The National Councils of Provinces was described in the Doctors for life case in which the
constitutional court described its functions similar to those of the National Assembly but
from the point of provinces. It reflects one of the fundamental premises of the South African
government, which sees national, provincial and local governments as whole. It ensures that
national government is responsive to provincial interests while also engaging the provinces
and provincial legislature in the national policy. It links mechanisms that act to involve the
provinces in national purposes while ensuring to the responsiveness of national government
to provincial interests.
