1.0 NTRODUCTION
ADANI GAS LTD. (herein after called “AGL”), Adani Group Company is engaged in
supply of Piped Natural Gas (PNG) to Households, Commercial & Industrial
consumers and Compressed Natural Gas (CNG) to Automotive sector. AGL is in the
process of expanding its City Gas Distribution network in various Geographical
Areas authorized by the PNGRB.

AGL is now inviting competitive bids for preventive maintenance and alteration
activities for domestic customers / connections in new / existing GAs.

2.0 SCOPE

AGL has installed service regulators i.e. module and riser mounted type for the supply
of PNG to domestic customers through a system of GI threaded/welded risers, meter
regulators, meters, appliance valves etc. This scope of work document includes leak
detection survey, pressure testing, alteration activity and preventive maintenance of
domestic network which includes all components like service regulators, isolation
valves, GI risers, meters, meter regulator, appliance valves, steel braided hose etc.

3.0 GENERAL

3.1 The scope covers but not limited to the minimum specified requirement for the
maintenance and alteration services of domestic network and related work at the
aforesaid sites.

3.2 Contractor shall be responsible to provide effective & efficient services on round the
clock basis as per the requirement of AGL.

3.3 The Contractor shall strictly adhere to all the safety rules and regulations prevailing
and applicable from time to time at the installations as directed by AGL.

3.4 Contractor shall communicate list of authorized and competent manpower for
assigned job. Also, Contractor shall depute trained expert(s) & skilled
supervisors/technicians/labors for maintenance activities as defined in this document.
Frequent change of manpower in due course of contract period is not allowed.

3.5 Preventive Maintenance of Domestic Connections shall be as per the schedule given
by AGL.

3.6 Any deviations or other critical informations need to be recorded properly during
maintenance for future reference.

3.7 Contractor’s scope shall include modification / shifting / dismantling / alteration /


reconnection of existing PNG Connections.

3.8 Periodic calibration of all measuring and protection devices. The master instruments
used for calibration shall be calibrated from NABL/equivalent approved laboratory and
Contractor shall submit certificates of same.

3.9 Refer below mentioned AGL documents for detailed maintenance activities of
Domestic Connections.

4.0 MAINTENANCE ACTIVITY

4.1 General

4.1.1 The Contractor shall confirm to AGL about their availability to carry out maintenance
as per the schedule finalized along with AGL Engineer-In-Charge (EIC). AGL will
depute its person in case they wish to witness the work.

4.1.2 Contractor’s personnel shall inform the exact time needed for carrying out the
maintenance to AGL representative. The Contractor shall get familiarized of the work
to be executed and obtain all necessary permit/approval/clearance/ authorization to
carry out the work, from AGL before starting work at site.

4.1.3 All consumables required for carrying out leak testing of risers shall be supplied by
the Contractor. The Contractor shall ensure that all required consumables such as
cotton waste, cleaning solvent, insulation tapes, thinner, soap solution, teflon tape,
etc. of approved make & quality. Contractor shall use non-sparking tools and
flameproof equipment (GMI gas leak detector) includes for carrying out any kind of
maintenance activity in hazardous area.

4.1.4 The Contractor shall be liable for the consequential cost, in addition to repair cost,
arising out of poor workmanship e.g. failure of spare part due to improper fitment. In
such case, the Contractor shall have to replace the same spare to AGL. The contractor
shall provide all the material pre-requisite for welding as per AGL procedure including
welding rods for repair of welded risers.

4.1.5 All Preventive Maintenance shall be performed in consultation with AGL EIC for
avoiding any disturbance of gas supply to consumers.

4.1.6 The service report formats, logbooks will be as per the AGL formats and AGL will
advise the Contractor if any additional formats are required for implementation to
improve the efficiency and accountability.

4.1.7 Contractor shall carry out leak detection test as per AGL procedure.

4.1.8 The Contractor shall use only NABL/equivalent calibrated instruments for carrying
out pressure testing.

4.1.9 Contractor needs to fill the checklist of all the activities during the maintenance
activities provided by the AGL EIC.

4.1.10 Painting touch up shall be done as per the AGL procedure.

4.2 Testing of threaded / welded type risers

4.2.1 Every joint on the riser from the crimp to the Riser Isolation Valve (RIV) shall be tested
online using leak detection fluid and gas detector. If any leakage is found,
information shall be provided to the AGL EIC (Engineer In charge). The RIV shall be
closed after completion of online leak test.

4.2.2 Venting of gas shall be carried out from the highest service point of the riser. The
venting activity shall only be carried out in the presence of AGL designated
representative.

4.2.3 All Meter Control Valves (MCV) installed at customer premises shall be closed. All
isolation valves provided in approach pipe work must be in open position so as to
cover the entire riser.

4.2.4 RIV shall be disconnected from the Union in the riser and RIV shall be plugged. A
lockout tag shall be placed after complete isolation of riser.

4.2.5 The riser shall be tested at a pressure of 4 barg only in case of riser isolation possible.
Air is the only acceptable medium for this test and the pressure must be raised slowly
using a hand or foot pump.

4.2.6 The test pressure shall be applied from the test tee at the bottom of the riser. An air
pump will be connected to one side of the tee and a digital pressure gauge to the
other side. In case if testing tee is not installed in the riser; contractor shall make
necessary arrangements to install the same.

4.2.7 A stabilization period of 10 minutes is required.

4.2.8 The test duration shall be 5 minutes and no pressure loss is permissible.

4.2.9 When the test pressure has been applied the valve to the pump shall be closed and
the pump shall be removed. All joints on the testing apparatus should be checked
with a leak detection fluid. The pressure drop shall be monitored during the testing
period.

4.2.10 on completion of successful leak test, the air should be released in a controlled
manner from the farthest point on the riser.

4.2.11 If the test fails, all risers shall be tested with leak detection fluid while the riser is still
under pressure. When the leakage portion is detected the repair shall be carried out
and the riser subjected to retest.

4.2.12 In case the leakage portion is not detected and suspected from the premises of
locked houses. The Lateral Isolation Valve (LIV) of such houses shall be closed
individually starting from highest point and shall be checked for pressure drop. Once
the locked house where leakage is identified, its LIV will be closed and riser will be
retested for final confirmation.

4.2.13 on completion of leak test, the riser shall be reconnected from the union and restored
to its original state. The union joints and testing tee plug shall be tested online for
leak test.

Note: The calibration certificates of pressure gauges should be available at site during
testing activities.

4.3 Leakage rectification in threaded/welded type rise

4.3.1 During leak test, if any G.I. pipe or fitting is found leaking because of pinhole, body
crack or any other similar defect, the contractor shall rectify the leak by replacing
the affected portion with new one including flexible hose pipe and hose clamp if
required.

4.3.2 The threading for the joints shall be as per AGL operating procedure. The rectification
portion shall be installed as per AGL SP 25 procedure.

4.3.3 The riser after rectification shall be retested as per AGL testing procedure. The new
installed pipe and fitting shall be painted with one coat of red oxide and one coat of
chloro rubber yellow paint.

4.3.4 In case the leakage is rectified by tightening of threaded portion, no extra cost shall
be applicable.

4.4 Installation of lateral isolation valve (liv)

4.4.1 In cases of leakage is found from locked house and LIV is not installed in the concerned
lateral for closing; the new LIV shall be installed as per AGL SP 25 by carrying out
necessary modification in the lateral. The riser shall be retested as per AGL testing
procedure after installation of LIV.

4.5 Riser clamping

4.5.1 During maintenance activity, if some clamps found rusted/missing or MS clamps are
installed, contractor shall install the new clamps wherever required.

4.5.2 Clamping shall be done with aluminum saddle clamps with the usage of SS
(304)/Brass screws. Clamps shall be tightened properly, taking adequate care to
ensure that the screws are neither over-tightened nor left loose. Suitable size clamps
shall be installed as per pipe size to meet the requirement.

4.5.3 The clamps spacing shall be AGL SP 25.

4.6 Installation/replacement of half round concrete guard

4.6.1 If during maintenance the crimp guard found damaged or not available; the crimp
guard shall be replaced/installed as per instruction of AGL EIC/representative.

4.6.2 For installing the concrete guards the ground surface around the crimp shall be
excavated in the form of semicircle of around 10” dia & 6” depth from ground level.
The conrete guards shall be placed in this excavated pit around the crimp in such a
way that the entire length of the crimp up to the fitting gets covered by the guard.
Bottom 4” length of the guard shall remain embedded in the ground. The
RCC/Plastic/FRP guard shall be secured by anchor fasteners (to be supplied by the
contractor as per the requirement) to the adjoining wall through metal strips
provided at the top of the guard. Reinstatement of the ground surface to original
condition shall be done around the guard to the satisfaction of society /owner. After
installation of concrete guard the portion between concrete guard and permanent
structure of building shall be filled with sand up to top of the crimp. The crimp guard
shall be as per AGL specification.

4.7 Installation of Information Board (Plate Marker / Route Indicators)

4.7.1 The information boards shall be fixed at each and every society where preventive
maintenance is carried out. The location for installation shall be finalized jointly in
consultation with society committee members.

4.7.2 The Size of Board should be 1 ft X 1 ft and should be fixed firmly on the society wall
using screws at all corners. The Board should be made up of 2 mm thick sun board
containing the information as mentioned by AGL EIC.

5.0 ALTERATION ACTIVITY

5.1 Modification / Shifting / Alteration of existing PNG Installation shall be carried out as
directed by AGL EIC. This activity shall include excavation and laying of PE line for
existing customer or extending existing line network using fusion welds and provide
connection up to gas stove. Contractor shall perform online electro fusion joint
whenever required during the activity after informing AGL EIC.

5.2 Conversion of burner & solving burner problems shall be included in this activity. For
providing gas connection contractor shall re-open the existing copper pipe and GI pipe
up to 2nd floor and shall also install new copper or GI pipe up to 2nd floor if required /
directed by AGL EIC. If required, contractor to install new GI Riser as directed by AGL
EIC.

5.3 All the mobilization of manpower & equipment shall be in the scope of contactor.
Breaking, re-fitting & installation of existing / new, R.C.C / P.C.C guard shall be done
by contractor when required during the activity after informing AGL EIC.

5.4 Contractor shall replace rubber gaskets, union & delta ring if required after inspection
check or as directed by AGL EIC. AGL EIC shall be informed for any replacement need
to be carried out during activity.

5.5 Installation or re-fitting of new or existing RIV / LIV shall be done by the contractor
wherever required after informing AGL EIC or as directed by AGL EIC. Contractor’s
scope will include fixing the rubber tube to burner.

5.6 For providing PNG connection under this activity, contractor shall drill or patch in brick
wall or make hole in stair step after obtaining consent of customer / related authority
/ AGL EIC. For extension / stove side change of the existing connections, required
fittings to the existing network shall be done by contractor. Additional kitchen point
shall be provided with 2 conversions or as directed by AGL EIC. Contractor’s scope is
to provide installation of end connection up to gas tap to PNG Customer.

6.0 CONTRACTOR’S RESPONSIBILITIES

6.1 Contractor shall deploy adequate number of technicians/supervisors/helpers as well


as tools and equipment for smooth and proper maintenance of Domestic
Connections. They should have adequate experience and should be capable enough
to carry out mechanical, plumbing work independently. Contractor shall submit the
organogram of their maintenance personnel.

6.2 Contractor shall be responsible for the discipline and good behavior of all his
personnel deployed in the services and should any complaint be received against any
of his employee, he shall arrange to replace such person(s) within 24 hours of notice
issued by AGL EIC at his own cost. The decision of the AGL EIC in this matter shall be
final and binding on the Contractor.

6.3 In case of proven incompetence or gross negligence, AGL shall require the
replacement of the personnel deployed for AGL’s assignment. These personnel shall
be replaced with a competent person by the Contractor immediately after taking
approval from AGL. AGL also has the right to ask for replacement of Contractor’s
personnel without assigning any reason.

6.4 It will be the responsibility of the Contractor to pay as per the minimum wages of the
appropriate government applicable under the Minimum Wages Act 1948 to its
employees.

6.5 Contractor has to ensure the safety of man and machine at all time. Damages of
equipment due to negligence will be recovered as per the decision of AGL EIC, which
will be final.

6.6 Contractor shall strictly adhere to all the safety rules and regulations prevailing and
applicable from time to time at the installations as directed by AGL.

6.7 Contractor shall make his own arrangements to provide all facilities like traveling,
lodging, accommodation/boarding, transportation, office expenses,
phone/internet/courier charges, transportation charges etc.

6.8 Contractor shall provide proper communication facilities to all his personnel such as
supervisors, technicians etc. to ensure timely attendance of the breakdown
complaints.

6.9 All personnel of Contractor entering the work premises shall be properly and neatly
dressed and shall wear uniform, badges and personnel protection equipment like
safety helmets, ear plugs, safety shoes, hand glows, safety goggles etc. while working
as per AGL HSE policy.

6.10 Contractor shall maintain proper record of his working employee’s attendance and
payment made to them.

6.11 Contractor shall ensure proper housekeeping after completion of work. It is


contractor’s responsibility to clean & restore the site to the original conditions to the
satisfaction of AGL representative and society members.

6.12 Contractor shall be fully responsible for emergency management with full attention
and correct and effective measures/remedies for breakdowns at correct time to save
or replace the equipment.

6.13 In case of hazard like fire, leakage etc. due to gross negligence of the Contractor
personnel, AGL reserves the right to impose penalty up to actual damage cost and or
termination of work order depending upon the gravity of the situation.

6.14 Communication to AGL as per contingency plan in case of accident during execution
of the job.

6.15 Contractor shall mobilize sufficient resources including all non-sparking tools &
tackles, as required for the job based on the target date of completion. All the lifting
tools & tackles used by the Contractor shall be duly tested & certified by authorized
agency.

6.16 Technicians provided shall have minimum qualification of ITI in Mechanical or Fitter
branch. Supervisor shall have qualification of minimum 03 year of prevailing
experience in the execution of predefined scope of work.

7.0 AGL’S SCOPE

7.1 AGL will provide training to Contractor’s staff and issue Safety, Technical &
Operational Competency (STOC) Certificate after successful training. Only valid
STOC certificate holders will be allowed to work in the compressor area.

7.2 AGL shall provide site clearance/approval/work permit for carrying out the job as per
the prevailing HSE guidelines.

7.3 AGL or its representative shall inspect the entire job. AGL shall provide safety
guidance & assistance as and when required.

7.4 AGL along with Contractor has to identify risk associated with the job and its control
measure.

7.5 AGL shall approve the Annual Operation & Maintenance Plan (AOMP) / Schedule for
the year before start of the contract.

7.6 AGL will issue the following material from its designated

 Fittings (Elbows, Unions, Sockets, Nipples, Valves, Tees etc.) of all sizes.
 Flexible metallic hose pipe.
 Riser Clamps for all size GI pipe

Note: All AGL-supplied material shall be preserved against deterioration and corrosion. Any
damages / losses of any kind shall be attributed to the contractor.

8.0 DOCUMENTS & REPORTING

Following documents to be provided by the Contractor:

8.1 Service report for repairs attended.

8.2 Consumption of spares on each repair month-wise.

8.3 Reporting of Near Miss/Incidents occurred as per AGL HSE guidelines. Minimum of 2
Near Miss Reports shall be reported every month per site/station.

8.4 PF & ESIC documents of all Maintenance personnel.

9.0 HEALTH, SAFETY & ENVIRONMENT

9.1 The Contractor shall conform to the safety requirements and life savers of AGL as per
attached Annexure–A. In addition, the bidder shall observe safe working practices in
the storage and handling of cleaning fluids, flammable fluids etc. and ensure smoking
or naked flames are not permitted in the vicinity when these materials are being used.

9.2 The Contractor shall also protect all work sites with warning signs, caution tapes,
barricades and night lighting as per AGL HSE specification.

9.3 The Contractor shall provide PPEs like reflective jackets, safety helmets, safety shoes,
goggles, hand gloves etc. to the personnel which are necessary for safe working
practices. Any additional job specific PPE as mentioned in JSA shall be also provided
by the Contractor.

9.4 Use of portable gas detectors, oxygen meters, hot / cold work permits with HIRA is
mandatory for confined space entry and before start of any hot work. Above activities
shall be avoided if oxygen level is below 19.5 % and LEL is more than 0 %.

9.5 Contractor shall train his man power for reporting HAZARD and NEAR MISS if any
happened in their working area.

9.6 Environment: Contractor shall ensure all prevailing norms for preserving the
environmental aspects including safe disposal of oil, grease, paints, edge sharp
material & other chemicals. Also, Contractor shall ensure the cleaning the site every
day after completion of job.

9.7 Security: Contractor shall ensure that the existing installations are not damaged
during the job, including security aspects at site for assets, material, personnel,
information, etc.

10.0 RIGHT TO GET SERVICES CARRIED OUT THROUGH OTHER AGENCIES

10.1 Nothing contained herein shall restrict AGL from accepting similar service from other
agencies at its discretion and at the risk and cost of the Contractor, if the Contractor
fails to provide the said services during any time of the contract duration.

11.0 SUB-LETTING OF CONTRACT

11.1 No part of Contract/Work shall, in any manner of degree be transferred, assigned or


submitted by the Bidder directly or indirectly to any person, firm or corporation
whosoever, without prior written approval from AGL.

12.0 PENALTY

12.1 The Contractor shall provide full Personal Protective Equipment (PPE) to each
individual employee including Safety Helmet, Hand Gloves, Safety Goggles, Safety
Shoes, Ear Muffs, Boiler Suit, Dust Masks, Face Shield, Lifeline and Safety Belt and
Job Specific PPE’s if required. In case, the Contractor does not provide PPE, the same
will be arranged by AGL at the risk and cost of the Contractor. It is mandatory for all
personnel to wear said PPE whilst performing their duties, failing which a penalty as
per HSE policy per incidence will be levied in addition to dismissal of the person.
Penalties for non-compliance of AGL HSE norms shall be as defined in Annexure-A of
this document.

12.2 Rs.500/- against re-occurrence of repeat complaint due to poor workmanship or

12.6 If the Daily Progress Report (DPR) is not submitted to EIC on next working day; a
penalty of 100/- per day shall be imposed.

13.0 COMPLIANCE WITH LAW

13.1 The Contractor deploying 20 (twenty) or more workmen as contract labour shall have
to obtain license from appropriate licensing authority, if required.

13.2 The Contractor (which shall include the Contracting firm/company) shall be solely
liable to obtain and to abide by all necessary licenses from the concerned authorities
as provided under the various labour laws legislation’s including labour license from
the competent authority under the Contract Labour (“Regulation & Abolition”) Act
1970 and Acts made thereafter.

13.3 The Contractor shall be responsible for necessary contributions towards PF, Family
Pension, ESIC or any other statutory payments to Government Agencies as applicable
under the laws in respect of the contract and personnel deployed by the Contractor
for rendering services to AGL and shall deposit the required amount with the
concerned statutory authorities on or before due dates. The Contractor shall obtain
a separate PF number from the concerned Regional Provident Fund Commissioner
and submit necessary proof of having deposited the employees as well as the
employer’s contributions to the Provident Fund.

13.4 The Contractor shall not engage/deploy any person of less than 18 years under this
contract and the persons to be deployed should be physically and mentally fit.

13.5 The installations where job is to be carried out are live and have hydrocarbon
environment. Contractor shall comply with all safety and security rules and
regulations and other rules laid down by AGL for its operation. It shall be the
duty/responsibility of the Contractor to ensure the compliance of fire, safety, security
and other operational rules and regulations by these personnel. Disregard to these
rules by the Contractor personnel will lead to the termination of the contract in all
respects and shall face penalty/legal consequences.

13.6 The Contractor shall arrange for insurance of all his workers engaged on the job as
per the relevant Acts, rules and regulations etc. In case by virtue of provisions of
worker’s compensation Act, 1923 or any other law in force, AGL has to pay
compensation for a workman employed by the Contractor due to any cause
whatsoever the amount so paid shall be recovered from the dues payable to the
Contractor.

14.0 INDEMNITY AGREEMENT

14.1 The Contractor shall exclusively be liable for non-compliance for the provision of any
act, laws rules and regulations having bearing over engagement of works directly or
indirectly for execution of work and the Contractor hereby undertake to indemnify
the company against all action, suits, proceedings, claims, damages demands, losses,
etc. which may arise under minimum wages act, payment of wages act, workman
compensation act, personnel injury (Compensation insurance) act ESI Act, Fatal
Accident Act. Industrial Dispute Act, Shops and Establishment Act, Employees

other act or statutes not herein specifically mentioned but having direct or indirect
application for the persons engaged under this contract.

15.0 TERMINATION OF CONTRACT

15.1 Any reason for unsatisfactory performance will be subject of mutual discussion and
if appropriate, the Contractor will bring improvement in its performance within
maximum 15 days, failing which the contract will be terminated by giving a notice
period of one month.
