B Problem Description

Customers complain after power parameters changed from March, many KPI deteriorate,
including RRC setup success rate, call drop rate, handover success rate and so on. And ask
analysis the reason and provide solution.

C Problem Analysis

C.1 Confirm the issue phenomenon


According to customers’ description, check all KPI counter and found RRC setup success
rate, eRAB setup success rate, call drop rate, handover success rate deteriorate from March
14th.
And the KPI trend line as below.

C.2 Analysis RRC setup and eRAB fail


C.2.1 Counter analysis
Check the RRC setup fail counter reason. ‘L.RRC.SetupFail.NoReply’ is the main reason
which caused RRC setup fail. This means two possibilities, one is UE not receive the message
4, the other is eNodeB not received message 5.

Check the eRAB Setup fail counter reason (See figure 5). ‘L.E-RAB.FailEst.RNL’ and ‘L.E-
RAB.FailEst.MME’ are the main reason for eRAB setup success rate deterioration.
For ‘L.E-RAB.FailEst.MME’, check all fail procedure from CHR (See figure 6), it failed
caused by air procedure fail. For example, eNodeB not received ‘secure mode complete
message’ or ‘UE capability information’.
So, whatever ‘L.E-RAB.FailEst.RNL’ or ‘L.E-RAB.FailEst.MME’ all are caused by radio
reason.

Check the user locations, much more cell edge users try to access the network. Figure 7
showed the Average TA index increased. And check every index value, figure 8 shows index 6
and index 7 increases sharply.
According counter definition, index 6 (TA between 46 and 85) means the distance between
UE and eNodeB is 3588meters to 6630meters and index 7 (TA between 86 and 185) means
the distance between UE and eNodeB is 6708 meters to 14430 meters.

So, it is suspect that much more cell edge user wants to access the LTE network and because
of poor air condition, which caused RRC and eRAB setup fails.
Next step, should confirm this point from CHR.

C.2.2 CHR analysis


According the CHR not sampling result, most of RRC or eRAB setup fail are caused by poor
air condition.
For example, when RRC or eRAB setup fails, it shows uplink RSRP and SINR all are bad.
UE power is used up. By these, it can confirm that UE located at uplink poor air condition.

C.2.3 Configure file analysis


Check the typical site configure file, it shows that the cell radius is 10000 meter. But from the
analysis result as before, the distance for many users are 6708 meters to 14430 meters. So,
there are some user access the network exceed the cell radius.

C.2.4 Conclusion
Much more cell edge user accesses the network, but because of uplink poor coverage, these
users have lower RRC setup success rate and eRAB setup success rate.

C.3 Analysis call drop fail


C.3.1 Counter analysis
Check the counter reason for call drop, radio reason is the main reason for call drop. And the
second reason is handover fail (See figure 10).

And from the RRC re-establish times and re-establish success rate, it is showed that re-
establish times increase but the success rate decreased.

So, it suspects that the coverage changed. Because re-establish success rate decrease, it means
re-establish fail with no-context increase, X2 link or NRT not satisfy.
Next step, should analysis the call drop reason from CHR.

C.3.2 CHR analysis


Analysis the typical site’s CHR, it shows over 60%’s call drop caused uplink weak coverage.
This is the same as RRC setup fail.

According the CHR result, check the uplink interference, it show after March 14 th , the
uplink interference increased.

C.3.3 Conclusion
Coverage is the main reason for call drop.

C.4 Analysis Handover


C.4.1 Counter analysis
Analysis the counter, it shows all (including inter-eNB, intra-eNB, inter-freq, inra-freq)
handover success rate are deteriorate.

From typical analysis, lack many neighbor cell relations which will caused handover not in
time and caused handover fail or call drop.

D Root Cause

Power increase caused signal coverage changed.


1. For RRC and eRAB setup fail, it has two reasons,
1) User access network exceed cell radius;
2) User locate at cell edge, caused more weak coverage;
2. For Call Drop, it also has two reasons,
1) Lack X2 and NRT cause re-establish success rate decrease with no context;
2) Coverage changed cause weak coverage call drop;
3. For handover fail, it has one reason,
1) Lack NRT caused can’t handover in time.

E Corrective Action

E.1 Workaround
1. For RRC and eRAB setup: Changed the cell radius. But if cell radius changed, it should
adjust the relate parameter, like root sequence.
2. For call drop, activate X2 auto setup;
3. For handover, activate ANR.
But for these methods, just can optimize the KPI, but can’t solve this issue.

E.2 Solution
Roll back the parameter or RF adjust, but Huawei recommend roll back the parameter.
Customers want to increase the LTE traffic, and adjust these parameters, this is not reasonable
action. At the same time, from the result, these parameters changed the coverage caused many
KPI deteriorate.
So, roll back these parameter is good method.
