judgement of competency against the requirements of this unit of competency.
Assessor Instructions
The Assessment Benchmark developed for each unit of competency is the evidence criteria used to judge the
quality of performance (i.e. the assessment decision-making rules).  Assessors must use these benchmarks to
make judgement on whether competency has been achieved and to determine if the participant has
performed to the standard expected to meet unit requirement and learning outcomes.  Competency results
for each unit are recorded in the Record of Assessment Form.

Assessment Tasks

Task 1. Direct Observation

Scenario based
There is a simulated fire located in the practical workshop area or at your workplace. The fire appears to be
well underway with smoke and flames reaching a few meters into the air. On further inspection you can see
that two 20 litre drums of paint have ignited.

Instructions
Students are to assess any associated dangers that may affect how they would respond to the fire. Students
need to select the correct fire extinguisher from the three provided by your trainer. The student will then
demonstrate how to extinguish the fire safely. If the student does not have access to more than one
extinguisher the student will then need to nominate the type of extinguisher that should be used from the
PDF Use of a fire extinguisher before completing the demonstration. (Note: Students are not to remove the
pin from the extinguisher nor are they to discharge the extinguisher)

Task 2. Role play

Scenario
There is a simulated fire located in the practical workshop area or at your workplace with smoke alarms
warning of the fire. An emergency evacuation has been declared by your trainer or fire warden.

Instructions
Students will be required to follow instructions that have been discussed earlier in class following
organisation policy and procedure for emergency evacuation which applies to this campus.

If there is no evacuation procedure available the trainer will discuss suitable solutions in order for the
demonstration to be completed. Students will be assessed on how well they follow these instructions
including but limited to:

On becoming aware of an emergency:


• Will Remove anyone in immediate danger
• Will Alert others in the area, and notify a warden or staff member, and Emergency Services if
applicable
• Will Contain the emergency if possible (eg by closing doors)
• Will Evacuate to a safe area
• Will secure classified material/equipment as required
• Will evacuate, lock-down, shelter-in-place as instructed by the Warden and proceed to the
designated Assembly Area.
• Will remain at the designated Assembly Area until given the “All Clear” (or alternative
instructions) by the Chief Warden, Warden or Emergency Services.

OVERVIEW

The purpose of these procedures is to provide guidance to key personnel to enable them to
quickly and decisively respond to an actual or potential emergency which could threaten
the safety of persons or property or significantly disrupt operations at any AHMI Campus.

These procedures will aim to:


* Control or limit any effect that an emergency or potential emergency may have on site or
on neighbouring areas
* Facilitate emergency response and to provide such assistance on the site as is appropriate
to the occasion
* Ensure communication of all vital information as soon as possible
* Facilitate the reorganisation and reconstruction activities so that normal operations can
be resumed
* Provide for training so that a high level of preparedness can be continually maintained
* Provide a basis for updating and reviewing emergency procedures

EMERGENCY CONTROL ORGANISATION (ECO)

An emergency control organisation (ECO) is a structured organisation, at each training


centre, that will initiate an appropriate response to emergency situations within a building.
The ECO will consist of the Chief and Deputy Chief Warden, all Building Wardens and
Nominated First Aid Officers. In the absence of Building Wardens, the most senior person
present must assume responsibility for ensuring a safe response to an emergency situation.
In accordance with AS 3745 Emergency Control Organisation and Procedures for buildings,
structures and workplace, during an emergency, instructions given by the Operational
Emergency personnel, shall overrule normal management structure. The purpose of these
powers is to ensure that during an emergency situation, life safety takes precedent over
asset protection and production matters.
All ECO personnel are indemnified against civil liability resulting from practice or emergency
evacuation of a building where they act in good faith and in the course of their duties.

An ECO will comprise of the following roles:


* Chief Warden
* Deputy Chief Warden
* Wardens

EMERGENCY CONTROL ORGANISATION (ECO) cont.


Roles and Responsibilities of Emergency Control Organisation
Members of the ECO are responsible for:
* Monitoring emergency preparedness within their building.
* Providing timely and appropriate initial response to any emergency situation in their
area(s) of responsibility in accordance with the procedures outlined in the Emergency
Procedures.

* Collecting the Emergency Procedures and any other information which may be required
by the Emergency Services eg Emergency Contact details for key personnel, Hazardous
Substances register, etc.
* Collecting information re status of their area(s) of responsibility and delivering
reports/status updates to the Emergency Control Centre
* Keeping the ECO and occupants informed as much as possible by establishing
mechanisms to provide a regular flow of information. (eg PA system, runners)
* Liaising and providing ongoing assistance to the Incident Response Team(s) if applicable.
* Maintaining an Emergency Log of actions taken
* Summarising the issues identified (in their area) and attending the emergency debrief(s)
following the “All Clear”.

Chief Warden
On becoming aware of an emergency:
* Will be identified by a white helmet/vest.
* Will proceed to the Emergency Control Point (ECP) and take control.
* Will ascertain the nature of the emergency and determine the appropriate course of
action for their building in accordance with the

* Will ensure/confirm that the appropriate emergency service has been notified.
* Will maintain communications with the Warden network.
* Will inform the Operations Manager of any emergency relating to their area via phone or
runner as applicable.
* Will initiate evacuation, lock-down or shelter-in-place if necessary, and control entry to
the affected area(s).

EMERGENCY CONTROL ORGANISATION (ECO) cont

* Will brief the emergency services personnel upon their arrival on the scope and location
of the emergency, including status of the evacuation if applicable, and thereafter, act on
the senior officer’s instructions.
* Will ensure that following the “All Clear” from the Emergency Services, a debrief is
conducted to identify any position or negative facets of the
Group’s procedures or systems (including equipment, resources).
* Will complete an Incident Report and forward to the National Manager, People and
Culture.

Deputy Chief Warden


On becoming aware of an emergency:
* Will be identified by a white helmet/vest.
* Will, in the absence of the Chief Warden, assume the responsibilities normally carried out
by the Chief Warden, or otherwise assist as required.

* Will assume the role of Communications officer (where required) and assist in the
transmission of information between the Chief Warden, Wardens and occupants.
* Will follow procedures as outlined in the Emergency Procedures.

Wardens
On becoming aware of an emergency:
* Will be identified by a red/orange helmet, vest or tabard.
* Will ascertain the nature of the emergency and determine the appropriate course of
action for their floor or area of responsibility in accordance with the Emergency
Procedures.
* Will direct occupants in accordance with Emergency Procedures and instructions from the
Chief Warden, Emergency Services.

EMERGENCY CONTROL ORGANISATION (ECO) cont.

* Will co-ordinate evacuation, lock-down, shelter-in-place for their area of responsibility


and advise the Chief Warden of status using the appropriate method of communication for
the building.
* Will systematically evacuate, lock-down their area of responsibility as required, and assist
person(s) with disabilities.
* Will report to the Chief Warden on completion of required activities, for further tasking as
required.
* Will ensure that following the “All Clear” from the Emergency Services, assist the Chief
* Warden to coordinate re-entry to the building and attend the debrief to assist identify
and correct any deficiencies.

Occupants (Staff, students, visitors, contractors)


On becoming aware of an emergency :

* Will Remove anyone in immediate danger


* Will Alert others in the area, and notify a warden or staff member, and Emergency
Services if applicable
* Will Contain the emergency if possible (eg by closing doors)
* Will Evacuate to a safe area
* Will secure classified material/equipment as required
* Will evacuate, lock-down, shelter-in-place as instructed by the Warden and proceed to
the designated Assembly Area.
* Will remain at the designated Assembly Area until given the “All Clear” (or alternative
instructions) by the Chief Warden, Warden or Emergency Services.

GENERAL EMERGENCY RESPONSE PROCESS

The emergency response process is as follows:

1. The person discovering the emergency should immediately notify the Operations
Manager, Warden or nearest available manager.

2. The person receiving the initial report should obtain the following information:
* Type of emergency
* Location
* Actions being taken by persons at the scene
* Any persons injured
* Whether relevant emergency services have been notified or are required
* Name
* Contact No. (where applicable)
3. The Operations Manager, Warden or nearest available manager will quickly evaluate the
situation and ensure that appropriate action is taken to ensure the safety of persons in the
area (e.g. evacuation).
4. Where an evacuation is deemed necessary, the Chief Warden will designate areas of
responsibility/specific duties to responsible available persons who will then assume the role
of a warden and carry out the instructions.
5. In such an event, and providing it is safe to do so, wardens will then check the affected
area/s to ensure that all occupants have evacuated.
6. Wardens will then report back to the Chief Warden when their respective areas of
responsibility have been evacuated.
7. The Chief Warden will then ensure (where practicable) that a muster of personnel from
the evacuated buildings/areas is carried out at the Assembly Area/s and any persons not
accounted for should be immediately reported to the Chief Warden or where applicable,
the senior emergency services officer present.

NOTIFICATION OF EMERGENCY SERVICES

On discovering or in the case of being advised of an actual or potential emergency, the


relevant emergency service/s must be advised via the ‘000’ telephone number.

When notifying emergency services, the following report should be adopted:

EVACUATION PROCEDURES
BUILDING OCCUPANTS

On hearing Evacuation Alarm Bell (continuous ringing) or on being instructed to evacuate,


building occupants should proceed as follows:
1. Remain calm.
2. Discontinue normal activities.
3. Collect personal belongings and critical records (only if immediately and safely accessible
and portable e.g. briefcases, carry bags, computer disks).
4. Do not attempt to return to usual workplace/unit.
5. Follow instructions of wardens.
6. Unless otherwise instructed, leave via nearest safe exit and proceed to designated
Assembly Area.
7. Remain at Assembly Area and report any missing persons to a Warden.

AREA WARDENS

On hearing Evacuation Alarm Bell (continuous ringing) or on being advised of an emergency


which may threaten the safety of persons in or near the Training Centre:
1. Confirm location of apparent emergency.
2. Proceed to scene and evaluate potential danger posed to occupants by the situation.
3. If an evacuation is deemed appropriate, select available responsible persons to act as
warden personnel, explain the situation as you know it to be together with any restrictions
on evacuation routes and assign each warden to be responsible for a designated area of the
building/complex.
4. Wardens must:
* Inform personnel in their respective areas to immediately evacuate and proceed to the
designated assembly area
* Check their respective areas (providing it is safe to do so) to ensure that all persons have
left (remind them to pay particular attention to
‘out of the way places’ like toilets)
* Report back to the Chief Warden at an agreed location (LECP) once the check has been
completed and report the results of the check
5. Oversee evacuation of the area/complex.
6. Confirm with wardens that all persons have been evacuated.

EVACUATION PROCEDURES cont.

WARDENS
1. Confirm with the Chief Warden which area of the building/complex they are responsible
for, any restrictions on evacuation routes and where they should meet the Chief Warden on
completion of evacuation check.
2. Proceed to designated area, calmly advise occupants to evacuate and indicate nearest
safe exit.

3. Remind occupants:
* Do not attempt to return to usual building/unit
* Do not congregate outside the buildings/complex
* To Proceed to designated assembly area and await further instructions
* To report any missing person to nearest warden
4. Ensure any mobility-impaired persons are being assisted by colleagues.
5. Once flow of persons from area has apparently ceased, quickly search designated area of
responsibility (providing it is safe to do so) to ensure no person is left behind.
6. Report back to Chief Warden and advise results of check.
7. Proceed to Assembly Area as designated by Chief Warden and conduct muster of persons
gathered there. Report any missing persons to the Chief Warden.

CHIEF WARDEN
On becoming aware of an incident the Chief Warden is to:
1. Proceed to the Emergency Control Point (ECP) and take control
2. Establish communications with the affected area and asses the nature and extent of the
emergency
3. If an evacuation is required:
* Initiate evacuation procedures; and
* Ensure all lifts are called to the ground floor and secured (if applicable and if lift keys are
available)
4. Ensure emergency services are notified

FIRE EMERGENCY

BUILDING OCCUPANTS
If fire or the presence of smoke is identified or reported to you:
1. Do not panic. Try to remain calm and think.
2. Warn everybody in the immediate work area, activate an alarm initiating device if
installed and notify the Fire Service by calling 000.
3. Notify a fire warden.
4. Follow instructions from warden staff.

WARDENS
On becoming aware of a fire:
1. Ensure the alarm has been raised and the Fire Service and Chief Fire Warden notified.
2. Determine type of fire and exact location.
3. Attempt to extinguish the fire (only if safe to do so).
4. Keep the doorway or path of escape at your back.
5. If unsuccessful in fighting the fire, close doors to slow the progress of the fire and
proceed to the ECP.
6. Report to Chief Fire Warden and advise of the status of the fire.

AREA WARDENS
On becoming aware of a fire:
1. Ensure the alarm has been raised and the Fire Service notified.
2. Order the evacuation of the floor or area and notify the Chief Fire Warden of the
situation.
3. Direct Wardens to attempt to extinguish the fire (only if safe to do so).
4. Oversee evacuation of the area/complex.
5. Confirm with wardens that all persons have been evacuated.

FIRE EMERGENCY

CHIEF FIRE WARDEN

On becoming aware of a fire the Chief Fire Warden is to:


1. Proceed to the Emergency Control Point (ECP) and take control
2. Establish communications with the affected area and asses the nature and extent of the
emergency
3. If an evacuation is required:
* Initiate evacuation procedures; and
* Ensure all lifts are called to the ground floor and secured (if applicable and if lift keys are
available)
4. Ensure emergency services are notified

BOMB THREAT
IF YOU RECEIVE A TELEPHONE CALL

1. Remain calm and immediately refer to the bomb threat checklist. If applicable, pay
attention to your telephone display and record the information shown in the display
window.
2. Attempt to attract the attention of a fellow worker.
3. Record details of the call, using the Bomb Threat Checklist. Try your best to write down
the EXACT wording of the threat.
4. Listen carefully for any background noises, speech mannerisms, accents or other details
5. Do NOT hang up - keep the line open even if the other party hangs up.
6. Immediately go to another telephone and notify the Police initially, followed by the
Operations Manager or nearest manager.
7. Await further instruction and advice.

IF YOU FIND A BOMB (OR SUSPECT YOU HAVE)

1. Do NOT touch it. Ask all persons to leave the area within the building.
2. Seal the area as best possible (e.g block entrance).
3. Immediately go to another area and notify the Operations Manager or nearest manager.
4. Await further instruction and advice.

IF YOU RECEIVE A WRITTEN THREAT
1. Once you have identified the message is a bomb threat, notify the Operations manager
or nearest manager.
2. Avoid handling the envelope or message except to place it a secure container i.e. plastic
envelope.
3. Await further instruction and advice.

BOMB THREAT cont.

MANAGER AT SCENE
On being advised of a bomb threat, the Operations Manager should:
1. Confirm the time that the call was received.
2. If a location and description of the purported bomb is contained in the threat message,
brief available wardens, proceed to the scene and conduct a search of the area mentioned
in the threat, the building exterior, exit routes and Assembly Area:
a. Wardens should look out for anything that should not be there, that is out of place or
cannot be accounted for.
3. If no location is mentioned, proceed to the location of the call recipient, interview call
recipient and review/complete Bomb Threat Checklist Form.
4. Meet and update the Police.
5. Review the threat information.
6. Ascertain whether any unusual occurrences have happened in recent hours.
7. Preferably (where time permits) in consultation with Police, assess the apparent
credibility of the threat and determine the appropriate response to the threat (e.g.
evacuation, search and reassessment etc).
8. Implement the response.
9. Re-evaluate on completion of negative search, passing of purported detonation time,
receipt of additional information or discovery of suspicious object.
- Never ignore the threat – as an absolute minimum, a search of any area mentioned in the
threat, relevant building exterior, exit routes and Assembly Areas should be conducted.
- Operations Manager will decide to evacuate a building and, where time permits, exits and
building exteriors should be checked before initiating the evacuation (in case the explosive
device is in one of these areas where the building’s occupants will be transiting in the
course of the evacuation).
- If ever a possible explosive device is discovered, persons should be reminded that they are
NOT to touch it. The area should be evacuated and the Police notified.

BOMB THREAT cont.


ACTION ON DISCOVERING A SUSPICIOUS OBJECT

In the event that an object is discovered which cannot be vouched for or for any other
reason is suspected of being a possible bomb or improvised explosive device (IED), or
whatever, the following action should be taken:
1. Do NOT touch, tilt, or otherwise tamper with the object.
2. The Operations Manager should be immediately notified by phone or messenger. DO
NOT USE 2 WAY RADIOS OR MOBILE TELEPHONES

3. The appearance, sound and exact location of the object and the environment in which it
is located should be noted.
4. Immediately evacuate the area surrounding the object. Consider the consequential
damage and effect – both on site and off site.
5. Where possible secure external doors. Access controls and sound the alarm.
6. Operations Manager or nominated replacement to notify police on “000”,
simultaneously with the commencement of evacuation.
7. The danger area should be cordoned off to prevent persons unwittingly exposing
themselves to danger.
8. Observations made by the person discovering the suspicious object should be written
down, including:
- Exact location and proximity to hazards such as chemicals
- Size, shape and colour of object
- Any writings or labels appended to the device
- Any other peculiarities
- Time spent near a bomb or IED must be kept to an absolute minimum.
9. Police will, upon arrival, coordinate and control all necessary procedures.

HAZARDOUS SUBSTANCE/CHEMICAL SPILL


IF YOU BELIEVE YOU HAVE BEEN EXPOSED

1. Immediately remove yourself from the suspected source.


2. If possible, notify someone within the immediate vicinity.
3. If your clothing has been contaminated, remove outer garments.
4. Wash exposed skin with cold water.
5. Ring Operations Manager/WHSO and advise exact location of the spill, the nature and
extent of the spill and whether First Aid is required.

1. Evacuate the affected area.


2. Cordon off area and prevent unauthorised access.
3. Do not allow any electrical equipment to be operated in the immediate vicinity of the
spill. No ignition sources should be allowed in the area.
4. The Fire Brigade should be contacted if the spill is of a significant size, the substance
involved is unknown or the substance is highly flammable/explosive/poisonous.
5. If it is unnecessary to contact the Fire Brigade, the Operations Manager/WHSO should
continue to manage the spill as specified on the Material Safety Data Sheet or by the
Manufacturer/Supplier of the chemical

MEDICAL EMERGENCY

1. Check for any threatening situation and remove or control it (if safe to do so) to avoid
further risk to the casualty
2. Do not move a casualty unless they are exposed to life-threatening situation
3. Notify the nearest first aid officer or manager
4. In extreme emergency situations, contact the ambulance service by dialling 000 then
contact the nearest first aid officer or manager
5. Remain with the casualty and administer first aid as appropriate until assistance arrives;
6. Follow the instructions of relevant Emergency Services personnel and First Aid personnel

FLOODING/WATER LEAK

PERSON DISCOVERING

1. Do not enter the flooded area until the electricity supply has been disconnected as there
is an extreme danger of electric shock
2. Prevent unauthorised access to the flooded area.
3. Notify the Operations Manager or nearest manager

CIVIL DISORDER

On becoming aware of a civil disorder in the vicinity of or within the Training Centre
grounds, or if there is a real likelihood of such an incident shortly occurring or a rowdy
person or group has trespassed on the site, the following steps should be taken:
1. Notify the police and request assistance
2. Contact the Operations Manager or nearest Manager
3. If possible, access should be restricted to buildings or infiltration within buildings by the
demonstrator/s.
4. Occupants should:
* Withdraw to safe areas within buildings
* Lock offices
* Secure cash, valuable and files
* Close windows and blinds
5. Attempt to ascertain size of group, composition, leader’s identity, motive and intentions.
6. Confer with Police and other relevant persons to determine appropriate level of
response.

1. Immediately notify the Operations Manager or nearest manager


2. Do not argue with the person
3. Move away from the person and alert others to move away also
4. Do not surround the person
5. Make it easy for the person to leave the building/area
6. Avoid sudden MOVES
7. Do not attempt to physically subdue the person
8. Make a mental note of the person’s description
9. Remember that assuring your physical safety is the primary goal

MANAGER AT THE SCENE

On being advised of a violent or threatening person on campus:


1. Ascertain the following information from the informant:
* Exact location of the incident
* Is the person armed?
* Does the person appear to be affected by drugs or alcohol?
* Are there other persons in the vicinity?
* What are the other persons doing at the moment (e.g. evacuating, hiding, confronting the
person etc.)?
* Does the informant know the identity of the violent/threatening person?
* If not, can the informant provide a brief description of the violent/threatening person
* Name and location/contact number of the informant

VIOLENT OR THREATENING PERSON cont.

2. Remind the informant to:


* Keep persons away from the incident area
* Do not argue with the violent/threatening person
* Do not attempt to physically subdue or contain the person
3. Notify Police
4. Proceed to scene of incident (if considered safe to do so) and ensure that persons have
been moved away from incident area.
5. Cordon off incident area.
6. Do not attempt to deal with violent/threatening person alone – if there is the slightest
apparent risk to personal safety, keep well away from the
Person, attempt to keep them under discreet observation and await arrival of police.

SELF DEFENCE

If physically attacked by a person, you may use no more force than is reasonable in the
circumstances to protect yourself.

Scenario:

You will be using turps on a construction site to clean up brushes and rollers after using oil based paint.
The WHS Management plan for the site stipulates that a SWMS must be prepared when using a
hazardous substance.

Along with a fellow student, working as a team, you will find a SDS for the turps and prepare the SWMS.

Task 5. Demonstration

Scenario

You have different tools to use on paint jobs. For each of the following jobs you are to select the tools and
appropriate PPE to use with each tool, put it on and adjust it to fit correctly. After finishing with the tools and
PPE, they must be cleaned and stored correctly.

You will take each tool and examine it to check that it is ready for use. You will need to check:
 The tool has been tested and tagged within 3 months
 The tool and its lead are in safe condition ready for use
 The guard if applicable is correctly fitted

The jobs are as follows:


a) Sand a bench top ready for staining
b) Remove old paintwork with a grinder
