Biographical Sketch

The researcher was born on October 12, 2000 at Canduyong,

Odiongan, Romblon. She is the six child of Mr. Elorde V. Forteza and Mrs.

Mary F. Forteza. She currently lives at Barangay Canduyong, Odiongan,

Romblon for almost 21 years. Her mother was a housewife, and his father

was a farmer.

She finished her elementary education at Canduyong Elementary

School in the year 2008-2013. Then, she pursued her Junior and Senior

education at Odiongan National High School in the year 2014-2019. Then,

she continued her tertiary education by taking up Bachelor of Arts major in

Public Administration at Romblon State University-Main Campus. She

aims to become a future good leader someday.

Biographical Sketch

The researcher, Christine Joy F. Matore, was born on April 03,

2001 at Punta, Looc, Romblon. She is the youngest daughter of Mr. Judy

G. Matore and Mrs. Arsenia F. Matore.

She finished her elementary education at Looc Central Elementary

School and graduated in the year 2013, and completed her Junior and

Senior High School at Looc National High School. She continued her

studies at Romblon State University with the degree of Bachelor in Public

Administration.

She believes that,” Never stop believing that you can do better every

time. If all else fails, don’t forget that an ordinary you, have an

extraordinary God to back you up”.

Biographical Sketch

The researcher was born on November 7, 1999 at Romblon Provincial

Hospital. She has spent about 22 years in Barangay Panique, Odiongan,

Romblon. She is Mr. Ronnie F. Mortel and Mrs. Nerry E. Mortel youngest

child. His father was a tricycle driver while his mother was a homemaker.

From 2007 until 2012, she attended at Panique Elementary School,

where she completed her elementary education. She then completed one

year of junior high school at Libertad National High School. In the years

2016-2018, she completed her senior studies at Romblon State University-

Laboratory Science High School. She then continued her study at

Romblon State University-Main Campus, where she took up Bachelor in

Public Administration.

Biographical Sketch

The researcher is the third-born daughter of Mr. Danilo M. Sarabia

and Mrs. Margie F. Sarabia. She was born in Doña Juana, San Agustin,

Romblon on February 23, 2001.

She attended her Elementary Education at Doña Juana Elementary

School. She completed her Junior and Senior High School education at

Badajoz Tablas Academy School. She continued her tertiary education by

taking up Bachelor in Public Administration at Romblon State University-

Main Campus. She is aiming to become a future public servant someday.

Biographical Sketch

The researcher is the youngest child of Mr. Edgar N. Tado and Mrs.

Josephine F. Tado. She was born in Sta. Maria Bulacan on the 19 th day of

October 2000.

She attended her elementary education at Odiongan North Central

Elementary School. She also attended her Junior and Senior High School

education at Odiongan National High School. She continued her studies at

Romblon State University with the degree of Bachelor in Public

Administration. She is aiming to become a future public servant someday.

The researcher is inspired by the saying, “Failure is the key to success.

Each mistakes teaches us something”.

and Mrs. Melanie F. Taladtad. She was born in Looc, Romblon on the 17 th

School. She also attended her Junior and Senior school education at Looc

National High School. She continued her studies at Romblon State

University with the degree of Bachelor in Public Administration. She is

ABSTRACT

The term “out-of-school youth “refers to members of the general public

who are between the ages of 15 and 30 and who are not currently enrolled in

school, are not in gainful employment, and have not completed a post-

secondary degree. The purpose of the bill is to reinforce the states’ obligation to

establish policies and programs for the advancement of OSYs in the nation and

to motivate them to take advantage of the many opportunities that are

accessible to them.

According to data from the Philippine Statistics Authority (PSA 2017),

3.53 million or 9% of the projected 39.2 Filipinos between the ages of 6 and 24

were classified as “out-of-school youths” (OSYs).

This study was carried out to evaluate the perception of out-of-school

youth in Barangay Panique towards sexual behavior. It specifically sought

clarification on the following issues: (1) What is the socio-demographic profile of

respondents in terms of age, sex, employment status, highest educational

attainment of respondents?; (2) What is the level of assessment of the

respondents in terms of the following sexual behaviors (a) Influence of family on

sexual behavior of youths and (b) Influence of peers on sexual behavior of

youths?; (3) Is there a significant difference on the level of assessments in

sexual risk behavior of out-of-school youth and their demographic profile in

terms of sex and age?; (4) What intervention plan and local policies will be

developed regarding sexual behavior of the out-of-school-youth?

Based on the result of the study, the following findings were drawn:

In terms of the socio-demographic profile of the respondents, the data

shows that most of the respondents were 22–25 years old, female, high school

graduates, and unemployed. In terms of age, people aged 22-25 had the highest

frequency count of 41, or 33.9%.

In perceptions towards the reason of not using contraceptives in their

sexual intercourse majority or with the highest rank of indicators where

respondents agreed that they were not comfortable in using contraceptives

during sexual intercourse and the lowest rank was the respondents have no

knowledge in contraceptives.

A total of 123 were the respondents of the study. Most of the respondents

were female out-of-school youth with the age bracket of 22-25 years old and

mostly they are high school graduate.

Based from the findings and conclusions, the following were

recommended:

Local Government Unit (LGU) should conduct intervention programs that

support on family planning and sex education for the out-of-school youth; the

Local Youth Development Council should provide activities that focus on

personal development of the out-of-school youth; the Educational institution

should provide intervention programs for academic remediation for the out-of-

school youth; conduct training and seminars for Barangay Officials regarding

implementation of different programs and projects for the out-of-school youth;

DSWD and other agencies must prioritize the out-of-school youth in providing

source of income and job opportunities; DOH should craft and implement policies

for contraceptive services.
