A RESOLUTION REQUESTING FINANCIAL ASSISTANCE FROM THE OFFICE OF THE

REPRESENTATIVE, LONE DISTRICT OF CATANDUANES CONGRESSMAN EULOGIO
“LEO” RODRIGUEZ FOR THE PURCHASE OF CONSTRUCTION MATERIALS FOR THE
REHABILITATION OF THE READING CENTER AT THE BARANGAY COMAGAYCAY,
SAN ANDRES, CATANDUANES TO SUSTAIN THE IMPLEMENTATION OF THE SAGIP
BASA PROGRAM

WHEREAS, Section I, Article XIV of the 1987 Philippine constitution provides that the state
shall protect and promote the right of all citizens to quality education at all levels, and shall
take appropriate steps to make such education accessible to all;
WHEREAS, Section 1 of the Republic Act Number 7743, hereby declared that national
policy to promote the moral and intellectual well-being of the people elevate the literacy level
of every Filipino the end that illiteracy is eradicated by the end of the century and recognize
the vital role of knowledge and information in nation building by establishing public libraries
in every congressional district, municipality and reading centers in every barangay
throughout the Philippines;

WHEREAS, Section 16 of the Local Code Government Unit also provides that every local
government unit shall exercise the powers expressly granted, those necessarily implied
therefrom, as well as powers necessary, appropriate, or incidental for its efficient and
effective governance, and those which are essential to the promotion of the general welfare;

WHEREAS, Stakeholders play a vital role to achieve the essence of providing quality
education which is to practice shared governance, to bring the spirit of education in the
community level and to utilize local resources;

WHEREAS, the DepEd ROV Brigada Pagbasa Eskwela and Brigada Pagbasa monitoring
team and the Division BE Coordinator for benchmarking visited the Comagaycay Reading
Center and the “Payag ning Kamatidan” in which they have noticed that the area should be
well-ventilated, susceptible for learning, and is well-prepared for the diversity of students;

WHEREAS, Mrs. Maria Cristina Baroso, the PDO IV, requested to asked support for
voluntary support to all concerned offices for the said program which is essential for the
children’s education amidst Covid-19;

WHEREAS, Sangguniang Kabataan of Comagaycay together with the youth volunteers is

requesting financial assistance from the office representative, lone district of Catanduanes
through Congressman Eulogio “Leo” Rodriguez for the purchase of construction materials for
the rehabilitation of the Reading Center at Comagaycay, San Andres, Catanduanes to
sustain the implementation of the Sagip Basa Program;

WHEREAS, the purchase of the said construction materials is considered essential to help
well-ventilated, susceptible for learning, and is well-prepared for the diversity of students;

WHEREAS, the purchase of school supplies will be an instrument to the fulfillment of the
development and plans and goals of the Sangguniang Kabataan of Barangay Comagaycay,
San Andres, Catanduanes;

NOW THEREFORE, upon motion of Hon. Lorraine B. Romero, SK Chairman Committee on

Education, and concurred unto by all members present, the following was passed to wit;

RESOLVED, AS IT IS HEREBY RESOLVED BY THE SANGGUNIANG KABATAAN OF

BARANGAY COMAGAYCAY, is requesting financial assistance from the office of the
Municipal Mayor Hon. Peter C. Cua for the purchase of smart television, monoblock chairs
and tables, instructional materials such as PVC covers, coupon bond, printer ink, ring binder,
laminating film, laminating machine and t-shirt for volunteers’ uniform to be used for the
purpose of implementing the continuation of the Sagip Basa Program. this is in line with the
recognition of support from the local government unit of the Municipality of San Andres as
the SK Comagaycay represents Region V for the search for Outstanding Brigada Pagbasa
Volunteers BLGU category;
RESOLVED FURTHER, that a copy of this resolution be forwarded to the office of the
Municipal Mayor, Hon. Peter C. Cua for her perusal and documentation.
