Preamble

Imploring the aid and guidance of the Almighty, we, the members of the Commission on Election,
believing in the better need for an organized constitutional body and in the development of democracy,
do hereby promulgate and adapt this Constitution and By-Laws that shall advance, implement and
maintain our goals and aspirations, embody the ideals and principles of impartiality, transparency,
integrity, and stewardship. As a declaration of our pursuit towards justice and firm determination to
empower electoral processes as well as foster harmonious and progressive election management do
hereby promulgate this Constitution.

General Provisions
Section 1. Title. This Constitution and By-Laws shall be known and cited as the ________.
Section 2. Declaration of Principles. This code shall promote honesty and integrity in the electoral
process and shall ensure that the true will of the electorate is upheld. It shall take positive and effective
measures against undue influence from political parties, incumbent student council officers, alumni, and
the administration.
A strong and united political movement shall be encouraged through the granting of privileges to
political parties.
Suffrage may be exercised by all bona fide students of the University of Southeastern Philippines not
otherwise disqualified by law. No literacy, property, or other substantive requirement shall be imposed
on the exercise of suffrage.
Section 3. Scope and Applicability. - This Code shall govern and shall take charge of __________.
