    When antisocial scientists gain scientific knowledge that can be used to harm people,
    citizens in certain countries are not safer because these potential criminals could exploit
    that knowledge to harm people. For instance, it was reported that a Japanese scientist
    learned how to make a type of lethal gas from a chemical paper published on the Internet.
    He then set up an illegal organization to make this type of lethal gas and used the gasses to
    attack people in a subway, poisoning hundreds of people.
