Detail 4th APA Result Announcement
1 ASSESSMENT OF MINIMUM CONDITIONS (DLI 1)
1. DLI 1 contains the Minimum Conditions (MCs) that the ULG needs to fulfill in order to
qualify for access to the basic grant component of the UIIDP Performance Grants and to
qualify for funds through performance in DLIs 2, 3and 4 performance measures. Assessment
of the MAC performance measures was made by reaching a “yes” or “no” decision as to
whether the MC has been achieved by the ULG.

2. The assessment findings showed that Jigjiga City has produced Capital Investment Plan
(2014- 2016 EFY) with Annual Budget, Annual Procurement Plan and Annual Action Plan that
were approved by the council. The ULG submitted the EFY 2013 financial statement to the
concerned bodies before the deadline. The ULG’s Co-founding budget was 37.00%of the
actual IDA Contribution, which means that it has surpassed the criterion regarding MAC
condition of Co-Funding. Key staff needed for coordination was in place for Revenue,
procurement, environment, social sustainability, M&E, financial management, civil
engineering and Internal Audit under the coordination of the city manager at the point of the
assessment.

3. The ULG also has functional systems for procurement as well as environmental and social
safeguards management. Furthermore, city administration complaints handling system is
functioning at work process level under the city mayor. The complaint handling unit submits
monthly and quarterly reports to city mayor and the regional anti-corruption commission by
consolidating the units and the committee’s work.

In conclusion, the ULG has fulfilled all the eight Minimum Conditions against which it was
assessed by the APA team.

2. DLI 3: INFRASTRUCTURE TARGETS, SERVICE DELIVERY AND MAINTENANCE

2.1 Urban Infrastructure Targets


The ULG planned to implement civil work projects in EFY 2013 with a contract value of ETB
319,887,497.00. The ULG on average executed 72.36% of its civil works projects target/plan.
On site Physical observation on sampled projects also confirmed that their progress report shows
their correct status.

2.2 Maintenance Performance

The Consultant has observed that Jigjiga ULG‘s Maintenance plan was derived from asset
management plan. The ULG has planned to undertake various infrastructure maintenance
projects in EFY 2013 with ETB 32,746,706.00 budget. The ULG utilized 92.6% of its
maintenance budget. Maintenance Budget is 10.01% of CIP budget. Most of the planned
maintenance projects were implemented by the ULG in EFY 2013. Physical visits conducted to
maintenance sites also confirmed that the planned maintenance activities were carried out as
planned/reported.

3. DLI-4: LOCAL ECONOMIC DEVELOPMENT, URBAN RESILIENCE AND GENDER


MAINSTREAMING
3.1 Local Economic Development
The assessment of Local Economic Development was conducted in three areas: Job creation,
Public Private Dialogue and Micro Small Enterprises. Jigjiga city has done well with regard to
job creation, having employed 92.00% of their annual target in infrastructure works. In addition,
the city has achieved 60.00% of Annual target number of people employed in firms that had
obtained serviced land and/MSE sheds. When it comes to public private dialogue, the city has
conducted two meetings where the city mayor and other stakeholders took part and Action was
taken on all of the discussed issues in the agenda. Concerning, micro and small enterprises, the
city had planned to give support to 119 MSEs through Open Business Plan competition,
accordingly 114 MSEs provided working premises, loan facilitation, etc. The city had also
planned to give support to 6 OSEs to make them fully functional and executed 100% of the
annual target. Besides that, the city has planned to support two graduated MSEs and the
performance is reported that 6 MSEs supported through training, working capital loan, market
linkage, etc in 2013 EFY.
3.2 Urban Resilience
The assessment of Urban Resilience was conducted in three areas: Disaster Risk Management,
Emergency response Institutional structure and Emergency Response. Jigjiga city has prepared a
Risk map after identifying three risk priorities (Flood, fire accident and Covid-19 infection) and
plotted their locations on the city map. The city also has a fully functional Emergency response
unit as per the plan which is under the control of the city mayor and is comprised with three staff
including DRM, Rapid Assessment and Emergency Response officer. An emergency response
plan has also been prepared and approved by the city council. The plan includes emergency

declaration processes as well as response activities in addition to a means of communication
under emergency situations along with logistical mechanisms and financing.
3.3 Gender Mainstreaming
The assessment of Gender Mainstreaming was conducted in three areas: Women’s Voice and
Rights, Gender Mainstreaming Systems and their Economic Empowerment. With regards to
Women’s participation in the decision making process, women accounted for 58% of
participants in the two Kebele and Sub-city level consultation meetings and they accounted for
58.7% at the final investment decision making meeting. The consultant has verified that
women’s voice was indeed heard as the projects they proposed were for the most part approved.
Due to Covid-19 infection, awareness raising workshop/training was conducted only one time by
the ULG on the issue of violence against women on the work place. With regards to Gender
mainstreaming, there is much to be desired again as the proportion of women public
professionals is only 45% and the Proportion of women as a head of office is 44%. The ULG
does have a gender focal person for UIIDP. In addition, three gender activities were included in
the gender plan, out of which all were successfully completed and 100% of the funds budgeted in
the gender plan are utilized. When it comes to the Economic empowerment of women, the ULG
has performed well. Women account for 55% of workers employed through infrastructure works
under UIIDP and 60% of employees in firms provided with serviced land and/or MSE sheds
under CIP. About 58.7 % of MSEs supported by the city to obtain access to working
premises/sheds and/or serviced land under UIIDP are headed by women and 42% have been
awarded with civil contracts under UIIDP.

The details of the assessment of the three newly included indicators of DLI 4 are presented
