B Problem Description
Customers complain after power parameters changed from March, many KPI deteriorate,
including RRC setup success rate, call drop rate, handover success rate and so on. And ask
analysis the reason and provide solution.
C Problem Analysis
Check the eRAB Setup fail counter reason (See figure 5). ‘L.E-RAB.FailEst.RNL’ and ‘L.E-
RAB.FailEst.MME’ are the main reason for eRAB setup success rate deterioration.
For ‘L.E-RAB.FailEst.MME’, check all fail procedure from CHR (See figure 6), it failed
caused by air procedure fail. For example, eNodeB not received ‘secure mode complete
message’ or ‘UE capability information’.
So, whatever ‘L.E-RAB.FailEst.RNL’ or ‘L.E-RAB.FailEst.MME’ all are caused by radio
reason.
Check the user locations, much more cell edge users try to access the network. Figure 7
showed the Average TA index increased. And check every index value, figure 8 shows index 6
and index 7 increases sharply.
According counter definition, index 6 (TA between 46 and 85) means the distance between
UE and eNodeB is 3588meters to 6630meters and index 7 (TA between 86 and 185) means
the distance between UE and eNodeB is 6708 meters to 14430 meters.
So, it is suspect that much more cell edge user wants to access the LTE network and because
of poor air condition, which caused RRC and eRAB setup fails.
Next step, should confirm this point from CHR.
C.2.4 Conclusion
Much more cell edge user accesses the network, but because of uplink poor coverage, these
users have lower RRC setup success rate and eRAB setup success rate.
And from the RRC re-establish times and re-establish success rate, it is showed that re-
establish times increase but the success rate decreased.
So, it suspects that the coverage changed. Because re-establish success rate decrease, it means
re-establish fail with no-context increase, X2 link or NRT not satisfy.
Next step, should analysis the call drop reason from CHR.
According the CHR result, check the uplink interference, it show after March 14 th , the
uplink interference increased.

Coverage is the main reason for call drop.

Coverage changed, and lack many NRT caused handover not in time.

E.1 Workaround
1. For RRC and eRAB setup: Changed the cell radius. But if cell radius changed, it should
adjust the relate parameter, like root sequence.
2. For call drop, activate X2 auto setup;
3. For handover, activate ANR.
But for these methods, just can optimize the KPI, but can’t solve this issue.
E.2 Solution
Roll back the parameter or RF adjust, but Huawei recommend roll back the parameter.
Customers want to increase the LTE traffic, and adjust these parameters, this is not reasonable
action. At the same time, from the result, these parameters changed the coverage caused many
KPI deteriorate.
So, roll back these parameter is good method.
