A RESOLUTION AUTHORIZING SANGGUNIANG KABATAAN CHAIRPERSON

HON. CAZY MEL G. EUGENIO AND SANGGUNIANG KABATAAN
TREASURER DARIANNE ROSE C. SALUDO OF BARANGAY SAN FELIPE,
LAUR, NUEVA ECIJA TO OPEN AN ACCOUNT IN LAND BANK OF THE
PHILIPPINES - PALAYAN CITY BRANCH UNDER THE ACCOUNT NAME OF
SK BRGY. SAN FELIPE LAUR TO DISBURSE, ENCASH AND TRANSACT
OTHER OPERATIONS REGARDING THE SK FUND, INCOME AND
EXPENDITURES

WHEREAS, Republic Act 10742 also known as “SK Reform Act of 2015”

Provides for the establishment of Sangguniang Kabataan. Its main purpose is to
afford the youth a medium to effectively express their views and opinions and to
participate in barangay governance. In order to fulfill its mandate to uplift the
general welfare of youth, it should assume the role as active, supportive and
participating partner of the government in formulating programs, projects,
strategies and other initiatives. It is provided with powers and resources to
become partners in nation-building;

WHEREAS, in accordance to the above provision of the law, the

Sangguniang Kabataan funds shall be composed of ten percent (10%) of
the general fund of the barangay which shall be disbursed solely for youth
development and empowerment purpose;

WHEREAS, Section 20 (b) of RA 10742 provides that the Sangguniang

Kabataan shall have financial indepedence in its operations, disbursements, and
encashment of their fund, income and expenditures;
 WHEREAS,Department of Budget and Management (DBM), Department 
of the Interior and Local Government (DILG), National Youth Commission (NYC)
Joint Memorandum Circular (JMC) no. 1, series of 2019 mandated all
Sangguniang Kabataan to open a current account in a bank situated in or
nearest to its area of jurisdiction - Land Bank of the Philippines;

WHEREAS, RA 10742 and JMC no 1, s. of 2019 strictly enforces that the
official and authorized signatories - the Sangguniang Kabataan Chairperson and
Sangguniang Kabataan Treasurer in which they are legally bonded,
chargeable against the SK funds, subject to the pertinent guidelines and policies
issued by the Bureau of the Treasury;

WHEREAS, SK Chairperson Hon. Cazy Mel G. Eugenio and SK

Treasurer Darianne Rose C. Saludo hereby authorize to open an account and
shall be the official signatories of all the transactions to be made under the
account of “SK BRGY. SAN FELIPE LAUR” by virtue of being elected and
appointed officers of the SK council;

THEREFORE, on mass motion;

RESOLVED, to approve the “A RESOLUTION AUTHORIZING

SANGGUNIANG KABATAAN CHAIRPERSON HON. CAZY MEL G. EUGENIO
AND SANGGUNIANG KABATAAN TREASURER DARIANNE ROSE C.
SALUDO OF BARANGAY SAN FELIPE, LAUR, NUEVA ECIJA TO OPEN AN
ACCOUNT IN LAND BANK OF THE PHILIPPINES - PALAYAN CITY BRANCH
UNDER THE ACCOUNT NAME OF SK BRGY. SAN FELIPE LAUR TO
DISBURSE, ENCASH AND TRANSACT OTHER OPERATIONS REGARDING
THE SK FUND, INCOME AND EXPENDITURES”

RESOLVED FURTHER, to furnish copies of this resolution to concerned

offices for their information and action.
