RESPONSIBILITIES

As per Saudi Aramco general instruction manual various responsibilities


for each department and each person, that is
▪ Consulting Service Department(CSD)
▪ Training and Development(T&D)
▪ Loss Prevention Department(LPD) Area Office
▪ Scaffold Erector
▪ Scaffold Inspector
▪ Scaffold Supervisor
▪ Proponent Organization
❑ Consulting Service Department(CSD)
 In this department conduct the structural engineering reviews of scaffold plans
and include design calculation of all special scaffolds.
 In this type of review do not relieve the specialized scaffolding contractor of their
responsibility for ensuring the structural integrity and adequacy of a scaffold.
❑ Training and Development(T&D)
 To provide a scaffold training course for Saudi Aramco employees.
 To conduct the certification Test Scaffold Inspector &Supervisor and provide
certification cards to passing employees.
❑ Loss Prevention Department(LPD) Area Office
 In this department conducting the completeness of the scaffold plan and for
conforming to Saudi Aramco safety requirements.
 In this type of review do not relieve the specialized scaffolding contractor of their
responsibility for ensuring that scaffold plan completeness and safety
requirements.
❑ Scaffold Erector(Including Specialized Scaffolding Contractor)
 Provide qualified and trained scaffold craftsmen and supervision to all phases
of scaffolding work such as planning, design, erection, alteration, dismantling,
supervision, and inspection.
 Input a system to manage and perform a bi-weekly inspection.
 To take the responsibility for the safety and structural adequacy of scaffold.
❑ Scaffold Inspector
 To verify the safety of the scaffold and conform to the requirements of
instruction such as by field inspection ,to follow SA CSM and the approved
plan, Co-signing scaffold tag for all new and altered special scaffolds and
scaffold over 6m(20 ft)tall.
 Inspector shall be fluent in written and verbal English.
❑ Scaffold Supervisor
 The supervisor is present at the job site during scaffold erection, alteration and
dismantling and provides effective supervision of all scaffolding work.
 To ensure that the scaffold craftsman used PPE including personal fall arrest
systems as per Saudi Aramco Construction Safety Manual.
 Inspect the completed scaffold and verify the appropriate use and placement of
the scaffold tag on be on the new or altered scaffold.
 Inspect the scaffold materials before during and after erection to ensure that
they meet all Saudi Aramco requirements are in good condition and are free
from defects.
 If any materials are damaged, over the weekend or do not meet the applicable
codes and standards with bright fluorescent orange paint and immediately
remove it from the Saudi Aramco property of the job site. The materials shall
be destroyed to ensure are not reused at the Saudi Aramco project site.
❑ Proponent Organization
 Verify the validity of scaffold supervisor and inspector certification before
allowing scaffolding erection, alteration, or dismantling to begin.
 Ensure only Saudi Aramco-approved scaffolding materials are used.
 Ensure workers are used an approved personal fall arrest system including
properly anchored full-body harness in yellow-tagged scaffolds
 Check and verify that the scaffold plan is complete before to submitting to
LPD review and in case of special scaffold to LPD followed by CSD
 Check and verify that the scaffold plan meets job functionality, access, and
clearance requirements.
ALTERATION OF SCAFFLOD
➢ Only scaffold craftsman, employed b the scaffold erector who originally
erected the scaffold are permit to alter(or) repair only parts of an existing
scaffold including guardrails, planks, and ladder under the direct
supervision of Scaffold supervisor. Put a red tag on this time.
➢ If altered scaffold shall be re-inspected by the scaffold supervisor and
scaffold inspector (if required).
➢ If the altered scaffold is safe to use, at this time newly signed green and
yellow tags, Shall be securely attached to the scaffold before reuse.
DISMANTLING OF SCAFFOLD
➢ After the completion of scaffold use and no other works need to sue scaffold,
the proponent shall ensure that all green and yellow tags are removed and fix
the red tag(“Do Not Use”).
➢ The proponent shall notify the scaffold erector that the scaffold is ready to
dismantle.
➢ The scaffold dismantling by planned, orderly, and performed level by level
from top to bottom.
➢ The Scaffold components, tools, and fittings shall be lowered to the ground
in an orderly manner and do not throw down.
➢ After dismantling the scaffold, the supervisor shall ensure that scaffold
materials are returned and properly staked at the designated storage location.
