Institutional Profile
Dear Director,
Optimal PMO (Turkey) is pleased to submit the Full Technical Proposal (Technical & Financial)
for Construction Management and Supervision for Phase1, Infrastructure and Buildings of
Dar-ul Aman Administrative Complex with our local Sub-consultant Green Delta Engıneerıng
Servıces Company - GREEN DESC (Afghanistan)
We have a team of highly qualified professionals and leaders in their fields to ensure the
successful and timely completion of the project. For this project; Optimal PMO will provide
internationally recognized design knowledge, in-depth understanding of healthcare facilities, and
with the contribution of GREEN DESC; local experience to assure a smooth design and
construction process.
We are very experienced in similar type of programs; construction of public and residential
building complex and experience in Internationally Funded Programs like Istanbul Seismic Risk
Mitigation and Emergency Preparedness Project (ISMEP) to prepare İstanbul for a potential
Earthquake funded by International Bank for Reconstruction and Development (IBRD),
European Investment Bank (EIB), Council of Europe Development Bank (CEB), Islamic
Development Bank (IDB) and German Development Bank (KfW)
The Optimal PMO has experience working with IFI’s (World Bank, EIB, Council of Europe
Develeopment Bank, EU, etc) and experience with the international procurement guidelines
and methods and FIDIC Type Contracts.
As a similar size of the Contracts OPTİMAL PMO has completed or on going several projects
(having closed area under one package is ranging from 300.000 m2 – 850.000m2) having more
than the size of the Dar-ul Aman Administative Complex.
OPTIMAL PMO qualifications include the following:
• Making the legal/legislation infrastructure, when the project is at the idea stage yet, project
identification, pre-investment studies, project appraisal creation of assumption-based
estimated costs and estimated revenue and determination of commercial value and
functional structure of the project.
• Preparation of Tender Packages for the projects created in design process in accordance
with the Construction Method, execution of Value Engineering activities when and if
required, and management of Contractor/Subcontractor selection process in line with the
expectations of Client.
• Management of the process from Concept Project to the completion of Implementation
Projects by assigning them to multiple project disciplines in line with Client expectations
and project requirements.
• Contractor Model (Main Contractor / Subcontractors) is created in line with the
expectations of Client and the entire Construction Process is managed on behalf of the
Client

management board decision to establish a local office in Afghanistan incase awarded and
enclosed please find the related official documents and preparation to establish our office.

Practice has so far delivered many prestigious projects successfully operating with its young,
dynamic, up-to-date and experienced staff and developed an extensive network of clients and
variety of precious experience in Private and Public Sectors.

university campus and health facilities (pharmacy & production plants) with a total closed area
of more than 4.000.0000 m2 and most of them being in the high seismic risk zone of Turkey.

SEISMICITY & CLİMATE RESILLIENCE GREEN SCHOOL BUILDINGS


The Republic of Turkey has received a loan from the International Bank for Reconstruction and
Development (IBRD) to finance the Istanbul Seismic Risk Mitigation and Emergency
Preparedness Project (ISMEP) to prepare İstanbul for a potential Earthquake.
The school buildings are designed as not only as a seismic resilient but also has an climate
change resiliency (energy efficient, health and safety concern and with environmentally
clean). Some of the school’s equipment’s to be provided within the construction works are non-
structurally retrofitted – fixed so as not have any damage during earthquakes. Also the workers
are trained and oriented before each critical step of the construction works. In addition, together
with the social guidance study to be given by the social risk prevention experts for the students,
teachers, school administration, our technical staff organized the workshop and trainings with the
experts and provide details for the design of the public awareness materials. Optimal has
experience in LEED energy building and now supervising one of the first LEED Platinum
School Building in Istanbul, Atatürk Fen Lisesi (Science School) on of the best ranked school in
Turkey.

HEALTH SECTOR

Optimal PMO has invested its energy in health sector and increasing its capacity and
experience recently. Optimal has completed the project management, construction
management and the supervision of the Centurion Pharmacy and Production Plant and
Compound in Ankara.

It is third bio-technological medicine production center in Turkey.

The projects include 26.000 m2 closed area of Pharmacy Facility Compound including Production
Building with
• High-tech Plant, Production Bands and equipment’s,
• Manufacturing Area (Filling Line, Dryers and Packaging)
• CNC and Green Area
• Solution Preparation Tanks, Vial Washing Tunnel Filling, Water Treatment Plant
• Bioassay Lab, Microbiology Lab,
• Research-Development Centre, Hygiene Divisions, Warehouses and Depots, Energy
Building, Admin buildings and Offices and its special infrastructure; such as pumping
stations, HVAC systems, etc.
With this experience and successful completion of the project; has recently awarded with
the Supervision consultancy of the Pharmacy compound of Abdi İbrahim, one of the most
famous pharmacy brand of Turkey,

The projects Sterile-administrative building and expansion buildings in Abdi İbrahim Field in
Hadımköy, Istanbul. There are approximately 50.000 m2 closed area in 3 different blocks.
Within the scope of the project the following units are being constructed;
• sterile pharmaceutical production areas,
• laboratories,
• technical units,
• warehouse and service areas and
• administrative office areas.

Optimal PMO has more than 20 staff currently working who have health sector and
especially hospital construction and pharmacy compound construction experience

The recent contracts for the school buildings and the funding institutions are given below;

• Design and Supervision of Public Building in Istanbul under Istanbul Seismic Risk Mitigation
and Emergency Preparedness Project (ISMEP)
41 school campus (some of the campus has more than one or two school buildings, primary-
secondary-high, sports hall, conference buildings and dormitories and ateliers) + 112 Command
control centre + 2 nursing home + 1 orphanage which were decided to be demolished and
reconstructed against earthquake with a total closed area of approx. 320.000 m2.
