Signatories : Russian Federation, United Kingdom of Great Britain and Northern Ireland,
Republic of Kenya, Central African Republic, Republic of France,Republic of Kenya, Socialist
Republic of Vietnam, Republic of Tunisia, Republic of Niger

Taking into consideration the need and challenges to protect civilians, especially women and
children in conflict area,

Noting with deep concern that the threat that might imposed by irresponsible non-state actor in
the warfare,

Taking into account the number of ongoing armed conflict in Africa,

Reaffirming its resolutions 1265 (1999) and 1296 (2000) on the protection of civilians in armed
conflict, its various resolutions on children and armed conflict and on women, peace and
security, as well as its resolution 1631 (2005) on cooperation between the United Nations and
regional organizations in maintaining international peace and security, and further reaffirming its
determination to ensure respect for, and follow-up to, these resolutions,

Reaffirming its commitment to the Purposes of the Charter of the United Nations as set out in
Article 1 (1-4) of the Charter, and to the Principles of the Charter as set out in Article 2 (1-7) of
the Charter, including its commitment to the principles of the political independence, sovereign
equality and territorial integrity of all States, and respect for the sovereignty of all States

Emphasizing that fostering and educating process of purchasing, licensing, and using arms in
warfare must comes with a huge responsibilities of the actor and with full-consideration of many
aspect in accordance with each national regulation and international law,

Reaffirming the registration, licensing, and monitoring process of the usage of weapons under
each country national legislation and parameter,

Hereby resolves that,


1. Strengthens the data gathering and information sharing process by utilizing the establishment
of Open-Ended Working Group (OEWG) by United Nations and African Union, whereas the
following process may involved such entities but not limited to:
a. UN Secretariat Department of Operational Support (DOS),
b. UN Human Rights Council,
c. UN High Commissioner for Refugees,
d. International Red Cross Committee (ICRC),
e. UN Development Programme,
f. Civil-Society Organization,
g. Non-Governmental Organization (with a consultative status),
h. Relevant Experts, Researcher, and Academic Scholars,
i. African Union Peace and Security Council (AU PSC);

2. Further emphasizes the Article 1 would collect, share, coordinate the following information
such as:
a. Geographical Challenges,
b. General Development of the country/Country’s situation and condition,
c. Socio-Economical Challenges,
d. Human Resources,
e. Conflict-Management Process,
f. Peace-making; Peace-building; and Peace-keeping planning and progress,

3. Recommends on the establishment of safe zone/refugee shelter/villages if deemed necessary


as in accordance with the situation of the conflict outside the combat region place for several
times and emphasizes the need to establish adequate healthcare, housing and education
facilities for women and children by having such assistance coordinating with:
a. The African Medical and Research Foundation (AMREF),
b. World Health Organization (WHO),
c. Local offices of United Nations Children Fund (UNICEF),
d. United Nations High Commissioner for Refugees (UNHCR),
e. International Committee of the Red Cross (ICRC),

4. Recommends the implementation of Assistance of Civilians Affairs (AoCA) programs,


which includes the assistance of Medical and Health aid distribution to the civilians,
protecting vital infrastructure such as but not limited to hospitals, schools, Internally
Displaced Person (IDP) shelters, market, and others by increasing the commitment of
peacekeeping operation or the the local military unit deployment;

5. Highly Recommends States and United Nations to establish a new mechanism of education
to the younger generation concerning the acceptance of their assistance to being different by
involving United Nations bodies such as United Nations Children’s Fund (UNICEF) and
United Nation High Commissioner for Refugees (UNHCR);

6. Encourages members of member states and international organization to commited on


prevention of weapon supply whether from international or illegal trade by creating a joint
international programme to prevent the smuggling of weapons and arms to conflict area as
well as to prevent illegal and blackwater trade of weapons;

7. Encourages member countries to participate in sending in a peacekeeping unit in order to


build any relations with associate countries while also protecting civilians to avoid every
combat and violations as their main objective and priority in order to prevent the relapse of
conflict until the time of peace comes;

8. Encourages International Cooperation between United Nations, African Union and


International NGO as mentioned but not limited to in article 1 for better distribution of
humanitarian aid to various regions of conflict impacted area;

9. Decides to Investigate the various radical and/or armed group that causes and participate in
the conflict;

10. Ensures the safety of Humanitarian aid workers to create a better working conditions and
ensuring the safety of civilian;

11. Affirms and emphasizes the need to respect International Humanitarian Law and upholding
said law by using any means necessary to punish the violating states or actor;

12. Reduces the number of rules regarding the use of force by the United Nations Peacekeepers
to increase the effectiveness of the peacekeeping missions and reducing the response time in
time of emergencies;

13. Decides to remain actively seized of the matter.
