RECONSTITUTING THE CITY PROJECT MONITORING COMMITTEE, AND MANDATING ALL

FORTY-THREE (43) PUNONG BARANGAY TO ORGANIZE BARANGAY PROJECT
MONITORING COMMITTEE

WHEREAS, on July 1, 2019, Local Executive Order No. 21 was issued for the
organization of an expanded City Project Monitoring and Evaluation Committee (CPMEC) as
originally provided under Section 2 of Memorandum Order No.175, dated May 23, 1988;

WHEREAS, with the current efforts by the national government for a whole-of-nation
approach to ending the local communist armed conflict, Department of the Interior and Local
Government (DILG) Memorandum Circular No. 2020-070 dated April 7, 2020 provides for the
reconstitution of project monitoring committee (PMCs) in provinces, municipalities, cities and
organization of project monitoring and evaluation committee (PMECs) in barangays in support of
the retooled community support program in consonance with DILG Memorandum Circular 2091-
188 dated November 4, 2019;

NOW THEREFORE, I, KIRK A. ASIS, Mayor of the City of Bayugan, Agusan del Sur, by
virtue of the powers vested in me by law, do hereby order:

SECTION 1. RECONSTITUTION. The Project Monitoring Committee of the Local

Government Unit of Bayugan City, Agusan del Sur is hereby reconstituted as follows:

SECTION 2. FUNCTIONS.
a. The City Project Monitoring and Evaluation Committee shall:
i. Provide list and schedule of all projects to be monitored to NGOs
project monitoring;
ii. Collect and process reports of implementers and NGO monitors
on the status of project implementation for the information of the
LDC and next higher level PMC;
iii. Determine problems related to the implementation of programs
and projects and verify information to be submitted for analysis
and action of the LDC;
iv. Provide feedback on the remedial actions of the LDC and follow
up implementation;
v. Prepare and disseminate periodic project monitoring report on the
status of the project implementation to the Regional PMC (RPMC);
and
vi. Elevate to higher level bodies (NPMC, RPCMC) issues and
problems which are not resolved at LPMC level.

 b. The Secretariat shall:
i. Prepare the M&E work program to be undertaken by the PMC
during any given fiscal year which will include the list of the
projects and schedule of implementation based on submission of
implementing agencies;
ii. Provide the Local Chief Executive with information on the projects
to be monitored by the PMC; and
iii. Facilitate inter-agency, inter-governmental, and field headquarters
coordination, if necessary.

SECTION 3. MANDATORY ORGANIZATION OF BARANGAY PROJECT

MONITORING COMMITTEE. All forty-three (43) Punong Barangay are hereby directed to
organize their own Project Monitoring Committee at their respective jurisdiction following the
guidelines provided under 4.2 of DILG Memorandum Circular No. 2020-070.

SECTION 4. Repealing Clause. All other existing orders or issuances inconsistent with
this Executive Order are hereby revoked and/or rescinded accordingly.

SECTION 5. Effectivity. This Order shall take effect immediately.
