Sheriff Donny Youngblood,

It has been a pleasure founding and leading the efforts of the CAC. It has renewed my faith in good
law enforcement. This will be work, that I and others will continue outside of the CAC. It is a joy to
know some of your men and women and to call them friends. People, who can call me, in the wake of
an emergency in their lives. That was not the space I was in, before approaching this work.

After a few productive years working on the values and mission of the CAC, build community, building
trust and shaping a mutual sound, we will continue that work. No great work is ever accomplished
without mutual respect. At this moment, myself, Dr. Waller, Dr. King, and Dr. Lawol serve this letter
as our immediate and final resignation. We mutually feel we have reached an impasse in our ability
to make a material change for the community that trust us to speak on their behalf. In 2020, we
initiated this group as an informal, voluntary collective dedicated to improving the relationship
between KCSO and underserved communities and building mutual trust. Your willingness to hear us
and make change was instrumental. The most recent meetings regarding bylaws, including today’s
meeting (February 9, 2023) have highlighted that that our original mission is being subverted by
politics and bureaucracy.

My team and I have worked tirelessly to generate the passion that attracted people to the CAC,
people who came and stayed with the aligned mission, of closing the trust gap. Meetings such as
today indicate we are missing the mark. We are not aligned with the requirements or wishes of a very
vocal subsection of the CAC. In the interest of serving the community, we do not want to use up this
important space, to have ongoing discussions about dogma. Today, February 9, 2023, we are
officially resigning our post. With this initiative, we hope to make room for CAC members willing and
committed to pursue this role and direction as aligned by very specific organizations who missed the
mark that started this work. The CAC was agreed to and formed with you before the stipulated
agreement.

We hope that you will be able to appoint an interim Chair and the work continues. We know that the
history of the CAC start will be eliminated. We hope that it moves and continues, as we know that is
your desire and it is surely ours.
