SOCIAL PROTECTION CONFERENCE


The Institute of Development Research and Development Policy (IEE) at the Ruhr-University of Bochum, Germany, together with Deutsche Gesellschaft fr Internationale Zusammenarbeit (GIZ) is convening the International Conference on Reforming Social Protection Systems in Developing Countries. The event will take place from 20 21 October 2011 in Bochum, Germany. The Bochum Conference will provide an international platform for academics, policy-makers, and experts from public and private bodies. It aims at analyzing ongoing reforms of social protection systems in developing countries from both a political economy and legal point of view. Specific themes the conference would like to address include the following: Which role do different political institutions play in explaining institutional change? In how far do external factors or agents impact on domestic institutional change? What is the impact of socio-economic factors on institutional change? What is the relation between specific contextual features relevant in a developmental context and the political feasibility of social protection reforms? Which international and constitutional legal requirements have to be taken into consideration? Are there any specific legal determinants which are relevant within the context of regional economic integration? Which factors at the level of constitutional law impact on social protection reforms? Which legal rules and principles govern the legislative procedure and the administrative implementation processes? In how far do timing, sequencing or complementarities to other reform areas impact on the political feasibility of reforms? Are there any relevant insights to be learnt from reform processes in highincome countries?

CONFERENCE THEME
The conference theme will focus on fostering a closer understanding of political reform processes. The two overarching questions are: What are the major determinants impacting on the political feasibility of social protection reforms, and, thus, for explaining reform successes and reform failures? What are successful strategies in building political and public support for these reforms?
