BACKGROUND

The Petroleum Authority of Uganda (PAU) is a statutory body established under Section
9 of the Petroleum (Exploration, Development and Production) Act 2013, and in line with
the National Oil and Gas Policy for Uganda which was approved in 2008. The mandate of
the Petroleum Authority of Uganda is to monitor and regulate the exploration, development
and production, together with the refining, gas conversion, transportation and storage of
petroleum in Uganda. This includes ensuring that petroleum operations in Uganda are
carried out in accordance with the relevant laws, regulations, guidelines, statutes and in
line with international best practice for the petroleum industry.

The Petroleum Authority of Uganda now invites applications from qualified Ugandans who
fully meet the required job specifications and with the right personal attributes to occupy
the following positions in the Authority’s established structure.

OFFICE OF THE EXECUTIVE DIRECTOR

1 PAU/ED/011/602: COMPLIANCE OFFICER (01 VACANCY)

1.1 JOB SUMMARY


To review and evaluate compliance issues within the Authority by ensuring
management and employees comply with the Laws and regulations and that Authority
policies and procedures are followed.
1.2 KEY ROLES AND RESPONSIBILITIES:
a) To develop, initiate, maintain, and revises policies and procedures for the
general operation of the Compliance Program and its related activities to
prevent illegal, unethical, or improper conduct.
b) To periodically review and recommend update to standards of conduct to
ensure relevance in providing guidance to management and employees.
c) Monitor the performance of the Compliance Program and related activities on
a continuing basis, taking appropriate steps to make recommendation to

improve its effectiveness and review the compliance with the established laws
and regulations which relate to the Authority.
d) To review the Authority policies and establish if they are adequate.
e) To review compliance with established laws and regulations by the Authority;
f) To conduct follow up on implementation of audit recommendation and report
on management of compliance and response to regulatory and Audit reviews.
g) Reviewing procedures and reports periodically to identify hidden risks and
cases of non-conformity.
h) Review vender contract management for compliance.
i) Perform any other duties as may be assigned from time to time.

1.3 QUALIFICATIONS, SKILLS AND EXPERIENCE

1.3.1 Basic Qualifications:


a) An honors Bachelor’s degree in Law or Petroleum Geoscience or Petroleum
Engineering obtained from an internationally recognized University.

1.3.2 Added Advantage:


a) Certified Internal Auditor (CIA), Certified Public Accountant (CPA), or ACCA
and Certified Fraud Examiner (CFE).

1.3.3 Working Experience:


a) Three (3) years’ experience in a relevant field in a similar corporate setting.

2 PAU/ED/011/603: RISK OFFICER (01 VACANCY)

2.1 JOB SUMMARY


To monitor and execute risk engagements and make recommendations for the
management of new and existing risks.
2.2 KEY ROLES AND RESPONSIBILITIES:
a) To assist in conducting an organization wide risk assessment, and monitor
emerging risks

b) To gather risk information in the Authority, and conduct risk reviews to establish
if all required action are implemented to ensure that the Authority risks are
within acceptable levels.
c) To operationalize the risk management framework in the Authority and assist
in training staff on risk management activities.
d) To assist in coordinating the Enterprise risk management activities of Authority.
e) To assist in following up on implementation of audit recommendation and report
on management compliance and response to regulatory and Audit reviews.
f) Identifying key risks and assessing mitigating controls to determine the risk
profile for the Authority.
g) Identify emerging risks that present new regulatory risks.
h) Assess and identify potential risks that may hinder the reputation, safety,
security and financial status of the Authority.

2.3 QUALIFICATIONS, SKILLS AND EXPERIENCE

2.3.1 Basic Qualifications:


a) An honors bachelor’s degree in Accounting and Finance, Business
Administration/ Commerce from a recognized University.
b) Certification in either Certified Internal Auditor (CIA), Certified Public
Accountant (CPA) or ACCA, is required.

2.3.2 Added Advantage:


a) Possession of any additional qualifications like CRISK, CIRM, and CRMA.

DIRECTORATE OF EXPLORATION

3 PAU/EXP/021/602: GEOCHEMIST (01 VACANCY)

3.1 JOB SUMMARY


The Geochemist will be responsible for archiving samples submitted by oil
companies and maintaining the laboratory section. He / She will analyze all
geochemical samples and generate reports.
3.2 KEY ROLES & RESPONSIBILITIES
a) Undertakes archiving of core samples, rock cuttings and oil samples submitted
by oil companies.
b) Maintains the core store and Laboratory section.
c) Participates in the analysis of samples by oil companies.
d) Participates in the analysis by oil companies of oil and rock cuttings from
wells
e) Undertakes analysis of samples received from oil companies.
f) Generates geochemistry data for basin analysis and resource
assessment of the different sedimentary basins in the country
g) Compile Monthly, Quarterly and Annual reports
h) Perform any other duties as may be assigned from time to time.

3.3 QUALIFICATIONS, SKILLS AND EXPERIENCE

3.3.1 Basic Qualifications


a) A Bachelor’s degree (Hons) in Petroleum Geoscience, Geochemistry or
Geology from an internationally recognized institution.

3.3.2 Experience
a) A minimum of 3 years’ relevant working experience in the oil and gas sector, in
a busy and well-organized institution.
b) Demonstrated knowledge in Geochemical data interpretation.
c) Knowledge of geochemistry data interpretation software.
d) Knowledge in laboratory analysis techniques, basin modelling and petroleum
systems analysis.
e) Knowledge in operating and maintaining geochemical equipment and software.
f) Ability to assimilate, develop and apply geochemistry concepts to explore for
petroleum.

4 PAU/EXP/021/604: PETROLEUM ENGINEER (02 VACANCIES)

4.1 JOB SUMMARY


The Petroleum Engineer will be responsible for interpretation of data from drilling
operations under Exploration and appraisal. He / She will be responsible for
reviewing drilling plans submitted by exploration companies. He / She will be
responsible for field monitoring of drilling operations and ensuring that the licensed
companies under exploration comply with the legal framework of the country in
addition to the petroleum industry best practice. He / She will also be responsible for
receiving quality controlling of well data received from oil companies.

4.2 KEY ROLES & RESPONSIBILITIES

a) Reviewing drilling programmes proposed by exploration companies.


b) Receive, quality controlling and interpret well data submitted by oil companies.
c) Monitoring compliance of drilling activities of licensees with respect to the
relevant laws, regulations and Production Sharing Agreements (PSAs).
d) Monitoring compliance of oil companies to drilling and data submission
requirements.
e) Compile Monthly, Quarterly and Annual reports

4.3 QUALIFICATIONS, SKILLS AND EXPERIENCE

4.3.1 Basic Qualifications

a) A Bachelor’s degree (Hons) in Engineering or related discipline from an


internationally recognized institution

b) Supervisory skills in the field as well as in an office-based environment.

DIRECTORATE OF DEVELOPMENT AND PRODUCTION

5. PAU/DP/032/401: SENIOR DRILLING AND COMPLETIONS ENGINEER (01


VACANCY)

5.1 JOB SUMMARY


The Senior Drilling and Completions Engineer will be responsible for monitoring and
regulation drilling and completion engineering aspects of drilling programs and well
proposals as well as well completions, workovers, well maintenance and integrity.
He/she will report to Manager Operations and Surface Facilities.

5.2 KEY ROLES AND RESPONSIBILITIES


a) Responsible for the review and evaluation of drilling and completion aspects of
Field Development Plans, Petroleum Reservoir Reports and any other technical
proposals related to work over operations, recompletion, abandonment of wells,
drilling, well proposals, drilling programs and advise on the issuance, renewal and
revocation of licenses and facility construction proposals.
b) Responsible for the review of proposals regarding cessation of petroleum
activities and decommissioning and make recommendations thereof
c) Responsible for reviewing licensee work programs related to development drilling
and completions operations to support their timely review and approval.
d) Responsible for reviewing and updating drilling and completions standards and
materials standards for all well and surface facility related facilities and operations.

e) Monitoring of drilling, completions, testing, work overs, well construction, and
related petroleum operations by licensees.
f) Ensure well planned, executed and cost-efficient development drilling operations
by licensees as well as optimal utilization of existing and planned wells.
g) Advise on the required procedures, policies and legislation and standards for safe
and secure licensee operations related to drilling and completions operations.
h) Coordinate the preparation, documentation, review and submission of periodic
progress reports related to drilling and completion to relevant internal and external
stakeholders
i) Develop Performance Agreements and monitor performance to provide guidance
to staff
j) Assess the training and development needs of staff in the Department and
recommend appropriate interventions
k) Initiate and implement activities/programs intended to create and harness
teamwork in the Business Unit.

5.3.2 Experience
a) A minimum of 5 years’ relevant working experience in the oil and gas industry.

unit/project with diverse profession within the upstream oil and gas industry.

5.3.3 Added Advantage

6. PAU/DP/032/600: DRILLING ENGINEER (02 VACANCIES)

6.1 JOB SUMMARY

The Drilling Engineer will report to the Senior Drilling and Completions Engineer and
will follow up and participate in the daily monitoring and regulation of drilling,
completion and work over operations. He/she will be closely involved in development
and production planning and operations by production licensees. He/she will also be
involved in reviewing proposals, data, samples and any other submissions made by
the production licensees to ensure compliance with the relevant laws, regulations,
Production Sharing Agreements and best petroleum industry practices.

6.2 KEY ROLES AND RESPONSIBILITIES

a) Support the evaluation of licensee applications/proposals on drilling and


completions (directional drilling, casing and string design, completions, fluids
and cementing, reservoir simulation technology, sand control etc.).
b) Undertake wellsite monitoring of drilling, completion and work over operations
to ensure compliance to the various aspects of Uganda’s regulatory framework.
c) Review drilling and completions aspects in submissions made by licensees
including Field Development Plans and operations and other technical
meetings to identify salient issues and advise the Authority to support
regulatory decision making.
d) Support the review of licensee work programs and budgets related to drilling,
completions & work over operations.
e) Ensure timely submission of drilling and well testing data by development and
production licensees.
f) Evaluate and advise on licensee proposals for well maintenance operations
and other proposals for optimizing well performance.
g) Evaluate licensee well proposals and drilling programmes.
h) Perform any other duties as may be assigned from time to time.

7 PAU/DP/032/601: COMPLETIONS ENGINEER (01 VACANCY)

7.1 JOB SUMMARY


The Completions Engineer will follow up and participate in the daily monitoring and
regulation of licensees on aspects of completions, re-completions and workover
operations. He/she will be closely involved in development & production planning &
operations. He/she will also be involved in reviewing well proposals, drilling plans and
other such technical documentation submitted by the production licensees to ensure
compliance with the relevant laws, regulations, Production Sharing Agreements and
best petroleum industry practice. He/she will report to the Senior Operations
Engineer.

7.2 KEY ROLES AND RESPONSIBILITIES


a) Support the evaluation of well proposals and drilling plans with specific focus
on well completions.
b) Support the evaluation of well abandonment proposals.
c) Undertake wellsite operations monitoring especially well completions and work
over operations to ensure compliance.
d) Review completions aspects in submissions made by licensees including Field
Development Plans and other technical documentation and advise the
Authority to support regulatory decision making.
e) Support the review of licensee work programs and budgets related to
completions & work over operations.

f) Ensure timely submission of well testing data by development and production
licensees.
g) Evaluate technical studies relating to well maintenance operations and other
proposals for optimizing well performance.

8 PAU/DP/031/604 PETRO PHYSICIST (01 VACANCY)

8.1 JOB SUMMARY


The Petro physicist will be involved in monitoring the acquisition and validation of
wireline data during development and production drilling. He/she will participate in the
planning, acquisition and validation of wireline and other petro physical data. He/she
will report to the Senior Operations Geoscientist.

8.2 KEY ROLES AND RESPONSIBILITIES

a) Participate in the acquisition, validation and interpretation of wireline and other


petro physical data during development and production drilling.

b) Undertake petro physical evaluation of wireline and other petro physical data
during development and production drilling, completion, testing and work-over
programs.
c) Support the review of licensee work programs and budgets relating to petro
physical data acquisition, analysis and interpretation
d) Participate in the development and review of workflows, procedures, guidelines
and standards for management of wireline and other petro physical data in the
development and production phase.
e) Participate in the development of an internal database for wireline and other petro
physical data.
f) Participate in the evaluation and review of field development and production
programs, plans, consents, applications, permits and production forecasts
submitted by licensees.

9 PAU/DP/031/609: RESERVOIR ENGINEER (01 VACANCY)

9.1 JOB SUMMARY


The Reservoir Engineer will follow up and participate in the daily monitoring and
regulation of the oil and gas industry aspects of Reservoir Engineering. He/she will
be involved in development, production planning and operations by production
licensees; and reviewing and analysing proposals, data, samples and other
submissions made by the licensees to ensure compliance with the relevant laws,
regulations and the Production Sharing Agreements. He/she will report to the Senior
Reservoir Engineer.
9.2 KEY ROLES & RESPONSIBILITIES

a) Participate in field and other operations undertaken by regulated entities,


including the acquisition of engineering data.
b) Collaborate with geoscientists to design and / or review development activities
through reservoir characterization modelling and simulation.
c) Participate in the monitoring and analysis of all surveillance programs for reservoir
performance and development of an efficient reservoir management strategy.
d) Receive, validate and analyze engineering data including test and production data
and recommend improvements to enhance reservoir performance.
e) Follow up with new technologies and integrate innovative technology for
enhancement of reservoir performance.
f) Develop and maintain strong working relationships with field operational sections
teams.
g) Review submissions made by regulated entities for operations and other technical
meetings to identify salient issues and advise management.
h) Review licensee work programs and budgets related to the development and
production of petroleum reservoirs, to support their timely approval.
i) Review Field Development Plans, Petroleum Reservoir Reports and any other
technical proposals concerning reservoir engineering and advice management for
regulatory decision making.
j) Review submissions of petroleum resources by Licensees and undertake
independent evaluation of resources and maintain an efficient reserves system
k) Review submissions regarding tail end production and cessation of petroleum
activities.
l) Review reserves audits, applications for annual production permits and prepare
required documents and technical presentations to facilitate regulatory decision
making.

10 PAU/DP/031/601: RESERVOIR GEOLOGIST (01 VACANCY)

10.1 JOB SUMMARY

The Reservoir Geologist will follow up and participate in the monitoring and regulation
of the oil and gas industry aspects of Reservoir Geology. He/she will be involved in
monitoring and regulating of the planning and execution of reservoir development
activities by production licensees to ensure optimal recovery of petroleum. He/she
will report to the Senior Subsurface Geoscientist.

10.2 KEY ROLES AND RESPONSIBILITIES

a) Interpret geological data in relation to fields under development and/or production.


b) Receive, validate and analyse well and other reservoir data.

c) Support the development and continuous update of in-house geological reservoir
models for fields under development and/or production
d) Develop in-house petroleum production profiles for the fields under development
and/or production to aid in regulatory decision making
e) Support the review of licensee proposals/applications for approval about reservoir
development and/or management
f) Evaluate production data and generate technical reports and recommendations
pertaining thereto.
g) Support the evaluation and approval of production permit applications by
licensees.

11 PAU/EHS/061/401: SENIOR SOCIAL AFFAIRS OFFICER (01 VACANCY)

11.1 JOB SUMMARY


The Senior Social Affairs Officer will report to the Manager in charge of Environment
and will be responsible for planning, implementation, and monitoring of social aspects
under PAU’s mandate in the oil and gas sector. He / She will drive a culture for
continued development and improvement in best industry societal practices.

11.2 KEY DUTIES AND RESPONSIBILITIES
a) Advise on interventions to mitigate social risks and impacts that are required to be
integrated into policies, plans and programs for the oil and gas sector;
b) Plan for and ensure undertaking of baseline studies to establish relevant social and
economic issues that need to be considered in the implementation of oil and gas
sector activities;
c) Coordinate sensitization meetings and stakeholder consultations with host
communities and other relevant stakeholders and follow up on actions required;
d) Ensure that all societal related grievances are handled promptly and professionally
in order to maintain good relationship with host communities and other relevant
stakeholders;
e) Participate in regular field inspections and monitoring of oil and gas operations;
f) Support land acquisition and compensation related activities;
g) Participate in development of appropriate Information, Education and
Communication materials for sensitization of communities and other relevant
stakeholders;
h) Mobilize host communities to participate in relevant oil and gas activities and
programs;
i) Monitor implementation of Resettlement Action Plans and Community
Development Action Plans;
j) Ensure that oil and gas activities are conducted in a manner that preserves the
social and cultural heritage of the project areas;

a) A minimum of five (5) years relevant working experience, 3 of which should have

20.3 QUALIFICATIONS, SKILLS AND EXPERIENCE

20.3.1 Basic Qualifications


(a) Bachelors (Honors) degree in Commerce, Business Administration or a
related field with a bias in Accounting from a recognized academic
institution.
(b) Professional Accountant with a full qualification in any of the following; CPA
or ACCA.
20.3.2 Experience
a) At least 5 years working experience in Accounting or Budget preparation, three
(3) of which should have been served at a supervisory from a reputable
organization.
b) Experience in the application of accounting systems such as IFMS.

20.3.3 Added advantage


a) Specialized training in Budgeting and procurement procedures
b) Specialized training in the application of Accounting and Financial Management

21 PAU/FA/092/600: FINANCIAL ACCOUNTANT (01 VACANCY)

21.1 JOB SUMMARY


Process and issue payments due to authorized recipients and prepare periodical
reports to facilitate business continuity and enhance accountability
21.2 KEY ROLES & RESPONSIBILITIES
a) Receive, register and face vet supplier invoices and staff claims for authenticity
and validity of the invoices/claims.
b) Communicate to the Suppliers/claimants where the invoices/claims have issues
for clarification.
c) Process payment to staff and suppliers.
d) Obtain, verify and post all payments and receipts - Vouchers, EFTs and any
other relevant documents into the accounting system.
e) Maintain all records of transactions/documents posted on PAU account.
f) Receive and verify refunds from staff and issue receipts.
g) Obtain bank statements and examine refunds made through the banks before
issuing receipts.
h) Provide safe custody and accountability for the all the tools and resources used
- security papers, receipt books etc. and keep a record in the registers.
i) Prepare periodical accountability reports indicating money received (refunds),
all payments made to staff and external service providers and submit to
supervisor for confirmation.
j) Perform any other duties as may be assigned from time to time.

21.3 QUALIFICATIONS, SKILLS AND EXPERIENCE

Bachelor’s Degree (Hons) in Commerce, Business Administration or any other
