Instructions:
a. Evaluate the extent to which the federal government has pursued policies and decision making associated
with representative democratic leadership as compared to authoritarianism. You will articulate your
analysis through creating a photo essay.
b. Respond to the prompts in the organizer below to help you create a collection of photos that reflects your
critical thinking and analysis.
Your Claim
Explain below whether you believe the federal government most exemplifies the characteristics associated
with representative democracy or authoritarianism.
The federal government has characteristics mostly associated with representative democracy when it comes
to the issue of maintaining order and individual liberty because police misconduct occurs, but sometimes
police are held accountable.

topics: political participation, distribution of power, efficiency of decision making, maintaining order,
individual liberty (and racial/social equality), or the ability to address a crisis.)
This image is related to my claim about individual liberty because it shows an July 17, 2017, incident in Salt
Lake City where University of Utah nurse Alex Wubbels was arrested by SLCPD Detective Jeff Payne and Lt.
James Tracy for refusing to conduct a blood draw on an unconscious patient to help with a police
investigation. In a democratic society, such arrests should not occur, but following public protests, an
internal investigation was launched, the detective was put on leave, and eventually fired (the lieutenant was
also demoted) -- which reflects accountability. This issue is relevant in my community because I have come
in contact with police officers before whom I thought overstepped appropriate boundaries and it is
reassuring to know that police can be held accountable for their actions under our government.
