INTRODUCTION
(ca. 220-145 B.C.E.)* that the term was used consistently and

Perhaps the most popular and surely the most often cited
definition’? was that of I. M. Casanowicz in the Jewish Ency-
clopedia, /? who divided biblical hapax legomena into two groups:
a) absolute or strict hapax legomena, i.e., words
which "are either absolutely new coinages of
roots, or which cannot be derived in their
J formation or in their spacnexe meaning from
other occurring stems." 4
b) unique forms, i.e., words which, "while appear-
ing once only as a form, can easily be con-
nected with other existing words."

with n°8 8%. As this example illustrates, nN? or 8n°> is a
contraction of NX + 8? which was perhaps inspired by Akkadian
lasSu (= la + 2¥2) "is not, are not." The latter, previously
thought to be almost completely restricted to Assyrian (GAG,
§llla; W. von Soden, Erganzungen zu GAG [Rome, 1969], 25 [to
§llla]; AHW, 539), has now been shown to occur also in Old
Babylonian, Middle Babylonian, Standard Babylonian and Boghaz-—
keui Akkadian (see CAD, L, 108-10). Note for example in Old
Babylonian, W. G. Lambert and A. R. Millard, Atra-Hasts (Oxford,
1969), 94:18: [Sapat e]tutu Sama& la¥Su "The darkness was
dense, there was no sun." Compare Gilg. IX:v:36 (and paral-
lels): Sapat ekl[etumma ul tb]a&Si nuru “The darkness is dense
and there is no light." As this example clearly shows, ul
tba&Si often replaces ZaS%u in Old Babylonian as does yanu in
all other periods and peripheral Akkadian. See CAD, I/J, 323-
24. Only in the form zZasSu and in the Akkadian of the Amarna
letters does 7% have the meaning "to be" (= Akkadian ba).
In all other cases, 7&2 means "to have." Note finally the
usage of suffixes with Aramaic nN? (e.g., Targum on Esth 3:8:
y77n? "they are not" rendering 03°) which is paralleled by
the stative forms laSSuwaku "I am not" and lagsuati “you (fem.)
were not" in Old Assyrian (see CAD, L, 110; AHW, 539; von
Soden, Ergdnzungen zu GAG, 25 [to §llla]).

a Ugaritic equivalent and one which has a cognate in Akkadian.
YS was first compared to Ugaritic mss "to suck, draw milk"???
by Ch. Virolleaud in 1942-43.23 This comparison is confirmed
by the existence of the biblical parallelism YND//P3> "suck//
draw milk" in the verse in question and its counterpart in the

with Akkadian zZzu "teat"? by S.. As Strong? and J. A.
craig*18 independently in 1893. The context of the Akkadian

future successor is being described. Van Zijl's assumption
that within this passage there is an additional thematic ele-
ment, namely "possible rebellion emerging from the dialogue,"
is far-fetched, and completely unnecessary. The treatment of
this passage by H. L. Ginsberg in AWET, 140 (see also ZLKK, 45)
is still generally the best available, with the additional pos-
sibility of a chiastic parallelism of dq anm//ktmsm as first
suggested by M. Dahood, "Ugaritic-Hebrew Syntax and Style," UF
1 (1969), 24-25 and further developed in SP, 202-3 (with com-
plete bibliography), not to be ruled out entirely. Whatever
the meaning of ktmsm in this context, it should be clear from
the above that no connection with Hebrew 0ND "to store up" is
feasible. Note further that van Zijl completely confuses
kamasu A "to gather, collect" and kamasu B "to squat, kneel"
in Akkadian (see CAD, K, 114-20). It is the latter which had
previously been compared to Ugaritic ktmsm in WUS, #1330 (see
now also SP, 203), while van Zijl's comparison is with the
former (contrast van Zijl, Baal, 194 n. 5).

comparison. Words which are not dealt with in Chapter III, but
for which cognates, suggested meaning, and discussion are pro-
vided in these lists, represent those biblical hapax legomena
which apparently have valid Akkadian and/or Ugaritic cognates,
but which the author has chosen not to deal with in detail for
the following reasons:
1. The correct meaning of the biblical hapax legomenon was
well known despite its single contextual attestation long be-
fore the decipherment of Akkadian and Ugaritic, and the com-
parison of the relevant Akkadian and/or Ugaritic contexts re-
sults in nothing more than what was previously known (e.g., Isa
56320) [haaicde "bark™)).
2. Comparison between the biblical hapax Legomenon and
its cognate(s) in Akkadian and/or Ugaritic has led to the cor-
rect meaning of the word in question or a better understanding
of it, but the present author has nothing to add to this suc-
cessful effort (e.g., Prov 26:23 [!0°170DD] "glaze").
3. Reasonably certain Akkadian and/or Ugaritic cognates
have been suggested, but the author has not been able to locate
these cognates or their synonoms in contexts comparable to that
of the biblical word. Therefore, according to the methodology
suggested in Chapter II above, the resultant meaning of the
biblical hapax legomenon in question must be considered less
than certain, and in need of more contextual evidence (e.g.,
most of the fauna hapax legomena in Leviticus 11 and Deuteron-
omy 14).

The resultant general context of Prov 21:9//25:24 may now
be compared to CT 40,5:13-14 which includes the term
tkkillu "clamor" (a synonom of both Qubiru and rigmu
"noise"): Summa bitu tkkil [La] téu asib libbisu nakru
Summa bitu ikkil[la] 1a t&u libbi a&tbisu tab “If a house
is noisy, its residents will be hostile; If a house is not
noisy, its residents will be contented." Finally, it
should be noted that the attempt by Finkelstein in his
aforementioned study to compare Akkadian fabarwn “to make
noise" with Hebrew AN "to charm (with words)" in such
Passages as Deut 18:11; Isa 47:9, 12; Ps 58:6; Job 16:4
cannot be accepted because Akkadian fabarwn is never used
in this way.
