Union Minister Amit Shah releases India’s First ‘District Good Governance Index’; J&K 1st Indian
UT with GGI
On January 21, 2022, Union Minister Amit Shah, Ministry of Home Affairs (MHA) virtually released the India’s
First ‘District Good Governance Index (DGGI)’ in Jammu and Kashmir (J&K) , prepared by Department of
Administrative Reforms & Public Grievances (DARPG) in collaboration with Government of J&K.
• It is prepared for the 20 Districts of UT of J&K.
• The event was organized by DARPG, GOI and J&K Institute of Management, Public Administration & Rural
Development in association with the Centre for Good Governance, Hyderabad.
• With this, J&K became the first Indian UT with a Good Governance Index.
About District Good Governance Index:
It was prepared on the lines of the ‘Behtar e-Hukumat – Kashmir Aelamia’ resolution adopted on July 2, 2021
in the Regional Conference on Replication of Good Governance Practices held at Srinagar, J&K. It represents a
major administrative reform in benchmarking good governance at District level.
• Notably, on December 25, 2021, Amit Shah released the National Good Governance Index indicating
an increase of 3.7% in Good Governance Indicators of J&K over the 2019 to 2021 period.
Key Achievements of J&K’s Districts under different Sectors:
i.Agriculture and Allied Sector – Achievement of Universal coverage in Kisan Credit Card scheme, Soil Health
Card Scheme and Animal Vaccination. Most districts witnessed growth of Food Grain Production, Horticulture
produce, Milk and Meat production, poultry production, agriculture credit.
ii.Commerce and Industry Sector – There is improvement in GST registration, MSME (Ministry of Micro, Small &
Medium Enterprises) registration online, Credit for Self-Employment, and 109% increase in credit to handicrafts
in 2019-2021 period.
iii.Human Resources Development Sector – The percentage of schools with drinking water, separate toilets,
electricity facilities, access to computers and number of children served mid-day meals has improved.
• In 10 districts 100% skill training has been imparted to registered students.
iv.Public Health Sector– Full Immunization, increase in health & wellness centers, proportion of Anganwadis
with their own buildings have shown positive results.
v.Public Infrastructure and Utilities Sector– Ganderbal and Srinagar achieving 100% access to safe drinking
water, 18 districts achieving 100% access to sanitation facilities, improvements in households electrified and
construction of all-weather roads.
vi.Significant achievements were also seen in the sectors of Social Welfare and Development Sector, Financial
Inclusion Sector, Judicial and Public Safety Sector, and Citizen Centric Governance Sector

Recent Related News:
The government of J&K has introduced the Karkhandar scheme to support the local artisans and weavers and to
promote the traditional handicrafts of J&K. The scheme also aims to provide training in the field of handicrafts
sector.

Syntizen Partners with the Odisha Govt to Provide Life Certificates to Pensioners
Syntizen, a Digital Identity Solutions provider, has partnered with the Odisha government to provide a Video
KYC solution in offering life certificates to 5 lakh pension seekers.
• Odisha is the first State in India to implement a digital process which includes Aadhaar Validation for
simplifying the process of obtaining a life certificate.
Key Points:
i.The digital process is based on Artificial Intelligence (AI) – powered or Machine Learning (ML) based for easy
and fast remedial measures for pensioners.
• Odisha Computer Application Center (OCAC), a PSU under IT Department, Government of Odisha in
partnership with Syntizen Technologies and Dept of Finance is providing the Al/ML based solution to issue
life certificates and ease pension disbursements.
ii.Currently, Syntizen provides Aadhaar solutions to several states, such as the Telangana government, Uttar
Pradesh government, Tamil Nadu government, and Andhra Pradesh government.

• The State Cabinet approved the programme during a Cabinet meeting chaired by Chief Minister (CM) K
Chandrashekhar Rao at Pragathi Bhavan with ~Rs 7,289 crore budget allocation which benefits 19.84 lakh
children of 26065 schools.
• The budget amount will be spent on setting up digital classrooms, construction of additional classrooms and
pairing the schools.
Implementation:
i.The programme will be implemented in 3 years and as the first phase in the current academic year, the
programme will be implemented in 9,123 government and local body schools with a high rate of enrolment of
children.
ii.The District Collectors will be responsible for the administrative sanction for all works undertaken in schools
and the execution of work will be handled by school management committees.
Other Approval:
i.The Cabinet will create a new legislation for regulation of fees in private schools, junior and degree colleges and
will also introduce English medium in government schools from next academic year.
ii.A Cabinet sub-committee chaired by Education Minister P Sabitha Indra Reddy has been formed to study and
prepare modalities for the new Act.

NIRDPR & NCGG Signed MoU to Promote Good Governance Across All Programmes and Schemes
The National Institute of Rural Development and Panchayati Raj (NIRDPR), Hyderabad has signed a
Memorandum of Understanding (MoU) with the National Centre for Good Governance (NCGG), New Delhi to
promote inclusive good governance, strengthen local institutions and effective implementation of government
programmes.
The MoU was signed in a virtual ceremony in the presence of Dr G Narendra Kumar, Director General of NIRDPR
and V. Srinivas, Secretary, Department of Administrative Reforms & Public Grievances (DAR&PG), Government of
India & Director General of NCGG along with teams of officials from NCGG and NIRDPR.
Purpose:
To focus on various collaborative activities by drawing upon the strengths of NIRDPR & NCGG to bring better
good governance mechanisms into practice across all programmes and schemes.
Features of the MoU:
i.The MoU will help in the application of good governance principles and will also ensure the effective
implementation in terms of transparency and accountability in the utilisation of public funds in an intended
manner for delivering services to benefit rural communities.
ii.Under this MoU, various key mutual areas of interest were identified as actionable points. iii.This includes
leveraging e-governance at the panchayat level, documenting good governance models at the panchayat level,
simplification of forms among others and best practices of rural governance.
iv.NCGG has suggested identifying the benchmark of the indexing of Rural Governance at the panchayat level.
24th NCeG 2020-21: Adopted Hyderabad Declaration on e-Governance; Presented NAeG 2020-21
Awards
The 24th National Conference on e-Governance (NCeG) 2020-21, which was organised by the Department of
Administrative Reforms & Public Grievances (DARPG), Ministry of Electronics & Information Technology (MeitY),
in association with the State Government of Telangana, was held on 7and 8 January 2022 at Hyderabad,
Telangana.
• Theme – The theme of this Conference is ‘India’s
Techade: Digital Governance in a Post Pandemic
World’.
• The Conference was inaugurated by the Jitendra Singh,
Union Minister of State of Personnel, Public Grievances &
Pensions and presided by K. T. Rama Rao, Cabinet
Minister for Municipal Administration and Urban
Development, Industries, Information Technology
Electronics and Communications, Government of
Telangana.
National Awards for e-Governance (NAeG) 2020-21:
i.The NAeG 2020-21 were conferred during the conference, 26 awards were presented under the 6 categories of
the Award Scheme to Central Ministries/Departments, State/UT Governments, Districts, Local Bodies, Public
Sector Undertakings and Academic & Research Institutions. The awards include 12 Gold, 13 Silver and 1 Jury
Award.
ii.The national award for e-governance golden award was conferred to eCourts Mission Mode Project
of Department of Justice in the Law Ministry under the category of ‘Excellence in governance in government
process re-engineering for digital transformation’.
iii.Chhattisgarh’s state labour department was conferred with the golden award for e-Shramik Seva under the
‘Universalizing Access including e-Services’. Rs 2lakh has been given as award money.
Note – NAeG are presented every year for exemplary implementation of e-Governance initiatives to recognize
and promote excellence in implementation of e-Governance initiatives.
Hyderabad Declaration:
‘Hyderabad Declaration’ on e-Governance was adopted in the two-day conference for collaboration between
the Government of India and State Governments.
i.Transform citizen services through the use of technology by leveraging the artifacts of India Stack that include
Aadhaar, UPI (Unified Payments Interface), DigiLocker, UMANG (Unified Mobile Application for New-age
Governance), e Sign and consent framework.
ii.Fast track the implementation of the national-level public digital platforms in key social sectors viz. Health,
Education, Agriculture, etc.
iii.Operationalize the data governance framework to facilitate data sharing within Government entities as also
make available all data on data.gov.in except for a negative list.
iv.Adopt NeSDA (National eGovernance Service Delivery Assessment) 2021 in collaboration with MeITY for
improving the e-Governance landscape.
v.Integration of all State/District portals with CPGRAMS (Centralized Public Grievance Redress and Monitoring
System) for seamless Redressal of Public Grievances.
• CPGRAMS helped redress 20 lakh public grievances in 2021.
vi.Replication of awarded projects under National Awards for e-Governance 2020 – 21 and their nomination for
dissemination of best practices through Regional conferences
vii.Adoption of e-office version 7.0 in all ministries and departments.
Other Events: An Exhibition including a Wall of Fame organised to showcase India’s achievements in the field of
e-Governance. Discussions were held on six sub-themes and parallel breakout sessions also held on different
themes to exchange views between the Award winners and Unicorns.

According to the report of 6th edition, Public Affairs Index (PAI 2021) by the Public Affairs Centre (PAC), a
Bengaluru- based non-profit think tank, the top three slots have been taken by Kerala, Tamil Nadu and Telangana
among 18 large states.

Telangana Tops in Highest Number of ODF Villages; Followed by Tamil Nadu, Karnataka
Telangana has stood first among other states in India in the list of the highest number of Open Defecation
Free (ODF) Plus villages under the Swachh Bharat Mission (Grameen) Phase-II programme till December 31,
2021.
• Around 13,737 villages out of 14,200 villages in Telangana are on the ODF Plus list, which stands at 96.74
percent.
• Telangana is followed by Tamil Nadu with 4,432 villages, next by Karnataka with 1,511 villages and Gujarat
took the 17th position with only 83 villages (0.45 percent).

Key Highlights:
i.The Telangana government has enacted a new Telangana Panchayat Raj Act to ensure holistic development of
villages and Sanitation drives are being carried out through the Palle Pragathi programme in villages.
• The Palle Pragathi program has been launched to improve the quality of life including sanitation, greenery
and hygiene in the rural areas.
ii.A secretary has been posted in every panchayat for smooth execution of welfare programmes to ensure good
governance in villages.
iii.Multi-purpose workers have been appointed to maintain proper sanitation in villages.
Efforts undertaken by Telangana Government:
i.The magic soak pits and drainage facilities have also been arranged in all houses for proper liquid waste
management.
ii.The tractor trolleys with partitions to collect dry and wet waste have been provided with transportation of the
garbage to segregation-cum-compost sheds. There are 12,769 dedicated compost sheds in all gram panchayats.
iii.The tankers have been provided to water the plants along with Vermicompost made out of wet litter is
provided for the manure in green belt regions
About Swachh Bharat Mission (Grameen) Phase-II:
i.Swachh Bharat Mission (SBM) – Grameen (G) Phase-II was approved in February 2020 by the Ministry of Jal
Shakti to be implemented between 2020-21 and 2024-25 in a mission mode with an outlay of Rs 1,40,881 crores.
ii.The SBM-G Phase – II focuses on ODF Plus, which includes ODF sustainability and provides adequate facilities
for Solid, Liquid & plastic waste management (SLWM) in rural India.
iii.The fund sharing pattern between Centre and States will be 90:10 for North-Eastern States and Himalayan
States and Union Territory (UT) of Jammu & Kashmir; 60:40 for other States; and 100:0 for other UTs.

Bhupender Yadav Releases India State of Forest Report 2021 Prepared by FSI; Forest cover Rose
by 2,261 sq km
On 13th January 2022 Union Environment Minister Bhupender Yadav released the India State of Forest
Report (ISFR) 2021, the biennial report of the Forest Survey of India (FSI) which showed that the forest and tree
cover in India has risen by 2,261 square Kilometers (sq km) in 2 years (compared to 2019).
• The total rise of 2,261 square Kilometers (sq km) includes an increase of 1,540 sq km of forest
cover and 721 sq km of tree cover compared to the 2019 report.
• Andhra Pradesh has grown the maximum forest cover of 647 sq km.
Major Findings from the Report:
i.India’s total forest and tree cover is now spread across 80.9 million hectares, which is 24.62 percent of India’s
geographical area.
• The five states/ Union Territories (UTs) namely Lakshadweep, Mizoram, Andaman & Nicobar Islands,
Arunachal Pradesh and Meghalaya have more than 75 percent forest cover while 12 states/UTs namely
Manipur, Nagaland, Tripura, Goa, Kerala, Sikkim, Uttarakhand, Chhattisgarh, Dadra & Nagar Haveli and
Daman & Diu, Assam, Odisha, have forest cover between 33 percent to 75 percent.
ii.Total mangrove cover in the country is 4,992 sq km with an increase of 17 sq Km as compared to the previous
2019 report.
iii.The total carbon stock in India’s forest is estimated to be 7,204 million tonnes with an increase of 79.4 million
tonnes in the carbon stock of India as compared to the 2019 report including 39.7 million tonnes of annual
increase in the carbon stock.

On January 25, 2022, the Ministry of Home Affairs (MHA) has announced the Padma Awards 2022. The Padma
Awards, one of the highest civilian Awards of India are conferred under 3 categories namely, Padma Vibhushan,
Padma Bhushan, and Padma Shri.
Key Personalities: Kalyan Singh (the former Uttar Pradesh chief minister) and General Bipin Rawat, India’s 1st
Chief of Defence Staff (CDS) of Indian Armed Force, who died in a helicopter crash in December 2021, were
conferred with Padma Vibhushan.

Ladakh women’s team Won the 9th National Women’s Ice Hockey Championship 2022
The Ladakh women’s ice hockey team has won the 9th National women’s ice hockey championship in 2022.
The championship organised by the Ice Hockey Association of India was held in the Kaza in tribal districts Lahaul
and Spiti in Himachal Pradesh from 15th to 21st January 2022.
Telangana forest Minister launches 1st of its Kind Mobile App ‘Urban Forest Park’
The Forest Department of Telangana launched 1st of its Kind mobile app namely ‘Urban Forest Parks’ that gives
all information about theme based Urban Forest Parks and facilitates the visitors to plan their visits and journey.
• It was launched by the state’s Forest Minister Allola Indrakaran Reddy.
• It is developed by PamTen Software Solutions Private Limited.
Key Points:
i.The app provides all the information about the parks, including entry ticket fee, special features of the park,
distance from the app user, route app etc.
ii.In the first phase, the app discloses information for 39 parks developed under HMDA (Hyderabad Metropolitan
Development Authority), Medchal, Ranga Reddy and Hyderabad limits.
• In the second phase, information of all other parks across the State will be covered.

Health Minister Mansukh Mandaviya Launches IMI 4.0 for Children, Pregnant Women
On February 07, 2022, the Union Health Minister Dr Mansukh Mandaviya launched Intensified Mission
Indradhanush (IMI) 4.0 in New Delhi to protect children and pregnant women from severe diseases.
• While launching IMI 4.0, the Health Minister stated that India operates the largest immunization program
globally, covering over 30 million pregnant women and 26 million children every year under the Universal
Immunization Program (UIP).
Key Points:
i.The IMI 4.0 will give impetus to the vaccination coverage. As of now the immunization coverage among children
have increased to 76.4 percent as per National Family Health Survey(NFHS)-4.
ii.The IMI 4.0 will cover 416 districts across 33 states/UTs. It will focus more on those districts where the
vaccination coverage is comparatively low.
iii.2 Phases: The mission will be run in two phases, the 1st phase will be run in 11 states from February to April,
2022 and the second phase will be held from April to May, 2022.
• In the first round (Feb-April 2022), 11 states will conduct IMI 4.0. These are Assam, Uttarakhand, Gujarat,
Jammu & Kashmir, Meghalaya, Mizoram, Nagaland, Rajasthan, Sikkim, Tripura and Chhattisgarh. The others
(22 states/UTs) will conduct the rounds from April to May 2022. These states/UTs include Himachal
Pradesh, Maharashtra, Andhra Pradesh, Manipur, Arunachal Pradesh, Odisha, Bihar, Puducherry, Delhi,
Punjab, Goa, Tamil Nadu, Haryana, Telangana, Jharkhand, Dadra & Nagar Haveli and Daman & Diu,
Karnataka, Uttar Pradesh, Kerala, West Bengal, Madhya Pradesh, Andaman & Nicobar Islands.
iv.Under the IMI 4.0, 12 vaccines will be administered to the children.
v.Participants: Keshab Mahanta, Health Minister of Assam and Rushikesh Patel, Health Minister of Gujarat also
virtually participated in the launch.
vi.The Union Health Minister virtually launched the IMI 4.0 portal and released the “Operational Guidelines for
IMI 4.0”, “Strengthening Immunization in Urban Areas-A framework for Action” and a handbook for “Mahila
Arogya Samiti on Urban Immunization” and awareness material/IEC package developed as part of the campaign.
Note – Three rounds of IMI 4.0 have been planned to catch up on the gaps that might have emerged due to the
COVID-19 pandemic.Considering the recent upsurge of COVID-19 cases, states have been given the flexibility of
carrying out the activity either from February 2022- April 2022 or from March to May 2022. The first round will
start from 7th February 2022 onwards, the second will be from 7th March 2022, and the third round will be from
4th April 2022.
About UIP:
i.Immunization Programme was introduced in India in 1978 as ‘Expanded Programme of Immunization’ (EPI) by
the Ministry of Health and Family Welfare.
ii.In 1985, the programme was modified as UIP to be implemented in phased manner to cover all districts in the
country by 1989-90 with the one of largest health programme in the world.
iii.What is Immunization?
It is the process whereby a person is made immune or resistant to an infectious disease, typically by the
administration of a vaccine. Vaccines are substances that stimulate the body’s own immune system to protect the
person against subsequent infection or disease.
About Intensified Mission Indradhanush (IMI):
i.To strengthen and re-energize the UIP programme, and achieve full immunization coverage for all children and
pregnant women at a rapid pace, the Government of India launched ‘Mission Indradhanush (MI)’ in December
2014.
• Mission Indradhanush was also identified as one of the flagship schemes under Gram Swaraj Abhiyan
(16,850 villages across 541 districts) and Extended Gram Swaraj Abhiyan (48,929 villages across 112
aspirational districts).
ii.Objective: To ensure full immunization with all available vaccines for children up to 2 years of age and
pregnant women.
iii.To further intensify the immunization programme, Prime Minister Narendra Modi launched the IMI on October
8, 2017 to reach child and pregnant women who have been left uncovered under the UIP.
iv.To boost the routine immunization coverage in the country, Government of India has introduced IMI 2.0 from
to ensure reaching the unreached with all available vaccines from December 2019-March 2020.
v.IMI 3.0 scheme has been launched in February 2021 to cover children and pregnant women who missed routine
immunisation during the COVID-19.
Key Points:
i.The Medaram Jathara is celebrated biennially (once in two
years) in the month of February in honour of the
Goddesses Sammakka and Saralamma, mother and
daughter duo. The Jatara begins at Medaram (a remote place
in the Eturnagaram Wildlife Sanctuary) in Tadvai Mandal
in Mulugu District, Telangana.
• It commemorates the valiant fight of these Goddesses
against the then Kakatiya dynasty rulers protesting
exaction of land tribute even at the time of severe
drought.
• It was declared as State Festival during 1998.
ii.It should be noted that the tribal culture and heritage will be the cynosure for 2022, under the Azadi Ka Amrit
Mahotsav.
iii.Further, the Ministry also sanctioned ₹ 7.00 Cr in 2019-20 and ₹ 5.00 Cr in 2021-22, under Article 271(1) for
establishing infrastructure like multi-purpose buildings in and surroundings of Medaram for utilising those as
community shelters during the Jathara period and as agriculture godowns in other seasons by local Tribals.
Tamil Nadu Surpasses Karnataka Became Top State in Overall Installed Renewable Capacity
According to the Ministry of New and Renewable Energy (MoNRE), Tamil Nadu (TN) has achieved
the first position in overall installed renewable energy capacity in India surpassing Karnataka.
• As of 31st January 2022, TN’s total installed renewable capacity stood at 15,914 MegaWatt (MW) as
compared to Karnataka’s total clean energy capacity of 15,795 MW.
• In recent years, Tamil Nadu has increased its capacity across solar and wind segments to regain its top
position against Karnataka.
Background:
i.In 2018, Karnataka achieved top position, to become the leader in total installed capacity in the clean energy
sector, supported by huge capacity addition in the solar segment and good progress in the wind power capacity.
ii.In January 2019, Karnataka’s total renewable capacity was 13,402 MW, while TN’s total capacity was 12,125
MW.
Solar Energy Capacity:
TN’s energy capacity:
i.TN being the early proponents of clean energy, it has the opportunity to increase the energy capacity in different
segments of solar energy generation like rooftop, large-scale solar parks, and wind-solar hybrid projects.
ii.As of 31st January 2022 TN’s total solar capacity increased to 4,894 MW (includes ground-mounted, rooftop
and off-grid capacity) from 2,575 MW as of 31st March 2019, while wind capacity increased to 9,857 MW from
8,969 MW during the same period.
Karnataka’s energy capacity:
Karnataka’s solar capacity increased to 7,535 MW as of January 31, 2022, from 6,096 MW as of March 31, 2019,
while its wind capacity grew to 5,077 MW from 4,695MW.
Other states:
i.Rajasthan and Gujarat added the highest renewable capacity (4.8 GW and 2.4 GW respectively) in the current
fiscal year till 31st January 2022.
ii.Gujarat – As of 31st January 2022, Gujarat’s total renewable capacity was 15,518 MW. Gujarat
attains 1st position in total rooftop solar installations.
• In India, out of a total 6,405 MW of rooftop capacity, Gujarat accounted for 1,679 MW.
• Gujarat has identified 1,00,000 hectares of wasteland in the Kutch district, Gujarat to build the world’s
largest renewable energy park that may generate an energy of 30,000 MW and accommodate 24,800
MW capacity of wind and solar power plants.
iii.Rajasthan – As of 31st January 2022, Rajasthan’s overall renewable energy capacity was 14,983 MW and
also the 1st state in India to cross 10,000 MW of total solar capacity and stood at 10,507 MW, followed by
Karnataka (7,535 MW) and Gujarat (6,310 MW) and Tamil Nadu (4,894 MW).
iv.Other renewable resource rich states such as TN, Maharashtra, Andhra Pradesh(AP), Karnataka, Telangana and
Madhya Pradesh(MP) added a combined 2.2 GigaWatt (GW) of capacity during the same period.

CMIE: India’s Unemployment Rate in January 2022 Falls to 6.57%; Lowest since March 2021
According to the Centre for Monitoring Indian Economy Pvt. Ltd.(CMIE), the unemployment rate of India has
declined to 6.57% in January 2022, the lowest since March 2021(6.50%). In January 2022, the unemployment
rate in urban India is at 8.16% and the unemployment rate in rural India is at 5.84%.
• Telangana has reported the lowest unemployment rate with 0.7% followed by Gujarat (1.2 per cent),
Meghalaya (1.5 per cent) and Odisha (1.8 per cent).
• Haryana has reported the highest unemployment rate with 23.4% followed by Rajasthan (18.9%) and
Tripura (17.1%).
CMIE estimated that as of December 2021, the number of unemployed in India were at 53 million. In December
2021, 35 million people in India were actively looking for work (23%or 8 million were women).
Telangana & British Council Signed MoU to Expand Higher Education Globally
The Government of Telangana and the British Council, an international organisation for educational
opportunities and cultural exchange, have signed a 3-year Memorandum of Understanding (MoU) to renew the
partnership in education, English and arts.
Objective:
To facilitate research between institutions and assist to expand higher education globally, to offer global
opportunities for the youth of Telangana.
Features of the MoU:
i.Under the extended 3 year MoU, the British Council has also signed an agreement with the Research and
Innovation Circle of Hyderabad (RICH) to work closely to engineer new partnerships between universities,
research institutions and centres of excellence in the UK and in Telangana.
• The British Council will be the key knowledge partner of RICH, to facilitate partnerships between RICH and
UK higher education institutions (HEIs) in aerospace, defence, life sciences and pharmaceuticals, food and
agriculture.
ii.Under this MoU, the British Council and the Telangana Government will take part in the joint innovation or
entrepreneurship initiatives such as sharing of best practices and/or development of bespoke courses to develop
relevant skills among the youths of Telangana.

Ayana Renewable Power & Greenko Group Partners for Power Storage business
Ayana Renewable Power Private Ltd (Ayana) owned by National Investment and Infrastructure Fund (NIIF) have
signed an agreement with Greenko Group, Hyderabad, Telangana to provide standalone storage capacity to
develop firm and dispatchable Renewable Energy solutions, including round-the-clock power supply of up to
1GW.
This is India’s first of its kind partnership between two independent power producers (IPP)(ie. Ayana & Greenko
Group).
About the partnership:
i.Under this partnership, Ayana and Greenko will collaborate to store 6-gigawatt hour (GWh) of power in hydro
pump storage plants, which is being built by the Greenko group at Pinnapuram, Andhra Pradesh(AP).
ii.This will support in providing round-the-clock green energy to user industries and electricity distribution
companies (discoms).
Idea of the partnership:
To use cheap green power during off-peak hours to raise water to a height and when the demand for electricity
goes up, the water will be released into a lower reservoir to generate electricity.
Key points:
i.The partnership against the backdrop of the Union budget including the energy storage systems such as dense
charging infrastructure and grid-scale battery systems in the harmonized list of infrastructure, which makes it
easier for projects like this to raise funds.
ii.Greenko Group has offered a total of 6,000 MWhr of storage capacity including 1,500 MWhr of storage capacity
in the first tranche from its Off Stream Closed-Loop Pumped Storage Project (OCPSP).

ii.Further, 6 museums are being supported in Andhra Pradesh including a Tribal Museum in Lambasingi.
Preserving Rich heritage & culture:
Around 95% of the heritage object that was stolen or taken away has been returned during the tenure of
Prime Minister Shri Narendra Modi.
• Out of the 212 antiques that have been returned since 1976, 199 were returned after 2014, among
which 157 antiques have been returned from the United States of America (USA) recently.

NITI Aayog Report: Around 65% Hospital Beds Cater to 50% India’s Population
A NITI (National Institution for Transforming India) Aayog report titled ‘Reimagining Healthcare in India
through Blended Finance’ revealed that about 65 percent of hospital beds in India cater to almost 50
percent of India’s population.
From the report:
i.In India around 65 percent of hospital beds cater to almost 50 percent of the population concentrated in Uttar
Pradesh, Maharashtra, Karnataka, Tamil Nadu, Telangana, West Bengal and Kerala.
• The remaining 21 states and 8 Union Territories (UTs) have access to only 35 percent of hospital beds.
• The number of beds must be increased by at least 30 percent to ensure equitable access to healthcare
facilities for people.
ii.The report pointed out that India’s healthcare spending is 3.6 percent of Gross Domestic Product (GDP),
including out-of-pocket and public expenditure and the combined total government expenditure of both central
and state is 1.29 percent of GDP.
iii.India’s healthcare spending is least among BRICS (Brazil, Russia, India, China, South Africa) countries,
where Brazil spends the most (9.2 percent), followed by South Africa (8.1 percent), Russia (5.3 percent)
and China (5 percent).

i.As per the latest estimates by the United Nations (UN), nearly USD 3.9 trillion is needed to achieve the
Sustainable Development Goals (SDGs) by 2030.
ii.In order to address access, affordability, and quality healthcare, USD 256 billion would be needed by 2034 to
achieve SDG related to health (SDG 3 – ‘Ensure healthy lives and promote well-being for all at all ages’).
• The funding requirement can be estimated at USD 156 billion with the adoption of new technologies and a
focus on prevention and wellness.

DRDO Successfully Tests India’s 1st QKD Technology in 2 cities of Uttar Pradesh
The Defence Research and Development Organisation (DRDO), in collaboration with Indian Institute of
Technology (IIT), Delhi for the 1st time successfully demonstrated India’s indegenious technology, Quantum Key
Distribution (QKD) link between Prayagraj, Uttar Pradesh (UP) and Vindhyachal, UP, a distance of more
than 100 kilometres (km).
• It is developed by the Centre for Artificial Intelligence and Robotics (CAIR), Bengaluru, and Mumbai-based
DRDO Young Scientists’ Laboratory– Quantum Technology (DYSL-QT).
Key Points:
i.With this success, the country has demonstrated indigenous technology of secure key transfer for bootstrapping
military grade communication security key hierarchy.
ii.The performance parameters have been measured and have been found to be repetitively within the reported
international standards at sifted key rates of up to 10 KHz.

In December 2020 DRDO first tested the QKD technology between two DRDO facilities in Hyderabad – the
Defence Research and Development Laboratory (DRDL) and Research Centre Imarat (RCI) for over a distance
of 12 km.
About QKD technology:
QKD is a secure communication method between defence and strategic agencies using cryptography that can be
achieved over a commercial grade optical fibre.
• It enables two parties to produce a shared random secret key known only to them, which can then be used
to encrypt and decrypt messages.
• The QKD technology also serves in a unified Cipher Policy Committee (CPC) framework for secured

ii.He was one of the founders of the Jamia Millia Islamia University, New Delhi. He was appointed as the first
chancellor of the university in 1920 and remained in office until his death in 1927.
iii.He took great interest in the expansion and development of Unani sytem of medicine and built three important

Telangana tops country in terms of Per Capita Net State Domestic Product at Current Prices
Telangana became the top performing state in India with a population over one crore in terms of growth rate
of Per Capita Net State Domestic Product at Current Prices by Ministry of Statistics and Programme
Implementation (MoSPI).
• It succeeded other states like Maharashtra, Karnataka and Tamil Nadu.
Highlights:
i.The Gross State Domestic Price (GSDP) of Telangana increased from Rs 359434 crores in 2011-12 to Rs
1,154,860 crores in 2021-22.
• It recorded GSDP growth by 31.12 per cent from 2011-12. It is one of the highest growth rates for any state
in the country.
ii.In terms of the percentage growth in GSDP, Telangana has shown the most rapid increase in its growth rate
by around 17% from 2020 to the present.
iii.Telangana provided more impetus to policies to transform the agricultural sector and simultaneously boost
the growth for the IT (Information Technology) and the pharma sectors.

TDB & Skyshade Daylights Pvt. Ltd. Signs MoU to Promote Start-up in Daylight Harvesting
Technology
On 3rd March 2022 Technology Development Board (TDB) , a statutory body under the Department of Science
& Technology (DoS&T) in presence of Union Minister of State (Independent Charge) Science & Technology Dr
Jitendra Singh signed a Memorandum of Understanding (MoU) with Skyshade Daylights Private
Limited, Hyderabad, the only Start-up company in India for Daylight Harvesting Technologies.
• The MoU was signed to promote possibly India’s first Start-up in indigenously built latest Daylight
Harvesting Technology to reduce carbon footprint and improve the building energy efficiency.
• Skyshade Daylights Private Limited aims to create Green & Net zero buildings and to participate and
contribute in national missions under the National Action Plan on Climate Change (NAPCC).
About MoU:
i.The Technology Development Board (TDB) will give Rs 5 Crore of the 10 Crore project to Skyshade company
for developing new technologies for basement illumination on a 24×7 basis.
ii.The company will design & build operations of large skylight domes for building atriums and solar thermal
technologies.
• The company also has 2 more innovative solutions named Human centric-climate adaptive building
facades and Central integrated daylighting system that are easily affordable, adaptable and economically
viable.
Highlights of Wings India 2022: Asia’s Largest Event on Civil Aviation held in Hyderabad,
Telangana
On March 24-27, 2022, the Ministry of Civil Aviation (MoCA), Airports Authority of India (AAI) and Federation
of Indian Chambers of Commerce & Industry (FICCI) jointly organized Wings India 2022 on the
theme ‘India@75: New Horizon for Aviation Industry’ at Begumpet Airport, Hyderabad, Telangana, India.
Telangana is the host state of the event.
• Wings India is a forum connecting buyers, sellers, investors, and other stakeholders for new business
acquisition, investments, policy formation and regional connectivity.
• It is Asia’s largest event on Civil Aviation (Commercial, General and Business Aviation)
CSIR-NAL showcases civil aircraft initiatives at Wings India 2022
CSIR (Council of Scientific & Industrial Research)-National Aerospace Laboratories (CSIR-NAL), Bengaluru,
Karnataka participated in the event to showcase its indigenous initiatives of civil aircrafts.
HANSA–NG:
The major attraction of CSIR-NAL is its HANSA–NG (New Generation) Aircraft which was piloted by Wg. Cdr.
Dilip Reddy, an Experimental Test Pilot of IAF (Indian Air Force). Notably, during Wings India 2022, CSIR-NAL
received firm commitments for 10 Nos of HANSA-NG from M/s Belagavi Aviation Pvt Ltd; M/s Blue ray aviation
has also shown interest in acquiring 3 nos of the aircraft.
• HANSA–NG Aircraft designed and developed by CSIR-NAL.
• HANSA-NG is one of the most advanced two seat flying trainer aircraft powered by Rotax Digital Control
Engine with unique features like Just-In-Time Prepreg (JIPREG) Composite lightweight Airframe, among
others. It is capable offlying upto an altitude of 10000ft with max speed of 200 kmph with more than 5 hrs
endurance.

Multi-copter Drones:
NAL also showcased their multi-copter drone. Their unique feature is fully autonomous BVLOS (Beyond Visual
Line of sight) operation capability with max payload capability of 20kg with endurance of about 30 mins.
• Agreements / Technology Transfer of these multi-copters (Quad, Hexa, Octa) were signed with M/s
Scientech Industries Pvt Ltd, Indore, M/s Magic Myna, Coimbatore and M/s C I Network Technologies Pvt
Ltd, Ahmedabad during Wings India.
• They will start production in next three months’ time @ rate of 100 – 200 drones per month.
SARASMK2:
NAL showcased the fully loaded 1:1 mockup of SARASMK2/SARAS-Mk II which is a 19 Seat Light Transport
Aircraft with multirole capabilities like Passenger transport, Troop transport, VIP transport and Casevac
(AirAmbulance). It is exclusively designed for operations from short runways, hot and high airfields, and semi-
prepared runways for connecting Tier 1 & Tier 2 cities / towns.
• It has capability to fly upto 29000 ft at max speed of 500 kmph with range of 778 km and will be ideal
candidate for promoting regional air connectivity under UDAN (UdeDesh ka Nagrik) scheme.
High Altitude Platforms (HAP):
It is a solar-powered UAV (Unmanned Aerial Vehicle) capable of day & night operation at a height of 20 km for
more than 90 days.
Others:
NAL also showcased their other innovations like intermediate modulus grade carbon fiber, carbon prepreg,
special coatings for aerospace applications, Cf-SiC composites, Just-In-time Pre-preg, thermoplastic composites,
ARINC 818 IP core, etc., for various aerospace applications towards self-reliance are demonstrated.
AAI and BEL join hands to develop indigenous Air Traffic Management Systems:
The Airports Authority of India (AAI), under its R & D (Research & Development) initiative has signed an
agreement with Bharat Electronics Limited (BEL) for the joint, indigenous development of Air Traffic
Management Systems (ATMS) and surface movement of aircraft at airports in the country which were hitherto
being imported.

It was signed by B K Sarkar, Executive Director (ATM) from AAI and M V Raja Sekhar, Director (R & D) from
BEL in presence of Sanjeev Kumar, Chairman AAI, and other senior officials of AAI & BEL at Wings India 2022.
What will be done under the agreement?
Under this Agreement, BEL and AAI will jointly develop Civil ATMS with Advanced-Surface Movement
Guidance and Control System (ASMGCS) which is a complex ground surveillance system that manages air
traffic at airports and in Indian Civil Airspace for safe operation of flights from take-off to landing.
• Air traffic control ensures safety, maintaining separation between multiple aircraft, and efficient
management of operations at the airport and Indian airspace.
• ASMGCS provides routing, guidance and surveillance services to aircraft and vehicles, on the ground, in
order to maintain safe surface movement in all weather conditions at the airport.

According to Knight Frank’s 16th edition of The Wealth Report 2022, the number of ultra-high-net-worth-
individuals (UHNWIs) globally increased by 9.3 percent in 2021 to 6,10,569, from 5,58,828 in 2020. India
ranked 3rd in billionaire population globally. United States (US) Tops with most billionaire.
• In India, the number of UHNWIs (net assets with US$ 30m or more) has grown by 11% year-on-year (YoY)
in 2021, the highest percentage growth in Asia-Pacific (APAC).
• Objective of World Wealth Report 2022 – To provide an annual assessment of how wealth creation is
shaping investment markets, and to highlight opportunities and risks.
The Wealth Report 2022:
i.India – India ranked 3rd in billionaire population globally in 2021with equity markets and digital adoption
as the key factors driving the growth in India.
• Around 69 percent of the super wealthy individuals in India are expected to witness an increase of over 10
percent in their net worth in 2022.
• Amongst the Indian cities, Bengaluru witnessed the
highest growth in the number of UHNWIs with 17.1
percent to 352 followed by Delhi with 12.4 percent to
210 and Mumbai with 9 percent to 1596 in 2021.
ii.Globally – Every region across the world saw an increase in
the number of UHNWIs between 2020 and 2021 – Americas
(+12.2%), Russia & CIS (+11.2%), Australasia (+9.8%), Middle
East (+8.8%), Latin America (+7.6%), Europe (+7.4%) and
Asia (+7.2%) – except for Africa, where the UHNWI population declined by 0.8%.

MoD & BEL Signs Contracts Worth Rs 3,102 Crore For Procurement of Advanced Electronic
Warfare suite & IEWR
On March 29, 2022, Ministry of Defence (MoD) Signed a Contract with Bharat Electronics Limited (BEL)
Bengaluru, Karnataka and BEL Hyderabad, Telangana for
supply of Advanced Electronic Warfare (EW) suite for
Fighter aircraft & for Instrumented Electronic Warfare
Range (IEWR) for the Indian Air Force (IAF) respectively
with a total outlay of Rs.3,102 Crore.
MoD & BEL Bengaluru:
i.MoD and BEL, Bengaluru, Karnataka signed a Contract
worth Rs.1993 Crore for supply of Advanced Electronic
Warfare (EW) suite for Fighter aircraft of Indian Air Force.
ii.The EW suite has been indigenously designed &
developed by Defence Research and Development Organisation (DRDO).
iii.Benefit: The supply of advanced EW systems will significantly enhance the battle-survivability of IAF fighter
aircraft while undertaking operational missions against adversaries’ ground-based as well as airborne fire
control and surveillance radars.
MoD & BEL Hyderabad:
i.A contract has been signed between the MoD and BEL, Hyderabad, Telangana for the development of

ii.IEWR will be used to test and evaluate airborne electronic warfare (EW) equipment and validate their

NITI Aayog’s 1st SECI Round -I April 2022: Gujarat, Kerala, Punjab top among Larger States
On April 11, 2022, NITI (National Institution for Transforming India) Aayog has launched the 1st State Energy
& Climate Index (SECI)-Round I April 2022 at an event chaired by Dr. Rajiv Kumar, Vice Chairman, NITI
Aayog. It is based on 2019-20 data.
• SECI is the first index that aims to track the efforts made by States and Union Territories (UTs) in the
climate and energy sector.
• The states of Gujarat, Kerala, and Punjab are the top 3 among larger states while Goa, Tripura, and
Manipur are top 3 among smaller states.
• Among UTs, Chandigarh, Delhi, and Daman & Diu and Dadra & Nagar Haveli ranked 1st, 2nd, and 3rd
respectively.
What is in the SECI Round I?
It ranks the states’ performance on 6 parameters, namely viz. DISCOM’s Performance; Access, Affordability
and Reliability of Energy; Clean Energy Initiatives; Energy Efficiency; Environmental Sustainability; and New
Initiatives. The parameters are further divided into 27 indicators.
• Based on the composite SECI Round I score, the states and UTs are categorized into three groups:
Front Runners, Achievers, and Aspirants.
• The states have been categorized based on size and geographical differences as 20 larger states, 8
smaller states, and 8 UTs.
• The data of Ladakh is shared with Jammu & Kashmir (J&K).

MoUs signed between India and Sri Lanka:
i.MoU on setting up of MRCC in Colombo
Both nations have signed a MoU for the Bengaluru (Karnataka)-based Bharat Electronics Ltd (BEL) to set up a
state of the art Maritime Rescue Co-ordination Centre (MRCC) at the headquarters of the Sri Lankan Navy in
Colombo, with a sub-centre in Hambantota. It will be established with a grant of $6 million from India.
• This will enhance co-operation on maritime security between the two countries.
• As a part of MRCC, BEL will set up advanced software systems that will increase Sri Lanka’s capacities
for communication and co-ordination
What is MRCC?
MRCCs are part of an international network under the United Nations’ (UN) International Maritime
Organisation to monitor the sea lanes for quick response to emergencies.

India to build Sri Lanka wind farms after China pushed aside
India has agreed to develop three Sri Lankan wind farms on the three islets in the Palk Strait between southern
India and Sri Lanka viz. Nainativu, Analaitivu and Delft after the project was taken away from a Chinese firm.
• A $12m project to build wind turbines on three islets was awarded to a Chinese firm in 2019 with
funding lined up from the Asian Development Bank (ADB), but was later scrapped.

Banks Report Frauds worth Rs 34,097 Crore in April-December 2021: RBI Data
In accordance with the Reserve Bank of India (RBI) data, a total of 27 Scheduled Commercial Banks (SCBs) and
Financial Institutions (FIs) have reported 96 cases of fraud, worth Rs 34,097 crore in the first nine months of
FY22 (April-December 2021).
• Punjab National Bank (PNB) recorded 10 frauds with the highest value worth Rs 4,820 crore.
• Bank of India (BoI) reported the highest number of frauds at 13, the cumulative value of those was
Rs 3,925.
The bank-wise details of frauds were provided in response to a question in the Rajya Sabha during the budget
session of parliament by Minister of State (MoS) Bhagwat Karad, Ministry of Finance. Click here for Official

Key Points:
i.India lost at least Rs 100 crore every day to bank fraud over the last seven years. Between April 1, 2015 and
December 31, 2021, banking fraud worth Rs 2.5 lakh crore was detected across states.
• In this, Maharashtra topped the charts accounting for 50% of the money involved. It is followed by
Delhi, Telangana, Gujarat and Tamil Nadu.
• These five states together accounted for more than Rs 2 lakh crore, or 83%, of the quantum of money
lost to financial fraud.
ii.However, there is a sharp decline in fraud occurrences due to structural and procedural reforms. From Rs
67,760 crore in 2015-16, the quantum of money lost to fraud dipped to Rs 59,966.4 crore in 2016-17.
• In 2019-20, the number further dropped to Rs 27,698.4 crore and then to Rs 10,699.9 crore in 2020-
21.
• The amount in April-December 2021 stands at Rs 647.9 crore.
iii.According to the Ministry’s data, until December 2021, the scheduled commercial banks in the country have
reported as many as 2,731 instances of bank frauds. Kotak Mahindra Bank saw the maximum number of these
incidents — 642, followed by IDBI Bank (518) and IndusInd Bank (377).
Categories of Fraud:
RBI classifies frauds under 8 categories:
i.Misappropriation and criminal breach of trust
ii.Fraudulent encashment through forged instruments
iii.Manipulation of books of account or through fictitious accounts and conversion of property
iv.Unauthorised credit facilities extended for reward or for illegal gratification
v.Negligence and cash shortages
vi.Cheating and forgery
vii.Irregularities in foreign exchange transactions
viii.Any other type of fraud not coming under the specific heads as above.
Measures taken by RBI to prevent Frauds:
In addition to the master directions, several measures have been taken to deter fraudsters and defaulters which
includes the following:
i.The Fugitive Economic Offenders Act, 2018 allows for attachment of property of a fugitive economic
offender. Such properties can also be confiscated and the offender can be disentitled, barring them from
defending any civil claim.
ii.Heads of Public Sector Banks (PSBs) have been empowered to issue requests for issuance of look out
circulars. They can also decide on publishing photographs of wilful defaulters, as per RBI norms.
iii.PSBs can obtain certified copies of the passport of the promoters or directors and other authorised
signatories of companies availing loan facilities of more than Rs 50 crore.

On December 14, 2021, RBI issued the Prompt Corrective Action (PCA) Framework for Non-Banking Financial
Companies (NBFCs) to further strengthen the supervisory tools applicable to NBFCs. The provisions of the PCA
framework will be effective from October 2022 based on the financial position of NBFCs on or after March 31,
2022. Until now, the RBI had imposed PCA only on banks.

India’s Agriculture Exports Cross USD 50 Billion Mark for First Time
Exports of agricultural products from India surpassed the USD 50 billion mark for the first time during the
financial year 2021-22 (FY22), owing to significant growth in sugar, rice, wheat, and other cereals exports.
• The Directorate General of Commercial Intelligence and Statistics (DGCI&S), Ministry of Commerce &
Industry, has released the provisional figures stating that agricultural exports rose to USD 50.21
billion in 2021-22, which is 19.92%.
The growth rate is significant since it exceeds the 17.66% growth rate of USD 41.87 billion obtained in 2020–
21, and it was achieved despite unprecedented logistical obstacles such as high freight prices, container
shortages, and so on.
Key Points:
i.The highest ever exports have been achieved for staples like Rice (USD 9.65 billion), wheat (USD 2.19 billion),
Sugar (USD (4.6 billion) and other cereals (USD 1.08 billion).
• Wheat has experienced remarkable increase of more than 273%, nearly quadrupling in value from
USD 568 million in 2020-21 to USD 2119 million in 2021-22.
ii.The increase in exports of these products has benefitted farmers in states like Punjab, Haryana, Uttar
Pradesh, Bihar, West Bengal, Chhattisgarh, Madhya Pradesh, Telangana, Andhra Pradesh and Maharashtra.
• India has captured nearly 50% of the world market for rice.
iii. The export of marine products is also at an all-time high, with USD 7.71 billion benefitting to farmers in
West Bengal, Andhra Pradesh, Odisha, Tamil Nadu, Kerala, Maharashtra, and Gujarat.
iv.For the second year in a row, spice exports have surpassed USD 4 billion.
v.Despite serious supply-side challenges, coffee exports have surpassed USD 1 billion for the first time, boosting
revenue for coffee growers in Karnataka, Kerala, and Tamil Nadu.

Google signed a Memorandum of Understanding (MoU) with the Telangana government to develop

DRDO Successfully Flight Tested SFDR Booster At ITR Off The Coast Of Odisha
The Defence Research and Development
Organisation (DRDO) successfully flight tested Solid Fuel
Ducted Ramjet (SFDR) booster missile system at the
Integrated Test Range (ITR), Chandipur off the coast of
Odisha. The SFDR is a air-to-air missile.
i.The SFDR has been developed by Defence Research and
Development Laboratory (DRDL), Hyderabad in
collaboration with DRDO laboratories such as Research
Centre Imarat, Hyderabad and High Energy Materials
Research Laboratory, Pune.
Objective:
• The SFDR propulsion enables the missile to intercept aerial threats at very long range at supersonic
speeds.
• The SFDR demonstrated reliable functioning of all critical components involved in the complex
missile system.
• It has the operational range of 350km and maximum speed of Mach 4.5
• The Indian Air Force (IAF) to use SFDR booster on its Rafale jets.

Katpadi and Kanyakumari, were also laid to enhance convenience and comfort of the passengers through

Testbed inaugurated
Prime Minister Shri Narendra Modi addressed a programme marking the silver jubilee celebrations of the
Telecom Regulatory Authority of India (TRAI) via video conferencing. He also released a postal stamp to

Country’s First 5G Testbed
Prime Minister Narendra Modi inaugurated the country’s first 5G testbed to enable startups and industry
players to test and validate their products locally and reduce dependence on foreign facilities.
• This 5G testbed was set up at a cost of around ₹ 220 crore and will be available at 5 different locations.
• It was developed as a multi-institute collaborative project by eight institutes led by IIT Madras.
• The other institutes, which are involved in the project are IIT Delhi, IIT Hyderabad, IIT Bombay, IIT Kanpur,
IISc Bangalore, Society for Applied Microwave Electronics Engineering & Research (SAMEER) and Centre of

IRCTC’s Bharat Gaurav Tourist Train Covering Ramayana Circuit will Include a Stop at Nepal’s
Janakpur
The Indian Railway Catering and Tourism Corporation (IRCTC) is set to run its First ‘Bharat Gaurav Tourist
Train’ on June 21, 2022. The proposed 17 Nights/18 Days pilgrimage will run on Ramayana
Circuit identified under the Swadesh Darshan Scheme, covering prominent places associated with the life of
Lord Shri Rama, including Ram Janaki temple in Janakpur located in Nepal.
• The Bharat Gaurav Tourist Train is the Government of India’s initiative of Dekho Apna Desh, to promote
domestic tourism.
Key Points:
i.The train with ten 3AC class coaches, can accommodate a total of around 600 tourists and is fitted with a well
equipped pantry for dishing out freshly-cooked vegetarian meals.
ii.The train will also be fitted with security cameras, along with security guard services for each coach.
iii.The all inclusive package for the pilgrimage starts from Rs 62,370/- per person. IRCTC also offers a 10%
discount for early 100 bookings as special promotions.

The Indian Institute of Technology (IIT) Kanpur’s Just Transition Research Centre (JTRC) has partnered with
the Energy Security and Climate Change Program at the Center for Strategic and International Studies (CSIS) in
Washington D.C., United States of America(USA) to work on just energy transition globally, including in India
under Global Just Transition Network (GJTN).
Utility of the Joint Agreement
i.IIT Kanpur and CSIS will co-arrange a sequence of workshops and bilateral conferences between senior
officers and different key stakeholders from coal-dependent states/provinces in India, the United States, and
South Africa.
ii.Jharkhand, Chhattisgarh, West Bengal, Madhya Pradesh, and Telangana are among the Indian states
with which the IIT-CSIS collaboration will interact, allowing them to access assets and connect with senior
officers working on simple transition in other countries.
iii. In addition, IIT Kanpur and CSIS may also host a number of workshops and interact extensively with the
coal business in India together with with main coal business unions.
Objective of the Joint Agreement

India on top for trust in domestic companies: Study
In accordance with the ‘Edelman Trust Barometer Special Report: The Geopolitical Business’, Indian
companies (89%, with a gain of 4% since January 2022) have emerged as the most trusted by the domestic
population, followed by China, Canada, the United States (US) and the United Kingdom (UK).
• The report was released on the sidelines of the WEF Meeting.
Key Points:
i.On the overall trust index, taking into account trust in NGOs (Non-Governmental Organizations), business,
government and media, India is now placed at the 2nd place after China, as against 3rd in January 2022.
ii.Globally, scientists have emerged the most trusted category, while the United Nations (UN) is the only
trusted global institution.
iii.The survey was conducted in 14 countries with 14,000 respondents between April and May.
India joins US-led coalition to clean up carbon-intensive industry
India has joined the US-led First Movers Coalition, a flagship Public-Private Partnership (PPP) to clean up the
most carbon-intensive industry sectors, from heavy industry to long distance transport.
• Boston Consulting Group (also the First Movers Coalition Knowledge Partner) committed to removing
100,000 tonnes of carbon.
• The coalition announced a major expansion to more than 50 corporate members worth about $8.5
trillion and a total of 9 leading governments, covering over 40% of global GDP (Gross Domestic Product)
viz. US, India, Japan, Sweden, Denmark, Italy, Norway, Singapore and the UK.
• The coalition also announced two new target sectors: carbon dioxide removal and aluminium, which join
the four existing sectoral pledges (aviation, shipping, steel and trucking) launched at COP26.
• These government partners will invite companies from their countries to join the coalition and will
pursue public policies to commercialize the green technologies corporate members commit to purchasing.
• The announcement for the same was made by US Special Presidential Envoy for Climate John Kerry,
alongside Bill Gates, founder of Breakthrough Energy.

Led by the WEF and the US government, the First Movers Coalition targets sectors including aluminium,
aviation, chemicals, concrete, shipping, steel and trucking, which are responsible for 30% of global emissions.

Investing in skills of future can add $8.3 trillion to global economy: WEF
As per the WEF, increasing investments in the future skills for the next-generation workforce can add USD 8.3
trillion in increased productivity to the global economy by 2030.
• The Reskilling Revolution initiative, a coalition of 50 CEOs, 25 ministers and 350 organizations are
committed for the same for their economies, societies and organizations.
Key points:
i.The Reskilling Revolution initiative, launched at the WEF’s 50th Annual Meeting in January 2020, is working
to provide 1 billion people with better education, skills and economic opportunity by 2030.
ii.It works together with 12 countries — Bahrain, Bangladesh, Brazil, Cambodia, Georgia, Greece, India, Oman,

WEF’s ‘Transitioning Industrial Clusters towards Net-Zero’ initiative will be joined by four more industrial
clusters the Netherlands, Belgium and the US viz. Brightlands Circular Space (Geleen, Netherlands); H2Houston
Hub (Houston, US); Ohio Clean Hydrogen Hub Alliance (Ohio, US); Port of Antwerp-Bruges (Belgium, Europe)
Key Points:
i.The initiative will enable these hubs to accelerate industrial decarbonization, boost job creation and improve

The Digital Cooperation Organization (DCO) and WEF signed an agreement to launch a new initiative to boost
flows of digital foreign direct investments globally. Both entities will work together to identify methods to
increase digital adoption, investment in new digital activities, and investment in digital infrastructure.
• They will also launch Digital FDI (Foreign Direct Investment) Enabling Projects in countries around the
world, helping them identify and support implementation of policies and measures to increase investment
in the digital economy.
• The DCO, which focuses on digital economy initiatives supporting youth, startup entrepreneurs and
women, has nine member states with a combined GDP of nearly USD 2 trillion and a population of nearly
600 million.
Swiss Digital Initiative takes Digital Trust Label global
The Swiss Digital Initiative launched in January 2022 has taken WEF’s Digital Trust Label to the international
level. The Label has been awarded to five Swiss companies and their digital services and 14 more have
committed to get the Label in 2022.
• UNICEF Switzerland and Liechtenstein has become the first non-profit organisation, for online donation

Indian Startup Skyroot Successfully Tests Kalam-100 Engine On Vikram-1 Launch Vehicle
Hyderabad-based space startup Skyroot Aerospace successfully tested a solid fuel-based engine, Kalam-100
Engine that would be used in the third stage of the launch vehicle called Vikram 1.The company is developing a
series of three small satellite launch vehicles called Vikram 1, Vikram 2, and Vikram 3.The Vikram 1 rocket will
use four fuel-based stages which includes 3 solid fuel and one 1 liquid fuel stages for the launch.

i.A small-lift launch vehicle will be capable of putting 225 kg
payloads into sun-synchronous polar orbit whose payload
capacity is very small when compared with ISRO’s Polar
Satellite Launch Vehicle (PSLV) which can carry up to 1,750
kg.
ii.Launch vehicle contains four stages, in which the third
stage contains a solid fuel-based engine called Kalam-100
Engine, named after scientist and India’s former president
Dr APJ Abdul Kalam.
• About Testing: Test firing ran for 108 seconds and the engine produces a peak vacuum thrust of
100kilonewton(kN) or 10Tons .
iii.Kalam-100 engine is the largest rocket stage ever designed, manufactured, and tested completely in the
Indian private sector.
iv.The main component of the engine structures consists of the high-strength carbon-fiber structure, solid fuel,
Ethylene-Propylene-Diene terpolymers (EPDM) thermal protection system, and carbon ablative nozzle.
v.The test was conducted at a facility of one of the company’s investors Solar Industries India at
Nagpur,Maharashtra.
Note – In 2021, Skyroot successfully demonstrated the country’s first privately developed cryogenic engine,
Dhawan-1 ,which will be the upper stage in the Vikram-2 rocket, was completely 3D printed using a superalloy,

Government Schemes application submission and 125+ Member Lending Institutions-MLIs (including all
Public Sector Banks) to choose from.

Union Finance Minister Nirmala Sitharaman launched a special window facility for senior citizens above 75
years seeking refund from the Investor Education and Protection Fund Authority (IEPFA). It is an initiative by
IEPFA.
• As a part of this facility, the claim filed by these claimants will be auto-prioritized in MCA 21 system,
an e-Governance initiative of MCA, after receipt of e-verification report from the companies.

According to the data from Sample Registration System (SRS)-Abridged Life Tables 2015-2019,
released by the Registrar General & Census Commissioner of India, India’s life expectancy at birth has
increased up to 69.7 from 2015-2019 period and is still lower than the global average of 72.6.
• In 2015-19, the highest life expectancy at birth has been estimated for NCT of Delhi with 75.9
years followed by, while Chhattisgarh with 65.3 years, has the lowest life expectancy at birth.
• India has increased its life expectancy at birth by 20 years, from 49.7 in 1970-75 to 69.7 in
2015-2019.
• The life expectancy has increased by 0.3 years and 0.4 years respectively for rural and urban
areas as compared to 2014-18.

years) for females, whereas it is lowest in Chhattisgarh (63.7 years) for males and Uttar
Pradesh (66.2 years) for females.
ii.Odisha has had the highest increase, of over 24 years, from 45.7 to 69.8 years followed by Tamil
Nadu.Uttar Pradesh, with lowest life expectancy at birth of just 43 years in 1970-75 has increased to 65.6
in 2015-2019.
iii.In case of birth (age-0), life expectancy is higher in urban areas than in rural areas for most of the
States/UTs; except for Kerala which has reported higher rural life expectancy at birth.

men in Chhattisgarh had the lowest, 62.8 years which shows a gap of 15.8 years.
ii.In Assam, the gap in life expectancy between rural and urban areas is nearly 8 years, followed by
Himachal Pradesh with a gap of 5-years.
iii.Kerala is the only state where the rural life expectancy at birth was higher than urban for both women
and men.
iv.In Bihar and Jharkhand, the male life expectancy stood higher compared to women in both urban and
rural areas.
Gist About Life Table
• A life table summarizes the mortality experience of a population during
the period of study. The life table is a mathematical table which gives the life history of a

Key Highlights:
i.The reason for the below global average level is mainly due to high infant mortality and under-five
mortality.
ii.The gap between life expectancy at birth and life expectancy at age one or age five is biggest in states
with the highest infant mortality rate (IMR) such as Madhya Pradesh and Uttar Pradesh including other
states like Rajasthan, Chhattisgarh, Gujarat, Assam and Odisha.

of Telangana High Court. His parent high court is Gauhati.
Justice Ujjal Bhuyan will replace Chief Justice Satish Chandra Sharma of the Telangana High Court

i.Four of these high courts – Delhi, Himachal Pradesh, Rajasthan and Gauhati – were headed by Acting Chief
Justices.
• Since Justice D N Patel retired, the Delhi High Court has been without a regular Chief Justice, and
Justice Sanghi has served as Acting Chief Justice since March 13, 2022.
ii.The names of new Chief Justices were recommended by the Supreme Court Collegium led by CJI N V Ramana
on May 17, 2022.
iii. The new Chief Justices will assume their new charge in the following days, and their appointments will take
effect from the day they assume office.
iv.Judicial vacancies: The number of judicial vacancies in the High Courts remained at 400 as of June 1, 2022,
while the working strength of judges is 708. The sanctioned number of judges in the 25 High Courts is 1,108.

World Bank Approves USD 250 million for India’s Road Safety Program
The Board of Executive Directors of the World Bank has approved the financing of USD 250 million to
support the “India State Support Program for Road Safety”, a project by the Indian government to improve
road safety.
• The project will be implemented in seven States: Andhra Pradesh, Gujarat, Odisha, Tamil Nadu,
Telangana, Uttar Pradesh and West Bengal.
The USD 250 million variable spread loan from the International Bank for Reconstruction and Development
(IBRD) has an 18 years maturity period with a grace period of 5.5 years.
Ministry Of Defence & Bharat Dynamics Limited Signs Defence Contract for Supply of ASTRA
MK-I BVR AAM
The Ministry of Defence (MoD) has inked a contract with Hyderabad-based public-sector Bharat Dynamics
Limited (BDL) for the supply of ASTRA MARK (MK)-I Beyond Visual Range (BVR) Air-to-Air Missile
(AAM) and related equipment to the Indian Air Force (IAF) and Indian Navy.
• The contract was signed under the Buy (Indian-Indian Designed, Developed, and Manufactured (IDDM))
category and is worth Rs. 2,971 crores.
The project represents the spirit of ‘Aatmanirbhar Bharat,’ and will accelerate India’s transition towards self-
sufficiency in Air-to-Air Missile (AAM).
The Defence Contract:
i.The purchase under the ‘Buy (Indian-IDDM)’ category refers to the purchase of products from an Indian
vendor that have been indigenously designed, developed, and produced with a minimum of 50% Indigenous
Content (IC) on a cost basis of the overall contract value.
ii.The technology to produce missiles of this class indigenously was not available until recently, but the ASTRA
MK-I BVR AAM was designed and developed indigenously by the MoD’s Defence Research and Development
Organisation (DRDO).
• The technology transfer from DRDO to BDL for the production of the ASTRA MK-I missile and all
associated systems has been completed, and production at BDL is currently in progress
• The ASTRA MK-I missile and all associated systems for launch, ground handling, and testing were
developed by DRDO in collaboration with the IAF.
iii. The project will provide opportunities in aerospace technology for at least 25 years for various Micro, Small,
and Medium Enterprises (MSMEs).
Strategic Significance:
i.The ASTRA MK-I BVR AAM missile was developed in response to IAF requirements for BVR as well as close-
combat engagement, reducing dependence on foreign sources
• Own fighter aircraft can neutralise adversary aircrafts without exposing themselves to adversary air
defence measures using stand-off ranges provided by AAMs with BVR capabilities.
ii.This missile outperforms several foreign missile systems in terms of technology and cost.
• It has a top speed of more than four times the speed of sound and a maximum altitude of 20 kilometres
(km), making it extremely flexible for air combat. It can combat enemy fighter aircraft at ranges of up to
75 km.
iii. The missile has been successfully trial tested by the IAF and is fully integrated into the Sukhoi 30 MK-I. It
will be integrated with other fighter aircraft, such as the Light Combat Aircraft (LCA) Tejas in a phased manner.
iv.The missile will be integrated into the Indian Navy’s MiG-29K fighter aircraft, which are stationed aboard the
Navy’s aircraft carriers, enhancing the carriers’ lethality.
NOTE:
• Only a few missile manufacturers in the United States, Russia, Europe, and China have mastered the
technologies used in BVR AAMs. India has now become a member of this exclusive club.
• A longer-range Astra Mark II is in the pipeline, capable of shooting down enemy fighters from a range of
up to 100 km.

Fabrication (fab) Unit that will be set up in Hyderabad, Telangana with investments worth Rs 24,000 crore.
• Under this, a display fab facility i.e. ‘Generation 6
AMOLED Display FAB’ will be set up by Elest, with
investments worth Rs 24,000 crore.
• AMOLED is an acronym for Active Matrix Organic
Light Emitting Diodes.
• It is one of the largest investments in India’s
electronics sector and the largest ever investment
by size in Telangana.

i.The Display FAB would be set up under the India Semiconductor Mission (ISM) programme of the Ministry

ii.This proposed fab unit will manufacture, and supply most advanced AMOLED displays to smartphone, tablet
computers, laptops, and TV makers globally.
iii.It will also manufacture lithium-ion cells, batteries, and EVs (Electric Vehicle).
iv.The unit will be set up in technological association with the most advanced and finest research centres
across the world.
v.The display fab facility will not only make India at par with countries such as China, United States (US), Japan,
Korea, and Taiwan, but also generate direct opportunity for more than 3,000 people, including scientists and
advanced technology professionals.
Point to be noted:
Elest, a Fortune-500 company, will also set up a research and development centre for research in the next
generation areas of advanced display technology.

Burhanpur district of Madhya Pradesh (MP) became India’s first ‘Har Ghar Jal’ (Water To Every
Household) certified district, with all the 254 villages in the
district having access to safe drinking water under Jal
Jeevan Mission (JJM). It was announced by the Ministry
of Jal Shakti.

‘Gateway of Deccan’.
Highlights:
i.When JJM was launched on 15 August 2019, only 37,241
rural households (36.54 per cent) out of a total of 1,01,905
households in Burhanpur had potable drinking water through tap connections.
• As of July 2022, all the houses in the district – 1,01,905 have access to tap water in 254 villages,
including in 43,701 tribal households.
• In MP, 42.71% of the households have been provided with a tap water supply as of July 22.
ii.Under the ‘Har Ghar Jal programme, Village Water and Sanitation Committee (VWSC) was formed in all the
254 villages of Burhanpur. It is responsible for the operation, maintenance, and repair of water supply
infrastructure developed
iii.As of now, three States – Goa, Telangana and Haryana and three UTs – Andaman and Nicobar Islands, Dadra
and Nagar Haveli & Daman and Diu, and Puducherry have provided 100% tap water coverage.

i.It was launched in 2019 under the Jal Shakti Ministry.

FDI in R&D Sector in India Rises to USD 343.64 Million in 2021: MoCI
According to the Ministry of Commerce and Industry (MoCI), Foreign Direct Investment (FDI) inflows into
India’s Research and Development (R & D) sector hiked to USD 343.64 million in Calendar Year (C.Y.)
2021, rising 516% from USD 55.77 million in C.Y. 2020.
• FDI is permitted in the R&D sector through a 100% automatic route, subject to applicable
laws/regulations, security and other conditionalities.
The Indian government has made significant efforts to attract and promote R&D-intensive FDI to supplement
domestic capital, technology, and skills for faster economic growth and development.
Key Statistics:
i. Karnataka is the Top FDI Equity recipient state in R&D during Y. 2021, followed by Telangana and
Haryana.
• Telangana, Karnataka, Haryana, Andhra Pradesh, and Tamil Nadu showed growth of more
than 250% in C.Y. 2021 compared to C.Y. 2020.
ii.Singapore is the Top investing country in R&D during C.Y. 2021, accounting for 40% of total FDI equity in
R&D, followed by Germany (35%), and the United States of America (U.S.A) (11%).
• Furthermore, FDI Equity inflows from countries like Germany, Mauritius, France, Singapore, Oman,
and the USA, increased by more than 200% compared to C.Y. 2020.
iii. Daimler Truck Innovation Center is the Top FDI Equity inflow recipient company in
R&D during C.Y. 2021, accounting for 35% of total FDI Equity in R&D, followed by Aragen Life

Rajasthan & Telangana Signs MoU to Set up First Women Run Bank in Rajasthan
On 26th July 2022 Rajasthan Grameen Aajeevika Vikas Parishad (RGAVP) – Rajeevika of the Rajasthan
government and Telangana government's Stree Nidhi Credit Cooperative Federation (Stree Nidhi) signed a
Memorandum of Understanding (MoU) to establish ‘Rajasthan Mahila Nidhi (RMN)’, Rajasthan’s
first and India’s third women’s financial institution (bank).
• The MoU was signed by Rajeevika mission director Manju Rajgopal and Stree Nidhi Managing Director
(MD), G Vidyasagar Reddy in the presence of rural development and panchayat raj minister
Ramesh Chand Meena at Indira Gandhi Panchayati Raj Institute.
• This was announced by Chief Minister Ashok Gehlot in the 2022-2023 budget.
Highlights:
i.Establishment – RMN will be established as a state-run financial institution through Rajeevika with a total
grant of Rs. 50 crore from the Rajasthan government in 2 years (Rs. 25 Crore in the 1st year).
• The Rajasthan government has sent a proposal worth Rs.110 crore to the central government in
support of the project.
• Rajeevika will contribute around Rs. 10 lakh per cluster-level union as share capital from 561 promoted
cluster-level federations in a phased manner for the operations.
ii.RMN will be started in 15 districts including Karauli, Alwar, Kota, Dungarpur, Rajsamand and Jodhpur during
the 1st year of the project implementation and its members will be from the cluster level federation of
Rajeevika.
iii.Through RMN, loans up to Rs. 40,000 will be disbursed in 48 hours and above Rs. 40,000 will be disbursed

Six Indian States Sign First-Of-Its-Kind Declaration of Intent to Combat Human Trafficking
A first-of-its-kind Inter-State Declaration of Intent to Work in Collaboration to Combat Human
Trafficking was signed by women and child welfare representatives from six Indian states — Andhra Pradesh,
Karnataka, Kerala, Odisha, Tamil Nadu, and Telangana — on July 1-2, 2022, during a two-day Regional
Consultation on Working Together to Combat Human Trafficking.
• This declaration will be called as ‘Hyderabad Declaration’
• The Telangana government hosted the event in partnership with the Non-Profit Organizations
(NGOs) Prajwala and Shakti Vahini. The conference was supported by the United States (US)
Consulates General in Hyderabad (Telangana) and Kolkata (West Bengal).
The agreement emphasises collaborating on intelligence gathering and sharing, witness and legal protection, as
well as rehabilitation and care for survivors.
Regional Consultation to Combat Human Trafficking
i.The consultation included 36 senior officials from the Departments of Women and Child Welfare/Social
Welfare, the Home Department, the State Women’s Commission, the State Children’s Commission, and the State
Legal Services Authority.
• It was also attended by State Ministers from Telangana, Andhra Pradesh, Karnataka, Kerala, Odisha,
and Tamil Nadu.
ii.The consultation featured presentations and panel discussions from senior police officers, prosecutors,
judges, cybercrime experts, and survivor advocates.
iii. To ensure convergence in response process and enhance interstate collaboration between source and
destination agencies, the US government collaborated with state governments to organise a series of
consultations to bring together state-level parties, including government departments, legal services, law
enforcement, child protection, and prosecution agencies.
Significance of A Regional Consultation
i.A regional consultation will provide a forum for exchanging best practices that can then be adopted by each
state.
• Through this cooperation, the States will be able to interact with each other more effectively, leading
to cooperation with a focus on combating human trafficking.
ii.A Real Time Example: A delegation from Telangana had previously visited Tamil Nadu to research the
Amma Maternity Nutrition Kit and Amma Baby Care Kit schemes.
• It was then adopted in Telangana as the KCR Kit Scheme for pregnant women, resulting in
significant reductions in the Infant Mortality Rate (IMR) and Maternal Mortality Ratio (MMR).

Asia Pacific Sustainability Index 2021: Bengaluru Tops in India, Ranks 14th In the APAC Region
According to the ‘Asia Pacific Sustainability Index 2021’ released by Knight Frank, an international property
consultant based in London, United Kingdom (UK), four Indian cities made it to the top 20 of the Asia Pacific
(APAC) Sustainably Led Cities Index Ranking.
• Bengaluru, Karnataka, was ranked 14th in the
APAC region in the Gold standard category. It
topped among the Indian cities.
• The other 3 Indian cities, Delhi (New Delhi),
Hyderabad (Telangana), and Mumbai
(Maharashtra), came in 17th, 18th, and 20th,
respectively, attaining the Silver standard
category.
The top five green-rated cities in the APAC region are
Singapore, Sydney (Australia), Wellington (New Zealand),
Perth (Australia), and Melbourne (Australia). These five cities earned the Platinum category, the
highest category of the index.
Key Facts:
i.The APAC Sustainably-led Cities Index includes 36 cities ranked according to urbanisation pressure, climate
risk, carbon emissions, and government initiatives.
ii.The index standard refers to the willingness of the cities in accepting and adapting to Environmental, Social
and Governance (ESG)metrics.
• Platinum signifies that the city is well advanced and extremely open to accepting and adapting to
ESG metrics from all stakeholders to a high degree.
• Gold implies that the city is slightly advanced and somewhat open to accepting and adapting to ESG
metrics from all stakeholders to a certain degree.
• Silver denotes that the city is advanced and open to accepting and adapting to ESG metrics from all
stakeholders to a limited degree.
Global Startup Ecosystem Index 2022: Bengaluru Boasts Strongest Startup Ecosystem in India
& 8th Globally
According to the Israel-based StartupBlink’s ‘Global Startup Ecosystem Index (GSEI) 2022’, Bengaluru, the
capital city of Karnataka, has the “strongest startup ecosystem in India” and ranks 8th among the world’s top 10
cities.
• Bengaluru was ranked first among Indian cities in the 2022 rankings. Furthermore, it is
ranked first in South Asia.
Globally, New Delhi (Delhi) is ranked 13, Mumbai (Maharashtra) is ranked 17, Pune (Maharashtra) is ranked
90, while Hyderabad (Telangana) is ranked 97.
• The other cities in the index are Chennai (Tamil Nadu), Jaipur (Rajasthan), and Ahmedabad
(Gujarat).
Key Report Findings:
i. India is among the top-20 startup ecosystems globally and has been ranked 19th in the country-
wise rankings for 2022.
ii.In the Asia-Pacific (APAC) region, India is ranked 4th after Singapore, Australia, and China.
iii. Bengaluru’s startup ecosystem has been ranked the 3rd best at the city level in the APAC region, moving up
two spots in 2022. The top 2 cities are: China’s Beijing (1) and Shanghai (2).

First Edition Of ‘State Ranking Index For NFSA’ 2022: Odisha, Uttar Pradesh, Andhra Pradesh
Emerge as Top 3 States Among General Category States
The first edition of the “State Ranking Index for NFSA: Creating resilient food systems to optimize the
delivery of benefits – June 2022“ was released by Union Minister Piyush Goyal, Ministry of Consumer Affairs,
Food & Public Distribution (MoCA,F&PD), on July 5, 2022, during the Conference of Food Ministers of States
and Union Territories(UTs) on “Food Nutrition and Security in India,” which was hosted by the Department of
Food and Public Distribution (DFPD), MoCA,F&PD.
• The National Food Security Act (NFSA) was enacted on July 5, 2013, and the conference was
organized to commemorate the occasion on July
5, 2022.
Objective of NFSA: To deliberate and discuss nutritional
security, food security, best practices followed in Public
Distribution System (PDS), crop diversification, reforms in
PDS and storage sector.

The conference was attended by Ms. Sadhvi Niranjan Jyoti,
Minister of State (MoS) for Consumer Affairs, Food & Public
Distribution, and Rural Development; Sudhanshu Pandey,

State Ranking Index for NFSA 2022
i. The State Ranking Index for NFSA 2022 aims to document the status and progress of NFSA and other reform
initiatives across India, following consultation with states.
• It emphasises reforms made by States/UTs, fosters cross-learning, and scales up reform actions
implemented by all States/UTs.
ii.The 2022 Index is mainly focused on NFSA Distribution and will eventually incorporate procurement
and Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY)Distribution in future.
iii. The Index for ranking States/UTs is based on 3 main pillars that cover the end-to-end implementation of
NFSA via the Targeted Public Distribution System (TPDS). The 3 pillars are:
• NFSA— Coverage, targeting and provisions of the Act
• Delivery platform, and
• Nutrition initiatives
Key Facts:
i. India has now become 100% connected under One Nation One Ration Card (ONORC).
• So far, approximately 45 crore transitions have taken place, allowing beneficiaries to collect rations
from any State/UT in India.
ii.The Ayushman Bharat Card will be distributed using a digital, Aadhaar-linkedPublic Distribution system. The
technique is being used by Uttar Pradesh to distribute Ayushman Bharat cards.
• The immunisation of immigrant children can also be linked with the system to guarantee that they
have access to medical facilities.
iii. With respect to the food subsidy to states, the deadline to submit claims for pending dues for the year 2019–
20 is August 15, 2022.
• The subsidy claims remain pending as the States/UTs fail to provide relevant data even if the Centre
has available funds.
• The non-participating states include Telangana, Odisha, Jharkhand, Delhi, Andhra Pradesh, West
Bengal, Rajasthan, Uttarakhand, Arunachal Pradesh, Assam, and Nagaland.

• The UT of Dadra & Nagar Haveli(NH) and Daman & Diu is covered under both categories—for urban
areas under DBT category and for other areas under non DBT category.

shops (FPS).
• The States/UTs are in charge of effectively implementing the Act.
iii. It entails identifying eligible households, providing them with ration cards, providing eligible households
with food grain entitlements through FPS, granting licences to Fair Price Shop dealers and monitoring them,
establishing an efficient grievance redressal mechanism, and necessary strengthening of the TPDS.
Coverage And Entitlement Under NFSA
• In accordance with the Antyodaya Anna Yojana (AAY) and priority households, NFSA provides
coverage of up to 75% of the rural population and 50% of the urban population.
• Since AAY households are the poorest of the poor, they are entitled to 35 kg of food per family per
month, while priority households are entitled to 5 kg per person per month.
Direct Benefit Transfer (DBT)
i. The National Food Security Act of 2013 provides for reforms to the TPDS, including schemes like cash
transfers for the distribution of food benefits.
ii.The DBT experiment intends to(i) reduce the need for huge physical movement of foodgrains, (ii) provide
greater autonomy to beneficiaries to choose their consumption basket, (iii) enhance dietary
diversity, (iv) reduce leakages, (v) facilitate better targeting, (vi) promote financial inclusion.
iii. Direct Cash Transfer in food was introduced in September 2015 in the UTs of Chandigarh and Puducherry,
and in March 2016 in a section of Dadra and Nagar Haveli.
• The NFSA is being implemented in these UTs via a cash transfer model, in which eligible households
get a direct bank deposit of the subsidy’s cash equivalent, enabling them to buy food grains on the
open market.

3rd States’ Startup Ranking 2021: Gujarat, Karnataka emerged as Best States
On July 4, 2022, the result of the 3rd edition of the States’ Startup Ranking 2021 was announced by the Union
Minister Piyush Goyal, Ministry of Commerce and Industry (MoCI) during an event held at The Ashok, New
Delhi (Delhi). It was organized by the Department for Promotion of Industry and Internal Trade (DPIIT), MoCI.
• The Best Performer States are Gujarat and Karnataka in Category A, and Meghalaya in Category B.
• Gujarat has been judged as the Best Performer State for the third time in a row. There was special
mention of the initiative taken by the Student Startup and Innovation Policy Cell (SSIP) of
Gujarat’s education department.
Performance Categorization of States’ Startup Ranking 2021:
i.It is based upon States’ Startup Ranking Framework (SRF) 2020 which involves five grading groups viz. Best
performers (Percentile: 100), Top Performers (Percentile: 60-99), Leaders (Percentile: 30-59), Aspiring
Leaders (Percentile: 11-29), and Emerging Startups Ecosystems (Percentile: Up To 10).
ii.According to each States’ and UTs’ performance, they have been grouped in Category A and Category B.
• Category A includes States and UTs with a population of more than 1 crore (data from Census 2011).
• Category B includes States and UTs satisfying the criteria of: (a) All States/UTs with a population of
less than 1 crore (b) All UTs except Delhi; and (c) All North-eastern States except Assam.

On July 21, 2022, Suman Bery, Vice Chairman of NITI Aayog (National Institution for Transforming India),
released the third edition of the India Innovation Index 2021 at NITI Bhawan in New Delhi, Delhi.
• The India Innovation Index 2021 analyses subnational innovation ecosystems and capacities,
emphasizing recent factors and catalysts for crisis-driven innovation.
• Karnataka has topped the Major States’ category in the current edition, followed by Telangana and
Haryana. Among the North-Eastern India Innovation Index 2021 and Hilly States, Manipur is the
best performer, followed by Uttarakhand and Meghalaya. For the Union Territories and City-
States, Chandigarh is the top performer, followed by Delhi.
Every year, the NITI Aayog and its knowledge partner, the Institute for Competitiveness, India, publish the
India Innovation Index.
• It is a comprehensive tool for the assessment and development of India’s innovation ecosystem.

India Innovation Index 2021: 3rd edition
i. The third edition of the index enhances the scope of innovation analysis in India by leveraging the framework
of the Global Innovation Index (GII), which is released by WIPO(World Intellectual Property Organization) on a
yearly basis.
• The India Innovation Index’s first and second editions were released in October 2019 and January
2021, respectively.
• In Global Innovation Index (GII) India reached the 46th spot in 2021 from the 60th position in 2017.
India was ranked 1st among the Central and South Asian nations and 2nd among the lower-middle-
income countries.
ii.In comparison to the 36 indicators utilized in the previous edition i.e., India Innovation Index 2020, the third
edition of India Innovation Index 2021 features 66 new unique indicators.
• The innovation index is based on 7 pillars: human capital, investment, knowledge workers, business
environment, safety and legal environment, knowledge output, and knowledge diffusion. These
pillars were divided across 66 indicators to determine the innovation capacity of states/UTs.
• The indications are now distributed across 16 sub-pillars, which together make up the seven key
pillars.
iii. Using this comprehensive framework, the index offers a performance score for each States/Union
Territories (UTs) in India.
• It identifies the strengths and weaknesses of States/UTs, which in turn will help policymakers to
include and frame relevant measures to foster innovation-led growth at the sub-national level.
iv.The States/UTs have been divided into 17 ‘Major States’, 10 ‘North-East and Hill States’, and 9 ‘Union
Territories and City States’, for effectively comparing their performance.
v.The India Innovation Index 2021 also includes a special section that highlights the detailed analysis of the
drivers of innovation, by evaluating the improvement in the indicators.
Performance of States/UTs:
i.Among the 17 Major States, Karnataka topped the India Innovation Index 2021 and also held its top spot in
the India Innovation Index in the ‘Major States’ category for the third year in a row. It is followed by Telangana
and Haryana.Chhattisgarh has scored the
least, 10.97.
ii.The North-Eastern and Hill States’ category comprises 10 states.In the North-Eastern and hilly states,
Manipur has emerged as the best performer, followed by Meghalaya and Uttarakhand.Nagaland is at the
bottom.
iii. Amongst the 9 Union Territories and City-States,Chandigarh is the top performer among UTs and City-

Program
The National Institution for Transforming India (NITI) Aayog and the United Nations World Food Programme
(WFP) have released a report titled “Take Home Ration: Good Practices-Across the States/UTs”. The report
was released by Suman K. Bery, Vice Chairman of NITI Aayog.
• It highlights a collection of good and innovative practices used by the States and Union
Territories (UTs) to implement the Take Home Ration (THR) value chain.
The report is based on secondary data sources and data obtained from the Department of Women and Child
Development of various states/UTs.

Background
The Government of India (GoI) launched the National Nutrition Mission (NNM), also known as the Prime
Minister’s Overarching Scheme for Holistic Nourishment (POSHAN Abhiyaan), with the purpose of reducing
undernutrition by 2% annually.
i. Recently, it has given the Supplementary Nutrition Programme (SNP) offered through the Integrated Child
Development Services (ICDS) programme significant attention.
• ICDS is one of the largest child nutrition programmes in the world.
The SNP was created to bridge the nutritional gap among children under the age of six as well as pregnant and
lactating women (PLW).
• It is distributed to over 9 crore beneficiaries registered at Anganwadi Centres (AWCs) in two ways:
Hot-Cooked Meal (HCM) and Take-Home Ration (THR).
Note:
• To promote food and nutrition security and lower malnutrition levels, the GoI has various significant
policy initiatives, schemes, and programmes in place, including the world’s largest food safety net
under the National Food Security Act of 2013.
• The United Nations WFP in India mapped THR across India in 2019 and is currently supporting the
state governments of Uttar Pradesh, Rajasthan, and Odisha in enhancing the composition and
establishing decentralised production of fortified nutritious THR.
Take Home Ration (THR)
It offers fortified rations for use at home for pregnant and lactating women (PLW), and children between the
ages of 6 and 36 months.
• The ‘first 1000 days’ window is of critical importance for ensuring full growth and development of
children.
iii. The THR programme consumes a significant portion of the ICDS budget, with annual spending by the
Central and State Governments exceeding Rs. 13,500 crore (about USD 2 billion).
This report is an effort to present the various steps taken to adopt in the implementation of the THR value
chain, from formulations to last-mile delivery, by the States and UTs.Some of the improvisations are below
Procurement: This section highlights various good practices related to procurement adopted by various States
and UTs. For instance, Delhi, Tamil Nadu, Telangana, Chandigarh, and Mizoram are procuring THR products
through e-tendering for maintaining fair play and transparency.
Production model: Decentralized production model increases efficiency for lastmile delivery of THR to
beneficiaries.
• In Kerala, Amrutham-Nutrimix THR is produced by WSHGs through a decentralized approach.
• In Karnataka, THR is produced by Mahila Supplementary Food Production Centers (MSPCs) led by
Women Self-help groups.
Product formulation: The THR product must be healthful and nutritional ingredients.
• The YSR Sampoorna Poshana scheme in Andhra Pradesh provides milk and eggs. Beneficiaries in
Haryana receive fortified sweetened flavored milk.
• The Andhra Pradesh, Chandigarh, Gujarat, Himachal Pradesh, Karnataka, Madhya Pradesh, Manipur,
Mizoram, Odisha, Tamil Nadu, Telangana, and Uttarakhand are providing varied THR menu options
to boost acceptability and provide additional choices among recipients.
Quality assurance and quality control: Gujarat has implemented inspections throughout the production
process at the Amul THR factory to improve the quality of THR.
• Telangana has a quality control department that inspects the food. In Odisha, payments to WSHGs
are withheld in the event of non-compliance with quality requirements, while in Rajasthan, the
contract with the SHG is annulled.
Packaging and labelling: The THR packaging provides a good opportunity to share all information related to
the THR product.
• In Odisha, color-coded packets are distributed, capturing key messages on the importance of
breastfeeding.
• THR packets in Arunachal Pradesh, Gujarat, and Madhya Pradesh include instructions on product
preparation.
Monitoring: It is critical to monitor its effectiveness of the programme. Jharkhand has adopted a real-time
monitoring approach using call centres. In Odisha, community-level monitoring is institutionalized through the
formation of Mothers Committees (MC) .
• In Himachal Pradesh, an Anganwadi-level Monitoring and Support Committee is formed comprising
of members of Pachayati Raj Institution, SHGs, local teachers, and health workers for the purpose of
monitoring.
Supply chain management: Supply chain management is an important component of the THR value chain.
Odisha has adopted the Mo-Chhatua software application and management information system to streamline
supply chain management.
Social and Behavior Change Communication (SBCC): For any initiative to have an impact, information,
education and communication (IEC) play a pivotal role. Several state governments have designed IEC material

5th Edition of Business Reforms Action Plan: BRAP 2020 – An Assessment of States/UTs To
Enhance Ease of Doing Business
The assessment of States/Union Territories (UTs) under the Business Reforms Action Plan (BRAP) 2020,
the 5th edition of the BRAP exercise, was announced by Union Minister Nirmala Sitharaman, Ministry of
Finance (MoF), and Ministry of Corporate Affairs (MoCA) on June 30, 2022, in New Delhi, Delhi.
Aim: To promote investor confidence, develop a business-friendly environment, and improve the ease of doing
business across India by creating a healthy competitive aspect through a system of assessing states based on
their performance in implementing BRAP.
Since 2014, the Department for Promotion of Industry and Internal Trade (DPIIT), MoF, has been assessing
States/UTs based on their performance in implementing prescribed reforms in the BRAP exercise.
• Assessments of States/UTs have so far been made for the years 2015, 2016, 2017–18, and 2019.

Business Reforms Action Plan (BRAP) 2020
i. The BRAP 2020 covers 301 reform points spanning 15 business regulation areas such as Access to
Information, Single Window System, Labour, Environment, Land Administration & Transfer of Land and
Property, Utility Permits, and others.
• To further strengthen the reform process, 118 more reforms were also included.
ii.To broaden the scope of the reform agenda, sectoral reforms with 72 action points were introduced for the
first time in the following 9 sectors: Trade License, Healthcare, Legal Metrology, Cinema Halls, Hospitality, Fire
No Objection Certificate(NOC), Telecom, Movie Shooting, and Tourism.
Assessment of States/UTs Under BRAP 2020
In order to recognise and identify the outstanding reform measures adopted by the States/UTs to improve the
business ecosystem, the DPIIT assessed and sorted States/UTs into broad category-wise segmentation.
• As compared to the conventional practice of announcing ranks, the MoCI has changed the system of
ranking States/UTs in BRAP 2020 to be category-based, namely:
• Top Achievers,
• Achievers,
• Aspirers, and
• Emerging Business Ecosystems.
Objective: The assessment of the States/UTs is not intended to establish a hierarchy among them, but rather to
establish an environment that enables for the exchange of knowledge among the States/UTs, which would
further result in the spread of effective practises across India.
Significance: The assessment fully considers the feedback from actual users/respondents at the ground level,
who contributed their perspectives about the effective implementation of reforms.

i. The second band of states with 80-90% score are Himachal Pradesh, Madhya Pradesh, Maharashtra, Odisha,

GODI becomes India’s first company to get BIS certification for made-in-India Li-ion cells
Hyderabad-based GODI India Private Limited has become India’s first company to receive Bureau of Indian
Standards (BIS) certification for its 21700 cylindrical NMC811 lithium-ion cells made using its home-grown
technology. As per BIS requirements, the Godi-designed cells were tested and qualified by a third-party testing
agency (TUV).
i.The company will set up a giga-factory for lithium-ion cell manufacturing in India by 2024, referring to a
facility used for producing electric batteries at a huge scale, primarily for use in electric vehicles (EV).
ii.For the first time in Indian history, NMC811 21700, 3.65V-4.5Ah cylindrical cells were made-in-India & Made-
for-India.”

Earlier on June 23, 2022, NSIL has launched Geosynchronous Satellite (GSAT)-24 (GSAT-24), the first dedicated
mission, in its first “demand-driven” communication satellite mission onboard the Arinave-V rocket from
French Guiana.
• Following space sector reforms, it was launched, with the whole capacity on board leased to Direct-
to-Home (DTH) service provider Tata Play.
Note: PSLV is called the workhorse of ISRO. It had successfully launched two spacecraft – Chandrayaan-1 in
2008 and Mars Orbiter Spacecraft in 2013 – that later travelled to Moon and Mars respectively.
PSLV-C53/DS-EO Mission
i. PSLV-C53/DS-EO Missionis designed to orbit DS-EO satellite along withtwo other co-passenger satellites
from ST Electronics,
• This is the 55th PSLV mission and the 15th mission using the PSLV-Core Alone variant.
• It is the 16th PSLV launch from the second launch pad.
ii.The mission intends to demonstrate the use of the spent upper stage of the launch vehicle as a stabilised
platform for scientific payloads following satellite separation.
iii. PSLV-C53 is a four-stage launch vehicle which is 44.4 m tall and has a lift-off mass of 228.433 tonnes.
iv.After the 3 Singaporean satellites were launched, the PS4, or fourth stage of the PSLV, was converted into the
PSLV Orbital Experimental Module (POEM), an orbital platform for conducting in-orbit scientific experiments.
• The PS4 stage was orbiting the Earth for the first time as a stabilised platform, demonstrating the
viability of ISRO’s proposal to employ the rocket engine’s fourth and final stage further into space.
v.POEM was carrying six payloads, including those from two Indian space start-ups — Dhruva Space Private
Limited in Hyderabad (Telangana) and Digantara Research and Technologies Private Limited in Bengaluru
(Karnataka)– enabled through Indian Space Promotion and Authorisation Centre (IN-SPACe)and NSIL.
• Dhruva Space & Digantara are the first set of space start-ups to receive the authorization, signalling
the commencement of private space sector launches in India.
The 3 Singaporean Satellites
i. DS-EO, a 365 (kilogram) kg satellite, and NeuSAR, a 155 kg satellite, both belonged to Singapore and were
built by Starec Initiative of the Republic of Korea.
• It carries an Electro-Optic, multi-spectral payload that will provide full colour images for land
classification, and serve Humanitarian Assistance and Disaster Relief (HADR) needs.
ii.NeuSAR is the first small commercial satellite from Singapore with a Synthetic-Aperture Radar (SAR)payload
that can capture imagesin day and night and under all weather conditions.
iii. Scoob-1, a 2.8 kg satellite of Nanyang Technological University (NTU), Singapore.
• It is the first satellite in the Student Satellite Series (S3-I), a hands-on student training program from
the Satellite Research Centre (SaRC) at Singapore’s NTU School of Electrical and Electronic
Engineering.

• It also provides dummy signboards, pedestrians, overpasses, and bikers to test all real-world
conditions.

i.Under this national mission, IIT Hyderabad has been awarded the Technology Innovation Hub for
Autonomous Navigation and Data Acquisition Systems (UAVs, ROVs. etc.).

Technology Business Incubator (TBI) of Birla Institute of Technology and
Science(BITS), Pilani – Hyderabad campus(Telangana) will support Abyom SpaceTech and Defence Pvt.
Ltd(Abyom), an Aerospace Startup based in Uttar Pradesh(UP), looking to develop ‘Reignition Liquid Engine’
for building India’s first reusable sounding rocket.
Key highlights:
i.Abyom, recognized by the Department for Promotion of Industry and Internal Trade (DPIIT), is working on
the development of a liquid propulsion rocket engine and testing system for use on space launch vehicles.
ii.This technology will be used to create India’s first reusable sounding rocket, which will benefit meteorology,
agri-tech data sectors. It can also be used to conduct experiments in the atmosphere.
iii.BITS-Pilani’s state-of-art infrastructures like high-performance computing for simulation, petrochemical
labs and remote engineering labs can assist in Abyom’s design and development.
iv.Use of rockets like any other reusable aircraft is going to reduce space debris and also factor in the cost of the
space mission
NMDC & Hyderabad Runners launched logo & T-shirt of NMDC Hyderabad Marathon 2022

Significance of Millets in India
i.India took the lead in pushing for the United Nations General Assembly’s (UNGA) resolution designating 2023
as the International Year of Millets (IYoM) in order to boost domestic and international demand and give
people nutritional meals. A total of 72 nations endorsed the Indian proposal.
ii.In April 2018, the Government of India (GoI) announced millets as nutri-cereals.
iii.The production of millets climbed by 16% to 17.26 million tonne (MT) in the 2019–20 crop year (July–June)
from 14.5 MT in 2015–16, according to a report from the Ministry of Agriculture and Farmers Welfare.
iv.There are about 21 states where millets are grown in India, including Karnataka, Andhra Pradesh, Tamil
Nadu, Kerala, Telangana, Uttarakhand, Jharkhand, Madhya Pradesh, and Haryana.
• According to 2020 data, India is the world leader in millet production, accounting for approximately
41% of total global production & the 5th largest exporter.
• Following Rajasthan, Karnataka is India’s second-largest producer of millets.

• The millets have a low glycemic index and are a good source of protein, fibre, minerals, iron, and
calcium.
• There are 11 main types of millet that are produced and exported from India and are regarded as

RBI imposes Rs 2.33 crore Monetary Penalty on Spandana Sphoorty Financial Limited
The Reserve Bank of India (RBI) has imposed a Monetary Penalty of Rs 2.33 crore on Spandana Sphoorty
Financial Limited, Hyderabad-based finance firm for non-compliance with certain provisions and failed to
attach to credit pricing guidelines for Non-Banking Financial Company- Micro Finance Institutions (NBFC-
MFIs).
• The penalty has been imposed under the provisions of the Reserve Bank of India Act, 1934.
On 8th August 2022, RBI imposed monetary penalties on 9 entities which include 8 cooperative banks
and one NBFC(Spandana Sphoorty Financial Limited).
The 8 banks are: Goa State Co-operative Bank Ltd.(Panaji, Goa); Chhattisgarh Rajya Sahakari Bank
Maryadit (Raipur, Chhattisgarh); Mehsana Urban Co-operative Bank Ltd.(Mehsana, Gujarat); Indapur

SIDBI & ONDC Ink MoU to Accelerate E-Commerce for Small Industries; Microsoft Joins ONDC to
Launch E-Commerce App for India
Small Industries Development Bank of India (SIDBI)and Open Network for Digital Commerce (ONDC), a
pioneering initiative to democratize India’s e-commerce ecosystem, have signed a Memorandum of
Understanding (MoU) to coordinate the operations of institutions involved in related endeavours.
• The collaboration aims to transform the landscape of Micro, Small, and Medium Enterprises
(MSMEs) by integrating them into the ONDC network and accelerating their participation in e-
commerce.
The agreement was signed by Sivasubramanian Ramann, Chairman & Managing Director (CMD), SIDBI, and T
Koshy, MD & CEO, ONDC.
What is ONDC?
i.ONDC is an open protocol network that will allow any network-enabled application to identify and engage in
local commerce across categories such as mobility, grocery, food ordering and delivery, hotel booking, and
travel, among others.
• The platform intends to offer new opportunities, eliminate digital monopolies, and assist MSMEs
and small traders in getting on online platforms.
• It is an initiative of the Department for Promotion of Industry and Internal Trade (DPIIT) under the
Ministry of Commerce and Industry (MoCI).
ii.The pilot phase of India’s own ONDC, a UPI-type protocol, was introduced in five cities in April 2022: Delhi
National Capital Region (NCR), Bengaluru (Karnataka), Bhopal (Madhya Pradesh), Shillong (Meghalaya), and
Coimbatore (Tamil Nadu).
iii. A nine-member advisory council, including of Nandan Nilekani from Infosys and RS Sharma, CEO of the
National Health Authority, has been established by the government to advise on the mechanisms needed to
design and hasten the adoption of ONDC.
Key Points:
i.The collaboration between ONDC and SIDBI will provide a programmatic approach for MSMEs, wherein
sessions will be arranged to educate them about ONDC, masterclass sessions on ONDC protocol and MVP
definition.
• It will be followed by incentive acceleration programmes before participants and their ecosystems
go live and may transact.
ii.SIDBI will harness its ties with leading MSME industrial clusters in India to ensure the success of this national
initiative, beginning with Morbi in Gujarat, Coimbatore in Tamil Nadu, and Ludhiana in Punjab for engagement
with ONDC.
• Three partners are being introduced to ONDC: Annapurna Finance Pvt. Ltd. in Bhubaneswar
(Odisha), Access Livelihoods Group in Hyderabad (Telangana), and the women’s cooperative
“Looms of Ladakh.”
Microsoft Joins ONDC to Launch E-Commerce App for India
Microsoft has joined the ONDC platform as the first significant technology company, with the intention of
introducing social e-commerce to the Indian market.
• Further, it will launch a shopping app in India that would be accessible via the ONDC network and
enable customers to discover the best price offered by retailers and sellers.
India’s E-Commerce Market:
i.India’s e-commerce market has experienced exceptional growth, specifically after the COVID-19 pandemic
compelled firms and customers to transact online.
ii.According to a survey released in August 2022 by the Indian Brand Equity Foundation (IBEF), India’s e-
commerce market is projected to grow from USD 46.20 billion in 2020 to USD 111.40 billion by 2025, growing
at a Compound Annual Growth (CAGR) of 19.24%.
iii. The Indian e-commerce sector is projected to reach USD 400 billion by 2030, growing at a rate of 19%
CAGR.
Key Points:
i.ONDC’s UPI-like digital commerce network will help both buyers and sellers by empowering them to connect
without relying on any e-commerce solution.
ii.Smaller merchants and enterprises have benefited from large e-commerce firms’ assistance in digitizing their
inventory and selling online.
• Amazon announced in May 2022 that in the last nine years, it had digitised over 40 lakh MSMEs and
created over 11.6 lakh direct and indirect jobs.

Distribution Mix
i.Bancassurance is the principal channel through which consumers discover and get life insurance, accounting
for 55% of the distribution share in 2022.
• The popularity of the bancassurance channel is related to customer confidence and existing
relationships with banking institutions.

iii.The distribution mix’s percentage of insurance agencies has been dropping, from 30% in 2017 to 23% in
2022.
iv.Direct-to-consumer (D2C) channels are outpacing the bancassurance market in terms of premium purchase

Direct-To-Consumer (D2C) Channels
i.Although Direct-To-Consumer (D2C) life insurance distribution is still in its early stages (3%) in India, players
like TATA AIA, SBI Life, and HDFC Life witnessed significant business growth as a result of D2C online
distribution.
• Within this channel, TATA AIA, Kotak, and SBI Life have demonstrated impressive business growth
of more than 45% from 2021.
ii.In comparison to 2021, ICICI Prudential Life Insurance reported a 7% growth, and HDFC Life had a 24%
growth (including both HDFC direct online and PolicyBazaar).
iii.HDFC Life is the market leader in online distribution, with this channel accounting for 11% of its company’s
revenues.
Rajasthan Tops in Health Insurance With 88% Cover
According to the most recent statistics on health insurance coverage collected by the National Family Health
Survey (NFHS) in 2019-21, around 88% of Rajasthan households have at least one person covered by a health
scheme or health insurance.
• Rajasthan claims to have the highest proportion of Indian households with health insurance or other
financial schemes.
• Andhra Pradesh comes in second with 80%, followed by Goa (73%), Chhattisgarh (71%), and
Telangana (69%).
Key Inferences from The Survey
i.According to the survey, India’s health insurance coverage is far from satisfactory.
ii.Over two-fifths (41%) of households have at least one member covered by a health insurance or finance
scheme.
iii.When family members become ill, they are slightly more likely to go to the public sector for care (50%) than
the private sector (48%).
iv.However, the percentage of households in Rajasthan that use government health facilities is pretty high.
• Only 26.4% of households in the state do not use a government health facility.
v.Government hospitals have seen an increase in patient traffic as a result of the health department’s free
medical care and diagnostic tests programme.
vi.Some of the reasons people don’t use government healthcare services include: a lack of nearby facilities,
inconvenient facility timings, and absence of health personnel.
vii.The percentage of households who do not use government health services is highest in Bihar (80%) and UP
(75%), and the lowest (less than 5%) in Ladakh, Lakshadweep, and the Andaman & Nicobar Islands.

GoI to Collaborate with Arunachal Govt. to Develop ‘District Good Governance Portal’
The Department of Administrative Reforms and Public Grievances (DARPG), Ministry of Personnel, Public
Grievances & Pensions, the Government of India (GoI), has signed a Memorandum of Understanding (MoU)
with the Arunachal Pradesh Government (Govt.) to create a “District Good Governance Portal” to track
and assess the performance of each district in the state on a monthly basis.
• Union Minister Jitendra Singh, Minister of State (MoS), Ministry of Personnel, Public Grievances &
Pensions, made the announcement during the two-day Regional Conference on “Bringing Citizens
and Government Closer Through Administrative Reforms” in Itanagar, Arunachal Pradesh.
• The conference aims to help and equip government officials to bridge the gap between the
government and the public.
Background
The Department of Administrative Reforms and Public Grievances (DARPG), Ministry of Personnel, Public
Grievances & Pensions, organized a 2-day regional conference on ‘Bringing Citizens and Government Closer
Through Administrative Reforms’ on August 18-19, 2022 in Itanagar, in partnership with the Arunachal
Pradesh Govt.
• 5 Technical Sessions of the Conference: Reforms in Governance; Public Grievances Redressal and
e-Office in North Eastern (NE) States; Good Governance Practices in North Eastern States; District
Good Governance Index and Good Governance Practices.
The Itanagar Conference follows the National Conference on e-Governance held in Meghalaya in August 2019,
where the ‘Shillong Declaration’ on e-Governance was adopted.
• The declaration aimed to share best practices and current technological breakthroughs and utilize
them for better governance and public service delivery.
Highlights
i. The DARPG has established a District Good Governance Index, a first for NE States, in partnership with the
of Arunachal Pradesh & the Centre for Good Governance, Hyderabad (Telangana), to improve the efficiency of
governance across districts.
• DARPG will support the state in gradually upgrading from e-office version 5.6 to e-office version 7.0.
ii.In addition, the DARPG’s National Centre for Good Governance would organize governance mid-career
development programmes for 500 Arunachal Pradesh Administrative Services officials over the next 5 years.
Accomplishment of Arunachal Pradesh in Enhancing Governance
i. Arunachal Pradesh has designated 2022-23 the year of e-governance and has already deployed a 100 % e-
office, as well as e-assembly and e-cabinet modules, in the state civil secretariat.
• The Arunachal Pradesh Govt. has held 17 e-pragati review meetings so far, during which it has
reviewed and expedited more than 200 projects and schemes.
ii.Till date, it has electronically transferred 8,10,350 data using e-offices.
iii. It has designated 22 sectors for onboarding on the e-office platform, with the rest of the offices, including
those in districts, expected to join by October 2022.

Godrej Agrovet signs MoUs with Assam, Manipur and Tripura to promote oil palm cultivation
Under the NMEO-OP scheme
Godrej Agrovet signed three Memorandum of Understanding (MoU) with Assam, Manipur and Tripura state
governments for the development and promotion of oil palm cultivation in the region under the National
Mission on Edible Oils-Oil Palm (NMEO-OP) scheme.
What is in the MoU?
i.Under the agreement Godrej Agrovet will be allotted land across Assam, Manipur and Tripura for promotion
and development of sustainable palm oil plantations in the region to support the farmers.
ii.The MoUs are in line with Godrej Agrovet’s long-term strategy to be the catalyst of India’s oil mission through
sustainable growth of oil palm production and doubling of farmers’ income.
Key Points:
Godrej Agrovet’s palm oil is currently present in Andhra Pradesh, Telangana, Tamil Nadu, Orissa, Goa,
Maharashtra, and Mizoram.
• It is the largest oil palm processor in India and works directly with farmers for the entire lifecycle of
their crop.
• Its range of products, including crude palm oil, crude palm kernel oil and palm kernel cake, are

i.In August 2021, the Government of India (GoI) launched the National Mission on Edible Oils – Oil Palm
(NMEO-OP) with a planned outlay of Rs. 11,040 Crore.

hectares by 2025-26 and 16.7 Lakh hectares by 2029-30 with special focus on the North East region and the

PM launches Power Sector’s Revamped Distribution Sector Scheme
PM digitally launched the Ministry of Power’s flagship Revamped Distribution Sector Scheme (RDSS) with an
outlay of Rs 3,03,758 crore over a period of five years from FY 2021-22 to FY 2025-26.
Aim of Scheme:
i.To improve the operational efficiencies and financial sustainability of Distribution Companies (DISCOMs)
ii.To provide financial assistance to DISCOMs for modernization and strengthening of distribution
infrastructure
iii.To improve the reliability and quality of supply to end consumers.
iv.To provide 25 crore Smart Prepaid meters to all Indian consumers
PM Launches the National Solar Rooftop Portal
The PM also launched the National Portal for Rooftop solar (https://solarrooftop.gov.in/) at Kandukur village
which will enable online tracking of the process of installation of rooftop solar plants, registering the
applications, release of subsidy in residential consumers’ bank account, among others.
• The portal is designed, developed and hosted by National Informatics Centre (NIC) under the
Ministry of Electronics and Information Technology (MeitY).
Key Points:
i.The estimated capacity under the national solar rooftop program is 4000 MW.
ii.The subsidy will be released directly into the bank account of the consumer within 30 days. The rate of
subsidy will be common for all the consumers in the country.
iii.To protect the interest of consumers, vendors are mandated to get registered at the DISCOM, and also have
to maintain the rooftop solar system for at least 5 years.
iv.With the installation of rooftop solar, a household consumer will not only save electricity bill but will also be
able to contribute towards the addition of green energy.
• It will benefit more than 10 lakh households.
PM Dedicates and lays Foundation Stone of Green Energy Projects of NTPC worth over Rs 5200cr
The PM also dedicated and laid the foundation stone of the following various green energy projects of NTPC
(formerly National thermal power corporation) worth over Rs 5200 crore:
Inaugurations:
i.100 MW (Mega Watt) Ramagundam Floating Solar Project in Telangana: It is India’s largest floating solar PV
(photovoltaic) project with 4.5 lakh ‘Made in India’ solar PV modules.
• Constructed at a cost of Rs 423 crore through BHEL (Bharat Heavy Electricals Limited) as EPC
(Engineering , Procurement and Construction) contract, the project is spread over 500 acres of
NTPC-Ramagundam reservoir.
• It can save coal consumption of 1.65 lakh tonnes a year and carbon dioxide emission of 2.1 lakh
tonnes a year.
ii.92 MW Kayamkulam Floating Solar Project in Kerala: It is the second largest floating solar PV project
consisting of 3 lakh Made in India solar PV panels floating on water. The project is Rs 465 crores.
• It was built on a 450-acre lake area adjacent to the NTPC’s Rajiv Gandhi Combined Cycle Power
Project (RGCCPP).
• The power generated from the plant can light up around 26,000 households every day, and
reduce carbon emissions by 1.73 lakh tonnes every year.
Foundation Stone:
i.735 MW Nokh Solar Project at Nokh, in Jaisalmer, Rajasthan: It is India’s largest Domestic Content
Requirement based Solar project with 1000 MWp (Mega-Watt peak) at a single location, deploying high-
wattage bifacial PV Modules with a tracker system.
• The production will start till September 2023.
ii.Green Hydrogen Mobility Project in Leh, Ladakh: It is a pilot project and aims for five Fuel Cell Buses to be
run in and around Leh. This pilot project would be the first deployment of Fuel Cell Electric Vehicles for public
use in India.
iii.Kawas Green Hydrogen Blending with Natural Gas project in Gujarat: The Green Hydrogen Blending Pilot
Project at NTPC Kawas Township will be India’s first Green Hydrogen Blending Project helping in reducing the
usage of natural gas.
Achievements of Power Sector:
i.Power generation capacity has increased to over 4,00,000 MW which is 1,85,000 MW more than our demand.
ii.Distribution infrastructure has been augmented with addition of over 6 lakh ckm (Circuit Kilo Meters) LT
(Low Tension) lines, 2,68,838 11 KV (Kilovolt) HT (High Tension) lines and Feeder segregation of 1,22,123 ckm
agricultural feeders.
iii.In 2015 the average hours of supply in rural areas was 12.5 Hrs (Hours) which has now increased to an
average 22.5 Hrs.
iv.Gujarat, Rajasthan, Kerala, and Telangana’s renewable energy initiatives will help all of India.
v.Ladakh will become India’s first region to receive Fuel Cell Electric Vehicles (FCVs) and work towards being
carbon neutral.
vi.India aims to create 175 GW (Giga Watt) of renewable energy capacity by 2022.
PM addresses inaugural session of First All India District Legal Services Authorities Meet
The first-ever national-level meeting of All India District Legal Services Authorities (DLSAs) was organised
from July 30-31 at Vigyan Bhawan by National Legal Services Authority (NALSA).
• Its inaugural session was addressed by PM Narendra Modi.
• The PM also released a commemorative postal stamp on the ‘Right to free legal aid’.
Key Points:
i.The focus of the meeting was on the creation of an integrated procedure in order to bring homogeneity and
synchronisation across DLSAs.
ii.There are a total of 676 DLSAs in India which are headed by the District Judge who acts as Chairman of the
authority.
iii.Through DLSAs and State Legal Services Authorities (SLSAs), various legal aid and awareness programmes
are implemented by NALSA.
iv.The DLSAs also contribute towards reducing the burden on courts by regulating the Lok Adalats conducted
by NALSA.

• The IOAA is an annual contest for students in higher secondary education.

India saw 9.36 billion transactions worth Rs 10.25tn in Q1 2022, UPI leads: Worldline Report
According to the Worldline India Digital Payments Report Q1 2022, India saw 9.36 billion transactions
amounting to Rs 10.25 trillion in the first quarter (January-March period) via various payment modes led by
Unified Payment Interface (UPI).
Other Highlights w.r.t. India:
i.The UPI P2M (person to merchant) transactions emerged as the most preferred payment mode among
consumers with a market share of 64% in volume and 50% in terms of value.
ii.In Q12022, UPI increased over 14.55 billion transactions in volume and Rs 26.19 trillion in terms of value.
iii.The transactions volume and value has almost doubled since Q12021 recording about a 99% increase in
volume and over 90% increase in value.
Note – The Average Ticket Size (ATS) for UPI P2P (peer-to-peer) transactions was Rs 2,455 and Rs 860 for
P2M transactions (as of March 2022).

Paytm Payments Bank, IndusInd Bank, Union Bank of India are the top acquiring banks with significant market
share in terms of POS deployment.
• As of March 2022, the total number of POS (Point of Sale) terminals deployed by merchant acquiring
banks were 6.07 million. The POS deployment witnessed over 28% growth in Q1 2022 compared to Q1
2021.
vi.As of March 2022, the total number of Bharat QRs were 4.97 million, a 39% rise as compared to March 2021
while UPI QRs stood at 172.73 million, registering an increase of 87% as compared to March 2021.
Dr Samir V Kamat appointed as DRDO Chairman & Secretary Department of Defence R&D
The Ministry of Defence (MoD) appointed Dr Samir V Kamat as the new Chairman of the Defence
Research and Development Organisation (DRDO) and Secretary of the Department of Defence Research
and Development (R&D).
The Appointments Committee of the Cabinet (ACC) has approved the appointment of Kamat from the date
of his assumption of charge till he attains 60 years of age or until further notice.
• He succeeded Dr G Satheesh Reddy who will take charge as Scientific Advisor to Raksha Mantri
(Defence Minister).
• Prior to this appointment, Dr Samir V Kamat was serving as the Director General – Naval
Systems & Materials (NS&M) at DRDO with effect from 1st July 2017.
About Dr. Samir V Kamat:
i.He joined DRDO at Defence Metallurgical Research
Laboratory (DMRL), Hyderabad, as Scientist ‘C’ in 1989.
ii.He also served as Chairman of Defence Technology
Vision-2050 Materials Committee and Member of
Aeronautics Research and Development Board
(AR&DB) Structures Panel, Department of Science and
Technology’s, SERB (Science and Engineering Research
Board) Materials and Mining Panel; Committee on

Council and National Task Force on Wind Energy, Planning Commission. He is currently, a member of the
Editorial Board of Defence Science Journal.
iii.He is a Fellow of the Indian National Academy of Engineering (INAE) and Institution of Engineers India
(IEI), a Life member of the Indian Institute of Metals, Materials Research Society of India, Magnetics
Society of India, Society for Failure Analysis (and Chairman of the Hyderabad Chapter) and Indian Society
for Structural Integrity.
