IMPLEMENTING GUIDELINES ON THE USE OF FY 2023 FOR

COMPREHENSIVE RELEASE (FCR) FUND FOR THE DEVELOPMENT AND

IMPLEMENTATION OF ECOSYSTEM RESTORATION PROGRAMS, PROJECTS,
AND ACTIVITIES (PPAs) IN COMPLIANCE TO THE MANILA BAY MANDAMUS

This portion of the FCR is provided to Regions III, IV-A, and NCR and is intended
for the development and implementation of ecosystem restoration PPAs in
compliance to the Writ of Continuing Mandamus dated December 18, 2008 for the
case titled Metropolitan Manila Development Authority, et al. vs. Concerned
Residents of Manila Bay, Represented and Joined by Divina V.Ilas, et al.,1 which
mandated and directed thirteen (13) government agencies including the
Department of Education “to clean up, rehabilitate, and preserve Manila Bay, and
restore and maintain its waters to SB level to make them fit for swimming, skin
diving, and other forms of contact recreation.”

Following the Priority Measures set in the Manila Bay 2040: Action Plan and
Investment Report2, below are the only allowed PPAs where the concerned regions
can utilize the allocated funds:

1. Restore Natural Habitats

a. Conduct coastal cleanups, reforestation and afforestation activities in
coordination with Regional Youth Formation Coordinator and local
government units.
b. Enhancement or re-establishment of community’s mangrove forest,
wetlands, and other ecosystem considerations as protection against flood
risks
2. Reduction of Pollution Load
a. Development and dissemination of knowledge and IEC materials on
health and environmental hazards associated with untreated
wastewater.
2. Improve Solid Waste Management
a. Development and dissemination of knowledge and IEC materials and/or
implementation of advocacy campaigns on solid waste management.
b. Conduct regular audits on waste management and disposal
3. Reduction of Exposure to Flooding
a. Establish water harvesting technologies to improve management of
storm water and ensure water supply for proper hygiene and sanitation
during emergencies
4. Cross Cutting – Education for Restoration
a. Conduct of a region-wide participatory awareness campaign, in
collaboration with respective local government units and/or state
colleges and universities, and in partnership with private sector and non-
government organizations, to improve understanding of the need for and
benefits of restoring Manila Bay, and exchange learnings. The suggested
forms are as follows:
i. Storytelling

 ii. Arts-based activities
iii. Nature exposure (e.g., environmental camps, field visit
iv. Inquiry-based activities (i.e., conduct of experiments)
v. Panel discussion
vi. Workshop
b. Conduct of a region-wide awarding activity for individuals, schools, and
divisions who exemplified outstanding leadership in satisfying the
Department’s mandate to restore Manila Bay. This activity aims to
highlight the best practices of division offices and schools that can be
adopted.
c. Conduct a case study on the region’s best practices and impacts of its
initiatives in compliance to the said Mandamus.

The following are allowed for the utilization of the funds:

a. For In-Person/Hybrid Activities (following the required local health
standards and protocols)
i. Venue of the event
ii. Meals for the event, mainly for
1. Secretariat
2. Participants
3. Resource Speakers and Invited Guests
iii. Honorarium for resource persons
iv. Travel expenses (secretariat and resource speakers)
v. Communication expenses1 for secretariat
vi. Procurement, reproduction, and dissemination of MBR IEC
materials and kits
vii. Materials, supplies, and labor for MBR projects and activities
viii. Materials, supplies, and labor for maintenance and
improvement of ecosystems within or near the school/office
vicinity (e.g. gulayan sa paaralan, mangrove area, and
protected areas)
b. All of the eligible expenditures should be categorized under MOOE
category.

Regional DRRM Coordinators (RCs) are to develop PPAs that are within One
Hundred Thousand Pesos (Php 100,000). The Regional Offices may also
download funds to the divisions subject to acceptance of the latter. Needed budget
augmentations may be done by exploring partnerships with Local Government
Units, Non-government Organizations, and private sector, provided that the
identified partners do not have any conflicting projects related to ecosystem
restoration and climate change adaptation and mitigation.

After planning the PPA to be implemented, the Regional or Division DRRM

Coordinators shall submit a PPA proposal, subject to review and approval of the
DRRMS, through drrmo+pb@deped.gov.ph and copy furnish
drrmo+ccam@deped.gov.ph. Kindly refer to Enclosure 1 for the format of the PPA
proposal.
All Regional and Division DRRM Coordinators concerned shall observe judicious
use of funds.

The use of funds shall be subject to existing budgeting, accounting, and

auditing rules and regulations as well as procurements guidelines.

All programs and activities for the Manila Bay Mandamus shall be led by the
Regional and Division DRRM Coordinators and supported by the concerned
regional and division personnel.

The Regional Coordinator shall submit the proposal for the Manila Bay Mandamus
on or before 28 February 2023.

The implementation of PPAs is suggested to be conducted between March to

September 2023.

All regional DRRM Coordinators are advised to promote the activities by developing
IEC materials and/or campaigns. All materials should be subject to approval of
DRRMS and their local learning resource office.

All regional DRRM Coordinators shall submit budget utilization report using the
template to be provided by DRRMS on or before 15 November 2023 to
drrmo+ccam@deped.gov.ph with the subject [MBR2023] Region y Report (e.g.
[MBR2023] Region III Report).
Concerned Regional and Division DRRM Coordinators shall submit quarterly
accomplishment to drrmo+ccam@deped.gov.ph on the following dates using the
templates to be provided by DRRMS.

a) 1st Quarter – 13 March 2023

b) 2nd Quarter – 12 June 2023
c) 3rd Quarter – 11 September 2023
d) 4th Quarter – 13 November 2023
