1.00.00 INTRODUCTION
NTPC Ltd. was allotted ‘Pakri Barwadih’ Coal Block in North Karanpura
Coalfield situated in the District Hazaribagh, State of Jharkhand, India. The
proposed Pakri Barwadih Coal Mine site is about 100 Kms from Ranchi, the
capital city of Jharkhand State. The Coal mined from this Block, is to be put
to captive use of NTPC. A coal handling plant at mine end is proposed to be
constructed for handling of 15 million tons per annum. To achieve this target
a lot of mining equipment like Electric Rope Shovel, Dumper, Dozer, Crane,
Front End Loader, Motor Grader & other equipment are required at mines
area.

1. Washing Bay
2. ETP
For washing and cleaning the equipment, necessary service water, hot
water and air line will be provided at suitable location. The washing bay
platform will have a slope/gradient towards the sump to facilitate drainage
of washed dirty water. The sump will be covered by perforated plate to
allow the dirty water to pass to the floor sump. The mud/dirt deposited on
the floor will be removed by manual scraping.
After washing the dumpers, equipment and mine vehicles, the effluent will
be taken to pre-settling pits through channel. Overflow of the pits will be
pumped to tube-
Settler where chemical dosing arrangement is done to remove the
suspended particles. The overflow of tube settler is connected to Oily
Water Separator (TPI type) where oil & grease will be removed from wash
water. The sludge from tube settler and OWS is collected at sludge drying
bed (SDB). Clean water from the OWS is sent to clear water reservoir
near equipment/component washing bay through sloped pipe line. Clean
water from sludge drying bed shall be collected in the clear water
reservoir near dumper washing bay by gravity line. This clear water shall
be recycled by pumps for further washing of dumpers, mining equipment
and components.

4.01.00 Location

The scope of work will include all equipment, items and services as
detailed in various Sections of the specification and tender drawings
enclosed. The items, though not specifically mentioned but needed to
make the system complete and reliable for safe trouble-free operation
and guaranteed performance shall be treated as included and the same
shall also be furnished and considered and may be covered in bill of
materials.
If the bidder feels that, in his opinion, certain features brought out in his
offer are superior to what has been specified, these may be highlighted
separately.

7.01.00 All requirements of the latest Indian Standards shall be strictly adhered to.
7.03.00 All electrical equipment supplied shall comply with the latest revision of
the Indian Electricity (Supply) Act, Indian Electricity Rules, Indian
Standard (IS) or International Electric Technical Commission (IEC)
Publication and also within the statutory requirements of the Government
of India as regards safety, earthing and other provisions specified therein
for installation and operation of electrical equipment.
7.04.00 The Bidder shall be responsible for obtaining necessary approval and
making whatever additions/modifications considered necessary by
Electrical Inspectors, Factory Inspectors and other authorities as
required. Any addition/alternations required for this shall be done by
the contractor free of additional cost to the Owner.
7.05.00 The equipment offered shall be of proven latest design and of adequate
capacity strictly as per the requirement mentioned under this
specification. The material shall be new and of first grade quality. The
workmanship and design shall be in accordance with the best
engineering practice and shall be such as have been proved to be
suitable for the intended purpose and for giving satisfactory performance
under the prevailing climatic conditions and proposed system of
supply. Liberal factor of safety shall be used throughout the design and
special consideration shall be given for parts subjected to alternating
stresses or shocks.
7.06.00 Washing system & ETP shall be designed incorporating the latest
technology and maximum flexibility in operation with sufficient standby
provision. All system design shall be subjected to the approval of
Owner/Consultant.

8.04.00 Final painting, touch-up with approved colour and as per approved
specification after complete erection and testing
8.08.00 The Contractor shall arrange for his own supervisory personnel, skilled
and unskilled workers, erection equipment, transport vehicles, lifting
tackle, tools, precision levels including micro-levels, dial and other
gauges, straight edges, testing equipment/instruments/gadgets and all
other elements in sufficient numbers as may be required for timely
erection, check-up, testing and commissioning of the Workshop complex.
Supply of lubricants & chemicals for all equipment until handing over plus
12 months requirement for continuous operation shall be under
Contractors scope. The Contractor shall indicate in his proposal his
recommendation for the quantity of lubricants and specification for
lubricants to be maintained by the Owner, including names of different
manufacturers of equivalent lubricant.

10.01.00 The Bidder shall indicate and include in his scope of supply all the
necessary start-up and commissioning spares to fulfil the requirements of
this specification.
The contractor also shall furnish a list of recommended spares which
shall be required for the first two years of successful operation.
The Contractor shall quote for recommended spares along with unit
price. The Owner reserves the right to buy any or all recommended
spares. The contractor shall also state for each item the normal expected
service life.
10.02.00 All spares supplied under this contract shall be strictly interchangeable
with the parts for which they are intended to replace. The spares shall be
treated and packed for long storage under the climatic conditions
prevailing at the site, e.g. small items shall be packed in sealed
transparent plastic bags with desiccator’s packs as necessary.
10.03.00 Each spare part shall be clearly marked or labelled on the outside of the
packing with the description. When more than one spare part is packed in
a single case, a general description of the contents shall be shown on
the outside and a detailed list enclosed. All cases, containers and other
packages must be suitably marked and numbered for the purpose of
identification.
10.04.00 All cases, containers or other package are liable to be opened for
examination as may be considered necessary by the Engineer.
10.05.00 All recommended spares shall be delivered to site at least four months
before the scheduled date of the trial operation of the Workshop.
However, they shall not be dispatched before the dispatch of the
associated main equipment.
11.01.00 The successful Bidder shall be responsible for design, smooth and
trouble-free operation of all the systems, equipment and components
offered by him.
11.02.00 The successful Bidder shall guarantee that the material of construction
and workmanship of all the equipment and components supplied by him
are as specified under this specification & wherever there is nothing
specifically mentioned shall correspond to the best available grade and
quality.
11.03.00 The successful Bidder shall also guarantee that the system, equipment
and components covered by this specification shall be as per relevant
standard and code and shall be suitable for continuous operation (i.e. 24
hours per day).

The Contractor shall guarantee that the equipment offered shall meet
the ratings and performance requirements stipulated for various
equipment covered in the specifications.
All costs associated with the tests including cost associated with the
supply, calibration, installation and removal of the test instrumentation
shall be included in the contract price.
All instruments required for performance testing shall be of the type and
accuracy required by the code and prior to the test, the Contractor shall
get these instruments calibrated in an independent test Institute
approved by the Employer. All test instrumentation required for
performance tests shall be supplied by the Contractor and shall be
retained by him upon satisfactory completion of all such tests at site. All
calibration procedures and standards shall be subject to the approval of
the Employer.

SECTION – II
CONTENT
The scope of work under this specification shall include Design, Manufacture,
supply, installation, testing and commissioning of Dumper / Equipment/
Component washing system and effluent treatment plant with all accessories.
Items not specifically mentioned but are needed to make the system complete
and reliable for safe operation shall also be included in the scope of work and
the same shall be furnished in BOM.
The wastewater generated will be collected, treated and disposed meeting the
environmental standards as per the norms laid down in Environment
(Protection) Rules, 1986 and its amendments, as applicable.
The details indicated for different equipment such as TPI, Tube settler, Flash
Mixer, Flocculator, Chemical dosing house are tentative. Bidder should design
these systems so as to guarantee the effluent parameters as specified.
The scope of supply is detailed hereunder.

1.02.00 EXCLUSION
All Civil works of ETP & washing system are excluded, however all load data
and dimensions are to be furnished by the bidder.
However the bidder shall furnish the detail electrical scheme drawing
for above arrangement. Owner will provide earthing mat surrounding the
building and bidder has to connect his equipment with main ground mat with
double earth.
2.00.02 Owner will provide service water at inlet to Clear water Reservoir for Dumper
& Equipment / Component washing system.
The work is to be completed in all respect within 6 months from the effective
date of placement of order.

5.01.01 Washing guns/turrets shall be provided along with accessories such as hoses,
isolating valves etc. for washing the Dumper, Equipment and other HEMMs.. These

provided.
Four guns per side on the ground level spaced five meters apart and one per
side on the elevated platform. The elevated turrets should alternate between the
front and back of the vehicle at a distance of 5m from the center line. High
pressure, hot water, soap injected washers also to be provided. These are to be
mounted on an air operated reel. The Truck dimensions are 14M long and 8.5M
wide. 2nos reels on each side. The reels should have hose length of 15M.+
special turret suitable for manual holding. Capacity data
to be provided.
5.01.02 A floor sump approximately 2M deep by 2M wide by 15M long shall be provided
in the center of each bay. These are covered with solid deck plate with enough
perforations to allow water to enter the sump. Overflows located near the top of
the sump will drain the water to a stilling basin and oil removal system. The floor is
sloped to the sump.
5.01.03 The Equipment wash will be of a similar design. Approximate Dimension: L 9.5M x

5.01.05 The nozzles and the hoses selected shall be suitable for handling the type of water
which is coming out after being treated from the ETP. Further, a strainer shall
also be provided to avoid choking the nozzles. The Material of Construction of
nozzles shall be SS316 or equivalent.
5.01.06 The wastewater generated from Dumper, Equipment & Component Washing Bay
is expected to contain high quantity of suspended solids and oil & grease.
However, it is presumed that majority of the mud/sand and dirt removed in this
washing process will be arrested in the perforated plate platform over which the
vehicles will be washed.
Floor washing in workshop complex is likely to contain oil mixed with water.
These drains shall also be routed to the ETP.
The suspended solids escaping the perforated plate will be collected in a sump
located below the perforated plate platform. From this sump the overflow will be
channelized outside the washing bay and there after collected to Pre-Settling Pit
(PSP).
5.02.00 The overflow from the PSP will be led to a Common Over-Flow Pit through a
channel.
Then it will be pumped to a Common Tube Settler followed by Tilted Plate
Interceptor type Oil water separator. The tube settler will have provision of
coagulant and poly electrolyte dosing. The sludge generated from the tube
settler and occasionally from the TPI type oil water separator will be taken
in a Common sludge drying bed for dewatering and drying of sludge.
There will be two PSPs for each washing bay, one in operation and the other in
stand- by mode. One PSP will be filled while the other will be evacuated. The
evacuated Sludge (mud & sand particles) will be disposed off suitably.
Clean water from the OWS & SDB is sent to clear water storage for dumper &
Equipment respectively through pipe line. This water will be recycled for further
washing of dumpers, equipment and components.
This will be either a single or multi-stage centrifugal, mixed flow or axial flow
type with discharge co-axial with shaft. Type of impeller shall be chosen on
the basis of the pump specific speed and the characteristics of handling fluid.
Pump(s) shall be either above floor or below floor discharge type, as per the
requirement in the data sheets.
In case, expansion joint is to be used at the pump discharge (indicated in data
sheets), pump base plate shall either be adequately designed to take the
unbalanced forces and moments from the use of such expansion joint or a
separate thrust block at the pump discharge head shall be provided to transmit
these forces to the external supporting structure. Calculation of thrust load shall
be done considering the highest pressure seen by the pump and internal diameter
of the arch of the expansion bellow. Impeller hole is not allowed for thrust
balancing purpose.
Column pipe shall be flanged and of bolted connection. Column pipes shall be
designed for full internal vacuum.
In case the data sheets ask for the pump with below floor discharge and the
water level is at or above the discharge valve level, the column pipe piece located
at the intermediate floor level shall be provided with suitable floor sealing device.
In case of multi-piece column pipe and shaft assembly, the design shall permit
raising / lowering of the pump assembly piece by piece without any difficulty. The
column to column pipe joint should be completely leak proof. Any fixtures, clamps,
etc. necessary for such purpose shall be supplied by the Contractor under this
specification. The Contractor shall also submit a write-up describing clearly the
procedure of handling the pump with the consideration that the pump house
crane hook has a lift above the operating floor only sufficient to handle the
length of a single column piece.
Shaft size shall be selected on the basis of maximum torque to be applied on the
pump shaft. Critical speed of the shaft shall be sufficiently away from the
pump operating speed and in no case shall lie between 90% and 110% of the
rated speed.
Impeller shaft shall be guided by bearings provided in each bowl or above and
below the impeller shaft assembly. The butting faces of the shaft shall be
machined square to the assembly and the shaft shall be chamfered at the edges.
Line shaft may be of single or multiple pieces as specified. In case of multiple
pieces, line shaft shall be coupled as per the standard practice of the
manufacturer. For screwed coupling, screw directions shall permit tightening of
the joint during pump operation.
Replaceable shaft sleeves shall be furnished at applicable locations,
particularly under stuffing box and at other locations, as considered necessary.
Shaft enclosing tube shall be required, unless self- lubricated (and cooled) type

of shaft bearings is asked for. Length of the shaft enclosing tube shall be in
conformity with the shaft piece lengths.
6.01.07 Bearings
Shaft Bearings
Adequate number of properly designed bearings shall be provided for smooth and
trouble- free operation of the pump. Number of bearings shall consider the
number of shaft pieces used and the critical speed of the shaft. Bearings shall be
either lubricated by external clear water / oil / grease or self-lubricated as
indicated in the data sheets or as recommended by vendor (and approved by
Purchaser).
In case of external water/oil lubrication, complete lubrication arrangement shall
be furnished with the pump. If the data sheets call for pre-lubrication of the shaft
bearings, pre-lubrication tank and other accessories shall be within the scope
of supply of the pump supplier.
Thrust Bearing
Thrust bearing of adequate size and capacity shall be provided to take the vertical
thrust of the impeller arising out of the pump operation and dead weight of the
rotating components. Life of the thrust bearing shall be guided by the design
standard of the pump or as specified in data sheets. Thrust bearing shall be
capable of running continuously at maximum load.
Cooling of the thrust bearing, if necessary, shall be done by the handling fluid /
external water, depending on the fluid handled.
Location of the thrust bearing may be at the pump body or at the driver, or at
both depending on the requirement of data sheets or as per the recommendation
of the pump manufacturer (and approved by Purchaser).
6.01.08 Reverse Rotation
If the data sheets call for, the pump impeller and other rotating components shall
be designed for reverse rotation, when subject to reverse flow at 50% of rated
pump discharge head.
TPI type oil separators are fitted inclined plate and normal oil skimmers.
When oily water goes into TPI separator, due to density difference the oil floats
at the top surface. The inclination of plates enhances the oil separator due to
availability of large contact surface. The oil floating at the top is taken out,
through skimmer, into an oil sump and disposed off manually. The sludge
generated in TPI will be taken to sludge drying bed by gravity. Treated water is
taken to two (2) underground reservoir located in opposite direction by gravity.
