INTRODUCTION

Computer-Assisted Personal Interviews (CAPI) is a face-to-

face data collection method in which the interviewer uses a
personal digital assistant such as tablet, mobile phone or a
computer to record answers given during the interview.

This is the method of data collection for the 2023

Population and Housing Census (PHC), and the device for
data collection is Tablet.

USE OF CAPI IN 2023 PHC

• Building numbering and household listing: the tablets will be

provisioned with the EA maps and household listing questionnaire
through the CENSUSPAD application.

• Enumeration of persons: the tablets will be provisioned with the

census questionnaire through the CSentry application.

BENEFITS OF CAPI FOR 2023 PHC
• CAPI facilitates logic checks, skip patterns, and validations during the
interview. This makes the census more efficient and helps assure higher
quality data.
• It also saves later efforts on data cleaning and data entry.
• It saves the stress and cost of printing maps and handling paper
questionnaire

• CAPI is a good tool to monitor enumerators. It can automatically record

each interview’s start time, end time and GPS location

• Given connection to internet, data collected by CAPI is immediately

uploaded in an electronic format. This allows high frequency checks.

KEY FUNCTIONS OF THE TABLET
WiFi: Allows the tablet to connect to an external internet
source. E.g. Hotspot tethering.
Location: Allows the tablet to read the GPS coordinates
(Longitude, Latitude and Altitude) of structures. It also
allows tracking of the tablet’s location.

Mobile Data: Internal internet connection delivered to the

tablet over a SIM Card inserted into the tablet.

HOW TO SET DATE AND TIME ON THE TABLET
Correct Date and time is essential to the functionality of the census applications, if
the device has incorrect date and time:

GOTO Settings select the General mangement tab.

tap Date and time.

Clear the Automatic date and time check box.

Tap Set date, select the date, then tap Set.

Tap Set time, select the time, then tap Set.

Tap on Automatic time zone to enable it sync with the mobile network time zone. Else,
turn it off and tap on Select time zone to set it manually.

TROUBLESHOOTING

Troubleshooting simply involves the process of

identifying, isolating and resolving a software or
hardware related fault within a Personal Digital
Assistant (PDA).

In this session, we will be looking at the basic

techniques of troubleshooting the devices that
will be used for Census operations.

PROBLEM IDENTIFICATION

● PDA not turning on

● Incomplete booting process
● PDA not charging
● Unresponsive Screen
● Soaked by rain or fell into water
● PDA not connecting to internet

EASY FIX
PDA NOT TURNING ON
Causes:
• Stuck in power off mode: When you turn off your tablet at
some point and tried to turn it back on, your tablet may have
lagged and frozen in the power-off or sleep mode.
• Battery out of charge: Your PDA may be out of charge,
and you did not realise it or in some cases the power rating
display misread the level of charge your PDA has.
Solutions:
● Connect your PDA to charger for 10 minutes and try
powering on to solve the problem.
● Do a force starting by pressing a volume down button
and power button at the same time for 10 Seconds.
● Check out the charging port the of PDA, the charger
head and the USB cable.

INCOMPLETE BOOTING PROCESS
This is when a PDA stuck on the start-up screen or restarts
continuously without a complete booting process.
Causes:
This problem can be caused by temporary system software
malfunction.
Unfinished system software update
Solutions:
• Restart the PDA and repeat the system software update to the end.
• Booting in safe mode: it involves powering the device off and then
powering it on by holding the power button and a set of other keys
depending on the model of the tablet.

Causes:
● Faulty USB port
● Damaged USB cable
● Damaged or incompatible
power adapter(charger)
solutions:
● Change the USB cable.
● Check and replace power

UNRESPONSIVE TOUCH SCREEN
Causes:
• Physical damage of touch screen
• Dust or improper calibration
• Touch screen responding incorrectly. For example – you are typing ‘q’, but you
get ‘w’.
• Touch screen lags/freezes/hangs.
• Part of the screen doesn’t work.
Solutions:
• Wipe the screen with a soft microfiber cloth. Clean off any dirt, dust or
fingerprints on the screen.
• Replacing the screen Touch calibrator.
• Remove the plastic touch screen protector sheet. Some protector sheets are too
thick and prevent the touch screen from responding to your tap.
• Dry your hands thoroughly. The touch screen will not respond if your fingers are
wet.
EASY FIX
SOAKED BY RAIN OR FELL IN WATER PDA NOT CONNECTING TO THE INTERNET
Solutions. Causes:
• Do not turn it on if it was off or use it in any way. ● Limited or No internet connectivity from the Internet
• Do not press on any buttons or keys. Service Provider(ISP)
• Do not shake, tap or bang the tablet. ● No network coverage or low signal strength
• Turn it off as soon as possible and keep it in an upright position. ● Data connection not turned on
• Remove the protective casing if you have one around it. ● No active data subscription
