TALENTSS

1. Pursuant to Presidential Proclamation No. 479 dated October 7, 1994 which aims
to mobilize all Filipinos for nation building through the practical exercise of human

values in our daily lives as citizens, the field is hereby informed that there will be a
Virtual Division Edukasyon sa Pagpapakatao (EsP) Festival of Talents on
October 28-29, 2021 with the theme: "Kahinahunan at Katatagan: Tugon sa
Makabago at Mapanghamong Panahon".
2. The competition aims to:
a. provide better understanding on the importance of EsP in transforming the

SOciety;
b. demonstrate commitment to support the advocacy of EsP through healthy and

friendly competition, and;

c. enhance talents and skills of student-participants and teacher coaches in the
different events by promoting Filipino values.
3. The events to be ocontested the
are Likha-Awit, Oratorical and Extemporaneous
Speeches, Picture Story, and Documentary Video Presentation. The guidelines/
mechanics of these events are enclosed for referenco

4. The Public Schools District Supervisors (PSDSs), District in-Charge,

Coordinating Principals and EsP District Lead Principals are advised to facilitate
he selection of the participants in every event to be contested.

5. The participants in each district shall prepare a three (3) to 5 (five) minute video

recorded perfomance in his/her assigned event. The video shall be in MP4 format.
6. Forthe extemporaneous speech, the topic shail be given on the day ofthe competition.
7. Submission of entries shal be on or before October 19, 2021 through this email

address, audrey.abamonga001@deped.gov.ph.
8. A virtual prework coference shall be conducted on October 15, 2021 through MS
Teams. The link shall be provided a day before the conference
9. During the conduct of the Festival, the facilitators and judges shll stay at Lala
National High School (Likha Awit & Extemporaneous Speech) and Maranding
Central Elementary School (Documentary Video Presentation, Oration, & Picture
Story), Maranding. Lala, Lanao del Norte. Health protocols instituted by the Inter-
Agency Task Force (IATF) shall be strictly followed such as wearing of face mask, face
shield and social distancing.
10. Traveling expenses of the judges and facilitators shall be charged against school local
fund (MOOE/Sthooi Board/ PTA) subject to the usual accounting and auditing rules
and regulations.

GUIDELINES/ MECHANICS AND CRITERIA FOR THE

2018 DIVISION EDUKASYON sa PAGPAPAKATAO COMPETITION

A. Likha Awit -(OPM Songwriting Competition- Elementary and Secondary)

1. The Cluster Winner for Best Composer/ Composition shall be the official entry to
the competition. One song is allowed per Cluster.
A student pupil participant per cluster shall be accompanied by one coach.
The song must be written in Filipino.
The songwriter must write inspirational song using an adaptation of any popular
music.
5. Song performance must not exceed three (3) minutes.
6. The performer may use guitar. minus one or any form of keyboard.
7. Three (3) copies of the musical lyrics will be provided and must be encoded.
8. The contestant shall bring and wear their IDs for checking and verification.
9 The decision of the judges is final and irrevocable
10. The following are the criteria for judging

Content/ Lyrics (Relevance to the Theme) 30%

Voice Quality 30%
Interpretation/ Stage Presence 25%
Dynamics/ Tone/ Rhythm 15%
Total 100%

B. Oration ( For Elementary Only)n

1. There shall be one entry per cluster.

2. The substance should be relevant to the theme.
3. The delivery should not exceed to three (3) minutes.
4. The following are the criteria:

Delivery (3 Minutes) 40%
Stage Presence/ Performance 10%
Total 100%
5 The decision of the judges is final and irrevocable.

c. Extemporaneous Speech ( for Secondary Level Only- Grade 7-10)

The delivery is within five (5) minutes.

The content message must be in Filipino.
There shall be one contest piece. The contestants must be placed in a secluded
room closely guarded while waiting for their turn.

D. Picture Story ( Elementary and Secondary)

1. The Cluster first place winner shall be the official entry with one (1) coach.
2 Contestants should bring their own materials (1/2 ilustration board and water color
or pastel). They may use any color.
3. A picture story must be done in one (1) setting/scene.
4. The time limit is two hours.
5. The criteria of the contest are the following

Design 30%

6. The decision of the judges is finai and irevocabie.

E. Documentary Video Presentation (Elementary and Secondary)

1. Contestant shall be a team composed of three (3) members either from Grades 4,5
and 6 for the elementary and Grades 8, 9 and 10 for the secondary level.
2. The contestants shall choose a family in their local community which they consider
as a model family as a subject of their presentation.
3. The team will collect pictures and video footage about the family selected prior to
the contest.
The team should bring their own laptap with the installed necessary applications
such as movie maker, adobe, power director, and sony vegas and other video
applications needed for the documentary creation, extension wire, video footages
on the subject family, pictures and background music during the contest. One
laptap will used in every team.
5. During the contest, the participants are expected to come up with a documentary
video presentation which should be crated at the contest venue. The final file
should be in MPEG 4 fle format.
6. The contestants wil be given one hour and a half (1 % h) to create their output.
7. The documentary video presetation should run between five (5) to seven (7)
minutes only. If the presentation will be less or more that the allocated time, a
deduction of one (1pt) will be imposed.
