TERMS OF REFERENCE

2022

BACKGROUND
The Municipality of Lacastellana through the approved bank loan intends to apply the sum of Twenty
Million Pesos (Php 20,000,000.00) for the construction of two Public Market Buildings through a Design and
Build Scheme.

OBJECTIVE:
The objective of this project is to provide the residents and small business owners of Brgy.
Cabacungan, Lacastellana additional public market buildings for public use.

PROJECT DESCRIPTION
The project shall cover the design and construction of the new Brgy. Cabacungan Public Market
Commercial Rentable Space Building and Bagsakan Building that will be situated within the premises of
the current Cabacungan Public Market.

The Commercial Building shall have a minimum total floor area of 850m2 with each rentable stall
shall have a minimum total floor area of 24m2.The Bagsakan Building shall have a minimum total floor area
of 240m2. Both buildings shall have at least 1 comfort room each for male and female with compliance to
B.P. 344. The plans and designs shall be in accordance with the La Castellana Municipal Engineer’s Office
approved standards and the Building Design Specifications as prescribed in this Terms of Reference (TOR).
The project shall have an Approved Budget for the Contract (ABC) of Twenty Million Pesos (Php
20,000,000.00).

In accordance with the Fire Code of the Philippines, a fully functioning Fire Suppression System shall
be installed within the building. The structural design shall comply with the requirements of the National
Structural Code of the Philippines. The plumbing lines and fixtures shall be in accordance to the National
Plumbing Code of the Philippines. The Electrical Design should comply with the provisions of the Philippine
Electrical Code. Building Design must comply with the requirements of the National Building Code of the
Philippines and Batas Pambansa Blg. 344.
OVERVIEW OF THE REQUIREMENTS

1. The Municipality of La Castellana shall award the project to a Registered Construction Company
with Duly Licensed Building Designers, that shall meet and comply eligibility requirements
specified in R.A. 9184, Annex G, Section 9.2.ii, paragraph A.
2. Bids and Awards Committee (BAC) through the Technical Working Group (TWG), shall
evaluate the eligibility and technical documents. The Constructor shall be selected according to
the quality of the Technical Proposals submitted, experience with similar projects, and the firm’s
reputation, along with the capability of their professional staff to be assigned to the project.

MINIMUM QUALIFICATION REQUIREMENTS FOR DESIGN TEAM

The minimum requirements of the Contractor on the desired expertise and qualifications of individual
personnel necessary for undertaking the project are specified as follows:

A. One (1) Principal Architect


B. One (1) Licensed Civil/Structural Engineer
C. One (1) Licensed Professional Electrical Engineer.
D. One (1) Licensed Professional Mechanical Engineer.

MINIMUM QUALIFICATION REQUIREMENTS FOR CONSTRUCTION TEAM

The minimum requirements of the Contractor on the desired expertise and qualifications of individual
personnel necessary for undertaking the project are specified as follows:

A. One (1) Site Civil Engineer with at least five (5) years experience in Building construction
B. One (1) Registered Electrical Engineer
C. One (1) Registered Mechanical Engineer
D. One (1) Master Plumber

MINIMUM REQUIREMENTS FOR HEAVY EQUIPMENT AND MACHINERY

For the project, the contractor is required to mobilize at least, but not limited to:

A. One (1) Transit Mixer (owned)


B. One (1) Excavator (owned)
C. Two (2) Dump Trucks (at least 1 owned)
D. CONCEPTUAL DESIGN REQUIREMENTS

The presentation of the Conceptual Design must include a Conceptual Master Plan and 3D walkthrough of
the structure which includes the following:

The Location
Adjoining roads and buildings.
Access to the site.

Buildings
The height, width, length and orientation of buildings and their relationship to the local context and the human
scale.
Entrances and facades (including the proportion of glazing).
The appearance of the buildings.
Their distribution across the site.
Accessibility to and between them.
Lighting.
DETAILED SCOPE OF WORK FOR DESIGN PHASE

The Contractor shall prepare the required professional architectural and engineering design for the Proposed
Admin Building and Food Courts in a manner and level conforming to the standard practices and design
guidelines prepared by the Municipal Engineer’s Office.
The Contractor shall provide and undertake the following:

3. Design Parameters

The Contractor shall consider the factors hereunder listed for appropriate “Building Design” in order
to be the academic leader in the field of engineering, food technology and environment. Other concern
relevant to the completion of this project is considered but not limited to:
1. The architectural character of the building should appropriately project the image
of Government Institution with mixed occupancies under the National Building
Code of the Philippines.
2. Building form shall be adapted for tropical climatic conditions and the functional
requirements of a public assembly structure.

4. Construction Supervision
4.1. The Contractor shall maintain the field office for easy access.
4.2. For purposes of supervision and monitoring, weekly meeting shall be conducted in the field office.
4.3. The Municipality of La Castellana will have its own Project Inspector with the following functions:
4.3.1. Inspect and monitor the Contractor’s prosecution of the work to ensure full compliance with
the contract provisions.
4.3.2. Prepare a testing schedule and supervise and/or conduct tests necessary to ensure that materials
used and constructions performed are in conformity with the technical specifications.
4.3.3. Inspect construction operations and accomplishments and ascertain that the construction
conforms to the plans and technical specifications.
4.3.4. Check all Contractors’ payment certificates and verify quantities for which payment is made.
4.3.5. Review and or propose any changes in plans deemed necessary to properly fulfill the intent of
the plans and specifications.
4.3.6. Monitor the physical and financial advancement of the works, in comparison with approved
schedules, and order any necessary corrective measures or actions.
4.3.7. Observe and report any adverse effects of construction on the natural environment and instruct
the Contractor to rectify them- issue site instructions if necessary.
4.3.8. Inspect the safety aspects of the construction works and instruct Contractor to correct any
deficiencies therein.
4.3.9. Submit to the MEO the weekly progress reports covering all aspects of construction.
4.3.10. Analyze, evaluate and recommend to the Project Management Team the disposition of claims
for extra work and/or extension of contract time submitted by the Contractor.
4.3.11. When appropriate under the terms of the contract, instruct the Contractor to suspend
construction work.
4.3.12. Analyze and participate in the pre-final and final inspection of the works as provided for in
the general conditions.
4.3.13. Perform any and all other items of work not specifically mentioned which are necessary to
properly supervise the construction activities.

The Contractor shall furnish the Municipal Engineer’s Office, with one (1) set of tracing paper copies of
drawings, all AutoCAD file drawings and MS Word/Excel documents files in CD and seven (7) printed
sets of drawings specifications duly signed and approved for bidding purposes. Extra sets of documents
needed by the contractor are to be charged to the contractor.

All design decisions shall be referred to the appropriate provisions in the latest editions of the National
Building Code, Structural Code, Plumbing Code, Electrical Code, Fire Code of the Philippines,
Accessibility Law and all other pertinent codes and laws.

SCOPE OF WORK FOR THE CONSTRUCTION PHASE

I. General Requirements
a. Mobilization/Demobilization
The work consists of the mobilization and demobilization of the contractor's forces and
equipment necessary for performing the work required under the contract
b. Construction of Fence Enclosure/Bunkhouse and Office
Utilize 2-Container Van, 1 for Consultants, 1 for the Construction team
Contractor shall furnish, install and maintain temporary facilities required for construction
for the duration of the project, and remove upon completion of the work as specified herein
c. Provision and Consumption of Electricity/Water
The contractor shall provide electricity and water for the entire duration of the project
d. Provision for Safety and Health
The contractor shall ensure the protection and welfare of workers and the general public
within and around the construction site taking into consideration industry practices and
applicable government requirements
e. Application of all necessary Government Permits/Clearances in building construction

II. Site Work


a. Site Clearing , Demolition Works, Grubbing & Layout
Demolition of existing buildings, Removal of all vegetable matter, such as trees, brush, down
timber, rotten wood, sod, rubbish, and other objectionable combustible materials found
on, above and below the surface of the site; Stake out all building lines and erect permanent
batter board at such point that may not be disturbed during the construction.
b. Excavation of Foundation
Excavate to required depth as indicated in the drawing plans (as designed) or as per direction
of the Engineer. Excavation will be done by the use of excavator to hasten completion
c. Backfilling and Compaction
Use earth, sand and gravel mix free from wastes and other objectionable matter. Place backfill
in layers not to exceed 0.30 meters, paddle, tamp or roll as required.
d. Gravel Base for Foundation and Slab on Grade
The contractor shall provide duly compacted 0.10m thick gravel bed (size G1), on
foundations and slab on fill.
e. Soil Poisoning and Treatment
Soil poisoning shall be done prior to concreting of foundations and slab on fill. Work should
be done by a duly registered/certified Pest Control Specialist.

III. Concrete Works


The work includes construction of concrete structures in accordance with standard specifications and
in conformity with the lines, grades, thickness and typical cross-section. Materials specifications shall
be based on the detailed drawings as shown on designed plans
a. Concreting of foundations
b. Concreting of columns from foundations to ground floor
c. Concreting of ground floor beams, girders and slab
d. Concreting of columns from ground floor to Roof beam level

IV. Masonry Works


The work includes furnishing and placing of concrete masonry units in accordance with standard
specifications and in conformity with the lines, grades, thickness and typical cross-section. Materials
specifications shall be based on the detailed drawings as shown on designed plans
e. Laying of Concrete Hollow Blocks and Plastering
f. Laying of Concrete Hollow Blocks and Plastering at parapet walls
(All exterior walls shall be 6inch CHB and all interior partitions shall be 4inch CHB, min
compressive strength of 150 PSI)
V. Formworks and Scaffoldings
The work includes furnishing and placing of forms and scaffoldings to the dimension and ensure that
lines and levels are within the tolerances.

VI. Doors, Windows & Hardware


This includes the furnishing, fabrication and installation of doors and windows in accordance with
the designed plans and specifications. Materials specifications shall be based on the detailed drawings
as shown in the plans.
a. Installation of Doors & Windows & Hardware

VII. Finishes
This covers all works required in connection with surface finished on wood, metal and concrete
surfaces such as plastering, tiling, painting and other finishing applications. Materials specifications
shall be based on the detailed drawings as shown in the plans or a sample of such material shall be
submitted for approval prior to installation or incorporated in the work.
a. Installation of Floor and Wall Finishes (Tiles, Smooth Concrete)
b. Installation of Fiber Cement Board Ceiling
c. Painting Works
Roofing
The work includes construction of concrete and metal structures in accordance with standard
specifications and in conformity with the lines, grades, thickness and typical cross-section. Materials
specifications shall be based on the detailed drawings as shown on plans
d. Fabrication and Installation of Steel Components and Roofing
e. Fabrication and Installation of Steel Components and Tempered Glass Skylight at Roof
f. Installation of hardscapes and landscape.

VIII. Electrical Works


The work include furnishing and installation of all materials and equipment and performing all the
work necessary for the complete execution of all electrical work. Unless indicated or otherwise
specified herein, all materials and workmanship shall conform to the specifications and to the
applicable electrical standards, codes and regulations. Materials and equipment specifications shall
be based on the detailed drawings as shown in the plans or a sample of such material or equipment
shall be submitted for approval prior to installation or incorporated in the work.
a. Installation of Main circuit protection and other circuit breaker panels, service entrance cables
and conduit
b. Installation of protection breakers, lightings and power lines/fixtures
c. Testing and Commissioning
d. Submission of as-per-built electrical plan and design
e. Submission of all test requirements
IX. Plumbing Works
Work includes furnishing of necessary materials, labor and tools for the installation of water piping
and appurtenances, sanitary and drainage pipes, vents and plumbing fixtures and fixtures necessary
to construct water supply system and other plumbing works. No plumbing fixtures, devices or piping
shall be installed that will lead to a cross connection or inter-connection between potable water piping
and polluted drain, soil or waste piping. Materials and equipment specifications shall be based on the
detailed drawings as shown in the plans or a sample of such material or equipment shall be submitted
for approval prior to installation or incorporated in the work.
a. Sanitary drains from the building and their connections to the point of
Discharge.
b. Roof to ground storm drainage system and connections to storm drainage
System.
c. Soil, waste and vent pipe system within the building.
d. Water distribution pipe system, including pings for water heater within the building.
e. Water for construction purposes other than required in this division and temporary toilet
facilities.
f. The contractor shall provide all necessary shop drawings and as-built plans.

ARCHITECTURAL DESIGN PARAMETERS

A. CODES AND STANDARDS

The Architectural and Engineering Works shall be in accordance with the following Laws, Codes and
Standards.

1.00 LAWS AND CODES


• National Building Code of the Philippines and its Latest and Amended IRR
• RA 9266 or Architecture Law and its Latest and Amended IRR
• BP 344 or Accessibility Law and its Latest and Amended IRR
• Existing Local Codes and Ordinances

B. GENERAL DRAWING GUIDELINES

1.00 GENERAL
• All drawings shall be computer drafted. Drawings shall be submitted both in printed and electronic
copies.
• Keep the same orientation for all plans. The north orientation shall be indicated in all architectural
plans. The orientation of the architectural plans shall be consistent with all the engineering plans.
• Existing buildings and new` works shall be clearly indicated and labeled in site plans.
• Detailed plans shall have a scale not smaller than 1:50 meters.
• Spot detailed plans, elevations and sections shall have a scale not smaller than 1:20 meters.
• Avoid notes such as “see architectural detail” or “see structural”. Always refer with a callout to the
specific detail drawing and sheet number.

2.00 SITE PLANS


• The site plans shall have a scale not smaller than 1:200 meters.
3.00 FLOOR PLANS
• All plans shall be 1:100 meters. The same scale shall be used for the rest of the architectural,
structural, sanitary, plumbing, electrical and mechanical plans, except for each trade’s site plan,
detailed plans and spot details.
• Elevation callouts shall be indicated on the floor plans and shall be consistent with the elevation
drawing.
• Section line callouts on the floor plans shall be consistent with the section drawing.
• Floor plans shall be indicated with boxed room callout numbers, including the callout for floor
finishes and wall finishes.
• Floor elevations shall be indicated in the floor plans. This shall be in reference to the natural grade
line or the established finished floor lines of the adjoining existing buildings.
• Door callouts shall be circles with proper numbering, e.g. D-01.
• Window callouts shall be hexagons with the proper numbering, e.g. W-01.

4.00 ELEVATIONS AND SECTIONS


• Finish floor lines and top of parapet lines shall be consistent in all the elevations, sections and
structural plans and details.

5.00 REFLECTED CEILING PLANS


• Reflected ceiling plans shall be indicated with boxed room callout numbers, including the callout for
ceiling finishes and lighting fixtures.
• Ceiling height relative and in reference to the finish floor line shall be indicated in the reflected ceiling
plans in each rooms with boxed dimensions. This is to ensure that the ceiling heights of all rooms are
established whether or not reflected in the sections.
• The description and location of the fixtures, e.g. lighting, smoke detectors, air condition vents,
exhaust fans, in the reflected ceiling plans shall be consistent with the electrical and mechanical plans.

6.00 ROOF PLANS


• Location of all downspouts shall be indicated in the roof plans.

7.00 DOORS AND WINDOWS


• Door and window schedules shall indicate the type of door or window, the number of doors and
windows, the location/s of the door or window, the materials and accessories included and other
special specifications, e.g. color or finish.

8.00 DETAILS
• Provide spot detail plans, elevations and sections of a scale not smaller than 1:10 meters for special
designs with aesthetic treatment and ornamentation.
• Provide detail plan of a scale not smaller than 1:50 meters for all areas needing tile pattern, e.g., lobby,
corridor, entrance walk, showing the position and pattern of tiles.
• Centerline location of plumbing fixtures shall be indicated in detail plan with lines of reference and
its corresponding dimensions. This is to indicate the exact locations of the plumbing/sanitary
roughing-ins.

C. SITE WORKS

The Master Site Development Plan shall include the following:

1. Contour and survey of the lot, including bearing and dimensions of the property lines
2. Road network, curbs and gutters, and sidewalks
3. Parking spaces
4. Reference location and footprint of proposed and existing buildings, with the corresponding building
names and dimensions, including distances between adjacent buildings, and distances between
buildings and the nearest property lines
5. Reference location of utilities, e.g., water reservoirs, septic tanks, water treatment plant, powerhouse,
transformers, waste storage area, security outposts

• Covered walkways shall be provided for access and connection to other buildings.
• Ramps shall be provided in all main entrances of the buildings and other access opening to walkways
leading to other buildings:

D. BUILDING ARCHITECTURAL WORKS

1.00 FLOOR PLANS


• The structural, sanitary, plumbing, electrical and mechanical designs are required to refer to the
architectural plans and specifications in case of discrepancies. If an engineering design will have any
possible conflict or interference on the architectural design, the latter may be adjusted provided that
the aesthetic value will not be compromised.
• The architectural and engineering plans shall be consistent all throughout in terms of dimensions and
locations of co
• lumns, beams, walls, roof line, conduits, ducts, pipes and fixtures, among others. Column and beam
grid lines shall be consistent in all the architectural and engineering plans.
• Verify and coordinate floor plans with the mechanical, electrical and sanitary design with regard to
the requirements for mechanical rooms, AHU rooms, pipe chase, and other engineering requirements.
• Public toilets shall have provisions and fixtures for persons with disability as required by BP 344. If
enough space allows, toilets specially made and designed for persons with disability is preferable.

2.00 WALLS
• Toilet wall dimensions shall be based on the modular sizing of tiles to avoid tile serujo and or
excessive tile wastage.
• Layout and work on wall and floor tiles must be aligned, plumb, level and square.
• Tile color and design shall be approved first before installation.

3.00 FLOORS
• If floor tiles in two adjacent rooms with different material, color or design meet at the door opening,
the cut shall be located middle of the door thickness when in a closed position. Provide details in the
floor pattern designs. Provide metal or aluminum threshold where two different floor materials meet,
when required.
• Floors at the openings of toilets for persons with disability shall be sloping. Indicate in the plans and
sections.
• Layout and work on wall and floor tiles must be aligned, plumb, level and square.
• Tile color and design shall be approved first before installation.

4.00 CEILING WORKS


• Ceiling height should be maximized in all areas. Bare ceiling soffit treatment is encouraged and can
be considered provided the ceiling finish has a relatively smooth surface.
• Soffit of exterior beams and slabs shall have drip moulds to prevent damage due to water sipping into
the eaves or ceiling. Section details shall be required to show the drip mould.

5.00 DOORS AND WINDOWS


• Major entry ways that require security shall have sturdy doors, e.g. solid wood and metal.
• Minor entry ways that do not require security shall at least have wood flush doors.
• Door finish and color shall be approved first before application.
• Window sills shall be slightly sloped outwards to prevent damage to windows and paint due to water
seepage. Section details shall be required to show this slope
• Door jambs with no molding/casing installed on concrete walls shall have construction grooves all
around.
• All doors and windows shall have reinforced concrete lintel beams. Provide details.

6.00 STAIRS, RAMPS AND CORRIDORS


• Ramps for persons with disability shall have a slope not higher than 1:12. Handrails and clearances
shall conform to the requirements of BP 344.
• Regular stairs shall have maximum risers at 150mm high and minimum treads at 300mm wide.
Handrails shall be at least 900mm high. Clearances shall conform to the requirements of the Fire
Code of the Philippines.
• Corridors shall have a minimum unobstructed width of 1500mm. This shall be measured clear from
the surface of the finished wall and not on-center of the rough CHB wall.
• Corridors and exit doors shall conform to the requirements of the Fire Code of the Philippines.
• Handrails/rails shall have a diameter of 2 inches stainless steel for stairs and balcony.

7.00 FIXTURES AND ACCESSORIES


• Electrical light switches shall be located by the knob side of the door.
• Electrical light switches and outlets shall be installed plumb and level.
• A drainage line shall be provided for window-type air conditioners if applicable.

8.00 ROOFING WORKS


• The section of the concrete roof gutters shall be designed, in case of a clogged downspout, so that the
overflow of water will be directed outside of the building and not towards the eaves or interior ceiling
to prevent any damage. Provide membrane-type and integral-type waterproofing. Provide details.
• Avoid valley or inside gutters in roof design. But in cases required in aesthetic design, valley or inside
gutters shall be in stainless steel or concrete gutters with membrane-type waterproofing, and the
section shall be designed with a capacity for big volume to prevent any damage due to overflow.
Provide details.
• Parapets, designed as a roof protection from the winds, must be designed to satisfy the preceding
parameters. Provide details.
• The slope of the roof shall not be less than 14 degrees.

9.00 PAINTING
• Painted ceiling shall be in flat latex finish, while cornices and mouldings shall be in gloss enamel
finish.
• Painted interior wall shall be at least in semi-gloss latex finish for rooms, unless specified to a higher
type of paint.
• Painted exterior wall shall be at least in moisture-resistant/water-repellant paint finish, textured or
smooth, unless otherwise specified.
• Paint color and shade shall be approved first before application.

CIVIL/STRUCTURAL DESIGN PARAMETERS

B. SITE WORKS
Based on Master Site Development Plan of the public assembly building, provide where applicable complete
design and details of road (concrete with curb gutter, including drainage) network, walkways parking areas
and fencing.

1. Walkway should be at least 100mm thick with concrete strength of 3000psi. Ramps should be
provided, instead of steps, for any change in elevations.

C. BUILDINGS

1. The buildings should be designed using seismic importance factor of 1.25 for immediate occupancy
category. Buildings should be designed in accordance with NSCP requirements up to magnitude 7
for those near seismic source Type A. Seismic gaps between buildings (old and new) should be
properly observed.
2. The buildings should be designed also using wind importance factor of 1.15 (especially for design of
trusses/roofing system). Concrete gutters and parapet walls should be provided as additional
protection to the roofing system during strong typhoons.
3. The structural designer is encouraged to use fire-resistive and non-toxic materials.

ELECTRICAL DESIGN PARAMETERS

• Provide and install adequate normal branch circuits for Lighting Systems to all areas using the
standard Lighting Design Analysis. Utilize the standard illumination requirements per area of concern
using the preferred particular type of luminaires.

2.00 POWER SYSTEM

• Provide and install adequate normal branch circuits for the Power System.
• Provide and install all electrical panels and protections at every Electrical Rooms (per floor).

3.00 STANDBY/EMERGENCY SYSTEM

• 1.5MVA, 400 V, 60 Hz, 3-Phase Sound Proof Power Generating Set, Outdoor Type (MTU-Detroit
or Cummins )
• Provide and install adequate life safety and critical emergency power connected to the alternate power
source.
• Provide and install adequate life safety and emergency signage going to the emergency egress.
• Install minimum of 30 units Emergency Lights, LED

SANITARY/PLUMBING DESIGN PARAMETERS

B. SITE WORKS

Based on Master Site Development Plan of the public assembly building, the Site Works shall provide
complete layout of the following:

1. Storm Drainage Network, indicating Drainage Manholes and Pipe Culverts;


2. Sewerage Pipe Network, indicating Sewage Manholes, Sewage Pipes and the location of the proposed
conventional Sewage Treatment Plant;
3. Water Supply Network, indicating the location of Water Service entrance, Cisterns, Elevated Water
Tank and proposed Pump House.

• The Storm Drainage Network shall accommodate the magnitude of peak rates of surface run-off
including drainage coming from the building/s. The system shall be capable of handling the design
flows routing to the designated outfall;

For rainfall calculation and sizing of drainage pipes, refer to Table-D2, Appendix-D, National Plumbing Code
of the Philippines and current rainfall record from PAG-ASA (250mm/hr.)

• The Sewerage Pipe Network design shall accommodate all sewage coming from all the facilities,
conveyed by gravitational flow leading to the proposed Sewage Treatment Plant.

• The Water Supply Network shall include the provision of Fire Hydrants, accessible Drinking
Fountain that will serve as testing point for safe and potable water supply.

C. BUILDING FACILITIES SANITARY/PLUMBING SYSTEM

1.00 SEWER LINE AND VENT SYSTEM

• Provide complete Sewer Line and Vent System from all (domestic) plumbing fixtures and floor
drains, laid by gravity flow leading to the Sewage Treatment Plant (STP);
For Demand Weight of Fixtures in Fixture Units, refer to Appendix-A, Table A-2, NPCP.

3.00 WATER LINE SYSTEM & RAINWATER HARVESTING SYSTEM

• Provide complete cold water supply pipes to all plumbing fixtures from the main water source.
• Provide separate line for water closet.
• Provide complete hot water system with portable water heaters for selected areas as required and or
specified by the Owner.

4.00 STORM DRAINAGE SYSTEM

• Provide complete storm drainage system for all roofs, canopies, concrete ledges and balconies
including condensate drains laid for gravity flow connected to a leader/pipe line leading to the natural
ground level storm drainage network.

TIME FRAME

BUILDING DESIGN STAGE:

The Design-and-Build Contractor must adhere to the requirements and parameters set forth in this TOR in
order to realize Redeveloped Provincial Administration Center.

Bidders shall have Fifteen (15) calendar days for pre-design stage, and sixty (60) calendar days to
accomplish the detailed plans, designs and other needed requirements.

CONSTRUCTION STAGE:

The construction has a duration of Three Hundred Sixty (360) calendar days. The Contractor must complete
the works in accordance with the approved plans and specifications.

Hereunder are the Items of Works to be performed in the completion of the project. However, work/s that
may have been overlooked or inadvertently omitted in this TOR but important in the completion and operation
of this project shall be the sole responsibility of the Contractor.

REPORTING REQUIREMENT

A. A report shall be submitted in three (3) sets upon completion of the Architectural Space Program
Study and the Preliminary Architectural and Engineering Study (Phase 1).
B. A report shall be submitted in three (3) sets upon completion of the Indicative Master Plan and
Architectural Schematic Design Study (Phase 2).
C. A report shall be submitted in five (5) sets upon completion of the Contracts Documents Phase (Phase
4A).
D. A report shall be submitted in three (3) sets upon completion of the free-of- charge construction
bidding services.
