CPCCWHS2001 Apply WHS requirements, policies and procedures in the construction industry
Type of Assessment
This summative practical assessment, along with your written questions, will enable your Assessor to make a
judgement of competency against the requirements of this unit of competency.
Assessor Instructions
The Assessment Benchmark developed for each unit of competency is the evidence criteria used to judge the
quality of performance (i.e. the assessment decision-making rules). Assessors must use these benchmarks to
make judgement on whether competency has been achieved and to determine if the participant has
performed to the standard expected to meet unit requirement and learning outcomes. Competency results
for each unit are recorded in the Record of Assessment Form.
Reasonable Adjustment
AHMI will allow flexibility in relation to the way in which each unit is delivered and assessed based on the
student’s requirement. The following are the reasonable adjustments for this unit:
Assessment Coding
Assessment of this program of study is based on competency-based principles.
S = Satisfactory
NS = Not Satisfactory
Students who fail to perform satisfactorily for the assessment on the prescribed date may be assessed as ‘not
satisfactory’. You are required to be assessed as ‘Satisfactory’ on completion of this Assessment.
Re-assessment
Any re-assessment is conducted as soon as practicable after you have been informed of the requirement to
be re-assessed and have been given the opportunity to be re-trained and assimilate the training. You are re-
assessed in only the areas assessed NS. It is at the assessor/s discretion to re-assess the entire assessment
should it be demonstrated an overall understanding of this unit has not been achieved.

Assessment Tasks
Scenario based
There is a simulated fire located in the practical workshop area or at your workplace. The fire appears to be
well underway with smoke and flames reaching a few meters into the air. On further inspection you can see
that two 20 litre drums of paint have ignited.
Instructions
Students are to assess any associated dangers that may affect how they would respond to the fire. Students
need to select the correct fire extinguisher from the three provided by your trainer. The student will then
demonstrate how to extinguish the fire safely. If the student does not have access to more than one
extinguisher the student will then need to nominate the type of extinguisher that should be used from the
PDF Use of a fire extinguisher before completing the demonstration. (Note: Students are not to remove the
pin from the extinguisher nor are they to discharge the extinguisher)
Scenario
There is a simulated fire located in the practical workshop area or at your workplace with smoke alarms
warning of the fire. An emergency evacuation has been declared by your trainer or fire warden.
Instructions
Students will be required to follow instructions that have been discussed earlier in class following
organisation policy and procedure for emergency evacuation which applies to this campus.
If there is no evacuation procedure available the trainer will discuss suitable solutions in order for the
demonstration to be completed. Students will be assessed on how well they follow these instructions
including but limited to:
OVERVIEW
The purpose of these procedures is to provide guidance to key personnel to enable them to
quickly and decisively respond to an actual or potential emergency which could threaten
the safety of persons or property or significantly disrupt operations at any AHMI Campus.
Chief Warden
On becoming aware of an emergency:
* Will be identified by a white helmet/vest.
* Will proceed to the Emergency Control Point (ECP) and take control.
* Will ascertain the nature of the emergency and determine the appropriate course of
action for their building in accordance with the
Emergency Procedures
* Will ensure/confirm that the appropriate emergency service has been notified.
* Will maintain communications with the Warden network.
* Will inform the Operations Manager of any emergency relating to their area via phone or
runner as applicable.
* Will initiate evacuation, lock-down or shelter-in-place if necessary, and control entry to
the affected area(s).
* Will brief the emergency services personnel upon their arrival on the scope and location
of the emergency, including status of the evacuation if applicable, and thereafter, act on
the senior officer’s instructions.
* Will ensure that following the “All Clear” from the Emergency Services, a debrief is
conducted to identify any position or negative facets of the
Group’s procedures or systems (including equipment, resources).
* Will complete an Incident Report and forward to the National Manager, People and
Culture.
Wardens
On becoming aware of an emergency:
* Will be identified by a red/orange helmet, vest or tabard.
* Will ascertain the nature of the emergency and determine the appropriate course of
action for their floor or area of responsibility in accordance with the Emergency
Procedures.
* Will direct occupants in accordance with Emergency Procedures and instructions from the
Chief Warden, Emergency Services.
1. The person discovering the emergency should immediately notify the Operations
Manager, Warden or nearest available manager.
AREA WARDENS
WARDENS
1. Confirm with the Chief Warden which area of the building/complex they are responsible
for, any restrictions on evacuation routes and where they should meet the Chief Warden on
completion of evacuation check.
2. Proceed to designated area, calmly advise occupants to evacuate and indicate nearest
safe exit.
CHIEF WARDEN
On becoming aware of an incident the Chief Warden is to:
1. Proceed to the Emergency Control Point (ECP) and take control
2. Establish communications with the affected area and asses the nature and extent of the
emergency
3. If an evacuation is required:
* Initiate evacuation procedures; and
* Ensure all lifts are called to the ground floor and secured (if applicable and if lift keys are
available)
4. Ensure emergency services are notified
FIRE EMERGENCY
BUILDING OCCUPANTS
If fire or the presence of smoke is identified or reported to you:
1. Do not panic. Try to remain calm and think.
2. Warn everybody in the immediate work area, activate an alarm initiating device if
installed and notify the Fire Service by calling 000.
3. Notify a fire warden.
4. Follow instructions from warden staff.
WARDENS
On becoming aware of a fire:
1. Ensure the alarm has been raised and the Fire Service and Chief Fire Warden notified.
2. Determine type of fire and exact location.
3. Attempt to extinguish the fire (only if safe to do so).
4. Keep the doorway or path of escape at your back.
5. If unsuccessful in fighting the fire, close doors to slow the progress of the fire and
proceed to the ECP.
6. Report to Chief Fire Warden and advise of the status of the fire.
FIRE EMERGENCY
BOMB THREAT
IF YOU RECEIVE A TELEPHONE CALL
1. Remain calm and immediately refer to the bomb threat checklist. If applicable, pay
attention to your telephone display and record the information shown in the display
window.
2. Attempt to attract the attention of a fellow worker.
3. Record details of the call, using the Bomb Threat Checklist. Try your best to write down
the EXACT wording of the threat.
4. Listen carefully for any background noises, speech mannerisms, accents or other details
5. Do NOT hang up - keep the line open even if the other party hangs up.
6. Immediately go to another telephone and notify the Police initially, followed by the
Operations Manager or nearest manager.
7. Await further instruction and advice.
1. Do NOT touch it. Ask all persons to leave the area within the building.
2. Seal the area as best possible (e.g block entrance).
3. Immediately go to another area and notify the Operations Manager or nearest manager.
4. Await further instruction and advice.
MANAGER AT SCENE
On being advised of a bomb threat, the Operations Manager should:
1. Confirm the time that the call was received.
2. If a location and description of the purported bomb is contained in the threat message,
brief available wardens, proceed to the scene and conduct a search of the area mentioned
in the threat, the building exterior, exit routes and Assembly Area:
a. Wardens should look out for anything that should not be there, that is out of place or
cannot be accounted for.
3. If no location is mentioned, proceed to the location of the call recipient, interview call
recipient and review/complete Bomb Threat Checklist Form.
4. Meet and update the Police.
5. Review the threat information.
6. Ascertain whether any unusual occurrences have happened in recent hours.
7. Preferably (where time permits) in consultation with Police, assess the apparent
credibility of the threat and determine the appropriate response to the threat (e.g.
evacuation, search and reassessment etc).
8. Implement the response.
9. Re-evaluate on completion of negative search, passing of purported detonation time,
receipt of additional information or discovery of suspicious object.
- Never ignore the threat – as an absolute minimum, a search of any area mentioned in the
threat, relevant building exterior, exit routes and Assembly Areas should be conducted.
- Operations Manager will decide to evacuate a building and, where time permits, exits and
building exteriors should be checked before initiating the evacuation (in case the explosive
device is in one of these areas where the building’s occupants will be transiting in the
course of the evacuation).
- If ever a possible explosive device is discovered, persons should be reminded that they are
NOT to touch it. The area should be evacuated and the Police notified.
In the event that an object is discovered which cannot be vouched for or for any other
reason is suspected of being a possible bomb or improvised explosive device (IED), or
whatever, the following action should be taken:
1. Do NOT touch, tilt, or otherwise tamper with the object.
2. The Operations Manager should be immediately notified by phone or messenger. DO
NOT USE 2 WAY RADIOS OR MOBILE TELEPHONES
MANAGER AT SCENE
1. Check for any threatening situation and remove or control it (if safe to do so) to avoid
further risk to the casualty
2. Do not move a casualty unless they are exposed to life-threatening situation
3. Notify the nearest first aid officer or manager
4. In extreme emergency situations, contact the ambulance service by dialling 000 then
contact the nearest first aid officer or manager
5. Remain with the casualty and administer first aid as appropriate until assistance arrives;
6. Follow the instructions of relevant Emergency Services personnel and First Aid personnel
FLOODING/WATER LEAK
PERSON DISCOVERING
1. Do not enter the flooded area until the electricity supply has been disconnected as there
is an extreme danger of electric shock
2. Prevent unauthorised access to the flooded area.
3. Notify the Operations Manager or nearest manager
MANAGER AT SCENE
CIVIL DISORDER
On becoming aware of a civil disorder in the vicinity of or within the Training Centre
grounds, or if there is a real likelihood of such an incident shortly occurring or a rowdy
person or group has trespassed on the site, the following steps should be taken:
1. Notify the police and request assistance
2. Contact the Operations Manager or nearest Manager
3. If possible, access should be restricted to buildings or infiltration within buildings by the
demonstrator/s.
4. Occupants should:
* Withdraw to safe areas within buildings
* Lock offices
* Secure cash, valuable and files
* Close windows and blinds
5. Attempt to ascertain size of group, composition, leader’s identity, motive and intentions.
6. Confer with Police and other relevant persons to determine appropriate level of
response.
SELF DEFENCE
If physically attacked by a person, you may use no more force than is reasonable in the
circumstances to protect yourself.
Scenario
Students are to be escorted around the practical workshop area or workplace depending on where they are
to be assessed. Ideally there will be plant, materials and equipment distributed throughout the designated
area.
Instructions
You have been asked to walk around the workshop identifying any obvious hazards in the workshop area.
Any ACM (Asbestos containing material) must be identified, recorded and reported to appropriate personnel.
Complete the hazard checklist that you have been provided with and submit it to your trainer for marking.

Scenario:
You will be using turps on a construction site to clean up brushes and rollers after using oil based paint.
The WHS Management plan for the site stipulates that a SWMS must be prepared when using a
hazardous substance.
Therefore a SWMS must be prepared for the use of the turps.
Along with a fellow student, working as a team, you will find a SDS for the turps and prepare the SWMS.
There is a SDS for turps in the website: http://www.resene.com.au/archspec/msds/Turps.pdf. If you
cannot access a computer for this, inform your assessor to seek assistance with this.

Scenario
You have different tools to use on paint jobs. For each of the following jobs you are to select the tools and
appropriate PPE to use with each tool, put it on and adjust it to fit correctly. After finishing with the tools and
PPE, they must be cleaned and stored correctly.
You will take each tool and examine it to check that it is ready for use. You will need to check:

You have been approached by a fellow worker with a minor cut to the arm requiring a bandage as basic first

Scenario
One of your fellow workers received a shock from electricity when they started to use an orbital sander, and
was treated for the shock by a doctor.
This task will require you to enter the appropriate information into the Incident Notification Form provided
for this scenario.
