and relates to both the construction and operational phases of the project. It
provides a high-level synopsis of the recommended EER arrangements for the
Jafurah Downstream Feed.
DESCRIPTION
2. FACILITY DESCRIPTION
COMPANY is developing infrastructure for processing unconventional gas to meet

in-kingdom energy demand and to reduce the usage of Conventional Gas (Natural
Gas) at power generation facilities. The Unconventional Gas Program is a series of
projects to be undertaken for Jafurah and South Ghawar fields. The mandate is the
development of greenfield gas surface facilities to produce, process and transport
gas to satisfy energy demand. It is proposed to construct a greenfield gas plant,
Jafurah Gas Plant (JGP), including Industrial Support Facility (ISF) and supporting
upstream and gas gathering systems. The proposed JGP will process gas and

liquids from the North and South Jafurah fields into products for export.

Plant Area: The designated area engaged in the production, processing,

manufacturing, storage, and transportation of crude oil, natural gas, refined
products and their derivatives.
Rescue: Retrieval of injured or incapacitated personnel from the facility or assisting

personnel unable to access the main assembly area, to a safe place where medical
assistance is available.
Staging Area: The staging area is a location for assembling resources before

5.1 Evacuation during Construction Phase
Construction vehicles should be utilised to transport personnel from the far reaches
of the construction site wherever possible. Construction worker transport (coaches)
should be utilised to transport construction personnel to a further place of safety in
the event of a serious incident. It is expected that during a shift the coaches will

normally be parked at a temporary car park outside each individual EPC contractor
access gate.
EPC contractor shall assess whether coaches should be provided that can be
sealed against toxic gas ingress and have breathing air systems to protect the
coach crew and passengers.
Windsocks shall be provided to visually warn which direction a vapour cloud release
may drift. Personnel on site will escape across wind away from the release point,
so if the release were to drift towards the coach park, personnel would be directed

DESCRIPTION
Rapid air-lift evacuation (e.g. by helicopter) may be advantageous for critical

medical and injury situations in both the construction and operations phases of the
project.
During incident preplanning, potential locations for decontamination areas shall be

identified in conjunction with the Fire Commander.
The rescue operations/procedures will be developed and incorporated in the ERP

by the EPC Contractor.
