1.0 INTRODUCTION

This document defines the basis of design for the electrical


services systems and
equipment for the Maersk Oil Qatar Block 5 Development for
6 new Accommodation
Platforms and sets out the philosophies to be carried forward
to the detailed design
phase.

Six platforms designated BF (119 man), CF (36 man), DC (36


man), EF (36 man), GC
(85 man) and HC (36 man) are being installed with 4 bridge links
between BC to BF, CC
to CF, EC to EF and DA to DC for services.

2.0 STANDARDS, CODE S, REGULATIONS & PHILOSOPHIES

Jacket and Topsides:- (Platforms DC. GC and HC only)
• Firewater Jockey pumps, will be pre-installed onshore, located on the cellar deck and
electrically connected at the head of the sea water caisson. Pumps will be lowered into
the ca issons following completion of offshore Jacket/Topsides hook-up.
All cable, racks & trays for shall be installed onshore.

4.0 ENVIRONMENTAL CONDITIONS

The Accommodation Platform is classified as being located in a safe non-hazardous


area.

The facilities will generally be contained within an environmentally controlled pressurised


module, being maintained at a positive pressure of 0.5 mBar during normal operations at
still wind conditions.
The electrical design and selected equipment will be suitable for operating under the
following conditions:

• For accommodatio n areas (eg. cabins and offices) the air temperature will generally

Hazardous Area Classification
Classification of Hazardous Areas
The platform classification of areas shall be as defined in accordance with the technical
criteria indicated in docume nt IP15 Area Classifica tion Code for Petroleum Installations.

Hazardous Area Classification drawings shall be produced from technical information
provided in the Safety Engineeri ng department 'Hazardous Area Report'. Electrical
equi pment designated to be installed within a designated Hazardous Area shall be
suitably ra ted for that area classification.

All electrical apparatus shall be certified according to EU directive 94/9/EC (ATEX) and
shall as a minimum be certified for Equipment Group II 2 G, gas group IIB, temperature
group T3.
Internal Areas
Electrical equipment shall be standard industrial non Ex rated equipment.
Note: Electrical equipment for the following systems shall be accepted as standard
industrial non Ex rated equipment-
Fire water (System 03), potable water (System 10), HVAC (System 12), emergency
diesel generator (System 17), sewage (System 51 ), instrument air (System 54 ), crane
(System 61).

There is no requirement for any equipment used indoors or remaining live following an
ESD trip to be certified for use in a hazardous area.
Ingress Protection
Enclosure degree of protection for equipment in Outdoor areas shall be minimum IP55.
However, HV junction boxes shall be minimum IP 56.
Equipment installed in Internal areas of the accommodation shall be minimum IP42 with
. · ihe -exte-p1ioh ·of equ1pmeiiCrequir1ng circuiated air for coofing purposes which may be
IP32. IP32 equipment shall be provided with internal assemblies that will protect from
the dust & moisture accumulation.
Electrical equipment, panels & junction boxes located in external areas shall be designed
to facilitate BOTTOM cable entry only.

5.0 POWER DISTRIBUTION SYSTEM

5.1 General

The design shall include the LV switchboards, transformer and all necessary interfacing
and bulk electrical material, including cable and interface equipment.
The design shall include for short circuit calculations, motor starting, system stability,
load flow and protection relay studies as required to verify the functionality and protection
of the electrical system. For BF and CF, electrical equipment shall be selected based on
a maximum short circuit fault level at 11 kV of 60kA(rms) and 25kA(rms) respectively. For
EF, DC, GC and HC electrical equipment shall be selected based on a maximum short
circuit fault level at 3kV of 20kA(rms). All switchboards shall comply with MITS-15.

Electrical systems shall be designed for the following voltage levels:-
Lighting, Trace Heating: 230V AC
General plant & services 400/230VAC
Instrument, emergency 400V AC, 230V AC, 24V DC
systems
Communications systems 230V AC, 24V DC

Where 24V DC is required this shall be derived internally within the associated
equipment.

5.2 Transformers
A transformer shall be provided for each accommodation platform to provide normal
power to the Utility switchboard & shall be located in the respective platform Switchgear
room.
Each transformer shall be natural ventilated type, but designed for future fan cooled
option. The transformer design shall be include High Winding temperature sensors with

Transformer secondary terminal box shall be capable of suitably rated bus-duct


connection, The incoming HV terminal box shall be physica lly sized to accept stress
relieving cable terminations with the gland plates non-ferrous type, suitable to accept
single core cables.
The transformer capacity will be confirmed during the detail design period as part of an
analysis study. Transformer on platforms DC, GC & HC shall be sized for a future
additional load of 250kVA.
The transformers shall comply with IEC-60076, details as follows:

single 100% continuous load rated diesel engine driven generator package. Each

Each generator shall provide 400/230 VAC, 3 Phase, 4 Wire, 50 Hz, 0.8 p.f. electrical
power, connected to the respective emergency switchboard. The emergency generator
shall automatically start on a fault free "dead bus" situation , in turn re-energising
emergency switchboa·rd & systems.
Each generator continuous rated capacity shall be determined during the detail design
phase taking into account the platform running arid starting loads plus 100kVA for future

levels do not exceed 85dB when measured at a distance of 1 metre. Each generator
engine shall be fitted with an insulated exhaust silencer system that will attenuate the
exhaust noise level to an approximate 75d8. Each exhaust shall be fitted with a Spark
Arrester and stainless steel expansion bellows. The expansion bellows shall be
positioned at the flanged joint to the roof of each enclosure.
In order to minimise the Generator package noise and vibration effects, the units shall be
located externally on cellar deck. The exhaust outlets require a location on the prevailing
downwind side of the platform.

' Each generator enclosure shall be provided with two (2) heat detectors connected to the
platform Fire & Gas panel and controlling the water mist system.
5.4 Switchboards
General
The switchboards shall comply with MITS-1 5 and shall consist of metal enclosed panels,
free standing bolted sections on a steel channel base to form one line-up. The panels
shall be front entry units with top provision for armoured cables entries. Paint finish
colour shall be as specified in MITS34.
Utilities and Emergency services switchboards shall be designed to provide switching
controls for various electrical loads. These switchboa rds shall be located in a climate

Utility Switchboards
During normal operation the utility switchboard shall supply power to consumers at the
accommodation platform as well as the emergency switchboard. Interlocks, inter-tr.ips
and a close permissive shall be provided with the up-stream circuit breaker.
A standard fabricated busduct shall connect transformer to switchboard incoming air
circuit breaker. Switchboard design capacity for platforms DC, HC & GC shall allow for a
future load of 400A each.
Emergency Switchboard
During normal operation, the emergency switchboard shall be supplied via the utility
switchboard, during loss of main power or maintenance checks the emergency generator
shall provide power. Refer to Section 3.2.
The following equipment as a minimum shall be connected to the emergency
switchboard:
Emergency lighting
UPS systems
HVAC system
Cold refrigeration room equipment

In addition to connected loads, the emergency switchboard at platforms DC, GC and HC
shall supply the respective emergency switchboards installed at platforms DA, GD and
HA. The Switchboard design capacity shall allow 300kVA for these consumers and in
addition, respectively allow for a future load of 200A each.
Synchronizing provisions shall ensure power transfer can take place without interruptions
between normal supply and emergency generator supply and visa versa.
Necessary switches, push buttons, meters, indication lamps and synchronization check
relays shall be provided for a safe and reliable operation.
Motor Control & Package Feeders
Normal Utility and Emergency services Switchboards shall be designed to incorporate
provision for switching controls for various outgoing electrical loads. The Switchboards
consist of panels containing motor starters and feeder breakers for non-motor loads.
'The motor starters shall be combination type, full voltage, non-reversing with the
following features:
• Motor circuit protectors(magnetic trip only)
• Thermal or digital overload relays
• LED Indicators (RED - Stopped : GREEN - Running : AMBER - Tripped)
• Individual control power transformers with fuse protected primary and secondary
windings.
• Two (2) Normally Open and two (2) Normally Closed spare auxiliary contacts wired to
terminal blocks in the motor starter assembly. These contacts are in addition to
contacts used to provide the START signal, space heater or for the Pilot indicator
LED's.
• Motor anti-condensation supply provisions on units 56 kW (75HP) and above. Power
shall be supplied at 230 VAC, 50 Hz, 1 phase, 2 wire from an external source and .,
switched within the respective cubicle.

Motor drive cubicles rated 30kW & above shall be provided with Earth LeakQge
Protection of 3% of rated current or 6A, whichever is the greater.
A Load Shedding relay shall be provided for all motor drive cubicles rated 50kW &
above.
Electrical Switchgear Interface
Electrical switchgear equipment shall be operated and monitored by the F&G/SCADA
system as further detailed in MITS-15.
The SCADA signals to/from the electrical switchgear equipment shall be remote
input/output (RIO) signals to the SCADA system. The RIO units shall be installed in the
switchgear cabinets, and shall be of the same manufacture as the platform SCADA
system. The RIO units shall be network connected to the platform SCADA system.
All MCCB feeder cubicles shall be equipped with auxiliary contacts to provide
OPEN/CLOSED status indication to SCADA.
Interposing relay panel sections shall be provided to marshal! the hard wired control,
indicatio11 and alarm signals to SCADA. These signals shall include:-

Control stations shall be provided at each motor for remote Stop operations. All remote
control stations shall be padlockable in the OFF position, suitably rated for the location.
System Protection
The short-circuit ratings, system protection, overload protections, interlocking provisions
etc will be determined during detailed design in accordance with MITS-15.
5.5 Distribution Boards
General
Distribution panels shall be 400/230 V AC, 3 Phase & Neutral plus Earth, surface wall-
mounting, metalclad type, dead front with hinged lockable door, epoxy paint finish,
colour: in accordance with MITS-34.
Distribution boards shall be mounted local to the required equipment or in dedicated
service ducts at each level within the accommodation module.
All Distribution boards will be equipped with a suitably rated Incomer disconnect switch,
Neutral & Earth connection bar, with all outgoing circuit breakers being the bolted type.
All MCCB's shall be fully type tested prior to delivery with certification to prove the rated
thermal magnetic tests have taken place.
Distribution boards shall be loaded up to 80% of its available circuit spaces leaving 20%
spare capacity after final commissioning stages. Circuits will be loaded up to 80% of
rating for the protective devices.
All distribution boards sha ll be identified with a tag number on a front mounting plate with
black letters on a white background, screwed to the panel front using stainless steel
screws

Each distribution board shall be provided with a plasticised designated circuit schedule,
fitted to the inside of the panel door.
All Lighting & Small Power Circuits shall be provided with ELCB's rated 30mA. All
MCB's shall be 2 pole minimum, type 'C' unless stated otherwise.
Galley and Laundry Distribution boards
Galley and laundry equipment shall be powered from dedicated distribution boards
directly supplied without intermediate isolation.
Distribution main isolators shall be fitted with a 24V DC shunt trip, connected to the ESD
system via emergency pushbuttons at each exit of the Galley and Laundry.
Each distribution breaker (MCB) shall be provided with two or four poles, suitably rated
and 30mA ELCB type.
Individual breakers for the fixed equipment shall be pad lockable in the "off' position, with
locking facilities kept within the board.
Material for the galley distribution board shall be GRP or 316S stainless steel.
5.6 Electrical System Shutdown
Shut down of electrical supplies will be performed in accordance with the approved

Fire and Gas Design Guidelines and the Instrument and Control Basis of Design.

5.7 UPS Systems


Functional description
The UPS systems shall be dual redundant and shall provide 400/230 V AC, 3 Phase/1
Phase & Neutral power for essential systems and equipment during emergency
situations, in the event of main power system and emergency generator failure.
All UPS systems shall be rated for autonomy duration of two(2) hours at full design load.
The UPS system shall provide power for the following systems:
ESD, F&G and SCADA
Communication
PA/GA System
Emergency generator UCP
Switchboard control bus
HVAC control
Sea surface floodlighting for lifeboats/rafts and escape ladders
Helideck perimeter lighting and flood lighting
The specific requirements for each platform are as follows:-
Platforms BF, CF and EF
Power will be supplied from the UPS system located on adjacent platforms BC, CC and
EC via dual feeder cables to two(2) distribution boards on each platform, respectively.
The UPS power supply from each existing platform will be fixed rated at 20 kVA. The
respective platforms UPS power consumption shall be optimized accordingly.
The two(2) distribution boards per platform shall be rated 400/230 V AC, 3 Phase/1
Phase & Neutral in dual config uration. The number of MCB circuit ways shall be .,
determined at the detail design stage.
The distribution boards shall include 15% spare MCB's ways for future users. MCB
ratings shall be selected to 'Grade' with the existing upstream 32A feeder breaker rating.

Platforms DC, GC and HC


Each system shall take the form of metalclad, continuous, dead front line-up suite of
panels for battery charger/Inverter/Bypass/static switch.
Each UPS systems shall consist of:-
• Dual 100% rated Battery charger/Inverters
• Isolation transformer
• Static switch
• Bypass transformer
• A-B Bus-sectioned switchboard distribution
• Battery Isolators complete with 'Black Start' facili ty
• 2 x 50% Battery banks complete with stand
Each UPS system shall be rated for input power 400 V AC, 3 Phase, 3/4 Wire & output
rated for 400/230 V AC, 3 Phase/1 Phase & Neutral, 4 Wire.
The capacity rating for each system including 10% spare capacity for future users shall

Each UPS system shall be rated for an autonomy duration of two(2) hours at full design
load. This autonomy duration shall be capable of being achieved with the battery room
HVAC system not running, where ambient temperature could rise to 50° C.
The Charger/Inverter equipment shall be rated to be capable of charging the battery
banks at a minimum 5% of battery C3 current as well as providing 100% output of the
inverter. Charge voltage shall be compensated for ambient or 'Pilot' cell temperature in
order to optimise battery cell life.
The dual Charger/Inverter system output shall be provided with synchronising facilities,
during normal operations the dual systems will run parallel connected on the 'bus'.
System condition status, indication, monitoring & alarm shall be provided at the
Charger/Inverter units with facilities for a 'common' alarm to be hard 'wired to the platform
SCADA system.

5.8 Earthing and Bonding

Earthing and bonding shall comply with Maersk standard MITS-10: Electrical Installation
Offshore and Standard Earthing detail drawings.
To ensure safety of personnel and apparatus in case of electrical equipment
failures, and to prevent fires or mechanica l damage resulting from lightning or

All equipment and distribution boards shall have a main earth connection via a single
conductor to an Earth boss at the closest possible point.
The last light fitting / small power outlet in a circuit loop shall be bonded to the structure

6.0 GENERAL REQUIREMENTS FOR EQUIPMEN T AND MATERIAL


6.1 Equipment material
a
Generally, as minimum requirement within the Accommodation Platform, all electrical
equipment will be manufactured from flame-retardant low smoke zero halogen
propagation materials.
6.2 Cable Ladder Racks & Trays
Separate electrical Cable trays routes shall be provided for armoured cables in voltage
range segregation as follows:

Route 01: HV Power - 11 /3 kV AC


Route 02: LV Power and Control - 230 V AC to 400 V AC
All main cable ladder rack routes shall be marked with a unique identification numbered
label. This label shall be white traffolyte with black letters

The fibre glass cable ladder rack & trays shall be NEMA FG1 rated, load class C with
sufficient proven mechanical strength to provide the required containment. Design
calculations shall be produced utilising a safety factor of 1.5 in order to provide proof of
mechanical strength within the containment system.
The fibre glass ladder rack material shall be resistant to hydrocarbons & ultra-violet rays
to BS 2782.
The fibre glass cable ladder rack & tray shall incorporate a high level of flame
retardancy, low smoke emissions and incorporate low levels of toxic combustion
products. Note: Compliant with BS 476 Pt. 6 - Flame test. BS 476 Pt. 7 Class 1 -
Flame spread. BS 6853 - Smoke Emission test.
A maximum support span distance of 2400mm shall be utilised, using fibre glass cable
ladder rack with C-Shape side rail profile, 150mm side rail height and 300mm rung
spacing with marine type slotted rungs.
The ladder rack containment design shall utilise long radius manufactured bends to
make all the necessary changes in horizontal direction or vertical level direction. The
use of hinged splice joints may be utilised in cases where a manufactured bend cannot
be accommodated.
All 'hold down' clips and 'splice joint' plates shall be of the same manufacturer and
matched to the ladder rack/tray profile type. All nuts, bolts and washers for use with the
fibre glass cable ladder/tray shall be 316 stainless steel.
Cable ladder rack/tray in top deck areas & on bridges shall be installed with covers in
order to protect cables from direct sunlight. Cable ladder rack containing HV cables shall
be provided with covers throughout the installation.
Internal areas: Galvanised
Hot dipped galvanised mild steel cable ladder rack & tray with associated galvanised
steel unistrut type supports shall be used throughout the internal areas of the ..

Selection of cabling shall be in accordance with MITS-13: Electrical, Instrument
and Communica tion Cables.
Unarmoured cable shall be used internally within the accommoda tion where
adequately protected from mechanical damage. External or part external cable
runs shall utilise armoured cable.
Cables shall be sized in accordance with IEC 60092-352. The calculations shall
be based on a maximum allowable conductor temperature of 85°C, with an
outdoor ambient temperature of 50°C. Correction factor for bunching, installation
within enclosed trays and parallel cable runs shall be applied where applicable.

7.1 General
All electrical equipment shall be provided with labels/tag plates. In addition to the
nameplates each circuit shall be provided with a circuit identificatio n label.
Each item shall have a conspicuou s label giving its identity as detailed in the electrical
cable schedule. The minimum size of characters shall be 5mm.
All cables will be identified by their respective numbers as indicated on the cable
schedule. Cable markers will be located at each end of the cable and on one side of
transits.
A tag numbering system for equipment will be developed during detail design using
Maersk's equipment tag numbering system MIDS A-10.
7.2 Warning Notices

Warning notices will be in the English and Arabic languages and in accordance with the
Qatari regulations and relevant standard and be prominently displayed where dangerous
voltages are present.
8.0 LIGHTING AND SMALL POWER
8.1 General
Thirty percent of light fittings shall be emergency type fitted with an integral battery pack.
Emergency lighting shall be provided in each cabin which automatically illuminates on
loss of normal supply. All beds shall be provided with a reading light.
Lighting will be made up of normal and emergency circuits. Internal Accommod ation
normal & emergency luminaires will be the recessed linear fluorescent commercial type.

Lighting in areas requiring periods of darkness (eg.cabins and certain offices) shall be
switch controlled. All other lighting will be permanently energised.
Cabin (bunk), switchroom, plant room, service duct and bathroom luminaires will be

Essential and emergency luminaires will be strategically located relative to operational,


escape and evacuation requirements. Emergency luminaires shall be complete with
battery back up (90 rnins) following the loss of main power.
Luminaires mounted in internal areas & remaining live in the case of an ESD trip, shall
not be required to be certified for hazardous area use.
The circuitry to battery-backed luminaires shall be such that the integral battery pack is
maintained fully charged and only operates when the maintained power supply fails,
whether switched ON or OFF.
All external luminaires will be where practical, surface mounted and positioned above
walkway handrails or mounted on the structure cladding for ease of maintenance. All
luminaries exposed to direct sunlight shall be protected by a sun shade.
Floodlights will be installed in areas to provide illumination for crane operations, Platform
Identification signs and other areas where fluorescent lighting is not sufficient.
The lifeboat station shall be equipped with sea surface floodlights in accordance with
MITS-10 and connected to the UPS.
Cabins shall have locally controlled lighting via room switches. Recreation rooms and
the control room will be equipped with dimmers.

Fluorescent lamps shall be bi-pin. For outdoor fittings the lamps shall be "day light" type
and for indoor fittings shall be "warm white" type.
All fluorescent lighting fixtures shall have power factor correction, rapid start ballasts and
provide end of lamp life protection.
8.2 Helideck Lighting
As a minimum the helideck lighting shall meet the requirements stated in the CAP 437
publication issued by the Civil Aviation Authority and the requirements of !CAO Annexe
14, Volume 2, Helidecks.
Helideck perimeter & floodlight control shall be via manual switches located in the heli-
admin room.
8.2.1 Helideck Perimeter Lighting
The landing area shall be outlined with surface mounted luminaires fitted with a green
filter glass lens and protective guard, which shall be omnidirectional radiating from the
horizontal plane. These fittings will not exceed 0.25 metres above the helideck plane and
will be max 3 meters apart and not exceeding the height limits set down in CAP437.
8.2.2 Helideck Floodlighting
Helideck supplementary flood lighting will be provided to assist in reduced visibility and
arranged so as not to encroach the designated landing area or present a hazard to
helicopter landing operations.
8.3 Lighting Installation
General illumination shall be provided by twin 230V AC, high frequency ballast tube
fluorescent fixtures. High pressure Sodium (HPS) fixtures shall be considered in other
areas (i.e. walkways and bridges). All light fixtures sha ll be tested for EMC accord ing to
IEC 61000.
The overall lighting design shall consist of the following sub-systems:

Sea surface floodlig hting for life-boats/rafts shall be supplied

11.2 Surface Installation

Surface installation will be installed in a neat orderly manner. Cleats will be used at
sufficient intervals to prevent the cable from sagging between fixing points.

Where surface installation is required in living room, plastic or steel channels will be used
to cover the installation. Colour and type shall be such that it will blend in with the
surroundings.

Generally cables will be supported on a cable support system i.e. , rack, tray or unistrut.

The Accommodation Platform design is to have as much commonality with the rest of the
complex and therefore SLP will use the Block 5 Accommodation Functional
Specification, suppliers as agreed with the Company and relevant associated
specification s where applicable together with agreed clarifications that may arise during
design development. .,
