As of January 2, 2023

Event Title: COVID-19 BARMM


A. Event Information
As of January 2, 2023 (12:00pm PST), a total of 651,918,402 confirmed cases with 6,656,601 deaths (3% CFR) were
reported globally.

In the Philippines, a total of 4,062,511 confirmed cases with 65,283 deaths (2% CFR) were reported.

BANGSAMORO AUTONOMOUS REGION IN MUSLIM MINDANAO


A total of 21,957 confirmed cases of COVID19: with 743 deaths (3% CFR); 21,156 recovered and 58 active cases. (for details
please see Table 5).

Out of 21,957 confirmed COVID19 cases, 602 (3%) are LSIs, 27 (1%) are ROFs, while 21,328 (96%) are Non-LSI/Non-ROF.
(for details please see Table 6)

There is a cumulative report of 834 COVID Suspect case from the period of March 12, 2020 to present. Of which, 752 (90%)
were cleared after completing the 14 days home quarantine, were discharged from the hospital facility or death, while 82
(10%) are completing home quarantine and are admitted at a health facility. (for details please see Table 7) (NO NEW
SUSPECT CASE)

The 16 probable cases in this table were previously suspect cases who died and reclassified as probable cases. Based on
the updated guidelines of DOH DM 2020-0189 released last April 24, 2020, all suspect cases who died without undergoing
any confirmatory testing will be classified as a probable case. (NO NEW PROBABLE CASE)

• RESU-MOH BARMM facilitated the conduct of Contact Tracing TOT to
the composite team of contact tracers of BARMM in partnership with the
EB, UPCN and WHO.
• HEMS/RESU facilitated the Sub Task Group meeting focused on the
roles of each agency and the identified Isolation Facilities such as
Maguindanao Provincial Hospital, Datu Blah T. Sinsuat District Hospital
and Cotabato Sanitarium Hospital in the management of Locally
Stranded Individuals (LSI) and Returning Overseas Filipinos (ROF).
• Conducted Oropharyngeal and Nasopharyngeal swab test to the 405
Locally Stranded Individuals (LSI) in Cagayan de Oro that came
originally from manila and bound to Basilan, Sulu and Tawi-Tawi at
Cotabato Sanitarium Temporary Treatment Facility for COVID-19

together with IPHO-Maguindanao and Cotabato Sanitarium TTMF staff.


• Participated during the ocular inspection of housing in Polloc, Parang,
Maguindanao.
• Attended emergency meeting regarding LSI from manila in coordination
with the Marines, PNP PRO BAR, PDRRM Maguindanao, IPHO
Maguindanao, MDRRMO-Sultan Kudarat.
• Continuous monitoring of the event.
• April 6, 2021
• Medical Mission and Turn-over ceremony of 100 bed capacity Isolation
facility in the province of Tawi-Tawi with Chief Minister Ahod Ebrahim,
MOH, MAFAR, MBHTE, MOLE & MSSD
• April 30, 2021, Ceremonial Turn-over of (8) Land Ambulance with mobile
cellphones to different LGU’s of Lanao Del Sur and Wao District Hospital
• May 18, 2021, A total of 20 Land Ambulances distributed under TDIF
allotted budget from 21 Member of the parliament. CRMC also received
1,478,357.00 allocated by the MPs.
• May 20, 2021, Turn-over of medical equipment to Dr. Serapio Montaner
Jr. Memorial Hospital; 1-unit 2D Echo, 1-unit HEPA Filter, 5 patient
cardiac monitor and several laryngoscopes
• May 21, 2021, Turn-over of (2) Mechanical Ventilator and COVID-19
Supplies to Amai Pakpak Medical Center
• June 2, 2021, Ceremonial Turn-over of (8) land ambulances under HFEP
2019 for different RHUs of Maguindanao, as such; Datu Odin Sinsuat,
Benolen BHS, Buluan RHU, South Upi RHU, Datu Paglas RHU, Shariff
Aguak RHU, Talayan RHU, Rajah Buayan RHU and Buldon RHU
Respectively.
• June 10, 2021, Turn-over of Medical Equipments to Cotabato Regional
and Medical Center. 40 units of 50 pounds Oxygen Tank with regulator,
20 units of 20 pounds Oxygen tank with regulator (transport oxygen for
ambulance), 3,000 pieces of oxygen nasal cannula and 3,000 pieces of
non-re-breather mask.
• June 10, 2021, Grocery supplies and dry goods distributed to 67 regional
employees under quarantine afflicted by COVID-19.
• June 14, 201, Turn-over of various COVID-19 life saving equipment.
Maguindanao Provincial Hospital and Cotabato Sanitarium Hospital each
received an equal total of (50 pounds) 40 units Oxygen Tank with
regulator, (20 pounds) 15 units oxygen tanks with regulator, 4,000 pieces
of Nasal Cannula and 4,000 Non-Rebreather masks.
• June 15, 2021, Ground breaking ceremony of Medical Warehouse with
Cold storage room for COVID-19 vaccines under HFEP savings with
total area of 2,000 sqm at Tamontaka Cotabato City.
• June 25, 2021, Turn-over of Medicine kits to Barangay Wago,
Lumayanague, Lanao Del Sur (Camp Bushra). Kits contains BP
apparatus, stretcher, hanging scale, manual resuscitator (for infant and

adult), face masks and face shields, alcohol, medicine supplies, oresol
powder and other.
• June 29, 2021, Hand-over of antigen kits and medical kits to different
Ministries and offices, employees trained on Infection Prevention Control
of COVID-19.
• July 2, 2021, Inauguration and Turn-over Ceremony of Newly
Constructed 100-Bed Capacity COVID-19 Isolation Facility in Buluan,
Maguindanao.
• July 6, 2021, RESBAKUNA; Kasangga ng BIDA Vaccination Roll out.
Different Ministries and agency’s employees participated in the roll out
held at MAFAR Compound.
• July 15, 2021
• Turn-over ceremony of (2) Sea Ambulance and (1) Land Ambulance
under Transition Development Impact Fund, New District Hospital
Building and 120 Bed Capacity COVID-19 Isolation Facility to Lamitan
City, Province of Basilan.
• July 16, 2021, A total of 99 Wheelchairs and 98 other assistive devices
under Non-Communicable Diseases Cluster allocated to province of
Basilan. MOH-BARMM also turned over 5 million worth of Vaccination
Operation Center under Health Facility Enhancement Program (HFEP).
• July 17, 2021, MOH-BARMM turned over 1.7 worth of Cash Incentives to
BHWs in Tawi-Tawi, a total of 590 Barangay Health Workers received
the amount.
• July 19, 2021, Arrival of BARMM’s allocation of COVID-19 Vaccine J&J
Janssen. 40,000 for Sulu, 30,000 for Basilan and 30,000 for Tawi-Tawi
province a total of 100,000 vaccines delivered.
• August 9, 2021, Launching of COVID-19 vaccination registration portal
• August 24, 2021, Dr. Serapio Montaner Jr. Memorial Hospital received 5
units of Electric Intensive Care Unit, 5 pcs of Head and foot boards, 5
pcs of mattress, 5 units of Bed side Cabinet and 5 units of table. Amai
Pakpak Medical Center also received 8 units of Electric Intensive Care
Unit, 8 pcs of Head and foot boards, 10 pcs of mattress, 10 units of
bedside cabinet, 10 units of table, surgical masks and cartons of overall
PPEs.
• August 29, 2021, Under Transition Development Impact Fund, Sitangkai
RHU of Tawi-Tawi Received 1 unit of Sea Ambulance, 2 packages of
essential medicines. IPHO Tawi-Tawi and Parang District Hospital
received 2 packages of essential medicines, (2) units of Land
Ambulance and (1) unit of mobile clinic from MP Amilbahar Mawallil. (1)
unit of sea ambulance from MP Al-Syed Sali for IPHO Tawi-Tawi.
• August 30, 2021, Turn-over ceremony of different programs and projects
under TDIF. MP Muslimin Jakilan and MP Muslima Asmawil donated
each (1) unit of sea ambulance to IPHO-Basilan.
• September 1, 2021, Under TDIF program, (1) unit of sea ambulance (1)
unit of land ambulance to Pangutaran District Hospital, (1) unit of sea

ambulance to Tapul Municipal Hospital and Essential Medicines turned


over to Jolo, Rural Health Unit. From MOH-BARMM a laptop, tablets
and accessories given to HEPO and Chief of Technical Division of IPHO
Sulu.
• September 6, 2021, Under TDIF, MP Ziaur-Rahman Alonto Adiong as
benefactor of (2) Patient Transport Vehicle turned over to the Provincial
Disaster Risk Reduction Management Office, Lanao Del Sur.
• September 14, 2021, MOH-BARMM purchased 200 Oxygen tanks for
Amai Pakpak medical Center, 100 tanks of it were successfully delivered
and other 100 tanks to follow.
• September 16, 2021, Another 200 tanks of Oxygen with regulators
successfully delivered to Cotabato Regional and Medical Center
(CRMC).
2. IPHO • Active surveillance and monitoring of cases
MAGUINDANAO • Establishment of IPHO-Maguindanao Task Force on COVID-19
• Activation of Incident Command System
• Strengthen coordination and collaboration with Provincial
Governor/PDRRMO
• Active participation on Provincial/Municipal IATF on COVID-19
• Establishment of Isolation Units at Maguindanao Provincial Hospital and
4 hospitals under IPHO-Maguindanao namely Buluan District Hospital,
DOS District Hospital, Datu Blah T. Sinsuat District Hospital and South

4. IPHO SULU • Creation of Task Force for COVID-19 in Sulu


• Started a school campus campaign on preventing COVID19
• Deployed health personnel at the borders of Sulu.

5. IPHO • Creation of Task Force for COVID-19 in Basilan


BASILAN • Activation of Emergency Operation Command Center and other
Government Units.
• Mapping of the travel history in the Province of Basilan to identify and
assess PUM and PUI according to the algorithm from the DOH
standards.
• Identify quarantine and isolation areas for the PUI/PUM ( Sabakil Island,
Lantawan Municipality.
• Provision of tents, utensils, foods and other basic goods to the
quarantine and isolation island identified with the Western Mindanao
Command and DOH IX.

I. Problems Encountered

Lack of PPEs, gloves, masks, and alcohol for our font liners.
Region Some areas are having problems in sending their report due to poor signal.
We cannot access some areas of BARMM due to lock down.
Basilan • 12 health workers in the province of Basilan confirmed positive to RT-PCR (COVID-19
Test)
Tawi-tawi • Refusal in telling their true history of travel to include the date of arrival.
• Use more than one (1) name in order not to trace because they don’t want to be
quarantine.
• Hiding into neighbor’s house and sometimes telling they are still at motor launch.
• Transfer from one barangay to the other barangay.
• On and off Communication signal.
• Lack of PPEs, Mask, Gloves, Thermal scanner and anti-viral meds
• Slow internet access to send report daily.

Lanao del Sur • Limited mobilization of health service providers (HSP) due to the quarantine;
• Exposing the health, the family, and community of HSP due to the outbreak while manning
the Thermal Scanning Station
• instead of maximizing them to over watch, implement the regular program, monitoring and
