The University offices shall remain open from 9.00 AM. to 4.30 P.M. (except
holidays). The application form can be submitted through registered
post/speed post and must reach in o/o Dean, PGS by due date. The applicants
can also submit their Application form to the office of Dean, Post Graduate
Studies, Lala Lajpat Rai University of Veterinary and Animal Sciences, Hisar-
125004 during the University time.

IMPORTANT INSTRUCTIONS
1. The application form for UG and PG programmes will be available only on the
university website www.luvas.edu.in
2. The candidates seeking admission to UG programmes shall have to apply online
only. The duly completed application form should be submitted online on or
before the last date.
3. The candidates seeking admission to PG programmes shall have to submit their
duly completed application form through registered post or by hand in the office
of Dean, PGS, LUVAS, Hisar on or before the last date.
4. Read the prospectus carefully before filling up the Application form.
5. No column of application form should be left blank.
6. All entries, especially category for reservation benefits etc., should be properly
filled in. Once the application form is submitted, any change in category is
not permissible.
7. Online application form should be registered by the candidate with his/her mobile
OTP. Therefore, candidate will use his/her own mobile number only.
8. BCA/BCB candidates must upload/enclose latest category certificate (Annexure-
VI) along-with latest Income Certificate (Annexure-VII) issued on or after
01.04.2022 by the competent authority. Similarly, EWS candidates must upload
latest income and assets certificate issued on or after 01.04.2022 and the same is
to be produced in original at the time of counselling/document checking,
otherwise their candidature for admission will not be considered in the respective
category.
9. Once admitted, the candidate will not be allowed to shift from NRI category to
General Category seat. Fees waiver is not applicable to NRI applicants of
either gender.
10. At the time of document checking, the candidates must bring all the original
documents, two sets of self attested photocopies of original documents and two
2.0"×2.0" size coloured photographs as uploaded /pasted on the application form.
11. Non-production of original and the self-attested photocopies of documents at the
time of document checking on his/her turn shall make a candidate ineligible for
admission.
12. Attendance of the candidates in person at the time of document checking,
medical examination and deposition of fees on due date is compulsory,
otherwise their candidature will not be considered for admission.
13. Ragging is banned with zero tolerance in the university. The university follows the
UGC Regulations on Curbing the Menace of Ragging in Higher Educational
Institutions, 2009 as well as the directions given by the Hon'ble Supreme Court in
this regard. If any incidence of ragging comes to the notice of the university
authority, strict action will be taken as per rules (Annexure-XV). Affidavits in this
regard have to be submitted by the admitted candidates and their
parents/guardians on the day of registration (Annexure-XVI and XVII).
14. The university has imposed a ban on the use of motorized vehicles in the hostels
for which the admitted candidates shall have to submit an undertaking
(Annexure-XIV).

CHAPTER-I
INTERPRETATION OF RULES AND REGULATIONS

In the event of any inconsistency in the rules framed for admission policy or in
the event of any clarification with respect to the rules, the matter shall be referred to
the competent authority and the interpretation of the rules/guidelines as mentioned in
the prospectus shall be final. The Vice-Chancellor is competent to eliminate any
inconsistency and decide as to which provision shall take precedence over the others.

REMEDIES
If an applicant has any grievance or is of the opinion that in his/her case, the
rules framed for admission have not been followed, he/she may submit an application
outlining clearly the grievance/deviation in his/her opinion to the Vice-Chancellor. The
Vice-Chancellor shall consider the application in the light of relevant rules and the
decision of the Vice-Chancellor in the matter shall be final. All grievances/disputes
even if not covered under guidelines/rules mentioned in the prospectus will be resolved
by the competent authority.

DISCLAIMER
The statements made in this prospectus and all other information contained
herein are believed to be correct. However, the competent authority reserves the right to
make additions and alterations in the regulations, conditions governing admissions,
the code of conduct of students, requirements for the degree, fees and any other
information or statement/rule contained in this prospectus at any time without notice.
The competent authority may reduce or enhance the number of seats for reasons to be
recorded in writing. No responsibility shall be accepted by the university for any
hardship or expenses incurred by the candidates or any other person for such changes,
additions, omissions or errors, no matter how these were caused.

CHAPTER-II
INTRODUCTION
MEANING AND SCOPE OF THE PROSPECTUS
It is a brief compilation of information and not an exhaustive detail of all the
regulations made by the competent authority in this regard. The provisions of the
prospectus are in the shape of guidelines which are available to the applicants seeking
admission and do not in any manner limit the power of any competent authority in
making additional regulations regarding the admission of the candidates in the
university from time to time.
Admissions are made in accordance with the admission rules/guidelines. Since
it is not possible to mention detailed procedure and guidelines in the prospectus,
admission rules are to be read with the instructions issued/to be issued from time to
time with the approval of the Academic Council/competent authority.
COMPETENT AUTHORITY
The original jurisdiction to make regulations regarding the admission of the
students is vested in the Academic Council of Lala Lajpat Rai University of Veterinary
and Animal Sciences, Hisar. The provisions as reproduced in the prospectus or the
guidelines as provided in this prospectus shall not make precedence over the power of
the Academic Council as provided in Section 15 and the power of the Vice-Chancellor
as contained in Section 21 and any of the provisions of Haryana Legislative Act No. 7 of
2010 and the subsequent Statutes framed by the university from time to time.
The provisions or guidelines provided in the prospectus are not final and are
subject to modifications made by the competent authority under the Act & Statutes
and if superseded by such decision by the competent authority, the latter will prevail
and the information given in the prospectus shall stand modified to that extent
automatically.
THE UNIVERSITY
The university was established by Haryana Government (Haryana Legislative Act
No. 7 of 2010) on 7th April, 2010. The university has been catering to the needs of
Haryana pertaining to livestock health and production since 1st December, 2010. The
university has the following objectives:
a) to impart education in different branches of Veterinary, animal sciences, fishery
sciences and allied sciences as it may determine from time to time;
b) to further advancement in learning and research in Veterinary, animal sciences,
fishery sciences and other allied sciences and to undertake extension of such
specialized knowledge to the needy people;
c) to undertake study in marketing strategies of live-stock and live-stock products,
conservation of live-stock breeds and wild animals;
d) to liaison and establish vital linkage with the concerned Departments of Animal
Husbandry, Fisheries and Dairy Development of the State Government and
Union Government, National and International Research Institutes specialized in
the field of Veterinary, animal sciences, fishery sciences and allied sciences with
a view to keep abreast of the latest technology;
e) to raise level of Veterinary study to international standards; and
f) such other objects, as the Board may determine, from time to time.

The university enforces the Minimum Standard of Veterinary Education Degree
Course (B.V.Sc. & A.H.) Regulations, 2016 and amendments thereof of the Veterinary
Council of India (VCI). The successful completion of B.V.Sc. & A.H. programme entitles
the graduate for registration with the Haryana State Veterinary Council / Veterinary
Council of India as a registered practitioner. The University also enforces the Minimum
Standards of Dairy Science Degree Course (B.Tech.-Dairy Technology) and Post
Graduate Degree in Dairy Science, Veterinary and Animal Sciences proposed by Indian
Council of Agricultural Research (ICAR) from time to time.
UNIVERSITY CAMPUS
The main campus of the university is situated at Hisar in the CCS HAU Campus
at a distance of about 172 KM North-West of Delhi on National Highway No.9 (Old 10)
and is 2 KM from the railway station and 3 KM from the bus stand.
COLLEGE OF VETERINARY SCIENCES (COVS)
The college has a legacy from veterinary college at Lahore which was established
in 1882. Initially, a camp veterinary college was established at Hisar in 1948. In 1970,
it became a part of Haryana Agricultural University, Hisar. Now, it is the constituent
college of Lala Lajpat Rai University of Veterinary and Animal Sciences, Hisar. The
college is a centre of regional, national and international excellence for learning in
animal health and production. It caters to the needs of Haryana and other adjoining
states by carrying out teaching, research and extension education programmes.
The college has highly competent and experienced faculty with significant
contributions in research and has won several national and international awards. The
college has 18 Departments having excellent laboratory facilities and adequate
infrastructure for the under-graduate and post-graduate teaching and research.
COLLEGE OF DAIRY SCIENCE AND TECHNOLOGY (CoDST)
It is the constituent college of Lala Lajpat Rai University of Veterinary and Animal
Sciences, Hisar started from the academic session 2016-17 with the approval of
Government. It is the first college of Dairy Science and Technology in Haryana state.
The employment opportunities for B.Tech. (DT) graduates exist primarily in dairy
and food processing plants/companies, dairy equipments manufacturing units, quality
control and analytical laboratories, government organizations related to dairying and
food processing, teaching and research organizations, consultancy and
entrepreneurship agencies, nationalized, private and developmental banks, production,
processing and marketing wings of multinational dairy companies.
The college has highly competent and experienced faculty. The college has 5
departments viz; Dairy Technology, Dairy Engineering, Dairy Chemistry, Dairy
Microbiology and Dairy Business Management. It has excellent laboratory facilities and
adequate infrastructure for the undergraduate and postgraduate programmes. It caters
to the needs of Haryana and adjoining states by carrying out teaching, research and
extension education programmes.
LIBRARY AND INFORMATION SERVICES
The University library has a unique collection of about 2750 hard bound books of
various disciplines of veterinary, animal and Dairy sciences. It has subscription of 694

e-books and e-journals of international and national repute online. It has 600 hard
bound and digital form of Masters’ and Doctoral theses of different departments of the
University which has also been uploaded on krishikosh. It has 42 computers with
internet which can accommodate around 80 persons at a time with LCD projection
facility.
This university is also sharing the library and information services of CCSHAU,
Hisar. The students and teachers can buy books from the Bookshop at discounts
ranging from 10 to 35% against a market discount structure of 10-15%. Photocopying
service is provided at nominal rates. Video conferencing facility, multimedia library,
internet lab, a number of e-journals etc. are the other facilities available in the library.
DIRECTORATE OF STUDENTS’ WELFARE
The Directorate is responsible for the welfare of students and helps in their
counselling and placement and cultural and sports activities. Presently, Lala Lajpat Rai
University of Veterinary and Animal Sciences, Hisar, with its own hostels, is sharing
the students' welfare facilities of CCS HAU, Hisar.
i) GIRI CENTRE FOR SPORTS ACTIVITIES
The Giri Centre for students’ sports activities is an outstanding feature being
shared by the university. It has two indoor badminton courts, two indoor squash
courts, hobby rooms and two multipurpose indoor gymnasia. A synthetic track of
international standard has also been provided in the athletic stadium.
ii) HOSTEL FACILITIES
Accommodation is provided in hostels where all the facilities such as gas
connection, furniture, TV with cable connection, leading newspapers and magazines
and solar water heating system are provided. All the hostels have EPABX phone
facilities as well as incoming calls facilities. Two hostel wardens look after the
management of each hostel. Every hostel has been provided with water coolers having
water purification system for safe drinking water. The hostel mess is being run on co-
operative basis.
iii) CO-CURRICULAR ACTIVITIES
The Directorate of Students’ Welfare is responsible for promotion of all the co-
curricular activities such as sports, NCC, mountaineering, graphic arts, literary, music,
dance, drama etc.
iv) STUDENTS’ COUNSELLING AND PLACEMENT CELL
The counselling and placement cell of the university provides information to the
students on job opportunities, competitive examinations, scholarships/fellowships etc.
It also conducts trainings/coaching classes for the entrance examinations, personality
development and explores the job avenues in the public and private sectors.
MEDICAL FACILITIES
There is a well-equipped hospital in the campus. The hospital has physicians,
gynaecologist, surgeon and dentist. Medical aid is provided round the clock to the
students, staff and other trainees.

CHAPTER-III
RULES AND REGULATIONS GOVERNING
B.TECH. (Dairy Technology) ADMISSIONS
1. ELIGIBILITY AND APPLICATION FORM
1.1 The candidates under all categories must have passed 10+2 examination
and obtained a minimum of 50% marks (except SC category) in aggregate of
English, Physics, Chemistry and Mathematics subjects from a
“recognized*/ approved Board of School Education having equivalence by
Council of Boards of School Education (COBSE), New Delhi/CBSE/ICSE
and also by Board of School Education Haryana, Bhiwani”. As per Chief
Secretary to Govt. of Haryana letter no. 22/129/ 2013-1GSIII dated
16.07.2014, the SC category candidates will be allowed a relaxation
up to 5% of the requirement for General Category i.e. the SC
candidates securing a minimum of 47.5% marks in aggregate of the
four subjects mentioned above will be eligible to apply for admission.
1.2 The candidates must have attained the age of 17 years as on 31st
December, 2022. Candidates attaining 17 years on 1st January 2023 or
later will not be eligible. The upper age limit for candidates of all categories
(except SC and BC) is 25 years as on 31st December, 2022. This upper age
limit shall be relaxed by a period of 5 years for the candidates of SC and BC
categories of Haryana State.
1.3 The list of Boards/Universities, un-recognized/un-approved/not found
equivalent by Board of School Education, Haryana /CBSE/ICSE and
Council of Boards of School Education, New Delhi is given at Annexure-I.
Later on, if any other Board is not found equivalent for 10th and/or 10+2,
the certificate issued by such a board will be invalid and the candidates
possessing such certificates will not be eligible for the admission.
Inadvertently, if any such candidate is admitted, his/her admission shall be
cancelled at any time by the Registrar besides taking disciplinary action as
per rules.
1.4 In case the result of the qualifying examination has been declared publicly
but the certificate has not been issued by the concerned Board/University,
such candidates shall have to produce a certificate (Annexure-XII) from the
Head of the Institute last attended.
1.5 The coloured 2.0" × 2.0" size photograph (taken on or after 01-04-2022) to
be uploaded on the application form should depict the name of candidate
and date of taking photo and it should be without cap and dark glasses. If
the 2.0"×2.0" size photograph is old or with cap or dark glasses or
disfigured, the application form shall be rejected. The focus needs to be on
the face (80% face coverage, ears clearly visible, on white background).
Spectacles are allowed only if being used regularly.

2. ENTRANCE TEST (ET-2022)
2.1 All the candidates seeking admission to B.Tech. (Dairy Technology)
programme of CoDST will have to appear in the ET-2022 to be held on
21.08.2022 at Hisar and the details will be displayed on the university
website (www.luvas.edu.in).
2.2 The Applicants who fulfill the minimum eligibility conditions will be
eligible for the entrance test. Applicants who have appeared in 10+2 or
equivalent examination with required subjects (even if result is yet to be
declared) may also appear in entrance test, however, such candidates will
be considered for admission on the basis of merit of the ET-2022 provided
they fulfill the eligibility conditions as given under Rule 1 of this Chapter
and production of all the original documents at the time of document
checking.
2.3 Syllabus of the entrance test: It will be the syllabi of 10+1 & 10+2 of
Board of School Education, Haryana/CBSE, New Delhi. The subject-wise
questions and marks will be as under:

2.4 General instructions for the Entrance Test


i) The admit card is to be downloaded by the candidates from the
university website. After downloading the admit card, the candidate
should affix the original postcard size (4.0" × 6.0") coloured
photograph (as uploaded on the application form), taken on or after
01.04.2022, in the space provided on the admit card. This admit
card will be retained by the university at the time of examination.
ii) Entry to the test centre will not be allowed without a valid web
generated Admit Card and he/she will be allowed entry as per his/her
uploaded photo only.
iii) The candidates will have to follow all the guidelines/protocol for
containment of COVID-19 strictly.
iv) Electronic devices such as calculator, mobile phone, etc. are not
allowed in the examination centre. The pen will be provided at the
examination center. The OMR sheet of such candidate who uses
pencil or ball pen other than that provided shall not be evaluated
and the candidate will be debarred from admission.
v) Before using the OMR sheet, the candidate must carefully check the
question booklet and OMR sheet and report the shortcomings, if
any, to the supervisory staff. Once the candidate has
written/filled in the OMR sheet, no replacement shall be
allowed.

vi) Cuttings / over writings / using erasing fluid / erasing tape etc. are
not allowed on the OMR sheet. Such answers will not be considered.
vii) The OMR sheet should not be folded and no rough work is allowed
to be done on the OMR sheet.
viii) The timings of the entrance test and reporting time will be
notified on the university website later on.
2.5 The result of the entrance test shall be available on the university website:
www.luvas.edu.in
2.6 There is no provision for re-checking or re-evaluation of answer (OMR)
sheets and no request/enquiry in this regard shall be entertained.
2.7 Penalty for use of unfair means in the Entrance Test
i) Candidate(s) found guilty for use of unfair means or misconduct (as
defined below) shall be expelled from the entrance test by the Centre
Superintendent/ Registrar and his/her decision shall be final.
a) Creating disturbance of any kind during the entrance test or
otherwise misbehaving in or around the entrance test centre or
refusing to obey the Superintendent/Supervisor or changing
his/her seat with any other candidate.
b) Having in his/her possession or accessible to him/her
papers/books/notes/ mobile phones which may possibly be of
any assistance to him/her or found giving or receiving assistance
or copying from any paper/ book/notes/mobile phone etc. or
allowing any other candidate to copy from his/her OMR sheet or
found writing on a paper other than his/her question booklet or
OMR sheet or using or attempting to use any other unfair means
during the entrance test.
c) Tampering with his/her roll number on the OMR sheet.
d) Using cellular phone or any such device during the entrance
test.
ii) Any candidate found impersonating for another candidate or found being
impersonated by another candidate during the entrance test, apart from
expulsion from the entrance test, shall be debarred from seeking
admission in this university forever and a criminal case may be
registered with the local police.
iii) If use of unfair means is detected at the time of evaluation of the
OMR sheets/counselling or thereafter or any complaint
(anonymous/pseudo-anonymous) is received after admission and it
is proved to be correct after an enquiry, the candidate shall be
disqualified and admission cancelled as the case may be and
debarred from seeking admission in this university.
2.8 Same marks in the Entrance Test or otherwise
In case of two or more candidates scoring same marks in the entrance
test, the merit would be decided on the basis of percentage of aggregate
marks obtained in the subjects of English, Physics, Chemistry and
Mathematics of 10+2 examination. If still, there is a tie then the candidate
senior in age will be considered higher in the merit.

3. COUNSELLING-CUM-ADMISSION
General Rules:
3.1 The competent authority reserves the right to reject any application form
for reasons to be recorded in writing.
3.2 The allocation of seats will be through online counselling and the details
will be available on university website (www.luvas.edu.in).
3.3 The admissions to all the seats of B.Tech. (Dairy Technology) programme
will be made as per the Merit list to be prepared on the basis of marks
obtained by the candidates in the Entrance Test-2022 (ET-2022) to be
conducted by LUVAS.
3.4 During the counselling the roster system as indicated in letter no.
22/10/2013-1GSIII dated 15.07.2014 of Govt. of Haryana and
instructions received from time to time from Govt. of Haryana will be
followed.
3.5 The candidates of reserved categories who are able to find place in the
general merit will be considered to have been admitted against the general
category seats. Seats lying vacant for any reserved category due to any
reason and non-availability of eligible candidates in the 1st counselling will
be filled up in the 2nd counselling from amongst the candidates of
respective category. If the seats still remain vacant due to non-availability
of eligible candidates these will be filled up on the basis of combined merit
list.
3.6 Seats remaining vacant due to any reason after the first counselling or
fallen vacant subsequently due to any reason shall be filled in the 2nd
counselling.
3.7 The candidate, before reporting to the Admission Committee, should see
the latest position of the number of seats available on the university
website. The candidate should then present himself/herself before the
Admission Committee.
3.8 The eligible candidates, as per the merit list in the respective category,
shall report for document checking and other admission formalities as per
the schedule to be uploaded on the university website, in the Auditorium
of College of Veterinary Sciences, LUVAS, Hisar, failing which they
will have no claim for admission. No separate letter in this
connection shall be issued.
3.9 The candidates shall have to pay fees and other charges on the day of
checking of documents, otherwise the seat will be declared vacant.
However, the candidate(s) may participate in mop-up (physical)
counselling(s); if any.
3.10 The candidates are required to bring all the original documents, two
recently taken photos and two sets of self-attested photocopies of
documents etc. as per rule 3.13 of this Chapter, at the time of
document checking, failing which they shall be refused admission.
The original documents of the admitted candidates shall be retained by
the Registrar's office and temporarily provided to the candidate on a
written request for a week or up to one day before the subsequent
counselling, whichever is earlier and if not returned back by the date

committed, admission of that candidate shall stand automatically
cancelled and the seat will be declared vacant. These documents will be
returned to the candidates after the completion of verification process.

3.11 The candidates shall get themselves medically examined from the Senior
Medical Officer at the University Hospital, CCS HAU, Hisar. If found
medically fit, deposit medical fitness certificate along-with the required fee
on the same day in the o/o Dean, CoDST. The candidates found to be
medically unfit will not be admitted. The admission of those candidates,
who fail to complete any of the admission formalities (as mentioned in
3.11), shall stand cancelled and on the request of the candidate, the fee
paid shall be refunded as per rules.
3.12 The completion of admission process involves the followings:
i) Checking and submission of all the original documents along with
self-attested photocopies, in person, as indicated under the rule 3.13
at the time of document checking.
ii) Medical Examination.
iii) Deposition of fees and other charges.
iv) Registration on the due date and time.
3.13 Original and two sets of self-attested photocopies of the following
documents are required to be deposited with the Admission Committee at
the time of document checking and failure to produce any of the
original documents may make the candidate ineligible for the
admission:
i) Matric Certificate with Date of Birth and father's/mother's name and 10+2
certificate from Board of School Education, Haryana/CBSE/ICSE/ any
other Board considered approved/equivalent as member by COBSE, New
Delhi. If any certificate is found fake or not equivalent by any of the above
Boards, admission will be cancelled and legal action may be initiated. In
case result has been declared publicly but the certificate of qualifying
examination has not been issued by the concerned Board/University,
such candidates shall have to produce a certificate (Annexure-XII) from
the Head of the institute last attended.
ii) Admit card issued by the concerned Education Board for 10+2 final
examination.
iii) Haryana Resident Certificate (Annexure-II), if required.
iv) Character Certificate from the institute last attended.
v) The applicants who have passed the qualifying examination earlier and if
there is a gap of more than one year from the date of declaration of result
of the previous examination (other than the pursuit of studies in an
institution/college) shall give a self undertaking regarding their non-
enrolment in any institution (Annexure-XIII). Similarly, the applicants who
have passed the qualifying examination as private candidates will also
have to submit undertaking in this regard.

vi) Relevant certificate if the benefit of reserved category is being claimed
(Annexure-III/V/VI/VII/VIII/IX/X/XI as the case may be). The candidate
claiming reservation under BCA/BCB categories are required to submit
the latest category certificate (Annexure-VI) along-with latest Income
Certificate (Annexure-VII) issued on or after 01.04.2022 by the competent
authority. Similarly, EWS category candidates are required to submit the
latest income and asset certificate issued by the competent authority on
or after 01.04.2022 as per Annexure-VIII.
vii) Aadhaar Card.
viii) Candidates claiming admission against the seats for Kashmiri Migrants
are required to submit the Kashmiri Migrants Certificate issued by the
competent authority.
ix) Candidates belonging to Jammu & Kashmir State are required to submit
Jammu & Kashmir State Resident Certificate issued by the competent
authority.
x) The candidates must bring two coloured 2.0"×2.0" size same photographs
as uploaded on the application form at the time of counselling.
3.14 The applications of those candidates who are not admitted even during
the 2nd counselling/cut off date shall be destroyed after six months
barring those related to the court cases/RTI matters, if any.
3.15 Records related to the admission process/counselling shall be destroyed
after six months of last counselling/cut off date except that related to any
pending court case/RTI matters.
4. Admission of wards of regular employees of LUVAS
One seat in B. Tech. (Dairy Technology) programme is earmarked for the wards
of regular employees of LUVAS (preferable to the ward of deceased employee who
dies in-service), against the seat, if remains vacant under J&K
Residents/Kashmiri Migrants/non migrant Kashmiri Pandits/Kashmiri Hindu
Families category. However, the applicant will have to fulfill all other eligibility
conditions applicable for general category seats (Endst. No. Reg./A-
1/2021/1643-1678 dated 22.05.2021).
5. Rules and regulations for admission of Foreign Nationals (other than NRI)
i) Admission of foreigners shall be decided on the basis of documents
received through the Competent Authority.
ii) The candidates from foreign countries will be admitted against the
additional seats without appearing in the Entrance Test (ET-2022),
subject to approval by the competent authority. Their admission will be
regulated by the Indian Council of Agricultural Research, New Delhi or
Government of India or Government of Haryana. They will be admitted
only if they have valid student visa. They must be declared medically fit
after examination by the Doctor authorized by the Indian Embassy in the
country from where they wish to seek admission. They should have full
medical insurance before their admission in the University for whole
duration of their study in the University.
iii) The candidate must have studied in English medium or should submit
documentary evidence of proficiency in English language.
Note: i) Bank collection charges of Rs.800/- will be charged extra if the bank
draft is not payable at any branch of a Scheduled Bank at Hisar.

ii) Other charges as applicable shall be charged in Indian currency.
6. A candidate aggrieved by any decision of the Admission Committee/Registrar
may appeal within three days to the Vice-Chancellor, who will examine the
application with reference to the rules and regulations. Decision of the Vice-
Chancellor, in the matter, shall be final.
Note: 1. Short duration has been provided for appeal as a time bound schedule is to
be followed to complete the admissions.
2. Admission to B.Tech. (Dairy Technology) programme of the university will be
made by the Registrar. The Registrar shall accordingly register the students
after payment of the prescribed fees and other charges. If it is found, at any
time, that a candidate has obtained admission to this programme by
misrepresentation/concealment of facts or that candidate has availed some
benefit which was not due to him/her or if a candidate has been admitted
due to an error, the Registrar may cancel his/her admission to this
programme.
3. Admission remains provisional. Documents submitted by the candidates
shall be checked/ got verified /re-verified from the concerned
Board/University at any time during course of the study. If, at any stage, any
certificate is found fake or not equivalent by Board of School Education,
Haryana/CBSE/ICSE/ any other Board considered approved / equivalent as
member of COBSE, New Delhi, admission will be cancelled and legal action
may be initiated.

2. Foreign nominees of Govt. of Haryana, Govt. of India fellowship holders or Indian
Council for Cultural Relations under Cultural Relations Exchange Programme
from foreign countries may be admitted against additional seats provided they
fulfill the minimum eligibility conditions prescribed by the university.
3. Distribution of seats: Admission against the seats to be filled in with the
candidates having Haryana Resident Certificate will be according to the State
Govt. reservation policy as notified by Govt. of Haryana, General Administration
Department, General Services – III Branch vide its no. 22/10/2013-IGS-III dated
15.07.2014 for admission in Government/Government aided Educational/
Technical/Professional institutions as detailed below:

Where a seat set aside for candidate from deprived Scheduled Castes for
admission in Government educational institutions is not filled up in any
academic year due to non-availability of candidate of deprived Scheduled
Castes possessing the requisite qualifications, the same shall be made
available to candidate of Scheduled Castes.

** For ESM/FF candidates (one seat from Gen. Category) and this seat has
been reserved as per roster rule.

Three percent (3%) horizontal reservation is provided to Ex-servicemen (ESM)


and their dependents in the first instance or dependents of Freedom Fighters (FF) by
providing reservation within reservation of 1% of General category, 1% out of Scheduled
Castes and 1% from Backward Classes categories for admissions to various
Government and Government aided educational institutes located in Haryana. As far as
block allocation in Block-A and Block-B of Backward Class categories is concerned,
year wise rotational system will be adopted. For example, if Block-A of Backward
Classes is given seat in the Academic Year-2021, The other block i.e. Block-B of
Backward Classes will be given seat in the next Academic Year i.e. 2022, if becomes
due and so on (vide letter No. 22/10/2013-1GSIII Chandigarh, dated 28.02.2013
issued by the Government of Haryana). For this purpose, as per letterNo.22/10/2013-
1GSIII Chandigarh, dated 28.02.2013 issued by the Government of Haryana, a roster
has been maintained with effect from the academic year 2016-17. Fraction of each year
shall be carried forward till total comes to one, then one seat shall be indicated in the
Prospectus and admission on this seat will be made on the basis of inter-se merit of
ESM and FF candidates.

Note: (i) Candidates claiming reservation under Backward classes shall have to
submit, at the time of document checking latest category certificate
(Annexure-VI) along-with latest Income Certificate (Annexure-VII) issued
on or after 01.04.2022 by the competent authority.
(ii) Candidates claiming reservation under Deprived Scheduled Castes as per
Annexure-IV, shall have to submit, at the time of document checking
Deprived Scheduled Castes Certificate (Annexure-V) issued by the
competent authority.
(iii) Candidates claiming reservation under Economically Weaker Sections (As
per Govt. of Haryana letter no. 22/12/2019-IGS-III dated 25th February,
2019) shall have to submit the Income and Asset Certificate issued by the
competent authority on or after 01.04.2022 at the time of document
checking as per Annexure-VIII.
(iv) If reserved category seats still remain vacant due to any reason, the same
will be filled up by the reserve category candidates during mop-up
(physical) counselling, if any.
(v) In case, the candidates are not available in one particular block of BC, the
seats shall be filled up from the candidates of other block of BC during
mop-up (physical) counselling.

(vi) In the event of the quota reserved for persons with disability remaining
unutilized due to non-availability of suitable handicapped candidates, it
may be offered preferably to the Ex-servicemen and their wards and the
dependents of freedom fighters in that order to the extent of 1% each to
these categories.
(vii) In case the seat(s) remain(s) vacant in J&K Residents/Kashmiri Migrants/
non migrant Kashmiri Pandits/Kashmiri Hindu Families Categories due
to non-availability of eligible candidate, one seat will be filled up by the
wards of regular employees of LUVAS (preferably by the ward of deceased
employee who dies in-service) during mop-up (physical) counselling.
(viii) In case the seat(s) still remain(s) vacant in J/K Resident/Kashmiri
Migrants/non migrant Kashmiri Pandits/Kashmiri Hindu Families
Categories due to non-availability of eligible candidate(s), the same will be
converted to the State Quota seat(s) as per roster/reservation policy and
will be filled up during mop-up (physical) counselling.
(ix) Seat reserved for any category in State quota still remains vacant that
shall be converted to open (General) quota and shall be filled up on the
basis of combined merit list in mop-up (physical) counselling.
4. Criteria for admission against the seats reserved for Ex-servicemen:
The seats under this category will be filled up, irrespective of the merit in
the entrance test, on the basis of following priorities approved by the Govt. of
Haryana:

Priority-VI : Wards of Ex-servicemen

5. DEFINITION OF PERSONS WITH DISABILITY

"Applicant having permanent disability of not less than 40%, provided the
applicant is otherwise fit for a dairy technologist duty". Such applicant will have to
bring a certificate (Annexure-IX) from the Chief Medical Officer of the District to which
the candidate belongs.
Such candidates will also have to appear before the medical board of LUVAS for
determining the percentage of disability and for assessment whether they are fit to
carry out the duties of a dairy plant despite being handicapped. The finding of the
university board shall be final, superseding the certificate already submitted by the
applicant.
A candidate shall not be allowed admission to B.Tech. (Dairy Technology)
programme if he/she suffers any of the disabilities in physical fitness as listed below:
i) Disability of total body including disability of chest/spine more than 50%,
ii) Disability of lower limb of more than 50%,
iii) Disability of upper limb,
iv) Visually handicapped candidates and those with hearing disability,
v) Candidate with progressive diseases like Myopathies etc.,

REFUND POLICY

As per UGC notification dated October, 2018

NUMBER AND VALUE OF SCHOLARSHIPS/STIPENDS AT CoDST, LUVAS, HISAR
The Scholarships/Stipends shall be awarded only to the candidates possessing
Haryana Resident Certificate admitted against Haryana Resident seats on the
basis of the merit list prepared (for admission) in accordance with the rules
relating to award of Scholarships and stipends by the University as given in
University Calendar Vol-II.
i) Scholarship for UG students
The scholarships/stipends shall be awarded to the B.Tech. (Dairy
Technology) students admitted against Haryana Resident seats only and
their merit will be prepared on the basis of the merit of the Entrance Test
(ET-2022). The University awards merit scholarship every month to a student as
prescribed for Haryana residents only. This scholarship is, however, offered on
merit basis to only 25% of those students who have been admitted against the
Haryana Resident seats.
ii) ICAR Scholarship
The Indian Council of Agricultural Research awards National Talent Scholarship
@Rs.1000/-per month on merit of UG students only, based on the Entrance Test
on All India basis conducted by ICAR, provided the candidate opts to pursue
studies in any State Agricultural/Veterinary University located outside the state
of his/ her domicile and subject to other rules and regulations of ICAR.
iii) Financial assistance is also granted to the needy students out of Students Aid
Fund for purchase of books or payment of fees etc.

CHAPTER-IV
RULES AND REGULATIONS GOVERNING
B.V.Sc.&A.H. ADMISSIONS
1. ELIGIBILITY AND APPLICATION FORM
1.1 The candidates under all categories must have passed 10+2 examination
and obtained a minimum of 50% marks (except those in SC category) in
aggregate of English, Physics, Chemistry and Biology/Biotechnology
subjects from a “recognized*/ approved Board of School Education having
equivalence by Council of Boards of School Education (COBSE), New
Delhi/CBSE/ICSE and also by Board of School Education Haryana,
Bhiwani”. As per Chief Secretary to Govt. of Haryana letter no.
22/129/2013-1GSIII dated 16.07.2014, the SC category candidates
will be allowed a relaxation up to 5% of the requirement for General
Category i.e. the SC candidates securing a minimum of 47.5% marks
in aggregate of the four subjects mentioned above will be eligible to
apply for admission. No such relaxation will be applicable for management
quota seats of Affiliated Private Colleges, except for Haryana domiciled
candidates.
1.2 The candidates must have attained the age of 17 years as on 31st
December, 2022. Candidates attaining 17 years on 1st January 2023 or
later will not be eligible. The upper age limit for candidates of all categories
(except SC and BC) is 25 years as on 31st December, 2022. This upper age
limit shall be relaxed by a period of 5 years for the candidates of SC and BC
categories of Haryana State. No such relaxation in the upper age limit will
be applicable for management quota seats of Affiliated Private Colleges,
except for Haryana domiciled candidates.
1.3 The list of Boards/Universities, un-recognized/un-approved/not found
equivalent by Board of School Education, Haryana /CBSE/ICSE and Council
of Boards of School Education, New Delhi, is given at Annexure-I. Later on, if
any other Board is not found equivalent for 10th and/or 10+2, the certificate
issued by such a board will be invalid and the candidates possessing such
certificates will not be eligible for the admission. Inadvertently, if any such
candidate is admitted, his/her admission shall be cancelled at any time by
the Registrar besides disciplinary action as per rules.
1.4 In case result of the qualifying examination has been declared publicly but
the certificate has not been issued by the concerned Board/University,
such candidates shall have to produce a certificate (Annexure-XII) from the
Head of the Institute last attended.
1.5 The last date for submission of online duly filled application form for all the
seats of COVS, Hisar and affiliated private colleges on the portal has been
mentioned in the beginning of this prospectus.

Education, New Delhi and is created by an Act of State Legislature or Parliament.

1.6 The coloured 2.0" × 2.0" size photograph (taken on or after 01-04-2022) to
be uploaded on the application form should depict the name of candidate
and date of taking photo and it should be without cap and dark glasses
(Annexure-XXV). If the photograph is old or with cap or dark glasses or
disfigured, the application form shall be rejected. The photograph should be
as per NTA [NEET- (UG)-2022] specifications (with white background and
should cover 80% of face with ears clearly visible). Spectacles are allowed
only if being used regularly.
1.7 For NRI candidates, the last date of submission of online application form
has been mentioned in the beginning of this prospectus. They are also
required to upload scanned copies of all the relevant documents required
for the admission. The documents may be sent to the Registrar through
email at the email address: admissions@luvas.edu.in.
2. NEET (UG)-2022
2.1 All candidates (except NRI & Foreign Nationals) seeking admission to
B.V.Sc. & A.H. programme of COVS, Hisar as well as affiliated private
colleges must appear in the NEET (UG)-2022 to be conducted by
National Testing Agency (NTA).
2.2 Applicants who have appeared in 10+2 or equivalent examination with required
subjects (even if result is yet to be declared) may also apply, however, such
candidates will be considered for admission on the basis of merit of NEET (UG)-
2022 provided they fulfill the eligibility conditions as given under Rule 1 of this
Chapter and production of all original documents at the time of document
checking.
2.3 Same marks in the NEET (UG)-2022 or otherwise:
In case of two or more candidates scoring same marks in the NEET (UG)-2022,
the merit would be decided on the basis of All India Ranking given in the NEET
(UG)-2022 score card.

3. COUNSELLING-CUM-ADMISSION
General Rules:
3.1 The competent authority reserves the right to reject any application form
for reasons to be recorded in writing.
3.2 The counselling scheme and schedule will be displayed on University
website in due course of time and the same will be binding upon the
candidates. The candidates are advised to keep visiting University website
for latest updates.
3.3 The admissions to all the seats (except NRI and Foreign Nationals) of
B.V.Sc. & A.H. programme at College of Veterinary Sciences (COVS), Hisar
as well as affiliated private colleges will be made as per the Merit list to be
prepared on the basis of marks obtained by the candidates in the NEET
(UG)-2022 conducted by NTA. The candidate having obtained mark 1 and
above will only be considered in merit. All the state quota seats of
B.V.Sc. & A.H. programme at COVS, Hisar as well as at affiliated
private colleges are only for Haryana resident candidates, while for
admission to the management quota seats of affiliated private colleges, the
candidates from all over India including Haryana will be eligible, subject
to fulfillment of eligibility conditions.

3.4 All the state quota seats of COVS, LUVAS as well as of affiliated private
colleges will be filled up by roster system as indicated in letter no.
22/10/2013-1GSIII dated 15.07.2014 of Govt. of Haryana and
instructions received from time to time.
3.5 Admission to Management Quota Seats of affiliated private colleges will be
made on the basis of All India Merit List of NEET (UG)-2022 for which the
candidates from all over the country including Haryana will be eligible.
3.6 Admission to seats reserved for Kashmiri Migrants/non migrant Kashmiri
Pandits/Kashmiri Hindu Families and J&K Residents at COVS, LUVAS,
Hisar will be made on the basis of Merit List of NEET (UG)-2022.
3.7 The candidates, who have been allotted seats as per the NEET (UG)-2022
merit list in the respective category, are to report for document checking
and other admission formalities as per the schedule to be uploaded on the
university website, in the Auditorium of College of Veterinary Sciences,
LUVAS, Hisar, failing which they will have no claim for admission. No
separate letter in this connection shall be issued.
3.8 The candidates are required to produce all the original documents,
two recently taken photos and two sets of self-attested photocopies
of documents etc. as per rule 3.11 of this Chapter, at the time of
document checking, failing which they shall be refused admission.
The candidates who intend to seek admission in LUVAS and have
deposited their original documents in other institute for admission, are
required to bring original fee receipt and written statement of that institute
that his/her original documents are retained with the institute. Also such
candidates have to bring two sets of photocopies of original documents and
other essentials with them. The original documents of the admitted
candidates shall be retained by Registrar's office and temporarily provided
to the candidate on a written request for a week or up to one day before
the subsequent counselling, whichever is earlier and if not returned back
by the date committed, admission of that candidate shall stand
automatically cancelled and seat will be declared vacant. These
documents will be returned to the candidates after the completion of
verification process.
The Admission Committee for COVS, LUVAS, Hisar will be as under:-

3.9 The candidates shall get themselves medically examined from Senior
Medical Officer at the University Hospital, CCS HAU, Hisar. If found
medically fit, the candidates are required to deposit the medical fitness
certificate along-with the required fee on the same day in the o/o Dean,
COVS. The candidates found to be medically unfit will not be admitted.
The admission of those candidates, who fail to complete any of the
admission formalities (as mentioned under 3.12) shall stand cancelled
and on the request of the candidate, the fees paid shall be refunded as per
rules.
3.10 The completion of admission process involves the followings:
i) Checking and submission of all the original documents along with

self-attested photocopies, in person, as indicated under the rule 3.11
at the time of document checking.
ii) Medical fitness certificate
iii) Deposition of fees and other charges.
3.11 Original and two sets of self-attested photocopies of the following
documents are required to be deposited in person with the Admission
Committee at the time of document checking and failure to produce any
of the original documents shall make the candidate ineligible for the
admission.
i) Matric Certificate with Date of Birth and father’s/mother’s name and
10+2 certificate from Board of School Education, Haryana/
CBSE/ICSE/any other Board considered approved/equivalent as member
by COBSE, New Delhi. If any certificate is found fake or not equivalent by
any of the above Boards, admission will be cancelled and legal action
initiated. In case result has been declared publicly but the certificate of
qualifying examination has not been issued by the concerned
Board/University, such candidates shall have to produce a certificate
(Annexure-XII) from the Head of the institute last attended.
ii) Admit Card issued by the concerned Education Board for 10+2 final
examinations.
iii) Score Card depicting marks obtained in NEET (UG)-2022 examination.
iv) Haryana Resident Certificate (Annexure-II), if required.
v) Character Certificate from the institute last attended.
vi) The applicants who have passed the qualifying examination earlier and if
there is a gap of more than one year from the date of declaration of result
of the previous examination (other than the pursuit of studies in an
institution/college) shall give a self undertaking regarding their non-
enrolment in any institution (Annexure-XIII). Similarly, the applicants
who have passed the qualifying examination as private candidates will
also have to submit undertaking in this regard.
vii) Relevant certificate if the benefit of reserved category is being claimed
(Annexure-III/V/VI/VII/VIII/IX/X/XI as the case may be). The candidates
claiming reservation under BCA/BCB categories are required to submit
latest category certificate (Annexure-VI) along-with latest Income
Certificate (Annexure-VII) issued on or after 01.04.2022 by the competent
authority. Similarly, the EWS category candidates are required to submit
the latest income and asset certificate issued by the competent authority
on or after 01.04.2022 in the format prescribed in Annexure-VIII.
viii) Aadhaar Card.
ix) Candidates claiming admission against the seats for Kashmiri Migrants are
required to submit the Kashmiri Migrants Certificate issued by the competent
authority.
x) Candidates belonging to Jammu & Kashmir are required to submit
Jammu & Kashmir resident certificate issued by the competent authority.
xi) The candidates must bring two(same)coloured 2.0"×2.0" size photographs
as with NTA {NEET (UG)-2022} specifications as uploaded on application
form at the time of counselling.
3.12 All the students (except Foreign National/NRI/PwD) admitted to B.V.Sc.&A.H.
in College of Veterinary Sciences, Hisar have to register in R&V Squadron
NCC. For this, a copy of Aadhaar Card, 10th mark sheet, colored photograph

and passbook of the account in the name of the student have to be submitted
at the time of Registration.
3.13 The applications of those candidates who are not admitted shall be destroyed
after six months of the date of last counselling barring those related to court
cases/RTI matters, if any.
3.14 Record related to admission process/counselling shall be destroyed after six
months of last counselling/cut off date except that related to any pending
court case/RTI matters.
4. Admission against Veterinary Council of India (VCI) seats
The admission to 15% seats as per nominations of the VCI shall be made
till the date prescribed by the VCI subject to the fulfillment of minimum
eligibility conditions prescribed by the University.
5. Admission against NRI Seats
i) The NRI and their children/wards only will be considered for admission
under this category.
ii) The admission will be made on merit of 10+2 examination without
requirement of appearing in the NEET (UG)-2022.
iii) Minimum eligibility requirements for this programme are the same as for
the general category candidates. Candidates applying under the NRI
category are required to submit a copy of their certificate/ transcript/
marks sheet indicating grades and percentage of marks, duly verified and
certified by the Indian Embassy/High Commission in that Country, if
possible, stating that such examination is equivalent to the qualifying
examination (10+2) of Indian Boards/ Universities. The syllabi of the
courses studied at 10+2 level along-with website address of the
institute/school should also be uploaded with the application
form. The relevant documents may also be sent to Registrar, LUVAS,
Hisar through email (admissions@luvas.edu.in). They are also required
to obtain the requisite equivalence certificate from Registrar, LUVAS by
paying a non-refundable processing fee of US $450 or equivalent in Indian
Currency, from the bank account of NRI maintained in India, in cash or in
the shape of a Bank Draft drawn in favour of the Registrar, Lala Lajpat
Rai University of Veterinary and Animal Sciences, Hisar, payable at any
Scheduled Bank at Hisar. The decision of LUVAS in respect of equivalence
certificate will be final.
iv) Candidate must have completed 12 years’ school system with Physics,
Chemistry, Biology /Biotechnology and English as the core subjects, which
is equivalent to 10+2 of Indian School Education. He/She must have
studied in English medium or should submit documentary evidence of
proficiency in English language.
v) The University Admission Fee and College Development Fund (CDF) may
be paid in US Dollars or equivalent Indian Currency from the bank
account of NRI maintained in India. All other types of fees, hostel dues
and other charges shall remain the same as applicable to the Indian/
Haryana residents.
vi) The candidates seeking admission on the basis of NRI status are required
to produce duly attested and verified photocopies of NRI/citizenship
certificate, eligibility document and passport or any other valid document.
vii) The admission under NRI category for the above programme is primarily for
the candidates having ancestral background in Haryana provided they fulfill
other conditions. However, in the event of vacant seats after admitting them,
NRI candidates who have already applied from other Indian states will be
considered.

6. Admission for the wards of regular employees of LUVAS
i) One seat is earmarked for the wards of regular employees of LUVAS
(preferably to the ward of deceased employee who dies in-service) against
the seat, if remains vacant under NRI/J&K Residents/Kashmiri
Migrants/Non-Migrant Kashmiri Pandits/Kashmiri Hindu Families
category. However, the applicant will have to fulfill all other eligibility
conditions applicable for general category seats (Endst. No. Reg./A-
1/2021/1643-1678 dated 22.05.2021).
7. Rules and regulations for admission of Foreign Nationals (other than NRI)
i) Admission of foreigners shall be decided on the basis of documents
received through the Competent Authority.
ii) The candidates from foreign countries will be admitted against the
additional seats without appearing in the NEET (UG)-2022, subject to
approval by the Veterinary Council of India. Their admission will be
regulated by the Indian Council of Agricultural Research, New Delhi or
Government of India or Government of Haryana. They will be admitted
only if they have valid student visa. They must be declared medically fit
on examination by a Doctor authorized by the Indian Embassy in the
country from where they wish to seek admission. They should have full
medical insurance before their admission in the University for whole
duration of their study in the University.
iii) The candidate must have studied in English medium or should submit
documentary evidence of proficiency in English language.
Note: i) Bank collection charges of Rs.800/- will be charged extra if the bank
draft is not payable at any branch of a Scheduled Bank at Hisar.
ii) Other charges as applicable shall be charged in Indian currency.
8. A candidate aggrieved by any decision of the Admission Committee/Registrar
may appeal within three days to the Vice-Chancellor, who will examine the
application with reference to the rules and regulations. Decision of the Vice-
Chancellor, in the matter, shall be final.
Note:
1. Short duration has been provided for appeal as a time bound schedule is to
be followed to complete the admissions.
2. Admission to B.V.Sc. & A.H. programme of the University will be made by
the Registrar. The Registrar shall accordingly register the students after
payment of the prescribed fees and other charges. If it is found, at any time,
that a candidate has obtained admission to this programme by
misrepresentation/concealment of facts or that candidate has availed some
benefit which was not due to him/her or if a candidate has been admitted
due to an error, the Registrar may cancel his/her admission to this
programme.
3. Admission remains provisional. Documents submitted by the candidates
shall be checked/got verified/re-verified from the concerned Board/
University at any time during course of the study. If, at any stage, any
certificate is found fake or not equivalent by Board of School Education,
Haryana/CBSE/ICSE/any other Board considered approved/ equivalent as
member of COBSE, New Delhi, admission will be cancelled and legal action
initiated.

for their admission in the colleges and universities of Haryana:
i) Relaxation in cut-off percentage upto 10% subject to minimum eligibility
requirements.
ii) Increase in intake capacity upto 5% course-wise.
iii) Reservation of at least one seat in merit in quota in technical/professional
institutions.

deceased employee, who dies in-service) against the seat, if remains vacant under
NRI/J&K/Kashmiri Migrants category.
2 Foreign nominees of Govt. of Haryana, Govt. of India fellowship holders or Indian
Council for Cultural Relations under Cultural Relations Exchange Programme
from foreign countries may be admitted against additional seats provided they
fulfill the minimum eligibility conditions prescribed by the university as well as
subject to permission by Veterinary Council of India.
3. Distribution of seats: Admission against the seats to be filled in with the
candidates having Haryana Resident Certificate will be according to the State
Govt. reservation policy as notified by Govt. of Haryana, General Administration
Department, General Services – III Branch vide its no. 22/10/2013-IGS-III dated
15.07.2014 for admission in Government/Government aided Educational/
Technical/ Professional institutions as detailed below:
i) Scheduled Castes 20% 8#+7 =15 seats
ii) Backward Classes (A) 16% 12 seats
iii) Backward Classes (B) 11% 08 seats
iv) Economically Weaker Sections 10% of GC 03 seats
v) Persons with Disability (PwD) 03% 02 seat
vi) General Category of Haryana Residents -- 35 seats

# As per notification issued vide no. Leg.15/2020 dated 15.05.2020 issued by Law and
Legislative Department Govt. of Haryana, fifty percent of the 20% seats reserved for
Scheduled Castes for admission in any Government educational institution shall be set
aside for candidates belonging to deprived Scheduled Castes (as per Annexure-IV).
Where a seat set aside for candidate from deprived Scheduled Castes for admission in
Government educational institutions is not filled up in any academic year due to
non-availability of candidate of deprived Scheduled Castes possessing the requisite
qualifications, the same shall be made available to candidate of Scheduled Castes.

For ESM/FF candidates no seat has been reserved as per roster rule during
academic year 2022-23.
Three percent (3%) horizontal reservation is provided to Ex-servicemen
(ESM) and their dependents in the first instance or dependents of Freedom Fighters
(FF) by providing reservation within reservation of 1% of General category, 1% out
of Scheduled Castes and 1% from Backward Classes categories for admissions to
the various educational institutions of the Government and Government aided
institutes located in Haryana. As far as block allocation in Block A and Block B of
Backward Class categories is concerned, year wise rotational system will be
adopted. For example, if Block A of Backward Classes is given seat in the Academic
year 2021, the other block i.e. Block B of Backward classes will be given seat in the
next academic year i.e. 2022, if becomes due and so on (Vide letter
No.22/10/2013-1GSIII Chandigarh, dated 28.02.2013 issued by the Government
of Haryana). For this purpose, a roster has been maintained with effect from the
academic year 2011-12. Fraction of each year shall be carried forward till total
comes to one, then one seat shall be indicated in the Prospectus and admission on
this seat will be made on the basis of inter-se merit of ESM and FF candidates.
Note: (i) Candidates claiming reservation under Backward classes shall have to
submit, at the time of document checking latest category certificate
(Annexure-VI) along-with latest Income Certificate (Annexure-VII) issued on
or after 01.04.2022 by the competent authority. The children of person(s)
having gross annual income of upto 6 lakh rupees shall get the benefit of
reservation in admission. The sections of the Backward Classes earnings
above 6 lakh rupees per annum shall be considered as creamy layer.
(ii) Candidates claiming reservation under Deprived Scheduled Castes as per
Annexure-IV, shall have to submit, at the time of document checking,
Deprived Scheduled Caste Certificate (Annexure-V) issued by the competent
authority.
(iii) Candidates claiming reservation under Economically Weaker Sections (As
per Govt. of Haryana letter no. 22/12/2019-IGS-III dated 25th February,
2019) shall have to submit the Income and Asset Certificate issued by the
competent authority on or after 01.04.2022 at the time of document
checking as per Annexure-VIII.
(iv) In case, the candidates are not available in one particular block of BC, the

(v) In the event of the quota reserved for persons with disability remaining
unutilized due to non-availability of suitable handicapped candidates, it
may be offered preferably to the Ex-servicemen and their wards and the
dependents of freedom fighters in that order to the extent of 1% each to

(vi) In case the seat(s) remain(s) vacant in NRI/J&K Residents/Kashmiri
Migrants/non migrant Kashmiri Pandits/Kashmiri Hindu Families
Categories due to non-availability of eligible candidates, one seat will be
filled up by the wards of regular employees of LUVAS (preferably by the
ward of deceased employee who dies in-service) during physical/mop-up
counselling.
(vii) In case the seat(s) still remain(s) vacant in NRI/J&K Residents/Kashmiri
Migrants/non migrant Kashmiri Pandits/Kashmiri Hindu Families /VCI
Categories due to non-availability of eligible candidate(s) during
physical/mop-up counselling, the same will be filled up after conversion to
the State Quota seat(s) as per roster/reservation policy.
(viii) If, seat reserved for any category in State quota still remains vacant that
shall be converted to open (General) quota and shall be filled up on the
basis of combined merit list during physical/ mop-up counselling. No
sliding will be done in Mop-up (Final) counselling.
4. CRITERIA FOR ADMISSION AGAINST THE SEATS RESERVED FOR EX-
SERVICEMEN:
The seats under this category will be filled up, irrespective of the merit in
the entrance test, on the basis of following priorities approved by the Govt. of
Haryana:
The Govt. of Haryana, General Administration Department, General Services-
III Branch vide its no. 22/10/2013-1GSIII dated 10th August, 2017 has decided to
adopt the contents of letter no. 6(1)/2017-D(Res-II) dated 19.05.2017 circulated by
Govt. of India, Ministry of Defence, Department of Ex-Serviceman Welfare D(Res-II)
intimating that the following priorities for reservations or preferences to the wards of
Armed Forces personnel shall be applied by States/UTs/Central/State Universities/
Autonomous Institutions for admission in medical/professional/non-professional

Priority-VI : Wards of Ex-servicemen
5. DEFINITION OF PERSONS WITH DISABILITY
"Applicant having permanent disability of not less than 40%, provided the
applicant is otherwise fit for a veterinarian's duty". Such applicant will have to bring a
certificate (Annexure-IX) from the Chief Medical Officer of the District to which the
candidate belongs.
Such candidates will also have to appear before the medical board of LUVAS for
determining the percentage of disability and for assessment whether they are fit to
carry out duties of a veterinarian despite being handicapped. The finding of the
university board shall be final, superseding the certificate already submitted by the
applicant. VCI regulations shall be followed for admission under this category.
A candidate shall not be allowed admission to B.V.Sc. & A.H. degree course
including those admitted under 15% reserved quota of the Veterinary Council of India if
he/she suffers any of the disabilities in physical fitness as listed below:
i) Disability of total body including disability of chest/spine more than 50%,
ii) Disability of lower limb of more than 50%,
iii) Disability of upper limb,
iv) Visually handicapped candidates and those with hearing disability,
v) Candidate with progressive diseases like Myopathies etc.,
vi) Disabilities which otherwise would interfere in the performance of the duties of a
Veterinarian.

accordance with the rules relating to award of Scholarships and Stipends by the
University as given in University Calendar Vol. II.
The Scholarship/Stipend will not be awarded to a Haryana Resident of
either gender admitted against Migration/VCI/NRI seats.

i) Scholarship for UG students


The scholarships/ stipends shall be awarded to the B.V.Sc. & A.H. students
admitted against Haryana Resident seats only and their merit will be
prepared on the basis of the NEET (UG)-2022. The University awards merit
scholarship every month to a student as prescribed for Haryana resident only.
This scholarship is, however, offered to only 25% of those students who have
been admitted against the Haryana Resident seats.

ii) ICAR Scholarship
The Indian Council of Agricultural Research Awards National Talent
Scholarship @ Rs.1000/- per month on merit to UG students only, based on the
Entrance Test on All India basis conducted by ICAR, provided the candidate
opts to pursue studies in any State Agricultural/Veterinary University located
outside the state of his/ her domicile and subject to other rules and regulations
of ICAR.
iii) Financial assistance is also granted to the needy students out of Students Aid
Fund for purchase of books or payment of fees etc.

based on merit list of the NEET (UG)-2022 to be conducted by NTA. There will be no
entrance test for NRI candidates.

institutions of the Government and Government aided institutes located in
Haryana. As far as block allocation in Block A and Block B of Backward Class
categories is concerned, year wise rotational system will be adopted. For
example, if Block A of Backward Classes is given seat in the Academic year
2021, the other block i.e. Block B of Backward classes will be given seat in the
next academic year i.e. 2022 if becomes due and so on (Vide letter
No.22/10/2013-1GSIII Chandigarh, dated 28.02.2013 issued by the
Government of Haryana). For this purpose, a roster has been maintained with
effect from academic year 2014-15. Fraction of each year shall be carried
forward till total comes to one, then one seat shall be indicated in the prospectus
and admission on this seat will be made on the basis of inter-se merit of ESM
and FF candidates.
Note: (i) Candidates claiming reservation under Backward classes shall have to
submit, at the time of document checking latest category certificate
(Annexure-VI) along-with latest Income Certificate (Annexure-VII) issued
on or after 01.04.2022 by the competent authority. The children of
person(s) having gross annual income of upto 6 lakh rupees shall get the
benefit of reservation in admission. The sections of the Backward Classes
earnings above 6 lakh rupees per annum shall be considered as creamy
layer.
(ii) Candidates claiming reservation under Deprived Scheduled Castes as per

(iv) In case, the candidates are not available in one particular block of BC,
the seats shall be filled up from the candidates of other block of BC
during physical/mop-up counselling.
(v) In the event of the quota reserved for persons with disability remaining
unutilized due to non-availability of suitable handicapped candidates, it
may be offered preferably to the Ex-servicemen and their wards and the
dependents of freedom fighters in that order to the extent of 1% each to

(vi) In case the seat(s) remain(s) vacant in VCI Categories due to non-
availability of eligible candidate(s), the same will be converted in the State

shall be converted to open (General) quota and shall be filled up on the
basis of combined merit list during physical/ mop-up counselling. No

3. Admission to the state quota seats is only for Haryana resident candidates while
for admission to the management quota seats, the candidates from all over India
(including of Haryana Domicile) will be eligible, subject to fulfillment of eligibility
conditions.
4. Admission to all the seats (except NRI) will be made on the basis of the
inter-se merit of the candidates in the NEET (UG)-2022 to be conducted by
NTA.
5. Admission against State Quota Seats will be made as per the State Merit list and
against Management Quota Seats as per the All India Merit list to be prepared
on the basis of marks obtained by the candidates in NEET (UG)-2022.
6. NRI seats shall be filled up as per the guidelines laid down in para 5 of Chapter-
IV of the prospectus. Seats remaining vacant from NRI quota will be filled up
under the management quota.
7. Document checking, fee deposition, registration and all other formalities, related
to admission for State Quota, Management Quota and NRI seats will be held at

Admissions to M.V.Sc. and Ph.D. programmes for Haryana Domicile/ other
states candidates will be made on the basis of National Testing Agency (NTA) score of
Indian Council of Agricultural Research, All India Entrance Examination for Admission
(AIEEA)-PG and AICE (All India Competitive Examination)-JRF/SRF(Ph.D.)-2022,
respectively (except for the seats of NRI and RVC). There will be no entrance test for
admission in M.Tech. Programme and in-service LUVAS faculty candidates for Ph.D.
programme in Veterinary Sciences.

Admissions in M.V.Sc. and Ph.D. Programmes will be made during the 2nd
semester of the Academic Year 2022-23. The tentative dates for availability of
Application forms on the University website (www.luvas.edu.in)are from 13.02.2023
to 15.03.2023.
Candidates seeking admission to M.V.Sc. programme in the College of Veterinary
Sciences (COVS) shall apply on only one Application form. The choice of
discipline/subject in M.V.Sc. will depend upon the eligibility and availability of seats in
the discipline concerned as determined by the merit of the applicant(s) in the ICAR’s All
India Entrance Examination for Admission (AIEEA)-PG-2022. Candidates seeking
admission to M.Tech. Programme in College of Dairy Science and Technology (CoDST)
shall also apply on only one Application form. The choice of discipline/subject in
M.Tech. Programme will depend upon the eligibility and availability of seats in the
discipline concerned as determined by the academic merit of the applicant(s).
Preliminary scrutiny of the Application forms will be done by the Screening Committee.
The Screening as well as Admission Committee reserves the right to reject any
Application form for reasons to be recorded in writing.
1. IMPORTANT INSTRUCTIONS, ELIGIBILITY AND APPLICATION FORM
1.1 M.Tech. Programme:
i) The minimum qualification for Master’s Degree Programme is B. Tech.
(Dairy Technology) from a recognized University with OCPA/OGPA 6.00/
10.00 or 60% marks in aggregate (5.5/10.00 or 55% marks for SC/ST
candidates).
ii) The applicant must ensure, before submitting the Application form that
he/ she fulfills all the requirements at the time of Counselling failing
which, he/ she will not be considered for admission and the university
will assume no responsibility for any inconvenience/hardship caused to
the candidate on this account.
iii) Copy of Aadhaar Card.
iv) For availing benefits of Haryana Govt. Schemes, please enclose copy of
Parivar Pehchan Patra (Family ID) along with Application form.

1.2 (a) M.V.Sc. Programme:
i) The B.V.Sc. & A.H. degree must be from a college/institute
recognized by the Veterinary Council of India (VCI) and that college
must be within the list of VCI Schedule of recognized veterinary
colleges /institutes with minimum OCPA/OGPA of 6.00/10.00 or 60%
marks (5.5/10.00 or 55% marks for SC/ST candidates).
ii) The candidates must have completed internship of the Bachelor
programme and notification issued upto the date of Counselling.
iii) The candidate must be registered with the State Veterinary Councilor
Veterinary Council of India.
iv) The applicant must ensure, before submitting the Application form that
he/ she fulfills all the eligibility requirements at the time of counselling
failing which, he/ she will not be considered for admission and the
university will assume no responsibility for any inconvenience/hardship
caused to the candidate on this account.
v) For availing benefits of Haryana Govt. Schemes, please enclose copy of
Parivar Pehchan Patra (Family ID) along with Application form.
vi) Score card/Rank of NTA-AIEEA (PG)-2022 conducted by the NTA for
ICAR.
vi) Copy of Aadhaar Card.
vii) The candidates claiming admission against the seats for Kashmiri
Migrants are required to submit the Kashmiri Migrants Certificate issued
by the competent authority. The domicile requirements are waived off for
Kashmiri Migrants only, whereas, the Kashmiri Pandits /Kashmiri Hindu
Families (Non-Migrants) living in the Kashmir Valley need domicile
certificate.
viii) The candidates belonging to Jammu & Kashmir State claiming reservation
against the J&K Residents seat are required to submit Jammu & Kashmir
State Resident Certificate issued by the competent authority.

1.2 (b) Eligibility and admission criteria for M.V.Sc. Programme

Eligible candidates resident of Haryana will be considered in the


respective discipline (Animal Biotechnology/Veterinary Sciences/Animal
Sciences) as opted in ICAR AIEEA-PG-2022 on the basis of merit of
Rank/Score in ICAR AIEEA-PG-2022 entrance examination. The vacant
seats thereafter, if any, will be filled up in the following sequence:
i) Candidates resident of Haryana as per merit based on OCPA/OGPA/
percentage of marks of qualifying degree and has appeared in ICAR
AIEEA-PG-2022 irrespective of discipline (Animal Biotechnology/
Veterinary Sciences/Animal Sciences) opted. But preference will be given
to available candidates on the basis of NTA-ICAR AIEEA-PG-2022 score in
respective discipline.
ii) Candidates other than residents of Haryana (who have already applied as
per specified date) in the respective discipline (Animal Biotechnology/
Veterinary Sciences/Animal Sciences) as opted in ICAR AIEEA-PG-2022
on the basis of merit of Rank/ Score in AIEEA-PG-2022 entrance
examination.
iii) Candidates other than residents of Haryana (who have already applied as
per specified date) as per merit based on OCPA/OGPA/percentage of
marks of qualifying degree and has appeared in ICAR AIEEA-PG-2022,
irrespective of discipline (Animal Biotechnology/Veterinary Sciences/
Animal Sciences) opted. But preference will be given to available
candidates on the basis of NTA- ICAR AIEEA-PG-2022 score in respective
discipline.

1.3 Ph.D. Programme:

i) The candidate must have obtained B.V.Sc. & A.H. and M.V.Sc. degree
with minimum OGPA/OCPA of 6.50/10.00 or 65% marks in M.V.Sc.
degree from a college recognized by the Veterinary Council of India (VCI)
and that college must be within the list of VCI Schedule of recognized
Veterinary Colleges /Institutes.
ii) The candidates must have completed Master's programme and result
notified. However, the candidates who have completed all the
requirements for Master's programme and have passed the viva-voce
examination may also be considered for admission in order of their merit
in the ICAR-AICE (All India Competitive Examination)- JRF/SRF (Ph.D.)-
2022. If the Master's degree and transcript are not issued to them by the
University till the date of Counselling, they shall have to produce a
certificate from the Dean, Post-graduate Studies/Registrar of their
University indicating the OGPA and date of qualifying the viva-voce
examination and notification of completion of M.V.Sc. degree.
iii) Such candidates who have not obtained B.V.Sc. & A.H. and M.V.Sc.
degree from a veterinary college/institute recognized by VCI will not be
eligible for admission to Ph.D. programme and Application form fee will
not be refunded.
iv) Score card/Rank of NTA-AICE - JRF/SRF (Ph.D.)-2022 conducted by
NTA for ICAR.
v) Copy of Aadhaar Card.
vi) For availing benefits of Haryana Govt. Schemes, please enclose copy of

1.4 The applicants seeking admission to the M.Tech. degree programme will
fill up the offline Application form available on the University website
www.luvas.edu.in. The last date for submission of Application form in
the office of Dean, PGS, LUVAS, Hisar is 16.08.2022 without late
fee and 22.08.2022 with late fee of Rs.600/-. Admissions in M.V.Sc. and
Ph.D. Programme will be made during the 2nd semester of the Academic
Year 2022-23.

1.5 The colored 2”x2” size photograph (taken on or after 01.08.2022 for
M.Tech. and taken on or after 13.02.2023 for M.V.Sc. and Ph.D.) to be
pasted on the Application form should depict the name of the candidate
and date of taking photo. The focus should be on the face (80% face
coverage, ears clearly visible, on white background). The photograph
should be without cap and dark glasses. If the photograph is old, with cap
or dark glasses or disfigured the Application form shall be rejected.
Spectacles are allowed only if being used regularly.

1.6 The candidates having passed the qualifying examination from any other
university and seeking admission to Post-graduate programmes of this
university shall have to produce a Migration Certificate from the
previous university latest by the registration date of the 2nd Semester of
their study, failing which their admission shall be cancelled.

1.7 Eligibility for ICCR/NRI nominees for M.V.Sc. and Ph.D. programme

There will not be any entrance test for such nominees. The candidate
must have obtained B.V.Sc. & A.H. /*equivalent degree and Master’s
/*equivalent degree. The NRI candidates having B.V.Sc. & A.H. and
Masters’ degree from any Indian Institute/University should be from a
VCI recognized college. The candidate must be registered with the State
Veterinary Council or Veterinary Council of India. The followings may be
considered for admission to M.V.Sc./Ph.D. programme:

i) Foreign candidates holding Govt. of India scholarships and routed/
nominated through/by ICAR-DARE/ICCR.
ii) Foreign candidates sponsored by their Governments with scholarships
and routed through ICAR-DARE/ICCR.
2. Requirement of NTA-ICAR Entrance Test

2.1 Admissions to M.V.Sc. and Ph.D. programme for Haryana Domicile/ other states
candidates will be made on the basis of National Testing Agency (NTA) score of
Indian Council of Agricultural Research, All India Entrance Examination for
Admission (AIEEA)-PG-2022 and AICE (All India Competitive Examination)-
JRF/SRF(Ph.D.)-2022, respectively. There will be no requirement of NTA score of
ICAR entrance test for ICCR/NRIs/RVC and other Foreign Nationals for
admission to M.V.Sc and Ph.D. programmes. There will be no entrance test for
admission in M.Tech. Programme. In-service LUVAS faculty members are also
exempted from AICE (All India Competitive Examination)-JRF/SRF (Ph.D.)-2022
entrance test for admission to Ph.D. programme.

2.2 Qualifying marks in Entrance Test conducted by NTA for ICAR for
admission to M.V.Sc. and Ph.D. programmes

The minimum qualifying marks in the Entrance Test conducted by NTA for ICAR
for admission to M.V.Sc. will be 40% for all categories except SC/ST category.
For SC/ST category, the minimum qualifying marks will be 38%. As per Govt. of
India, Ministry of Human Resource Development, Department of Higher Education
letter F.No.3-1/2012-NER dated 12th March, 2015, and as per Principal Secretary
to Govt. of Haryana Higher Education letter no. 23/9-2017-co-ordination(3) dated
01.06.2017 and F.No.3-4/2017-NER dated 15.10.2019 and 5.11.2019,
concession for the wards of Kashmiri Migrants or residents for admission
shall be given as prescribed i.e. Relaxation in cut-off percentage upto 10%
subject to minimum eligibility requirement for general category. The
minimum qualifying marks in Entrance Test conducted by NTA-ICAR for admission
to Ph.D. programme will be 40%.

3. Weightage for M.V.Sc./M.Tech. programme only


For admission to M.V.Sc. programme, there will be weightage as under for those
who fulfill the minimum prescribed qualifications and appear in the ICAR’s
AIEEA PG examination. For admission to M.Tech. Programme, there will be
weightage as under for those who fulfill the minimum prescribed qualifications:

3.1 Sports weightage

i) Participation in International Championship recognized by the 5%


concerned Games Federation.
ii) First three positions in a recognized National Championship, 4%
All India Inter-State Championship organized under the
auspices of National Sports Federation/Association.
iii) First three positions in All India Inter-University 3%
Championship organized under the auspices of AIU.
iv) First three positions in the Zonal Inter-University 2%
Championship organized under the auspices of AIU or first
three positions in Zonal Inter-State Championship organized
under the auspices of National Sports Federation/Association
or first two positions in All India Inter- Veterinary/Agricultural
University Sports Meet under the auspices of ICAR.
v) Participation in the recognized National/All India Inter- 1%
State/Zonal Inter-State Championship organized under the
auspices of National Sports Federation/Association or first
three positions in the State Championship organized under
the auspices of the State Association or third place in All India
Inter-Veterinary/Agricultural University Sports Meet under the
auspices of ICAR.
Notes:
i) Only the performance of preceding three years in the games as listed at
Annexure-XXIII will be considered. The cut-off date for counting
preceding three years will be 30th June, 2022 for the admissions in
academic session 2022-23.
ii) Required eligibility performance will be considered only if the participation
certificate of the lower level is attached or if for any reasons next lower

championship has not taken place then a certificate to this effect from the
concerned authorities has to be attached/produced. However, the
Admission Committee shall satisfy itself about the genuineness of sports
certificates/performance of the concerned candidate while giving
weightage to his/her sports performance.
iii) Tournaments other than recognized National Championships such as All
India Rural Championships/ Women Sports Festival/ Panchayat
Tournaments/ Nehru Yuva Kendra Tournaments/Sports Authority of
India Tournaments/All India Chhaju Ram Tournaments/All India Sir
Chhotu Ram Tournaments etc. will not be considered for any weightage
for sports.
3.2 Weightage for Co-curricular Activities
For co-curricular activities such as debates, drama, graphic arts, music etc.
the weightage for achievements made during residential requirements of a
programme is as under:

i) First three positions at National level competitions (sponsored 5%


by the Association of Indian Universities).
ii) Participation at National level competition/position at Zonal 4%
level competition (sponsored by AIU) or first three positions in
All India Inter-Veterinary/ Inter-Agricultural University
competition (sponsored by the ICAR).
iii) Participation in All India Inter-Veterinary/ Inter-Agricultural 3%
University competitions (sponsored by ICAR) or participation in
Zonal level competitions (sponsored by AIU).
iv) First three positions at State/University level competitions 2%
(organized by any University or Govt. Department.)
v) Participation in recognized State/University/ICAR 1%
Competitions.

3.3 Weightage for NCC


A candidate who attended the republic day camp and won gold trophy/gold
medal/first position in R.D. competitions is to be admitted against one
additional seat in a discipline in the college on Inter-se merit basis, if
otherwise eligible in any discipline.
Weightage for achievements made during residential requirements is as under:

i) Attended the R.D. Camp or Holder of NCC ‘C’ Certificate 5%


ii) Holder of NCC ‘B’ Certificate. 4%
iii) Cadets who attended satisfactorily Army Attachment 3%
Camp or Advanced Leadership Camp to BLC Republic
Day Banner, Delhi.
iv) Cadets who participated in a Guard of Honour presented 2%
to the President, the Vice-President, the Prime Minister
and/or the Defence Minister of India.
v) Sergeant and above rank holders and participated in 1%
University Level Parade.
vi) Holders of NSS certificates No weightage

3.4 Institutional Weightage

A). Ph.D.: Weightage of 3% is granted to those candidates who have passed


B.V.Sc.&A.H. from CCS HAU/LUVAS, Hisar and 2% is granted to
those candidates who have passed M.V.Sc. from CCSHAU/LUVAS,
Hisar. Total weightage is maximum 5%. The weightage shall be
added to the percentage of marks obtained by the candidate in the
entrance test.
B) M.V.Sc.: Weightage of 5% marks is granted to such candidates who have
passed qualifying examination from LUVAS/CCSHAU for admission
to the M.V.Sc. Programme of this university. Institutional weightage
shall be in addition to the weightage listed in foregoing rules.
C) M.Tech.: Weightage of 5% marks is granted to such candidates who have
passed qualifying examination from LUVAS for admission to the
M.Tech. Programme of this university. Institutional weightage shall
be in addition to the weightage listed in foregoing rules.
Note:

1. For admission to M.V.Sc. programme, the weightage shall be added to NTA


score obtained by the candidate in the ICAR’s AIEEA (PG) examination-2022
i.e. if a candidate has secured 70% in the ICAR’s AIEEA (PG) examination
and has obtained first position in a recognized National Championship/All
India Inter-State Championship organized under the auspices of National
Sports Federation/Association, 5% marks would be added to the percentage
of marks obtained by him/her in the ICAR’s AIEEA (PG) examination-2022
i.e. he/she would be deemed as having secured 75% marks.
2. For admission to M.Tech. Programme, the weightage shall be added to the
percentage of marks obtained by the candidate in B.Tech. degree i.e. if a
candidate has secured 70% marks in B.Tech. and has obtained first position
in a recognized National Championship/All India Inter-State Championship
organized under the auspices of National Sports Federation/Association, 5%
marks would be added to the percentage of marks obtained by him/her in
the B.Tech. degree i.e. he/she would be deemed as having secured 75%
marks.
3. For admission to Ph.D. programme, the weightage shall be added to NTA
score obtained by the candidate in the ICAR AICE-JRF/SRF (Ph.D.) – 2022
i.e. if a candidate has secured 70% in the ICAR AICE-JRF/SRF (Ph.D.) –
2022 and has passed B.V.Sc. & A.H. from CCS HAU, Hisar/ LUVAS, Hisar,
3% marks would be added to the percentage of marks obtained by him/her
in the ICAR AICE-JRF/SRF (Ph.D.) – 2022 i.e. he/she would be deemed as
having secured 73% marks.
4. Those who are eligible for reservation are also eligible for weightage.
5. The candidates can claim only one weightage (highest weightage) out of the
weightages meant for sports category, co-curricular activities and NCC.
Institutional weightage shall, however, be in addition.
6. Weightage for co-curricular activities and NCC shall be allowed for the
achievements attained during the regular period of residential requirements
of the qualifying degree programme.

4. INTER-SE MERIT OF CANDIDATES SECURING EQUAL MARKS

If there are two or more candidates securing equal marks (marks in the ICAR’s
AIEEA (PG)-2022plus weightage, if any), merit shall be decided on the basis of
marks obtained in the qualifying examination (B.V.Sc. & A.H. for M.V.Sc.). If in

the qualifying examination, the percentage of marks remains the same, then the
merit will be decided on the basis of lower degree/board examination. If still
there is a tie, then the candidate senior in age will be considered higher in merit.
If there are two or more candidates securing equal marks (marks in B.Tech.
degree plus weightage, if any), merit shall be decided on the basis of lower
degree/board examination. If still there is a tie, then the candidate senior in age
will be considered higher in merit.
As regards Ph.D., if there are two or more candidates securing equal marks in
ICAR AICE-JRF/SRF(Ph.D.)-2022, merit will be decided on the basis of marks
obtained in the qualifying examination (M.V.Sc.). If in the qualifying
examination, percentage of marks remaining the same then the merit will be
decided on the basis of lower degree B.V.Sc. & A.H. If still there is a tie, then the
candidate senior in age will be considered higher in merit.
5. PROCEDURE OF COUNSELLING-CUM-ADMISSION

5.1 Admission shall be allowed on the basis of merit in the entrance


test/academic merit plus weightage, if any and availability of seat(s). The
eligible candidates shall be required to report for Counselling and
registration for M.V.Sc./M.Tech. and Ph.D. programmes as per the
schedule given in prospectus, failing which they shall have no claim for
admission. No intimation letter regarding Counselling or registration
shall be sent to any candidate. Admission of Foreign Nationals shall,
however, be made in absentia on the basis of documents received through
the Competent Authority. Sponsoring Authority will be informed about the
admission of foreigners with a copy to the candidate.
5.2 For M.V.Sc. and M.Tech. Programme

During the Counselling the roster system as indicated in letter no. 22/10/
2013-1GSIII dated 15.07.2014 Govt. of Haryana and instructions received
from time to time from Govt. of Haryana will be followed. The candidates
of reserved categories who are able to find place in the general merit will
be considered to have been admitted against the general category seats.
Seats lying vacant for any reserved category due to any reason and non-
availability of eligible candidates in the 1stCounselling will be filled up in
the subsequent counselling from amongst the candidates of respective
category. If the seats still remain vacant these will be filled up on the
basis of combined Merit list. The benefit of reservation will be given
only to Haryana Domicile candidate belonging to the respective
category. The candidates of other states will be considered in subsequent
counselling as mentioned in the counselling schedule after filling seats
from amongst Haryana Domicile candidates.
Note: (i) Candidates claiming reservation under Backward classes shall have to
submit, at the time of document checking latest category certificate
(Annexure-VI) along-with latest Income Certificate (Annexure-VII) issued on
or after 01.04.2022 by the competent authority. The children of person(s)
having gross annual income of upto 6 lakh rupees shall get the benefit of
reservation in admission. The sections of the Backward Classes earnings
above 6 lakh rupees per annum shall be considered as creamy layer.
(ii) Candidates claiming reservation under Deprived Scheduled Castes as per

Annexure-IV, shall have to submit, at the time of document checking,
Deprived Scheduled Caste Certificate (Annexure-V) issued by the competent
authority.
(iii) Candidates claiming reservation under Economically Weaker Sections (As
per Govt. of Haryana letter no. 22/12/2019-IGS-III dated 25th February,
2019) shall have to submit the Income and Asset Certificate issued by the
competent authority on or after 01.04.2022 at the time of document
checking as per Annexure-VIII.
(iv) In case, the candidates are not available in one particular block of BC, the
seats shall be filled up from the candidates of other block of BC.

5.3 The candidate before reporting to the Admission Committee should see
the latest position of the number of seats available on the chart. He/She
should present himself/herself before the Admission Committee and give
an undertaking regarding choice of discipline. Thereafter, he/she will be
allowed provisional admission on the basis of merit, as per rules and
subject to the availability of the seat. The in-service candidates must
bring No Objection Certificate issued by the Employer/ Head of the
Institution at the time of Counselling, otherwise he / she will not be
considered for admission. In-service candidates must produce copy of
relieving order and sanction order of leave allowed by the concerned
department before joining the classes.

5.5 Candidates are required to bring relevant original documents and self-
attested copies on the date of Counselling and in-service candidates must
bring copy of NOC issued by their employer / Head of the Department
(Annexure XX/XXI), failing which they shall be refused admission.
Original documents of the candidates admitted shall be retained by the
Dean, PGS office and temporarily provided on a written request to the
candidate for a week or upto one day before the next Counselling,
whichever is earlier and if not returned by the date committed, admission
shall stand automatically cancelled. These documents will be kept in the
office of Dean, PGS till completion of degree programme.
5.6 Original and two sets of self-attested copies of the following documents are
required to be deposited with the Admission Committee at the time of
Counselling and failure to produce any of the original documents shall
make the candidate ineligible for the admission:

i) Score card of examination conducted by NTA for ICAR i.e. AIEEA
(PG)-2022 and AICE-JRF/SRF (Ph.D.)-2022.
ii) Matriculation certificate with date of birth and father’s/mother’s
name and 10+2 certificate or equivalent from a Board which is
recognized/approved by Haryana Board of School Education/
CBSE/ICSE/COBSE, New Delhi.

iii) Bachelor’s degree recognized by VCI and registered with State


Veterinary Council and transcript/DMC showing marks/OGPA
with conversion formula (Annexure-XXII), if only OGPA is
mentioned for M.V.Sc. programme.
iv) Bachelor’s degree from institutes recognized by UGC/ICAR showing
marks / OGPA with conversion formula, (Annexure-XXII) if only
OGPA is mentioned for M.Tech. programme.
v) M.V.Sc. degree and transcript along-with Bachelor degree
documents showing marks/OGPA with conversion formula
(Annexure-XXII), if only OGPA is mentioned along-with bachelor
degree documents for Ph.D. programme.
vi) Character certificate from the institute last attended.
vii) No Objection Certificate issued by Head of Department/Employer,
for LUVAS in-service candidates (Annexure–XX) and for other in-
service candidates (Annexure-XXI).
viii) The applicants who have passed qualifying examination earlier and
there is a gap of more than one year from the date of declaration of
result of the previous examination (other than the pursuit of
studies in an institution/college) shall give a self-undertaking
regarding their non-enrolment in any institution (Annexure XIII).

ix) Relevant certificate if the benefit of reserved category is being


claimed (Annexure-III/V/VI/VII/VIII/IX/X/XI as the case may
be). The candidates claiming reservation under EWS category are
also required to submit the Income & Assets Certificate issued by
the competent authority as per Annexure-VIII.
x) Haryana Resident certificate (Annexure-II), if required.
xi) Certificate of NCC/Sports/CCA, if any.
xii) Relevant certificate of Kashmiri Migrants/ Non-Migrant Kashmiri
Pandits/Kashmiri Hindu Families, J&K Residents from competent
authority, if the benefit of reservation is claimed under Kashmiri
Migrants/Non Migrants/residents category.
xiii) Migration Certificate, if applicable.
xiv) Two colored photographs similar to the photo pasted on the
Application form/ Admit Card.
xv) Documents for NRI candidates.
5.7 The candidates shall be admitted to M.V.Sc./M.Tech. Programme as per the
percentage reservation provided in Government instructions issued by the
Chief Secretary, Haryana vide notification No. 22/10/2013-1GS-III
Chandigarh dated 15.07.2014 and 22/12/2020-1GS-III dated
25.02.2019.Any candidate who remains absent on being called or refuses to
accept admission on his/her turn as per merit for the category under
consideration shall lose his/her right of admission at that Counselling.

5.8 PERSON WITH DISABILITY (3%)
Persons with disabilities selected on their own merit without relaxed
standards along-with other candidates, will not be adjusted against the
reserved share of vacancies. The reserved vacancies will be filled up
separately from amongst the eligible candidates who are lower in merit
than the last candidate in merit list but otherwise found suitable for
admission, if necessary, by relaxed standards.
In the event of the quota reserved for persons with disability remaining
unutilized due to non-availability of eligible candidates, it may be offered
preferably to the Ex-servicemen and their wards and the dependents of
freedom fighters in that order to the extent of 1% each to these categories.
5.9 The candidates selected for admission shall have to deposit the fees and
other charges through Demand Draft in favour of Dean, COVS, LUVAS,
Hisar payable at Hisar or through Debit/Credit Card in the office of Dean,
COVS, LUVAS, Hisar, after getting themselves medically examined from
the Senior Medical Officer, Campus Hospital of CCS HAU, Hisar, submit
medical certificate on the same day of Counselling in the o/o Dean, PGS
and complete the registration on the scheduled date and time failing
which they will lose their claim of admission. Candidates found medically
unfit shall not be allowed admission. The admission of those candidates,
who fail to report for registration on the scheduled date and time, shall
stand cancelled and on the request of the candidate the dues paid shall
be refundable as per rules. However, candidates who fail to attend the
scheduled counselling can participate in the subsequent counselling
for admission against vacant seats, if any.
5.10 The completion of admission process involves the followings:
i) Submission of all the original documents along with self-attested
photocopies as given in Rule 5.6 and verification at the time of
Counselling.
ii) Medical examination on the day of Counselling.
iii) Deposition of fees and other charges.
iv) Registration on the due date and time.
v) Submission of Registration Card to the office of Dean, PGS, LUVAS
on due date and time.
Admission procedure will be completed only after the registration.
5.11 M.V.Sc./M.Tech. Seats remaining vacant due to any reason at the first
Counselling or fallen vacant subsequently due to any reason shall be filled
up in the subsequent counselling (till the cut-off date for the admission).
There will be no admission after the cut-off date and the seat(s) of LUVAS
or ICAR / ICCR etc. still remaining vacant shall be treated as cancelled.
Ph.D. Seats remaining vacant due to any reason at the first Counselling
or fallen vacant subsequently due to any reason shall be filled up in the
subsequent Counselling (till cut-off date for the admission) of Academic
Year, still remaining vacant shall be treated as cancelled.
5.12 Presence of the candidate is must for the following events failing which
the admission shall be treated as cancelled and the seat considered
vacant and filled up as per rules:
i) At the time of Counselling.

ii) Medical examination on the day of Counselling.
iii) Deposition of fees.
iv) Registration as per schedule given.
5.13 Admissions to M.V.Sc./M.Tech. and Ph.D. programmes of the University
will be made by the Dean, Post Graduate Studies. The Dean, Post
Graduate Studies shall accordingly register the students after payment of
the prescribed fees and other charges in the office of Dean, COVS/CoDST,
LUVAS, Hisar. If it is found, at any time, that a candidate has obtained
admission to the programme by misrepresentation and/or concealment of
facts or that candidate has availed some benefit which was not due to
him/ her or if a candidate who was not otherwise eligible for admission
has been admitted due to an error, the Dean, PGS will cancel his/her
admission to the programme.
5.14 Application form of in-service candidates of LUVAS, accompanied by a
certificate as at Annexure-XX and other Institutions as at Annexure XXI
must reach in the O/o Dean, PGS through proper channel, before the
date of 1stcounselling. The candidates may, however, submit an advance
copy but must ensure submission of a copy through proper channel a day
before the date of 1st Counselling. Candidate must produce original NOC
(Annexure XX/XXI) from Head of the Department/ Employer at the time
of counselling otherwise he/she will not be eligible for counselling and
admission.
5.15 At the time of Counselling /admission, the Admission Committee shall
also consider the past record of the candidate, concerning his/her
conduct as a student/employee in this University or elsewhere. If the
authority is satisfied that the applicant/student/ employee, as the case
may be, being considered for admission was involved in any act of
indiscipline, organizing demonstration, involvement in criminal offences,
specially involved in immoral aptitude, the Admission Committee may
refuse admission to such a candidate.
5.16 A candidate aggrieved by any decision of the Admission Committee/Dean,
PGS may appeal within three days to the Vice-Chancellor, who will
examine the application with reference to the rules and regulations.
Decision of the Vice-Chancellor, in the matter, shall be final.
Note: Short duration has been provided for appeal as a time bound
schedule is followed to complete the admissions.
5.17 The applications of those candidates who are not admitted shall be destroyed
after six months of the date of last counselling barring those related to court
cases/RTI matters, if any.
5.18 Record related to admission process/counselling shall be destroyed after six
months of last counselling/cutoff date except that related to any pending
court case/RTI matters, if any.
5.19 Admission against NRI Seats
Additional seats for M.V.Sc. (10) and Ph.D. (04) are available to admit
NRI(s), their children/wards only.

i) The admission under this category will be given only to NRI(s), their
children/wards only. The eligibility requirements for these programmes
are the same as for general category candidates. The NRI candidates are

exempted from the Entrance Test conducted by NTA for ICAR for
admission to M.V.Sc. and Ph.D. Programmes. The candidates applying
under the NRI category are required to submit a copy of their
certificate/transcript/marks sheet indicating grades and percentage of
marks, duly verified and certified by the Indian Embassy/ High
Commission in that country, if possible, stating that such examination is
equivalent to the qualifying examination of Indian Universities. However,
they are also required to obtain the requisite equivalence certificate from
the Registrar, LUVAS by paying a non-refundable processing fee of US
$450 or equivalent in Indian Currency, from the bank account of NRI
maintained in India, in the shape of a Bank Draft drawn in favour of the
Registrar, Lala Lajpat Rai University of Veterinary and Animal Sciences,
Hisar payable at any schedule Bank at Hisar. The decision of LUVAS in
respect of equivalence certificate will be final.
The NRI(s) or their children/wards seeking admission to M.V.Sc. and/or
Ph.D. programmes may send the details of the subjects studied, grades
and % equivalent marks obtained, along-with the Application form to
Dean, PGS through email at dean.pgs@luvas.edu.in, to facilitate
Admission Committee in preparing the merit list.
ii) Once applied/admitted, interchange of category is not allowed.
iii) The candidates shall have to deposit the fees and other charges as
applicable to NRI candidates. They will not be given any exemption of
tuition fee.
iv) The University Admission Fee and College Development Fund (CDF) may
be paid in US Dollars or equivalent Indian Currency from the bank
account of NRI maintained in India. All other types of fees, hostel dues
and other charges shall remain the same as applicable to the
Indian/Haryana residents.
v) The candidates seeking admission on the basis of NRI status are required
to produce duly attested photocopies of NRI/citizenship certificate,
passport or any other valid document.
vi) The admission under NRI category for the above programme is primarily
restricted to the candidates having ancestral background in Haryana
provided they fulfill other conditions. However, in the event of vacant
seats after admitting them, NRI candidates who have already applied from
other Indian states will be considered.

5.20 Rules and regulations for admission of Foreign Nationals (other than
NRI)

i) Admission of foreigners shall be decided on the basis of documents


received through the Competent Authority. They shall be exempted from
the Entrance Test of NTA-ICAR for admission in LUVAS, however, they
should fulfill all other eligibility conditions as applicable to Indian
candidates.
ii) The candidates from foreign countries will be admitted against the
additional seats. Their admission will be made as per recommendation of
the Government of India or Government of Haryana. They will be admitted
only if they have valid student visa. They must be declared medically fit
after examination by the Doctor/Hospital authorized by the Indian
Embassy in the country from where they wish to seek admission. They

should have full medical insurance before their admission in the
University for whole duration of their study in the University.
iii) All the foreign students, other than those sponsored by the Govt. of India/
Govt. of Haryana with suitable fellowship/scholarship will be charged
Institutional Economic Fee @ US $6000* per year or US $3000* per
semester per student. The students coming for study/training as
nominees of SAARC countries will be charged US $3000* as Institutional
Economic Fee per year or US $300* per month per student in addition to
usual charges for Indian residents. The Institutional Economic Fee will be
charged for the study period prescribed for a particular programme. It will
be for a period of two years for M.V.Sc. programme and three years for
Ph.D. programme. However, the Institutional Economic Fee will not be
charged from the candidates admitted under Nepal Aid Fund, being Govt.
of India nominees. However, they will have to deposit tuition fee and other
usual charges for the period they remain enrolled in the programme.
Further, the students of Islamic Republic of Afghanistan enrolled under
India-Afghanistan fellowship programme are exempted towards payment
of tuition fee per semester since there is a provision of annual
institutional Economic fee of US$2000 per annum on each enrollment.
iv) The candidate must have studied in English medium or should submit
documentary evidence of proficiency in English language.
*The Institutional Economic Fee shall be chargeable as prescribed by
the GOI/ ICAR from time to time.
Note: 1. Bank collection charges of Rs.800/- will be charged extra if the bank
draft is not payable at any branch of a scheduled Bank at Hisar.
2. Other charges as applicable shall be charged in Indian currency.

6. ADMISSION CAPACITY
The number of seats for the purpose of admission is decided by the Academic
Council as per provisions under Section 15 of Lala Lajpat Rai University of
Veterinary and Animal Sciences, Hisar Haryana Legislature Act No. 7 of 2010.
All other provisions regarding the admission policy etc. are governed by the
provisions of the above said Act, existing Statutes and any other rule framed by
the Competent Authority from time to time under this Act.

Admissions to M.Tech. programme will be made during the 1st semester of


academic year 2022-23, whereas, the admission to M.V.Sc. and Ph.D.
programmes will be made in the 2nd semester of the academic year 2022-23.

6.2 A few nominees of the Indian Council for Cultural Relations (ICCR) under

6.3 On the recommendations of the concerned Heads of Departments, change of
discipline within the college may be permitted in the 2nd (next) semester of
M.V.Sc./M.Tech. programmes within 15 days of registration, if the seats are
available in the department in which the student wants to migrate. Such
students should have an OGPA of 6.5 or above in the 1st semester.

For ESM/FF candidates no seat has been reserved as per roster rule in
academic year 2022-23.

Further, 3% horizontal reservation is also provided to Ex-


servicemen(ESM) and their dependents in the first instance or dependents of
Freedom Fighters (FF) by providing reservation within reservation of 1% of
General category, 1% out of Scheduled Castes and 1% from Backward Classes
categories for admissions to various Government and Government aided
educational institutes located in Haryana. As far as block allocation in Block A
and Block B of Backward Class categories is concerned, year-wise rotational
system will be adopted. For example, if Block A of Backward Classes is given
seat in the Academic year 2015, the other block i.e. Block B of Backward classes
will be given seat in the next academic year i.e. 2016, if becomes due and so on
(Vide letter No.22/10/2013-1GSIII Chandigarh, dated 28.02.2013 issued by the
Government of Haryana). For this purpose, a roster has been maintained with
effect from academic year 2011-12. Fraction of each year shall be carried
forward till total comes to one, then one seat shall be indicated in the prospectus
and admission on this seat will be made on the basis of inter-se merit of ESM
and FF candidates.

Notes:

The children of persons of Backward Classes claiming reservation under


backward classes shall have to submit at the time of Counselling latest category
certificate (Annexure-VI) along-with latest Income Certificate (Annexure-VII) issued on
or after 01.04.2022 by the competent authority for M.Tech. and M.V.Sc. programme.

In case, the candidates are not available in one particular block of BC, the seats
shall be filled up from the candidates of other block of BC.

The candidates claiming reservation under Economically Weaker Sections shall


have to submit the Certificate as per Annexure-VIII issued on or after 01.04.2022.
Criteria for admission against the seats reserved for Ex-servicemen:

The seats under this category will be filled up, irrespective of the merit in the
entrance test, on the basis of following priorities approved by the Govt. of Haryana:

The Govt. of Haryana, General Administration Department, General Services-


Branch vide its no. 22/10/2013-1GSIII dated 10th August, 2017 has decided to adopt
the contents of letter no. 6(1)/2017-D(Res-II) dated 19.05.2017 circulated by Govt. of
India, Ministry of Defence, department of Ex-Serviceman Welfare D(Res-II) intimating
that the following priorities for reservations or preferences to the wards of Armed
Forces personnel shall be applied by States/Uts/Central/State Universities/
Autonomous Institutions for admission in medical/professional/non-professional

DEFINITION OF PERSONS WITH DISABILITY
“Applicants having permanent disability of not less than 40%, provided the
applicant is otherwise fit for a veterinarian’s duty”. Such applicant will have to bring a
certificate (Annexure-IX) from the Chief Medical Officer of the District to which the
candidate belongs. The last valid disability certificate of the candidate from Chief
Medical Officer should not be more than three month old from the date of submitting
his/her certificate for disabled candidates.
Such candidates will also have to appear before the medical board of LUVAS for
determining the percentage of disability and for assessment whether they are fit to
carry out the duties of a veterinarian/Dairy technologists despite being handicapped.
The finding of the university board shall be final, superseding the certificate already
submitted by the applicant. The applicant should not suffer from the followings:
i) Disability of total body including disability of chest/spine more than 50%,
ii) Disability of lower limb of more than 50%,
iii) Disability of upper limb,
iv) Visually handicapped candidates and those with hearing disability,
v) Candidate with progressive diseases like Myopathies etc.,
vi) Disabilities which otherwise would interfere in the performance of the
duties of a Veterinarian/Dairy Technologists.

(iii) The M.V.Sc. seat reserved for any category in State quota still remains vacant
that shall be converted to open (General) quota and shall be filled up on the
basis of combined merit list in Final Mop-up Counselling. All the unfilled
seats in all M.V.Sc. programmes (ICAR or State) after the 4th Counselling may
be filled up from the applicants with preference to Haryana Residents and
then from the residents of other States who have passed B.V.Sc. & A.H. from
a VCI recognized constituent college of State Agricultural/Veterinary
Universities or ICAR Institutes, on the basis of merit based on
OCPA/OGPA/percentage of marks of qualifying degree and have appeared in
ICAR AIEEA-PG-2022, irrespective of discipline opted during final mop-up

9. SUPERNUMERARY/ADDITIONAL SEATS FOR M.V.Sc. AND Ph.D.


PROGRAMMES:
a) One additional seat each for Kashmiri Migrants or Non-Migrant Kashmiri
Pandits or Kashmiri Hindu Families, J&K Residents and RVC/RD Camp Gold
Medal/ Gold Trophy /1st position in RD competition in M.V.Sc. programme. The
seats will be filled in the following manner:
(i) A combined merit list of all the candidates based on NTA-ICAR AIEEA (PG)-
2022 will be prepared.
(ii) The candidate highest in merit (from the combined list) will be offered the
seat in the discipline of his/her choice.
(iii) The category of the candidate in which the 1st seat has been filled will be
considered to have availed the benefit of the 1st additional seat and the other
candidate of the same category will not be eligible for other additional seats.
(iv) The next seat will be filled up from the combined merit list of the other two
categories and the candidate highest in merit (from the combined list of two
categories) will be offered the seat in the discipline of his/her choice.
(v) The category of the candidate in which the 1st seat & 2nd seat has been filled
will be considered to have availed the benefit of the 1st& 2nd supernumerary
seats and the other candidates of these two categories will not be eligible for
other additional seats.
(vi) The 3rd seat will be filled up using the merit list of the candidates (from the
categories other than two categories from which seats have already been
filled up) and the candidate highest in merit will be offered the seat in the
discipline of his/her choice.
b) Then one supernumerary seat each in M.V.Sc. and Ph.D. programmes will be
filled up from in-service RVC candidates on the basis of OGPA in the qualifying
examination.
c) There after 10 NRI M.V.Sc. and 04 NRI Ph.D. seats will be filled in the order of
merit of NRI candidates on the basis of Merit in the qualifying examination.
d) Three Supernumerary seat(s) in Ph.D. programme for LUVAS faculty, one each
in a discipline, on the recommendation of Controlling Officer, other terms &
conditions and as per Rules and Regulations of LUVAS.

As per UGC notification dated October, 2018

paid at the time of counselling i.e. at the time of fresh admission shall be refunded

NUMBER AND VALUE OF STIPENDS/SCHOLARSHIP/ FELLOWSHIP

The stipends shall be awarded only to the candidates possessing Haryana


Resident Certificate admitted against Haryana Resident seats on the basis of
the merit list prepared (for admission) in accordance with the rules relating to
award of scholarships and stipends by the University as given in University
Calendar Vol. II.

The stipend will not be awarded to a Haryana Resident of either sex


admitted against ICAR/ICCR/NRI seat.

1. Stipend for PG students


a) A student enrolled for the Master’s programme possessing an OGPA of
7.0/10.0 at the time of admission for the1st semester and thereafter
maintains/acquires OGPA of 7.5/10.0 shall be awarded merit stipend of the
value of Rs.9000/- per month provided he/she is not in receipt of any duty
pay/monetary aid from any other source except sports awards. A student
enrolled for the Ph.D. programme who has an OGPA of 7.5/10.0 basis at the
time of admission or above and maintains the same, shall be awarded merit

stipend of the value of Rs.15000/- per month provided he/ she is not in receipt
of any duty pay/monetary aid from any other source except sports awards.
b) A student, enrolled for the Master or Ph.D. programme in any constituent
college of the University and not in receipt of merit stipend or any other
Fellowship from the University, shall be awarded a stipend of Rs.4500/- and
Rs.7500/- per month, respectively on fulfillment of certain conditions
prescribed.
2. Financial assistance is also granted to the needy students out of Student aid
fund for purchase of books or payment of fees etc.
3. The student eligible for Stipend/Merit Stipend of LUVAS has to submit a surety
bond of actual amount received from o/o Dean (PGS), LUVAS on non-judicial
stamp paper of Rs.100/- in the prescribed format (Annexure-XVIII) duly
attested by an Executive Magistrate.
4. LUVAS Junior Research Fellowship and LUVAS Senior Research Fellowship
to be awarded to M.V.Sc. and Ph.D. students.

Eligibility criteria

a. The fellowship will be awarded based on combined merit of entrance test


(50% weightage) and percentage of marks in B.V.Sc. & A.H./ and M.V.Sc.
Degree (50% + institutional weightage) for admission in M.V.Sc. and Ph.D.
respectively. The student having financial assistance from any source will
not be eligible.
b. The qualifying percentage of combined merit for award of fellowship will
be 80% for admission in M.V.Sc. and 85% for admission in Ph.D.

c. The student should be domicile of Haryana for award of fellowship.


d. The student will have to maintain an OGPA of 8.5 after taking admission
throughout the degree programme in M.V.Sc. as well as Ph.D. If at any
stage the OGPA remains less than 8.5, no other stipend/merit
stipend/LUVAS stipend/ LUVAS Merit stipend/ fellowship will be
awarded.
e. The student will have to repay the whole amount of fellowship received, if
he/she discontinues the degree programme on any ground. The Dean
PGS before actual payment of fellowship in this regard is made will take
an affidavit on the Non Judicial Stamp paper duly attested by an
Executive Magistrate in prescribed format (Annexure-XIX) from the
student. The original documents, viz. character certificate, degree
certificate etc. of the student necessary for taking admission in a
particular degree programme will be retained by the office of Dean PGS.

The documents will be returned to the student on repayment of entire
fellowship amount given to the student by the university, in case he/she
leaves the degree programme in between or on completion of degree
programme. The fellowship awardee student if become ineligible for the
fellowship due to any reasons, no other student will be awarded the
fellowship in that degree programme.

National Talent Scholarship by ICAR

The Indian Council of Agricultural Research Awards National Talent


Scholarship @ Rs 5000/- for Postgraduate students on merit, based on
the Entrance Test on All India basis conducted by ICAR, provided the
candidate opts to pursue studies in any State Agricultural University/
Veterinary University located outside the State of his/her domicile and
subject to other rules and regulations of ICAR.

Financial assistance is also granted to the needy students out of Students


Aid Fund for purchase of books or payment of fees etc.

RULES REGARDING PREVENTION OF RAGGING
Title, Commencement and Applicability

These Rules shall be called the “Lala Lajpat Rai University of Veterinary and
Animal Sciences Rules on Curbing the Menace of Ragging, 2013”. The University has
adopted the UGC Regulations on Curbing the Menace of Ragging in Higher Educational
Institutions, 2009 as well as the directions of the Hon’ble Apex Court.
They shall apply to all the students enrolled in certificate, diploma, UG and PG
degree programmes or any other category of courses in which instruction/education is
imparted by the Lala Lajpat Rai University of Veterinary and Animal Sciences and
which includes its Departments, Constituent/Affiliated colleges and all the premises,
whether being academic, residential, playgrounds, canteen or other such premises of
the University whether located within the campus or outside/outstations/Research
Stations, and to all means of transportations of students, whether public or private,
accessed by students for the pursuit of studies in this University.
Objectives

To prohibit any conduct by any student or students whether by words spoken or


written or by an act which has the effect of teasing, treating or handling with rudeness a
fresher or any other student, or indulging in rowdy or indisciplined activities by any
student or students which causes or is likely to cause annoyance, hardship or
psychological harm or to raise fear or apprehension thereof in any fresher or any other
student or asking any student to do any act which such student will not in the ordinary
course do and which has the effect of causing or generating a sense of shame, or torment
or embarrassment so as to adversely affect the physique or psyche of such fresher or any
other student, with or without an intent to derive a sadistic pleasure or showing off
power, authority or superiority by a student over any fresher or any other student; and
thereby, to eliminate ragging in all its forms from this University, by prohibiting it under
these Rules, preventing its occurrence and punishing those who indulge in ragging as
provided for in these Rules and the appropriate law in force.
What constitutes Ragging

Ragging constitutes one or more of any the following acts:


i) any conduct by any student or students whether by words spoken or written or
by an act which has the effect of teasing, treating or handling with rudeness a
fresher or any other student;
iii) indulging in rowdy or undisciplined activities by any student or students which
causes or is likely to cause annoyance, hardship, physical or psychological harm
or to raise fear or apprehension thereof in any fresher or any other student;
iv) asking any student to do any act which such student will not in the ordinary
course do and which has the effect of causing or generating a sense of shame, or
torment or embarrassment so as to adversely affect the physique or psyche of
such fresher or any other student;

v) any act by a senior student that prevents, disrupts or disturbs the regular
academic activity of any other student or a fresher;
vi) exploiting the services of a fresher or any other student for completing the
academic tasks assigned to an individual or a group of students;
vii) any act of financial extortion or forceful expenditure burden put on a fresher or
any other student by students;
viii) any act of physical abuse including all variants of it: sexual abuse, homosexual
assaults, stripping, forcing obscene and lewd acts, gestures, causing bodily
harm or any other danger to health or person;
ix) any act or abuse by spoken words, e-mails, post, public insults which would
also include deriving perverted pleasure, vicarious or sadistic thrill from actively
or passively participating in the discomfiture to fresher or any other student;
x) any act that affects the mental health and self-confidence of a fresher or any
other student. With or without an intent to derive a sadistic pleasure or showing
off power, authority or superiority by a student over any fresher or any other
student.

Anti-Ragging Committee

To be proposed by the DSW and headed by the Registrar, and consisting of


representatives of civil and police administration, local media, Non Government
Organizations involved in youth activities, representative of faculty members,
representatives of parents, representatives of students belonging to the fresher’s
category as well as senior students, non-teaching staff; and shall have a diverse mix of
membership in terms of levels as well as gender. Action to be taken by the
Deans/Principals of the Constituent Colleges on receipt of the recommendation of the
Anti Ragging Squads or on receipt of any information concerning any reported incident
of ragging, the Deans/Principals shall immediately determine if a case under the penal
laws is made out and if so, either on his own or through a member of the Anti-Ragging
Committee authorized by him in this behalf, proceed to file a First Information Report
(FIR), within twenty four hours of receipt of such information or recommendation, with
the police and local authorities, under the appropriate penal provisions relating to one
or more of the followings, namely;
(i) Abetment to ragging;
(ii) Criminal conspiracy to rag;
(iii) Unlawful assembly and rioting while ragging;
(iv) Public nuisance created during ragging;
(v) Violation of decency and morals through ragging;
(vi) Injury to body, causing hurt or grievous hurt;
(vii) Wrongful restraint;
(viii) Wrongful confinement;
(ix) Use of criminal force;
(x) Assault as well as sexual offences or unnatural offences;
(xi) Extortion;
(xii) Criminal trespass;
(xiii) Offences against property;

(xiv) Criminal intimidation;
(xv) Attempts to commit any or all of the above mentioned offences against the
victim(s);
(xvi) Threat to commit any or all of the above mentioned offences against the
victim(s);
(xvii) Physical or psychological humiliation;
(xviii) All other offences following from the definition of “Ragging”.

Provided that the Deans/Principals shall forthwith report the occurrence of the
incident of ragging to the Vice-Chancellor. Provided further that the Constituent College
shall also continue with its own enquiry and other measures without waiting for action
on the part of the police/local authorities and such remedial action shall be initiated
and completed immediately and in no case later than a period of seven days of the
reported occurrence of the incident of ragging.
Administrative action in the event of ragging

1 The Deans/Principals shall punish a student found guilty of ragging after


following the procedure and in the manner prescribed herein under:
i) The Anti-Ragging Committee of the University shall take an appropriate
decision, in regard to punishment or otherwise, depending on the facts of each
incident of ragging and nature and gravity of the incident of ragging
established in the recommendations of the Anti-Ragging Squad.
ii) The Anti-Ragging Committee may, depending on the nature and gravity of the
guilt established by the Anti-Ragging Squad, recommend, to those found
guilty, one or more of the following punishments, namely;
a. Suspension from attending classes and academic privileges.
b. Withholding/withdrawing scholarship/fellowship and other benefits.
c. Debarring from appearing in any test/examination or other evaluation process.
d. Withholding results.
e. Debarring from representing the institution in any regional, national or inter-
national meet, tournament, youth festival etc.
f. Suspension/expulsion from the hostel.
g. Cancellation of admission.
h. Rustication from the institution for period ranging from one to four semesters.
i. Expulsion from the institution and consequent debarring from admission to
any other institution for a specified period. Provided that where the persons
committing or abetting the act of ragging are not identified, the institution
shall resort to collective punishment.
2 The appeal shall lie with the Vice-Chancellor within fortnight from the date of issue of
orders.
3 Where in the opinion of the appointing authority, a lapse is attributable to any
member of the faculty or staff of the University, in the matter of reporting or
taking prompt action to prevent an incident of ragging or who display an
apathetic or insensitive attitude towards complaints of ragging, or who fail to
take timely steps, whether required under these Rules or otherwise, to prevent
an incident or incidents of ragging, then such authority shall initiate
departmental disciplinary action in accordance with the prescribed procedure of
the institution, against such member of the faculty or staff.

Suspension

1 After having regard to the nature and gravity of the incident of ragging,
the Dean of the college concerned/Principal of the Constituent/Affiliated
College with respect to the students is satisfied that it is
necessary/desirable in the interest of the University to place under
suspension, the student found involved in an act of indiscipline, he/she
may place such student under suspension. Such suspension will not
amount to any penalty having been imposed under the provisions under
these rules.
2 Such suspension will debar a student from availing any facility of the
University.

FORMULAE FOR CALCULATING PERCENTAGE OF MARKS FOR

ADMISSION TO M.V.Sc./M.Tech./ Ph.D. PROGRAMMES

1. The candidates who come from other universities/institutions where percentage


of marks is awarded along-with OGPA, the percentage of marks as awarded by
the concerned university will be considered and no further conversion is
required.
2. In case of other universities or institutions where no equivalent percentage of
marks is expressly provided, but the conversion formula of the OGPA awarded
has been given by the concerned university, the percentage of marks would be
arrived at by using that conversion formula.

3. In case of other universities or institutions where no equivalent percentage of


marks is given or no formula for conversion of the OGPA is expressly provided,
the percentage of marks will be calculated on the basis of the following simple
linear formula.
Example:

(i) If a candidate gets an OGPA of 4 on a scale of 5,


the percentage of marks will be 4/5 x 100 = 80%

(ii) If a candidate gets an OGPA of 7 on a scale of 10,


the percentage of marks will be 7/10 x 100 = 70%
