Section VI. Terms Of Reference BACKGROUND The Provincial Government of Negros Occidental envisions its Negrenses as 2 globally competitive, empowered, ecologically balanced and hardworking people under an administration that seeks to hamness and build its employees potential To accomplish this, it'’equires well-equipped environment that promotes professionalism where clients can avail of its services promptly, courteously, and with the highest degree of integrity and accountability. It shall uphold all the principles and policies of the Government making it something that all Negfenses ‘an be proud of. OBJECTIVE The objective: of this project is to provide the employees an ample space fot them to work |16re efficiently ahd effectively that clients will be attended and served. With the growing population “6f the Negros Occidental province, public offices need wider and more organized space for smooth “fow of transactions. Il, PROJECT DESCRIPTION The project shall cover the design and construction of the new Negros Occidental Provincial dministrative Center that will be situated on alot with relatively flat terrain approximately 12 meters The building shall have a minimum of six (6) storeys plus minimum one (1) basement. and ould structurally be’able to support at least 9 storeys. The minimum office area is 8,000m* and @ minimum'total floor area is 16,000m? including basement. The plans and designs shall be in scordarice ‘with the Provincial Engineer's Office approved standards and the General Site 3yelopment and Building Design Specifications as prescribed in this Terms of Reference (TOR) he project shall have an Approved Budget for the Contract (ABC) of Nine Hundred Million Pesos [Php 900,000,000.00) All rooms shall be air-conditioned except those otherwise specified. All fixtures shall be uded in the design and construction. For security considerations, CCTV and other sec stems covering the interior and exterior areas of the building shall be installed. For circulation, a minimum number of entry points with widths that follow the National Building Code and Fire Code all be provided. The circulation system shall designate emergency routes. Detalled designs shall provided for pedestrian and vehicular traffic for projected user population The site development shall include the area for the building footprint, landscape elements, @vementisidewalk, and parking spaces. Parking spaces shall comply with the minimum guirements’ of the National Building Code of the Philippines and of the Accessibility Law revisions for motorcycle and bicycle parking shall be provided 82 IV, GENERAL SPECIFICATIONS AND PARAMETERS A. Province of Negros Occidental shall award the project to a Registered Single DESIGN- BUILD FIRM or Registered Construction Company or a joint venture with a Registered Design Firm, that shall meet and comply eligibility requirements specified in R.A. 9184, Annex G, Section 9.2.i, paragraph A, 2. Bids and Awards Committee (BAC) through the Technical Working Group (TWG), shall evaluate. the eligibility and technical documents. The Constructor shall be selected according to the quality of the Technical Proposals submitted, experience with similar projects, and the firm's reputation, along with the capability of their professional staff to be assigned to the project. VI. MINIMUM QUALIFICATION REQUIREMENTS FOR DESIGN TEAM. The minimum requirements of the Contractor on the desired expertise and qualifications of individual personnel necessary for undertaking the project are specified as follows. A. One (1) Principal Architect with at least ten (10) years experience and expertise in the design of public assembly buildings, with a strong background on green architecture: For concept and management B. Qne,(1) Licensed Landscape Architect with experience in land feature arrangement and coordination, C. One (1), Licensed Interior Designer with experience in space programming, ing. and D. One (1) Licensed Structural Engineer with at least ten (10) years experience in public assembly buildings, or CivilStructural Design E. One (1) Licensed Professional Electrical Engineer with at least ten (10) years experience in public assembly buildings: For Electrical Design F. One (1) Licensed Professional Electronics and Communications Engineer with at least five (5) years experience on the Electronics design field G. One(1) Licensed Professional Mechanical Engineer with at lea: experience for Mechanical Systems Design ten (10) years H. One (1) Licensed Sanitary Engineer with experience in the design of public assembly buildings for Water Distribution, Drainage and Sanitary Systems Design | The minimum requirements of the Contractor on the desired expertise and qualifications of | dividual personnel necessary for undertaking the project are specified as follows. A. One (1) Project Manager (Civil Engineer/Architect) ten (10) years experience. B. One (1) Project Engineer/Architect with at least ten (10) years experience in Building construction. One (1) Site Engineer (Civil Engineer) with at least five (5) years experience in Building construction 85 One (1) Registered Electrical Engineer with at least five (5) years experience Building construction. One (1) Registered Electronics and Communication Engineer with at least five (5) years experience Building construction One (1) Registered Mechanical Engineer with at least five (5) years experience Building construction One (1) Master Plumber with at least five (5) years experience Building construction. (One (1) Licensed Materials Engineer (DPWH accredited) with at least five (5) years experience Building construction MINIMUM REQUIREMENTS FOR HEAVY EQUIPMENT AND MACHINERY For the project, the contractor is required to mobilize at least, but not limited to, the following equipment: Two (2) Transit Mixers (at least one owned) (One (1) Pumperete Truck (owned) Orie (1) Excavator with Breaker attachment (owned) One (1) Backhoe Loader (owned) Three (3) Dump Trucks (at least one owned) (One (1) Road Grader (owned) One (1) Vibratory Roller (owned) (One (1) Crane Truck (owned) One (1) Tower Crane (owned or leased) CONCEPTUAL DESIGN REQUIREMENTS For the presentation of the general conceptual design, a Master Plan and a 3D Walkthrough are required. The information shown must include, but not limited to The Location Adjoining roads and buildings. Design Parameters ‘The Contractor shall consider the factors hereunder listed for appropriate “Building Design’ in order to be the academic leader in the field of engineering, food technology and environment. Other concern relevant to the completion of this project is considered but not limited to: 1. The architectural character of the building should appropriately project the image of Government Institution with mixed occupancies under the National Building Code of the Philippines. 2. Building form shall be adapted for tropical climatic conditions and the functional requirements of a government office. 3, Detailed design of interior spaces should accommodate the building program, offices, and laboratory planning and equipment requirements. 4. Building systems shall adopt energy-efficient and user-friendly technologies. Day lighting shall be interfaced with energy-efficient electric lighting. Passive cooling and thermal comfort systems and monitoring of power consumption shall be incorporated 93 5. Building envelope, materials and finishes shall be specified in accordance with green building principles. Use of renewable and recyclable materials should be maximized 6. Construction Supervision 5.1. The Contractor shall maintain the field office for easy access, 5.2. For purposes of supervision and monitoring, weekly meeting shall be conducted in the field office 5.3. The Province of Negros Occidental will have its own Project Management Team with the following functions: 5.3.4. -Inspect and monitor the Contractor's prosecution of the work to ensure full compliance with the contract provisions. 5.3.2. Approve requests, permits, shop drawings, détails, brochures, product brands and specifications, and DMAS for construction and installation 5.3.3. Maintain complete records of the progress of construction work (construction logbook), changes in the drawings, variation orders in process or issued inspection visits by the Provincial Government heads of offices. its representatives of any authorized personnel/ staff and all matters relevant to providing a record of the construction work. scequate 5.3.4. Provide primary vertical and horizontal control points and verify all Cont layouts of the works to ensure compliance with the plans. drawin: specifications, 5.3.5. All material testing shall be conducted by a DPWH accredited third party laboratory, with the presence of a representative of the Project Management Team. 5.36. Inspect construction operations and accomplishments and ascertain that the construction conforms to the plans and technical specifications, 5.3.7. Check all Contractors’ payment certificates and verify quantities for which payment is made, 5.3.8, Review and or propose any changes in plans deemed necessary to properly fulfil the intent of the plans and specifications, 5.3.9. Monitor the physical and financial advancement of the warks, in comparison with approved schedules, and order any necessary corrective measures or actions. 5.3.10. Observe and report any adverse effects of construction on the natural environment and instruct the Contractor to rectify them- issue site instructions if necessary 5.3.11. Inspect the safety aspects of the construction works and instruct Contractor to correct any deficiencies therein. 95 5.3.12, Submit to the PEO the monthly progress reports or SWA covering all aspects of construction 5.3.13, Analyze, evaluate and recommend the disposition of claims for extra work andlor extension of contract time submitted by the Contractor 5.3.14: When appropriate under the terms of the contract, instruct the Contractor to ‘suspend construction work. 5.3.15, Analyze and participate in the pre-final. and final inspection of the works as provided for in the general conditions. 8.3.16, Perform any and all other items of work not specifically mentioned which are necessary to properly supervise the construction activities. The Contractor shall furnish the Provincial Engineer's Office, with ane (1) set of tracing paper copies of drawings, all AutoCAD file drawings and MS Word/Excel documents files, in CD and seven (7) printed sets of drawings specifications duly signed and approved for bidding purposes, Extra sets of documents needed by the contractor are to be charged to the contractor, All design decisions shall be referred to the appropriate provisions in the latest editions of the National Building Code, Structural Code, Plumbing Code, Electrical Code. Fire Code of the Philippines, Accessibility Law and all other pertinent codes and laws SCOPE OF WORK FOR THE CONSTRUCTION PHASE 1. General Requirements a. Mobilization/Demobilization ‘The work consists of the mobilization and demobilization of the ctor's forces and equipment necessary for performing the work required under the contract 'b. Construction of Fence Enclosure/Bunkhouse and Offices 1 for the Contractor's Construction team, 1 for End user's Project management team. Contractor shall install and maintain temporary facilities required for construction for the duration of the project and remove upon completion of the work as specified herein. The contractor shall furnish the end user's office with at least, but not limited to: brand new air-conditioning, small refrigerator. hot and cold water dispenser, electric and water connection, workstation desktops or laptops with minimum 1mbps internet connection, and a3 printer(s), office supplies, tables and office chairs, cabinets, two-way radios, whiteboard, meeting tables, first aid kits, fire ‘extinguisher, and PPE, which all shall be tumed over to the end user after project completion. . Provision and Consumption of Electricity Water The contractor shall provide electricity and water for the entire duration of the project 4d. Provision for Safety and Health 96 ‘The contractor shall ensure the protection and welfare of workers and the general public within and around the construction site taking into consideration industry practices and applicable government requirements e. Application of all necessary Government Permits/Clearances in building construction including ECC Site Work a, Site Clearing , Demolition Works, Grubbing & Layout Demolition of existing buildings, Removal of all vegetable matter, such as trees, brush, down timber,. rotten wood, sod, rubbish, and other objectionable combustible materials found on, above and below the surface of the site; Stake ut all building lines and erect permanent batter board at such point that may not be disturbed during the construction. b. Excavation of Foundation Excavate to required depth as indicated in the drawing plans (2s designed) or ‘as per direction of the Engineer. Excavation will be done by the use of excavator to:hasten completion ©.
