Re: Clean Streams Law Violations

Dear Mr. Koch,

On November 10th, 2022 the Pennsylvania Department of Environmental Protection


(Department) conducted a complaint investigation at Manheim Township High School. During
the investigation, the Department documented a discharge of propylene glycol, a polluting
substance, to a stormwater collection system and to a UNT to Landis Run, both waters of the
Commonwealth.

The above referenced discharge constitutes a violation of Sections 401 and 402 of the Clean
Streams Law. In addition, failure to immediately notify the Department of a pollution or
potential for pollution incident is a violation of 25 PA Code § 91.33.

Within thirty (30) days of the date of this letter, the Department requests that you submit a
written report to this office describing the cause of violations and a written plan outlining any
future maintenance activities associated with the Artesian Well and Glycol system. If you find
you need more time to evaluate the situation, please contact me directly to discuss your planned
actions and to formally request an extension.

This Notice of Violation is neither an order nor any other final action of the Department. It
neither imposes nor waives any enforcement action available to the Department under any of its
statutes. If the Department determines that an enforcement action is appropriate, you will be
notified of the action.
