JOINT RESOLUTION NO.: 01 - 2019

A JOINT RESOLUTION CREATING THE BARANGAY TASK FORCE TO END


LOCAL COMMUNIST ARMED CONFLICT

WHEREAS, Executive Order No. 16. (s. 2017) adopted the National Security
Policy 2017-2022, which calls for the end of all armed threats in the Philippines and
recognizes that internal socio-political stability rests upon healing the rifts that divide the
nation by promoting participatory governance, synergy of government development
efforts, and enhancing the participation and responsibilities of local government units
(LGUs)

WHEREAS, one of the objectives of the Philippine Development Plan 2017 –


2022 is to attain inclusive and sustainable peace through intensified development and
other peace–building initiatives in conflict–affected and-vulnerable communities;

WHEREAS, there is a need to reframe and refocus the government policy for
achieving inclusive and sustainable peace by recognizing that insurgencies, internal
disturbances and tensions, and other armed conflicts and threats that are not military
and security concerns but are symptomatic of broader social and economic and
historical problems such as poverty and inequality;

WHEREAS, the Whole-of-Nation approach addresses the root causes of


insurgencies, internal disturbances and tensions, and other armed conflicts and threats
by prioritizing and harmonizing the delivery of basic services and social packages by the
Government, facilitating societal inclusivity, and ensuring active participation of all
sectors of the society in the pursuit of the country’s peace agenda;

WHEREAS, Following the Creation of the National Task Force to End Local
Communist Armed Conflict (NTF-ELCAC) and the important role local government units
play in wiping out the decades old local communist problem, the Department of the
Interior and Local Government (DILG) enjoined all the country’s 81 provinces to create
their respective task force against insurgency;

WHEREAS, there is a need to create a Barangay Task Force that will provide
an efficient mechanism and structure for the implementation of the Whole-of-Nation
approach to aid in the realization of the collective aspiration of the Filipino people to
attain inclusive and sustainable peace;

NOW THEREFORE, LET IT BE RESOLVED as it is hereby resolved, that the


foregoing resolution be passed by these Councils Institutionalizing the Whole-of-Nation
Approach as a government policy for the attainment of inclusive and sustainable peace.
Towards this end, the Councils shall prioritize and harmonize the delivery of basic
services and social developmental packages in conflict-affected areas and vulnerable
communities, facilitate societal inclusivity, and ensure active participation of all sectors
of society in the pursuit of the country’s peace agenda.

RESOLVED FURTHER, that the Barangay Task Force to End Local Communist
Armed Conflict be created.
RESOLVED SUBSEQUENTLY, that the Barangay Task Force to End Local
Communist Armed Conflict shall have the following composition:

RESOLVED SUBSEQUENTLY, that the Task Force shall have the following
controls and responsibility:

1. The BTF shall be organized through a Joint Resolution created by the Barangay
Peace and Order Committee (BPOC) and the Barangay Development Council.

2. The BTF, with the Punong Barangay as its Chair, shall have the following duties
and responsibilities:

a) Take an active role in the implementation of the Retooled Community


Support Program (RCSP);
b) Ensure social preparation and participation of the community members in
all the phases of RCSP implementation;
c) Ensure the delivery of services and inclusion of policies, programs,
projects, services and activities in the local plans based on the identified
solutions by the members of the affected communities
d) Provide relevant feedback and recommend measures to the C/MTF on the
risks and opportunities surrounding the implementation of the RCSP;
e) Take the lead in the citizenship building and community participation
mechanisms to guarantee sustainability of RCSP implementation.

RESOLVED FINALLY, that the Barangay Government shall allocate substantial


funds necessary for the implementation of the plans and programs of the Task Force.

THE foregoing resolution is hereby unanimously approved by all the Members of


the Barangay Peace and Order Council, and the Barangay Development Council
present, there being a quorum.
