for the use of People's Gym on October 8, 1994 from 4400 P.M. to
BOO P.M. for the Provincial selection and awarding ceremonies for

"Thereafter, the BODY JOINILY NOVO to pass:

WIIMEAS, the Municipal Government of Tugt.e garao will sponsor
a smainar-worshop on Development Training Course which includes
Value Formation, Traffic Rules and Regulations, Motorcycle Repair
and Maintonarce, and Defensive Driving for al/ tricycle drivers
and operators in the Municipality of Tuguegarao;
WHEREAS. the said seminar-workshop is intmded for the develop-
ment and training of tricycle drivers/operators not only on how to
operate and. drive tric3cles, to repair and keep in rpod running
conditions their vehicles, but most importantly, to acquient them
of the existing traffic rules end regulations and ordinances pro-
mulgated by the duly constituted authorities, and to incalcate on
them values and proper courtesies to their p assengers;
WHMEAS, the said seminar-workshop will undoubtedly redound
to the benefit of the tricycle drivers and operators, as well as
to the riding public.
NOW, THome0RE, RESOLV51. as it is hereby resolved, to adopt
the following Ordinance, to wit:

 Section I
- All tricycle drivors and operators are hereby
directed and enjoined to attend and participate
in the seminar-workshop to be conducted by the
/1,!unicipal Government of Tuguegarao on Development
Training Course as a prerequisite for the issuance
of a franchise to operate a tricycle and for a
person to drive a tricycle for hire;
Section 2
- Any tricycle operator/driver who fails or reflises
to ettend the seminer-xorkshop mentione.d--in the
preceding section shall cause the--s
of
the authority to operate for a period of thirty
(30) days and the tricycle driver shall likewise
be suspended from driving any tricycle for hire for
a period of not more than thirty (30) d.ays.
Section 3 -
This Ordinance shell take effect immediately upon
its Approval.

RESOLVD, as it is hereby resolved, to authorize the Honorable
Mayor Delfin T. Ting to implement Local Budget Circular No. 54
after favorably considering the letter of the Honorable Mayor for
reconsideration of previously udisauthorized appropriation" of
devolved personnel.
RESOLVED FURTHER, that the Honorable Mayor Delfin T. Ting will
prope rly implement Section 5.5 of the Local Budget Ciremlar No. 54
specifically on the application of devolved personnel of the salary
adjustment authorized under Executive Order No. 164 and other matters
affecting said personnel.

The application of F.,stefania L. Borja, for subdivision
of 16,124 sq.m. containing 4 lots located at Carig, Tugue-
garao, CagaYan is approved. However as per Ce,rtification
issued by the 14PDC, Lot 2473-B-5-B-7-B-2-0-B-4. under Pad-
021529-049082 registered in the name of Rodrigo Narag is
classified as AGRICULTURAL ZONE. In accordance to the 1994
Proposed Land Use Plan approved by the M.DC and the SB of
Tuguegaraoa 500 meters in Carig about 100 meters on both
sides of Philippine Japan Friendship Highway is reclassifi ed
as RaSIDaTTIAL ZONE'. Only the western portion of the above-
mentioned lot, about 5,500 scion. fall under the RESIDENTIAL
ZONE,' and the rest are retained as AGRICULTURAL ZONE.

BerangaY Carig re: Astray Animals. It is suggested by the bod7
that the word person should be defined as the owner of the animal
and the formation of a committee is required that will be decided
and assess the damage causod by the astray animal in relation to
Section II of the said Ordinance.
