid obligation is settled
 The body suggested to prepare a list of collection to be collected this November in preparation
for the upcoming activities on December.
 The body approved
 Mr. President asked the body for other concerns or reactions

III. ADJOURNMENT

There was no more matter to discuss; the meeting was adjourned at 2:02 P. M.
