CHAPTER 1

INTRODUCTION

In the context of global debates regarding the purpose of higher education, many

national governments have adopted ‘cost-sharing’ mechanisms. In 2017, the

Philippines introduced legislation to provide ‘Universal Access’ to higher education by

subsidizing tuition fees for all Filipino students in public institutions, partial fee subsidies

students in private institutions, and further means-tested support. This study is all about

how will the students be satisfied of the government subsidies that the government offer

to all the students in the Philippines.

Poverty and lack of education has been the leading global issues nowadays.

Pandemic crisis made it even harder for some to thrive and survive the difficult times

and in connection with that, education was also affected. Students living in the poverty

line don’t even know if they will continue their study or not.
