LEARNING APPLICATION PLAN

The Philippine Association of Building Officials (PABO) had its 10th Biennial National
Convention, which was organized and supported by the Building Officials Organizations of
Metropolitan Manila (BOOMM). A three-day convention featuring current and relevant topics
discussed and presented by key speakers, such as adopting flexible work arrangements and keeping
current with the latest guidelines and considerations arising from pandemic current issues.

The Philippine Association of Building Officials (PABO), in collaboration with the


Department of Interior and Local Government (DILG), the Department of Public Works and
Highways (DPWH), the Department of Information and Communications Technology (DICT), and
the Anti Red Tape Act (ARTA), as well as other development partners and stakeholders, have
embarked on the concrete adoption of innovative methods and solutions to integrate digital tools to
streamline the existing business and construction-related permitting processes in the country. The RA
11032 or the Ease of Doing business Act of 2018 and the amended JMC 1 series of 2021 are laid
down for the implementation of cities and municipalities to further simplify and reduce the time and
cost of securing building and occupancy permits, and other construction related permits and
clearances. Streamlining aims to increase the local governments’ efficiency by simplifying tasks.

As a result, a convention such as this will help our organization continue to demonstrate our
commitment and determination to strengthen local government by promoting innovative and
transparent practices that better serve the Gamueños.
