Sub.: Policy on ‘Hiring of Vehicles’.

In supersession of the earlier instructions for hiring of vehicles issued vide letter
No.G.452/Hiring/Policy dated 11.03.2014 and corrigendum’s thereon, the revised
guidelines are issued as enclosed.

The consolidated instructions are being issued including revised estimated rates
for various segments of vehicles on the subject matter.

This will be applicable with the effect from 05.08.2021.

This issues with the concurrence of finance and approval & sanction of AGM.

Policy regarding ‘Hiring of vehicles’

In supersession of the earlier instructions for hiring of vehicles issued vide letter
No.G.452/Hiring/Policy dated 11.03.2014, the following revised guidelines are issued:

Hiring of vehicles is permitted as per Railway Board Directives issued from time to time
and normally SAG & above officers are entitled for hiring of vehicles. Further guidelines
for regular & occasional hiring, for departmental official use or special occasions or
hiring on the other various instances powers have been delegated under applicable
paras mentioned in SOP 2018.

As per extant orders of Railway Board, it is mandatory for hiring of vehicles as enlisted
through GeM only. In view of various segments and service conditions available in GeM
in case of hiring of AC and Non AC vehicles, guidelines are as follows:

For PHOD/CHOD/HAG Premium Sedan or AC SUV or AC Sedan as per
Officers GeM Portal
for SAG AC SUV or AC Sedan as per GeM portal.

3. Segment of Non-AC vehicles

for SG/JAG Non-AC SUV or Non AC Sedan as per GeM portal.

for Sr.Scale/ Jr.Scale Non-AC Sedan as per GeM portal.

4. For provision of Non-AC MUV as per GeM portal

5. Monthly ceiling Kms For HQ Officers – up to 1500 Kms

For Officers in Divisions and extra Divisional Units

including MUV - Up to 2000 Kms.
6. Monthly ceiling Hours 320 as per GeM portal.
7. Normal Duty hours per day Normal period of working for monthly hire package
will be 8.00 hrs. to 20.00 hrs. The timing of the
twelve hrs. period of working may vary based on
actual requirement of the Railway Administration
on a day-to-day basis.
8. Penalty clause As per GeM portal.

9. Variation As per GeM portal : Option Clause: The purchaser
reserves the right to increase or decrease the
quantity to be ordered up to 25 percent of bid
quantity at the time of placement of contract. The
purchaser also reserves the right to increase the
order quantity by upto 25% of the contracted
quantity during the currency of the contract at the
contracted rates. Bidders are bound to accept the
orders accordingly.
