prosper economically, entrepreneurs are crucial.

engage in surveillance activities using confidential funding. The operations of
military and uniformed troops and intelligence professionals that directly
affect national security are what intelligence dollars are used for. It is only
suitable for the following things: rental of vehicles related to confidential
activities, as well as rentals and incidental costs related to the upkeep of
safehouses, purchase or rental of supplies that cannot be done through
regular procedures without jeopardizing the information-gathering activity in
question, payment of rewards to informers, subject to conditions, and the
rental or purchase of supplies that cannot be done activities to find out about
or stop unlawful activity.
