T
he Municipal Corporation of Delhi (MCD) recently elected new councillors in a high-pitched election. Meanwhile,
elections to Mumbai’s municipal body have been delayed for nearly a year. Whoever is in charge, India’s municipalities
have to work with a budget that lacks heft and is short on prudence—and, thus, ends up placing boundaries on the qual-
ity of civic life delivered. About 600 million Indians, or 40%, will be urban dwellers by 2036, against 35% now, according
to the World Bank. This will put pressure on municipal services. Indian cities have perpetually struggled to be self-sustaining,
said a recent report by the Reserve Bank of India (RBI) on municipal finances. This report shows that municipalities are mostly
financed by three sources to a nearly equal degree: own taxes, own non-tax revenues, and transfers from governments. In
2019-20, 35.7% of total municipal revenues were to come from state and central transfers.
Even Delhi , with high commercial activity and wealth concentration, was to receive one-third of its ₹21,802-crore munici-
pal revenues from its state government. For municipalities in 15 of the 28 states covered in the RBI report, the share of this
revenue head exceeded 40%. Important municipal taxes such as octroi were subsumed in the goods and services tax (GST)
in 2017. Municipal bodies have found it difficult to find new and stable sources of tax revenue. For instance, the experiment
with local body tax (LBT) on goods in Maharashtra failed miserably. This creates too much dependence on state governments
in areas where a city needs to spend.

meeting in Mumbai. Its businesses span
23 industries but the flagship company,
Mahindra and Mahindra Ltd (M&M), was
in the middle of a bumpy ride—its market-
share in sports utility vehicles (SUV) was
on the slide.
“How do you intend to arrest the slide in
marketshare in SUVs and recover lost
ground?” asked one shareholder.
“Is there any plan to get into the passen-
ger car segment?” asked another.
Mahindra scoffed at the second ques-
tion. “Why should we get into cars when
people around the world are switching to
SUVs?” he countered.
He didn’t have a convincing answer to
the first question, though. “It has become
like plastic....it is just expanding,” Mahin-
dra rued. “The definition of SUV has
become fluid...people are calling those
cars SUVs which don’t have chassis....cars
without a chassis is not really an SUV.”
He further added: “If you look at the old

daresay our share has not gone down.”
SUVs are manufactured in two ways—
‘ladder on frame’, where the body and
chassis are built separately, and ‘mono-
coque’, where like small cars and sedans,
it is all built as one unit.
M&M is a master of the first kind but
most automakers, eager for a piece of the
SUV action, innovated with the mono-
coque frame where the vehicles were
lighter, more fuel efficient and drove like
a car. Gone were the undulating ride qual-
ity and lack of refinement that SUVs were
infamous for. As a result, new segments got
