Forming Foam (AFFF) Chemical was procured by SMC Shipping and
Lighterage Corporation located at 1140 Roxas Blvd. cor. Nuestra
Señora de Guia St. Brgy. 667, Zone 072, Ermita, Manila with a
contract amount of Php 947,200.00 was submitted supported by
certified true copy of Purchase Order and Delivery Receipt.

The TWG called the company mentioned above. The company was
not able to provide the confirmation of the transaction on their
records, the reason of which is that the transaction was three (3)
years ago.

Based on the above stated findings, the TWG deemed the M.P.M
SAFETY INDUSTRIES CO. not compliant with this item.
8. Net Financial M.P.M. SAFETY Net Financial Contracting Capacity (NFCC) was duly signed by
Contracting INDUSTRIES CO. Benjamin M. Calaguas, Authorized Representative of M.P.M. SAFETY
Capacity (NFCC) INDUSTRIES CO. It has an NFCC = Php 36,641,542.00. It was found to
computation be above the minimum required amount and therefore, compliant.

submitted by the bidder.

(Brochure): Upon reviewing and verifying the attached

product sheet via the manufacturer’s website, the TWG
cannot compare that the attached product sheet has a
revision label dated 01/18, whereas the product sheet
available on the manufacturer’s website has a revision label
dated 01/21. The difference is that under the attached
product sheet, the listed standard is ICAO Level B, whereas
the product sheet from the manufacturer’s website has a
listed standard ICAO Level C.
3. Attachment H.4 – Certificate of Analysis and Test – The
Certificate of Analysis and Test attached are addressed to the
customer name which is Cochi International Airport Limited,
Kochi Airport, P.O. Emakulam-683111 Kerala, India, with the
Integrated Fire Protection Pvt. Ltd. (the manufacturer of the
chemical product) as the one who conducted the test.

Based on the above findings the TWG deemed that M.P.M. SAFETY
INDUSTRIES CO. is not compliant on this item.

It conforms to the prescribed form of the Bidding Documents.
M.P.M. SAFETY INDUSTRIES CO. submitted a bid proposal amounting
to One Million Two Hundred Twenty Thousand Four Hundred and
00/100 Pesos (Php 1,220,400). After conducting a detailed
evaluation of its financial bid, the TWG established that the
calculated bid amount One Million Two Hundred Twenty Thousand
Four Hundred and 00/100 Pesos (Php 1,220,400). The bid offer is
below the ABC in the amount of Two Million Eight Hundred Ninety
Thousand and 00/100 Pesos (PHP 1,400,000.00) and therefore
compliant.
2. Special Powers of BAC TWG Office The Special Powers of Attorney was submitted and duly signed by
Attorney / Rene M. Siojo, Authorized Representative of M.P.M. SAFETY

conformity with the prescribed form of the Bidding Documents and
therefore compliant.

6. Findings:

The CAAP Area Center III-TECHNICAL WORKING GROUP (TWG) attests M.P.M. SAFETY INDUSTRIES CO. has not
complied with the Post-Qualification Requirements (see Eligibility Requirement No. 7 – Single Largest Completed
Contract and Technical Requirement No. 2 – Technical Specifications) of the project: Purchase of 135 Pails of
Extinguishing Agent, AFFF 3% Foam for Area III.

Based on the submitted documents, validation, and verification, the BAC-TWG hereby finds the bid of M.P.M. SAFETY
INDUSTRIES CO. to be non-responsive.
