NATIONAL HOUSING AUTHORITY “Bai Ai Building @ Culture of Quality “y NHA Memorandum Circular No. 2022-019 SUBJECT: AMENDMENT TO NHA MEMORANDUM CIRCULAR NO. 2021-028: SUPPLEMENTAL GUIDELINES TO MEMORANDUM CIRCULAR NO. 2020-053: GUIDELINES AND PROCEDURES ON THE ISSUANCE AND APPROVAL OF WORK SUSPENSION ORDER, WORK RESUMPTION ORDER, CONTRACT TIME EXTENSION AND VARIATION ORDER FOR INFRASTRUCTURE PROJECTS 1.0 BACKGROUND AND PURPOSE To simplify and streamline the processing and approval of contract-related documents prior to approval by the General Manager (GM), the Assistant General Manager (AGM) as the Head for Operations (HfO) with its discretionary power to endorse directly to the GM after its review and evaluation the approval of all contract-related documents forwarded by the Regional Office. Likewise, the AGM may tum-over or forward to Project Operations Support Services Department (POSSD) and/or Housing Support and Technical Research Department (HTTRD), as applicable, said documents for further review and evaluation prior to endorsement to the General Manager. 2.0 SCOPE AND COVERAGE This guidelines shall amend the procedure for processing and approval of all contract-related documents for infrastructure projects amounting above PhP5O Million and its attached process flows. 3.0 PROCEDURE FOR PROCESSING AND APPROVAL OF CONTRACT- RELATED DOCUMENTS 3.1. Work Suspension Order, Continuance of Work Suspension Order Work Resumption Order, Contract Time Extension and Variation Order 3.1.1 All documents submitted for approval by the General Manager should bear the signature and/or initials of all concerned staff duly endorsed by the Regional Manager prior to submission to the Office of the Assistant General Manager (OAGM) and should contain all other supporting documents relative to the request. 3.1.2 The AGM with its discretionary power _as the HfO may directly endorse to the GM all contract-related documents for approval or turn-over and forward the same to POSSD andfor HTTRD for further review and evaluation. 3.1.3. Please refer to the attached Diagram labelled as Annexes “A” and‘Amendment to NHA Memorandum Circular No, 2021-028: Supplemental Guidelines to Memorandum Circular 'No, 2020-053: Guidelines and Procedures on the Issuance and Approval of Work Suspension Order, Work Resumption Order, Contract Time Extension and Variation Order for infrastructure Projects Page 2 of 2 4.0 EFFECTIVITY This amended guidelines shall take effect immediately upon approval by the General Manager and shall supersede all provisions of NHA MC 2021-028 dated 02 August 2021 and all other issuances inconsistent herewith.
